M I N U T E S CALL TO ORDER Board Vice President Amy Phillips called the meeting to order at 6:30 p.m. FLAG SALUTE The flag salute was led by Livingston Elementary School, principal Joe Jisa. The students that led the flag salute are robotics club students at the school: Andrew Baumgartner, William Smith, Joseph Gardner, Isaiah Delgado, and Ashley Griffith. The students then led the flag salute. The Student Representatives presented each student with a Pride of Pasco pin. ACTION ITEMS Pasco Middle Schools and Central and East Pasco Elementary Schools Boundary Recommendation – Dr. Susana Reyes The purpose of this action item this evening is to request Board action on a recommendation for attendance boundaries for Pasco Middle Schools and Central and East Pasco Elementary Schools. Reynolds Middle School is scheduled to open in August 2020 and the new Stevens Middle School will open in January 2021. Additionally, 6th grade will transition to the middle school level beginning in August of 2020. As a result, boundary revisions for the middle schools are necessary, and with the added capacity at the elementary level, boundary revisions for Central and East Pasco elementary schools will also be made.

The boundary revision work began in May 2018. A committee of district staff and community used the guiding principles to develop initial boundary scenarios. In collaboration with JUB Engineering consultant, Spencer Montgomery, the boundary committee developed draft boundary scenarios for the district’s middle schools and Central and East Pasco elementary schools.
The draft boundary scenarios and related information was shared at each middle school open house on September 16, 2019. Four additional community meetings were offered on September 17th, 19th, 23rd, and 30th at Captain Gray Elementary, Markham Elementary and Stevens Middle School. Each occasion offered stakeholders an opportunity to review and provide feedback on draft scenarios 1, 2, and 3. The draft scenarios and feedback form were also available online. A report covering the information regarding the three draft boundary scenarios including student projected enrollment data, alignment with the Guiding Principles, and a brief high-level overview of stakeholder feedback was provided at the September 24th board meeting. Follow-up information and preliminary recommendation of Draft Scenario 1 was presented at the October 8, 2019 including an adjustment to the Central and East Pasco Elementary Draft Scenario. Ms. Sherry Lancon moved to approve draft scenario 1 as the recommended boundary for Pasco Middle Schools and Central and East Pasco Elementary Schools. Dr. Aaron Richardson seconded the motion. REPORTS School Employees Benefit Board (SEBB) Board Report – Kevin Hebdon The purpose of this report is to provide board members with an update on SEBB implementation efforts by district staff and estimated full year implementation cost increases related to SEBB. The Employee Services and Fiscal Services departments have teamed up to take on the implementation of SEBB as required by recent legislative action. Every benefit eligible employee must sign up for a SEBB MyAccount and make health plan selections or waive medical benefits by November 15, 2019. There are roughly 2,400 employees impacted by this change. The two departments have put great effort into providing information, training, and hands-on assistance in helping all district staff through this process. We would like to highlight some of the efforts being made and the impact they are having on district staff. Additionally, the financial figures around SEBB have fluctuated as SEBB has worked to implement the legislature’s recent action. Along with the report on the efforts to support our

staff through this transition we have provided an update on the estimated cost increases for a full year of implementing SEBB throughout the district. As part of the District's work to periodically update our strategic improvement plan, we are seeking input from our stakeholders; the parents, community members and staff members who make up our Pasco School District community. Board discussion followed. There were no audience comments. EXTENDED STUDY/DISCUSSION There was no extended study/discussion presented. FUTURE AGENDA ITEMS The next Board Meeting will be held on November 12, 2019. During the study session this evening, we received direction from the Board to prepare for a November 2020 Bond election, so the next step to that process is to identify and narrow the scope of the projects that will be under that Bond. Reports at the next board meeting will include an update from Dr. Rodriquez on 6th grade transitioning, and Sarah Thornton will provide a report on the voter’s rights act.
COMMUNICATIONS Scott Lehrman – Extended appreciation for the invitation to the PAC annual conference and all the organizations in the community that seek involvement of parents and community in our student’s education. Stated that fall sports season at the middle school level has come to an end, he thanked to all the parents, staff and volunteers that help make those activities available to our students.
Sherry Lancon – Thanked the school principals; they all do an incredible job. She reminded the audience and Board members that the Three Rivers Elementary School dedication is on November 4th.
Aaron Richardson – Made some classroom visits recently at Virgie Robinson and Whittier Elementary. Attended an ATP meeting at Captain Gray recently as well as a PBIS meeting at Longfellow elementary and is really impressed at the work they are doing to improve student behavior.
Edgar Quiroz – This past Saturday he visited the University of Washington and he is getting excited to begin applying for colleges. This week is DECA week this week at Pasco High, they have various activities planned to get the word out about the club. Mayor Watkins came to the school to inaugurate the week at an assembly. On Thursday The Cross-Country team and the MCC are having their regional meet at Leslie Grove Park. This week Pasco is hosting their

college and career night on October 24th. The Gravel Pit Game between Chiawana and Pasco High will be on Friday November 1st at Edgar Brown Stadium.
Isaac Marroquin – Chiawana’s band took 3rd place at the Yakima Harvest Fall Festival. This week is Pink Week at the school, tomorrow they will have a pancake breakfast for the students and staff members, the donations will be given to Tricities Cancer Center. Chiawana is also partnering with Wingstop takeover tonight and tomorrow evening and 10% of the proceeds will go to the Tri City Cancer Center. On October 26th there will be a college fair in their gym from 11-3pm; there will be over 77 colleges represented at this event. On Tuesday October 29th at 6pm they are hosting a Trunk or Treat at Virgie Robinson will be at Robinson Elementary.
Maksim Karazbhei - This Friday Delta will have a college fair, they will have colleges as well as community members there to talk about available scholarships for students. PSATs were this past week. Delta High seniors participated in college tours this past week. He shared that at the last comprehensive high school #3 meeting, he was informed that some of the community members went to Yakima to look at their high schools there and he wanted to thank the community members for their time that they are putting in as part of this process.
Steve Christensen - Attended the legislative assembly recently. WSSDA announced their ranking of legislative priorities. WSSDA annual conference will take place November 21-24th in Bellevue. He recently visited Longfellow and Chess Elementary schools and observed a few classrooms and thanked the staff and principals for hosting him.
Michelle Whitney – The work of our building administrators is extraordinary, she thanked them for all of their work and recognize that their lift and level of commitment is incredible, and our district is successful and better because of it. The first Strategic Refresh Planning Committee was held this past Tuesday, the next meeting is October 29th; she thanked all of the participants that came to roll up their sleeves and be a part of that work. Michelle highlighted the Chiawana High School mock interviews this past week that she was a part of; she was fascinated with the students she interviewed, they each had unique career pathway and plans after high school.

Expectations
• All students will remain with their buddy at ALL times while in the park.
• Parent chaperones will choose a way to communicate with their group and make sure every group member knows this. Some ideas are listed below:
o Let buddy pairs ride on their own but check in with you via text (if able) at 2:30 and meet you in person at 4:45
o Set a meeting place where your group members meet you in person at 2:30 and meet at the carousel at 4:45
• There is a Teacher's lounge with coffee and cookies. You do not need to stay with your group at all times. Please give them some independence. We have terrific kids and know they will make great choices and be a good reflection of our school.
• Students may use their phones appropriately in the park. Appropriate things include taking pictures and communicating with group members/chaperones. Students should not be on social media while at the park and have been asked to refrain from posting pictures until they return. We know this will be hard to monitor and are trusting that our students will make good choices and enjoy a fun day with their classmates.

I have 2 kids that just started Middle School the last 2 years and I was very frustrated with the lack of communication that I received as a first time middle school parent. This year I didn't receive the information telling me when to pick up schedules until the day after I was supposed to pick them up. These should be sent out 2 weeks before school starts to make sure people are not on vacation or something when they are supposed to pick up schedules. 5Electives. What electives will be available for 6th graders? Will this be different than what 7th and 8th graders are offered? 5Will there be feeder schools? 4A positive and an inspiring environment 3Clarity on boundary lines and an effort to keep kids that have spent k-5 together in the same middle school, schedule setup to limit the amount of time 8th graders are interacting with 6th graders (main focus on limiting bullying, social pressures), what athletics and extracurricular will be offered to 6th graders 3I would like to know the proposed population of each school. Currently I have a child that just started in the 7th grade at Mcloughlin and he was unable to eat hot lunch due to the length of lines. Are the current schools built to accommodate the influx of children. Currently Mcloughlin can't handle lunches nor is there sufficient parking for the amount of children and facility members. 3

physically, emotionally, hormonally, etc.• Relationships with peers and teachers have a direct correlation
on how students transition academically• Students want independence; adults need to explicitly teach
expectations and procedures and provide protection through security and structure
• MS environment is vastly different than students’ prior experience
• Students may have lowered motivation and academic success at time of transition – MS can provide opportunity to transition and recover before HS
• The whole school is needed to make transition work for kids• Research provides resources to review and refine current

OBJECTIVE: The purpose of this discussion is to provide an update to the board on the topic of director districts.
BACKGROUND: The members of the Pasco School District board of directors are currently elected into at-large positions, meaning an eligible voter in the district votes for each position. In 2017, a community member requested that the board look at adopting director districts as a way of achieving broader community representation on the board. A study session was held in January 2018, with additional information provided in September 2018, following a change in the Washington Voting Rights Act. The change in the law allows the board to change the at-large board elections to a director district framework without requiring voter approval. The board directed staff and outside counsel in March 2019 to engage a demographer to provide information regarding Pasco’s voting age population to determine if director districts were feasible. This brief report will provide an update on the demographer’s work.
