PATnet Synopsis National Mission for Enhanced Energy Efficiency The National Action Plan on Climate Change (NAPCC), released by the Prime Minister on 30 June 2008, recognizes the need to maintain a high growth rate for increasing the living standards of the vast majority of people and reducing their vulnerability to adverse impacts of climate change. The National Mission for Enhanced Energy Efficiency (NMEEE) is one of the eight national missions with the objective of promoting innovative policy and regulatory regimes, financing mechanisms, and business models which not only create, but also sustain, markets for energy efficiency in a transparent manner with clear deliverables to be achieved in a time bound manner. Perform, achieve, and trade (PAT), its a market-based mechanism to make improvements in energy efficiency in energy-intensive large industries and facilities more cost-effective by certification of energy savings that could be traded. Bureau of Energy Efficiency (BEE) under Ministry of Power (MoP) is implementing this scheme in 8 industrial sub-sectors namely- Thermal Power Plant, Aluminium, Pulp & Paper, Chlor- Alkali, Cement, Iron & Steel, Textile and Fertilizer. In ESCerts market, the CERC would be the Regulator; BEE would be the Administrator and power exchanges would be working as the trading platform. Power Exchanges and Depository are the key institutions of this framework. A Depository is needed to support issuance of ESCerts and their record keeping, trading between DCs on PXs and maintaining account of such transactions, dissemination of information’s between DCs, PXs, administrator and regulator. Objective of the selection of depository to facilitate these activities related to ESCerts trading under the PAT mechanism. One of the major part of this PAT Scheme is Issuing and Electronic Trading of Energy Saving Certificates (ESCerts) which shall be porpotional to the Energy saving norms set under the Energy Conservation Act , 2001. For this BEE has developed the web portal named as PATnet. This web portal is further divided into two portals namely ( Dynamic CRM & PATnet portal). The Web Portal access is compatible with Internet Explorer 7.0+, Mozilla Firefox 3.0+, Google Chrome 4.0+, Opera 9.0+ .The portal was made compatible with the latest software available at that time when contract was awarded. During up gradation of portal , compatibility with the latest software will be the preference. Web portal is an integrated platform for NMEEE activities including D-CRM portal, e-filling platform for energy return, PAT compliance .It is proposed to install electronic platform for maintaining track and records of all transactions, communications between all stakeholders. In this regards, BEE had procured following software’s for the development of electronic platform for PAT:

Energy Auditors Users can access the system using Microsoft Outlook or Internet Explorer.

Portal Energy Managers at the Designated Consumers accessed the system through a portal. They were able to upload their information as well as access information related to their approval status and communicate with BEE and other State Designated Agencies.

Steps involved

1. Open e-filing portal

2. Provide password credentials and select the User Type as DC and click login button

3. Navigate to Submit icon menu and click on the link E-filling offline link
