The glassworks of Alactra are not limited to the simple and ornate fineries to drape the noble houses of hives on worlds beyond, but also include a fine collection of sophisticated components utilized in the construction of essential star ship components. For this reason - and this reason alone - the world has garnered tremendous protection from both the Imperial Navy and the Adeptus Mechanicus. Both organizations have vested interests to ensure the loyalty of the world, the stability of the planetary tithes, and the compliance of a restless population... Alactran Culture Commerce on Alactra is radical compared to other Imperial worlds - thrones are worthless and water is more than life. Merchants ply the tri-hives using what is known as 'water tokens', aqua-branded throne gelts that can be exchanged to the Ministry of the Interior for one liter of water. Water is life after all. This control and monopolization of the planets limited supply of water has lead to much resentment to the local government. It is also a great leash keeping rebellion in line - simply poisoning the few water depots available to the common man quickly ends dissension before it begins. Coupled with a ruthless governor and a brutal secret service, life on Alactra is strict and routine - as a true Imperial world should be. A World of Glass and Metal Spires Alactra is more than just a world covered in desert - it is a world covered in glass. Due to the peculiarities in atmosphere and position to the solar bodies that heat the world, it is not uncommon for large stretches of the land to be 'glassed' naturally. These seemingly unreal landscapes are known to fill the journals and data-slates of those fortunate to see them and have been spoken of as far as the Calixis Sector. Beyond those surreal glass deserts there are the silt seas and the hives that jot out blaringly from the earth. Three of the largest are known collectively as the 'tri-hives' for their relative proximity to each other. Government

Alactra is a Hive World of varying capabilities,mainly due to its positioning within the Solar Segmentum. It sits as a central up to the Terran traderoutes, which has benefited the world greatly. Alactra

itself is an arid hive world whose man commercialinterest is water. The world itself is known for producing high quality glass for various needs up toand including the usages of the special glasses usedfor the viewports of starships. Water is a display of wealth upon the world with the various districts of nobility having large and elaborate water fountains.

Attempting to drink from said fountains is punishableby public flogging if not worse.

The current government of Alactra is ruled byGovernor Vitral Lurnath. Lurnath himself only holdsgovernorship so long as he maintains his power over the various Hive nobles and more so keeps a firm grip

upon his people. Alactra's population itself is verydiverse mainly due to its trade hub status. More so, Itstrio of hives each have spaceports to accommodatethe massive flow of traffic. This has lead each have tobecoming a massive urban sprawl, growing outwardsrather than up. There is a strong Mechanicuspresence due to the glass plants but various other industries exist as well including the manufacture of starship parts.

Alactra's orbital geography is a maze of stationsand shipyards. Alactra itself unsurprisingly tends topay its Imperial Tithe with starship contributions, oneof the major manufacturing hubs for escorts. Itspersonal defense fleet is a rather impressive array of system-bound starships. Battlefleet Calixis is knownto on occasion send ships of the Reserve there for maintenance.

As of recently, Alactra has begun to see anincreasing growth in resentment towards Imperialauthority and the Governor's rule. The latest dryseason has been particularly brutal and the Water Guilds have raised prices drastically, claiming theylack ability to meet demand. Most know this is a liethough, how easily they could bring in water off-world.Other factors include the recent assassination of oneof Alactra's great glassmeisters. Most fingers point tothe Mechanicus who many believe are jealous of the

Alactran are of glass forging. Dissent is starting toappear and the Adeptus Arbites have shipped in onethousand additional Arbitrators to help try to crackdown on it. The Unseen, Governor Lurnath's secretpolice, have become much more active recently. Andthe noble dominated Parliament has also passedadditional sedition laws to support Lurnath'scrackdown.

One of the largest rebellions enacted against the Alactran Parliament occurred less than 3 months ago, Alactran local variance. Although crushed mercilesslyby the overwhelming power of the Adeptus elementspresent on world, the pervasive ideals proposed bythe founding heretics continues to spark lesser heresies across the Tri-Hives. This incident is beingcalled the 'Tri-Hive Massacre' by fearful locals andmore aptly entitled, 'The Pathosian Suppression' bythe Ordo Hereticus.

While the lesser recidivists responsible for thisincident have been apprehended, interrogated, andexecuted, the lead heresiarch responsible for theunsanctioned rebellion, Tyr Pathos, eludedapprehension by both local law authorities and

Adeptus personal. Reports from Imperio-Savants,local enforcers (Ref. Alactran Pacifiers), and Adeptus

Arbites have indicated his aversion to capture beinglinked to blasphemous sorceries affecting the mindsand loyalties of pro-imperial servants.

Ordo Hereticus agents have been dispatchedand are in route/actively pursuing leads into thissuspected heresy of witch-craft. The Ordo Bestilius,

however, has seen with a more scrutinizing eye thesituation and believe a larger plot is enacting still onthe planet - the activation of the Ghost Network.Months before the planned and ultimatelyunsuccessful insurrection members of the NobleHouses and Parliament reported strange dreams andoften violent 'hijacking' of their bodies. These cases,while having been investigated and cleared of suspected corruption by Imperial authorities,mimicked many of the later reports coming out of theaftermath of the Tri-Hives Massacre.

One common factor in each case has lead theOrdos to believe that Tyr Pathos, or his associates,

have no direct connection to the warp and the mental'hijacking' of pro-Imperio forces to be unique in origin.None of the victims bore any marks or corruption of the soul befitting known psycho-Immateriummanipulation. While scant, this lead must be followedup on before the agents of the Hereticus find,disembowel, and ultimately slay all sources of thispotential break through on the pyre of zealotry.

Father of Lies Excommunicate Traitoris

Little is known of the maniac that single-handedly incitedthe Tri-Hive Massacre that cost the Alactran government over 900 lives resulting in capitol loss for the Imperio-Parliamentunder Vitral Lurnath. Seeming to never have existed in anylogs or census' on Alactra, 'Tyr Pathos' ability to disappear without so much as a shred of blood has garneredInquisitorial attention to an otherwise unremarkable recidivistbest left to the Arbites to apprehend.

The Dominion of the Damned Tyr Pathos brief rise to power was built upon the

strength of greater men and women whom he used as littlemore than pawns. Most were captured and processed by theauthorities but there remains one who fled to the safety of the

Hives extensive underground - the entity known simply as'The Shepherd'. This entity - rumored to be a mutant of themost vile nature - remains the only remaining link to themastermind of the Tri-Hive Massacres. As a revitalizing forcetowards continuing heretical resurgences and the lastconnection (and hope of finding) to Pathos, this vileaberration must be captured at all cost.

The Tri-Hives Hive Obsidian

The largest of the Hives, boasting a population of 3 billion. Hive Obsidian is the political and economiccapital of Alactra. Governor Lurnath dwells here andthe Water Guilds are headquartered here. It is alsothe central location of five major spaceports. Due tothe various economic activities going on, thespaceports are very active and have a strong Arbitespresence as they fall under Imperial jurisdiction.

The Alactran Circuit, a recidivist movement withinthe Hive, has persisted for the last two decadesdespite the Arbites attempts to bring them to lawfulcompliance. Due in part to the structured splinter-cellnetwork the group uses, discovering the corruptminded 'freedom-fighters' before new cells arecreated has proven next to impossible.

Hive Sirocco

The home of various industrial plants andfoundries, Hive Sirocco has a strong Mechanicuspresence. The city is almost entirely devoted to themanufacture of starship components for both civilianand military vessels. A fair portion of their work oftenis feeding into the production of a new frigate to payto the Imperial Navy as part of the planetary tithe.

The infamous Forge Felons call Hive Sirocco

home. Once loyal menials and skilled laborerstethered to the Mechanicus, the founding fathers of

the gang broke free from their servitude after theMechanicus purged an entire manufactorum for failingto meet annual quotas. The Forge Felons overthrewtheir task masters, took arms and any piece of equipment they could move quickly and vanished tothe underhive where they operate to this day.

Hive Kiln

Called the Glassworks by many natives, Hive Kilnis a impressive array of glass plants and processingfacilities. Few can deny the amount of glass thatcomes out of Hive Kiln which feeds into the other industries of Alactra. More so it produces glass of vary types due to Alactra’s unique variety of sandsand silicates to utilize.

Beneath the glass citadels and works of art is thedeceptively nightmarish realm of its underhive. A vastmutant population has grown beneath the feet of the

populace. Known only as 'The Rabble', these mutantshave long sought peaceful amnesty despite constantimperial pogroms aimed to eradicate their otherwisepeaceful existence.

Imperial Strategos have disputed the causeleading to Hive Kiln's unusually large mutantpopulation. Hive Sirocco, the industrial heart of

Alactra, would support the pollutants to rationalizetheir swelling numbers. Some claim there is somecorrupt element unbeknownst to the authoritiesleading to the mutants proclivity.

Contacts The Metal Thorns Gang

They fancy themselves Mercenaries for Hire, butreally The Metal Thorns are just a ragtag group of thugs who weren't agreeable enough to becomeEnforcers. Still, they've managed to stockpile aconsiderable amount of weapons and armor, all of which they keep for themselves and use in their various "missions."

Dangerous: The Metal Thorns will change sides atthe drop of a Throne. If someone outbids their current"employer," then the Metal Thorns will have nocompulsion against killing said "employer" if that'swhat the new contract calls for. Otherwise, they'll justwalk off.

Is a Group: They'll retreat from a conflict if they starttaking casualties.

Has "Military" Connections: Each Metal Thornshas an Autogun, an Autopistol, a Mono-Knife, a FlakVest, and a few other random combat supplies.

Jonnilius

"Scabber Rounds" Jonnilius is somewhatinfamous. He has the uncanny ability to steal bulletsfrom the factory he works in, without anyone noticing.The Arbites caught him early on in his criminal career as he was attempting to sell the stolen goods, but hemanaged to broker a deal with them. Now any timeScabber fences his illicit wares, he immediately callsfor the Arbites. Only desperate fools use Scabber'sservices . . . but sometimes those fools manage toevade the pain of the Shock Maul long enough to usetheir ill-gotten ammo.

Dangerous: Scabbers will always point his finger athis buyers whenever the Arbites come knocking.

Dubious: Scabbers doesn't accept 'repeat

customers.'

The Rabble

The group of mutants who call themselves TheRabble are vicious, cunning, and hungry.Cannibalism is common among them, but their leaders are often strong or compelling enough to keep

the Rabble from losing their minds to hunger. Theleaders of The Rabble often try to broker deals withnon-mutants, attempting to secure other sources of food and items which could offer them protectionshould the day come when a purge is launchedagainst them.

Extremely Dangerous: As a group of mutants livingin the Underhive, The Rabble could threaten youdirectly, or possibly jeopardize your life byassociation. Dealing with them in person also runsthe risk of exposing you to the elements whichcorrupted their bodies in the first place.

Special Powers: Each member has 1d5 Minor Mutations and 1d5-3 Major Mutations.

Forge Felons Gang

A group of factory dregs once tried to form aworker's union. Most of them were killed, to make anexample of what happens to people who spout suchun-Imperial nonsense. The survivors fled downwardsand regrouped, stealing precious factory equipmentwhen they did. They now manufacture variousweapons and munitions, selling their product to

remain alive in the harsh Lower Hiveof Sirocco.

Dangerous: The Forge Felonscould be discovered by Arbites or Skitarri at any moment, andanyone making use of their illegally produced weaponswill be considered just asguilty

Dramatis Personae

Imperial Authorities

Governor Vitral Lurnath

Governor of Alactra and head of the AlactranParliament, rules the world with a steady hand andiron grip on its various economic institutions. NoWater Guild has yet dared to disobey the Governor or refuse payment in Water Tokens, the planet's mintedcurrency.

Since being elected Prime Minister, Vitral has inthe past sixty years slowly chipped away theexecutive authorities of the Ministries andconsolidated power to his position through aggressivelegislature. His fiercely passionate oratory andlogistics acumen have resulted in granting himself increasing Imperial support and a growing reputationfrom the Sector Lords.

About the Pacifiers

Governor Lurnath’s enforcers are often recruitedfrom the PDF for their obedience and brutality. Theyenforce his will but more so are the first responders toall public disturbances.

Bolvin Garma

Marshal of the Alactran Planetary DefenseForces, Bolvin Garma is one of the rare ImperialGuard Officers who qualified for retired for extraordinary service. Nearing his ninety-eight year of age, Garma is blessed with the vigor of youth with the

rejuvenat treatments his position as the Minister of Defense.

Marshal Garma oversees the leadership andtraining of the Alactra PDF which itself generallyconsists of large light infantry divisions trained for urban combat and operation in arid environments.The best of their units are offered as tithes, providingexcellent urban specialist regiments to the ImperialGuard. It is considered a high honor in the AlactranPDF to be selected for service in this way, and eachyear hundreds of units participate in specialized war games to determine who may win the right. MarshalGarma is particularly proud of his corps and for thelast forty years has awarded each departing unit from

Alactra the right to bear his families Coat-of-Arms.Outside of his military duties, Bolvin has proven

to be an outspoken politician and the most activemember of the Parliament. As the Minister of InternalDefense, Bolvin Garma executes the will of theParliament with ruthless, Imperial zeal.

Sargas Ren

Sargas Ren is a man of terrifying infamy. He isLurnath's right hand and head of the Unseen, which istechnically a part of the Ministry of Interior but is saidto have more power than the Interior Minister who is

terrified of him. Little is known of this man - and itclear that his pre-existent records were expungedfrom the Alactran data-combs and Historicus records.

Much of this illusive man is known through onlysecond-hand accounts and very few pict-recordings.Highly eccentric and 'odd', Sargas has beendescribed as a madman who executes his dutiesbrutally whilst at the same time deriving pleasure fromit, often carrying himself with a whimsical bravado.

About the Unseen

Technically called the Department of the Unseen

which is part of the Ministry of Interior. It is the brainchild of Sargas Ren who has been running it for several decades now since its formation. Oftenenough, citizens are silenced before they ever get achance to gather a mob around them. This is the dutyof the Unseen.

When the Unseen were first formed there weredisputes between authority from the Adeptus Arbites.Governor Vitral assuaged the complaints with alegislative ruling declaring the Department of theUnseen as agents of the Sovereign body, heldaccountable only to the ranking Judges of the Arbites.While the Judges of the local precincts were loath to

abide by such a ruling, Vitral used precedence fromthe Lex Imperialis to support it.

Since then, there has beenan on-going legal debate

that has being dragged on.Regardless, since then the

Unseen have wielded near-autonomous authority.

Lawrence Marcellus

Head of the Ministry of Commerce, LawrenceMarcellus is the staunchest opponent to the VitralLurnath on the Parliament and has proven relentlessin preventing or stalling Vitral's attempts to

consolidate all executive powers to his own position,stripping the Parliament of its teeth, and indeed, it'spurpose. Arguably the most influential of Ministersdue to his own personal wealth and the backing of theWater Guilds, Lawrence has been difficult for Vitral toremove.

Minister Marcellus is an ambitious man, andgenerally cold and compassionless towards others.The very traits that have made his own fortunes riseexponentially, despite the worsening conditions for the lower classes that often cannot afford the risingcosts of water.

About the Water Guilds

Alactra’s commercial titans and main means of survival. The Guilds operate to supply the trio of hiveswith water, though admittedly at somewhat unfair pricing to maximize their profits. The currency of

Alactra is Water Tokens, each token granting accessto a liter of water. All Water Guilds accept thesetokens, for failure to do so would earn the violentretribution of the Governor and the Parliament.Counterfeiting water tokens is a capital offensepunishable by death, usually a slow and painful deathmade a public spectacle.

About The Parliament

Officially, all divisions of the Adeptus Terra aresovereign and held to higher esteem than the localgovernment, and few of the ranking members wouldtypically interact with the by-laws of the planet.However, due to the importance the world has twoseats are routinely attended to ensure Imperialinterests are maintained; that of the AdeptusMechanicus and the Imperial Navy, bothorganizations providing emissaries when needed totake part in government functions.

Other offices of the Parliament include theMinistry of Education, largely responsible for work-assignments and population control, and Ministry of Public Relations which controls the planet's media,localized records from districts, and taxation.

Organizations The Cult of the Micro-Omnissiah

The Tech-Seers, or locally known as the Cult of the Micro-Omnissiah, believe that the Machine-GodOmnissiah resides within the spirit of all machines,and so the smaller the machine, the closer you cancome to the final resting place of the Omnissiah andthe more perfect the machine is. To this end, the TechPriests work with micro-forges to create some of thefinest and smallest machines in the Imperium. Inparticular, their crowning achievement is the creationof nano-genic machines so small that they areinvisible to the naked eye! It is because of thisobsession with small technology that the Cult requiressuch large amounts of silicon, which they use tocreate these tiny machines.

ArmoryThe Aggregator -Assault Lasgun Class: Basic

A unique pattern developed by the AdeptusMechanicus on Alactra on the behest of Governor Vitral, the 'Aggregator-Assault' pattern Lasgun isrewarded to the elite of his personal force of enforcers, the Pacifiers. Compact, lightweight, andhighly lethal at close quarters, this pattern isextremely rare and hard to produce.
