PATRICK BASS ANGLERS
CONSTITUTION AND BY-LAWS
ARTICLE I - NAME AND PURPOSE
SECTION 1 - NAME
This club shall be called “Patrick Bass Anglers."
SECTION 2 - PURPOSE
The purpose of this club is to stimulate public awareness of bass fishing as a major sport. To improve our skill as bass anglers through a fellowship o f friendly exchange of expert bass catching techniques and ideas and to promote and encourage youth fishing and love for this great recreation.
ARTICLE II - MEMBERSHIP
SECTION 1 - NUMBER OF MEMBERS
The membership shall not exceed 30 active members of which no more than 50 percent may be non-boaters. If the boater membership falls below 50 percent of the active members, no new members may join as Non-Boaters until at least 50 percent of the members are boaters.
SECTION 2 - REQUIREMENTS FOR MEMBERSHIP
A. To become a club member, a person shall:
1. Express genuine interest in membership by submission of an
application to the Membership Committee Chairperson.
2. Be 18 years of age or older.
3. Be voted on by the membership if the prospective member meets the aforementioned criteria.
4. Affirmation of vote must be by a simple majority of the members
present.
5. A prospective member shall be present at the meeting when the vote is conducted. The prospective member will be immediately informed of the result of the vote.
6. Any person refused membership shall not be allowed to attend meetings or request membership for six (6) months; at which time another formal application is required.
SECTION 3 - CLASSES OF MEMBERSHIP
The following lists the classes of membership in this club:
A. Active Member. Shall be any person who has been granted membership according to ARTICLE II, SECTION 2, and who is not delinquent in their dues. 1. Voting Member. Shall be any active member who is in good standing.
B. Honorary Member. Shall be any former club member who has performed an outstanding service for this club or our community at large. All privileges of club membership shall be extended except elected office and voting. Honorary membership must be awarded by a s imple majority vote of the membership present.

SECTION 4 - MEMBERSHIP DUES
Annual membership dues shall be $25.00 per year, payable 45 days from the start of the tournament year or upon notification of club membership. Monthly dues are paid each month regardless of whether the member fishes a tournament. Monthly dues will be paid at a rate of $15.00 per month (January thru October) or $150.00 annually.
SECTION 5 - BALLOTING AND VOTING
Each member in good standing shall be entitled to vote or cast a ballot at a general meeting
of the membership.
A. Voting by proxy or absentee ballot shall not be permitted.
B. A simple majority vote of the general membership present shall be adequate to
carry any transaction of this club unless otherwise stated in the Constitution and
By-Laws. ARTICLE III - OFFICERS, ELECTIONS, VACANCIES AND ELIGIBILITY
SECTION 1 - OFFICERS (ELECTED) The elected officers of this club shall consist of:

The Executive Committee shall consist of the President, Vice P resident, Secretary, and Treasurer. The Constitution and By-Laws Committee shall be the Executive Committee with the Club President being the Chairperson. Newly elected officers will assume their elected duties at the January meeting after the election.
SECTION 2 - DUTIES
The following are duties of the elected officials:
A. President. The President shall preside at all meetings of the club. The President
will serve as an ex-officio member of all committees and shall perform all other
duties and exercise such other powers as are provided in the Constitution and By-
Laws or as are usually incident to the Office of the President. The P resident shall
also serve as Chairperson of the Constitution and By-Laws Committee.
B. Vice President. The Vice President shall preside at all meetings of the club not
attended by the President or upon the President’s request. The Vice President shall
fulfill all other duties of the president and represent the club as a member of the
Constitution and By- Laws Committee and will serve as Chairperson of the selected
Tournament Committee. The Vice President will take attendance at the meetings to
ensure proper point allocation. The Vice President/Tournament Director is
responsible for maintenance and safekeeping of the club weigh- in property. Also,
assumes the duties of Treasurer in his/her absence. The Vice President/Tournament
Director shall also represent the club as a member of the Constitution and By-Laws
Committee.
C. Secretary. The Secretary shall keep accurate minutes of all meetings. The
Secretary shall provide written minutes of the previous meetings at each regular
meeting. The Secretary will represent the club as a member of the Constitution and
By-Laws Committee.
D. Treasurer. The Treasurer shall receive and disburse all funds and maintain records
of all financial transactions. The Treasurer shall be authorized to pay bills following
authorization by the club with the exception of bills of $100 or less which may be
paid with the authorization of the Executive Committee. The Treasurer shall provide
a current financial statement to the Secretary at each meeting for incorporation in the
monthly minutes. The Treasurer shall also represent the club as a member of the
Constitution and By-Laws Committee.
Note: As incentive, and in recognition of the amount of work required, the Vice President/
Tournament Director, Secretary and Treasurer will receive, for each of the two day
tournaments, one night’s room expense (fair share or $50, whichever is least) for one night
toward room payment. This applies to cost of room only and does not include room service,
movies, etc. Budget item NTE $300.
IN ADDITION TO THE ABOVE ELECTED OFFICIALS, THE FOLLOWING DUTIES
ARE DESCRIBED FOR VOLUNTEER POSITIONS/JOBS.
A. Membership Chairman. Duties include maintaining a current membership roster,
boat and non-boat owners. Maintain a current list of those individuals on a waiting list for membership.
B. Activities Chairman. Plans, coordinates, and forms committees which are then placed in charge of social and tournament events not otherwise defined by the Tournament Year.
C. Historian. The historian keeps all documentation related to the club. At the end of each year the historian will be given all minutes, membership documentation, tournament results, pickle pot data and financial documents for safekeeping and storage.
SECTION 3 - ELECTIONS
The election of officers shall be held annually at the regular meeting during the month of November.
A. Election shall be by simple majority vote of the members present.
B. Vote shall be by secret ballot.
C. Election of each officer shall be held separately in order directed in ARTICLE III,
SECTION 1.
D. A member nominated for office must either be present at the election meeting
or present to the Executive Committee written permission to have their name
placed in nomination for an elective office on their anticipated absence at the
designated meeting.
SECTION 4 - VACANCIES
In the event of an office vacancy, it will be filled as follows:
A. If the Office of President becomes vacant, the Vice President shall fill such vacancy for the remainder of the term of office and will perform duties of both President and Vice President for the remainder of the year.
B. If the Office of Vice President becomes vacant, a replacement shall be
elected by the general membership.
C. If the Office of Secretary becomes vacant, a replacement shall be elected by the general membership.
D. If the Office of Treasurer becomes vacant, a replacement shall be elected by the
general membership.
E. Should any other appointed office be vacated, the Executive Committee shall
appoint a replacement for the remaining term of office.
SECTION 5 - ELIGIBILITY FOR HOLDING OFFICE
To be eligible to hold an elected office, in the club, a member must:
A. Be a member in good standing.
B. Show an active interest in all club functions.
SECTION 6 - COMMITTEE ASSIGNMENTS
No member will be appointed to a committee or office without their approval. If there is no committee chairperson volunteer (Activities, Membership, etc.) one can be appointed by the executive committee. ARTICLE IV - METHOD OF AMENDING THE CONSTITUTION, BY-LAWS AND TOURNAMENT RULES (C & B, & TR)
These are perpetual (C & B, & TR). There shall be no amendments to the (C & B, or TR) of this club except by a majority vote of the membership present. All recommendations for amendments from the general membership at large will be submitted to the Executive Committee in writing with justification for the change. A notice of the proposed amendment shall be presented to the membership at large at a regularly scheduled club meeting and voted on at the next monthly meeting except for those amendments considered by the Committee to be of an emergency nature.
ARTICLE V - REMOVAL OF MEMBERSHIP
A. Any member may be dropped from the membership roll for the following: B. A continual disruption of the meetings.
C. Any action, which would reflect dishonor and disgrace upon the club.
D. Any member who does not pay their annual club dues by the February meeting
or becomes more than three (3) months delinquent in their monthly dues will be
dropped from the membership roles. This rule can be waived if sufficient
justification is presented to the executive committee.
E. The action to have a member removed may be presented to the Executive Committee by any member in good standing along with sufficient justification in writing. A majority vote of the Executive Committee is required to bring the proposed action before the club for a vote.
F. Action to remove a member may only be presented to the club by the Executive
Committee. The member in question and the club membership must be notified of the proposed action at least one meeting prior to the vote.
G. Written resignation will be accepted without putting the issue to a vote.
H. Any member may be removed from the membership for the aforementioned
reasons by a simple majority vote of the members present.
ARTICLE VI - COMMITTEES AND DUTIES
SECTION 1 - COMMITTEES
The following are standing committees of this club, however additional committees may be established if deemed appropriate by the President:
A. Executive Committee
B. Tournament Committee
C. Activities Committee
D. Membership Committee
SECTION 2 - DUTIES
The following are duties of the Executive, Tournament, Activities, and Membership Committees. The duties of all other appointed committees other than outlined herein shall be prepared by the Executive Committee and submitted to the general membership for their approval by vote.
A. Executive Committee:
1. Shall be empowered to remove from office any appointed committee
chairperson or committee member for failure to properly execute their duties.
2. Reviews all proposed amendments to the Constitution and By-Laws prior to
submitting to the club membership at large.
3. Settles all disputes and appeals.
B. Tournament Committee:
1. The tournament committee is selected by the Vice President.
2. Conducts the tournament start and weigh- in.
3. Keeps all tournament records. Produces and distributes the monthly
standing statistics to all club members.
4. Awards all trophies and prizes.
5. Enforces all tournament rules and regulations.
6. Establishes a system and/or contest for annual fishing awards.
7. Determines a method or system to select members to represent our club in any invitational tournaments.
C. Activities Committee:
1. Establishes and organizes all special events (fish fries, family outings, special tournaments, Awards Banquet, etc).
D. Membership Committee:
1. Update and maintain current membership roster on the PBA
website.
2. Club members who do not have access to the website can request a hard
copy of the membership roster, Constitution, By-Laws and Tournament
Rules.
3. Pass out club membership application to prospective new members. Upon receiving the completed application, brief the club membership on each new prospective member’s information.
4. When new member is elected into the club, provide the new member with the
website [see (1) above, or provide a copy of the club Constitution and By-Laws, Tournament Rules, and club membership roster [see (2) above]
5. Brief the club membership at each monthly meeting of the total number of club
members, total number of boaters, and total number of non-boaters. ARTICLE VII - GENERAL MEMBERSHIP
SECTION 1 - MEETINGS
Club meetings shall be conducted on the first Wednesday of each month, unless otherwise announced, and shall begin at 7:00 PM. The tournament will be the following Saturday, unless a revised date is placed before the club in the form of a motion and approved by a simple majority vote of the members present at least one month prior to the tournament in question.
ARTICLE VIII - VOLUNTARY DISSOLVEMENT
The Patrick Bass Anglers may be dissolved at any time by a 100% vote of the total membership. If the club is dissolved, the Executive Committee will automatically accept trusteeship for any assets of the club. Distribution of the assets, following satisfaction of all outstanding obligations, shall be dispersed equally among the remaining club members.
PATRICK BASS ANGLERS TOURNAMENT RULES
A. Rules:
1. The following Tournament Rules of the Patrick Bass Anglers will remain unchanged unless amended, in accordance with ARTICLE IV of the Constitution and By-Laws, State/Federal laws or established lake regulations.
2. The interpretation and enforcement of these rules shall be left to the
Tournament Committee. Appeals will be referred to the Executive
Committee to be settled in accordance with the Constitution and By-Laws.
B. Participation and Eligibility:
1. Only club members in good standing will be eligible to participate for awards in club tournaments. Non- members or honorary members can participate as guests and will fish free of charge but will not be eligible to receive prizes, trophies, or points.
2. A drawing for partners will normally be held during the meeting preceding
the tournament weekend unless the Tournament Committee deems to choose another date due to time span, etc. Two contestants will be assigned to each boat. A member will be able to fish alone only if a boat partner is not available. Club members will take precedence over guests and hold-outs if there are not enough boats to meet the club needs. All members, whether boat owners or non-boat owners, will be paired; and only after the pairing will guests or hold-outs be allowed to fish a particular tournament. A member will only be authorized to hold-out twice per tournament year, with exceptions given by the executive committee. Members requesting to fish with a guest will be left out of the tournament draw and will be drawn after regular club members. The last boat in the draw will be the starter of the tournament and will begin the tournament as directed by a tournament committee member. A member who wishes to fish a tournament but cannot attend the drawing must make prior arrangements with a club member to enter their name in the drawing. Non-boaters who are not drawn for the monthly tournament, due to a lack of boaters, will not be charged monthly dues for that month, providing they do not fish. Also, all non-boaters who are not paired with a boater shall be the first non-boaters drawn for the following months tournament and must be paired with a boater until all non-boaters have missed at least one tournament.
3. A contestant must not allow any bass caught by one contestant to be
counted on the score of another contestant. In such cases, both contestants will be disqualified from the tournament.
4. Tournament fees will be paid prior to the draw of the next tournament.
5. Double draw: No two members will fish together in consecutive months,
because of the draw. There are two exceptions:
a. Jim Wiese Memorial Classic
b. During the monthly draw, if the last draw pairs the same two as the prior month, and the regular draw is over, the draw stands.
C. Boat Safety:
1. Each contestant should arrive at the tournament site at least 30 minutes prior
to the announced starting time. Boats will be checked at the Tournament
Chairperson's discretion to ensure that:
2. All Boats meet Florida Boating Laws including lighting.
3. There is a Coast Guard approved life vest or jacket for each
contestant.
4. There is an operational “Kill Switch” installed on all boats equipped
with an electric starter.
5. All boats have an aerator in the boat to keep bass alive.
6. Boats will be dispatched in a safe manner as determined by the Tournament Committee at the site.
7. At no time will “shotgun” starts be authorized.
8. Life jackets or vests must be worn any time the combustible engine (big motor) is in operation.
Note: The Tournament Committee has the right to reject any fishing craft entered in
the tournament if it is determined to be unsafe for any reason.
D. Tackle and Equipment:
1. Only artificial lures may be used. No live bait or prepared bait will be
permitted; however, pork strips or pork type rinds, etc., may be used. The
tournament director/committee may make random inspections to ensure
there is no live bait aboard. Only bait casting, spinning, or spin casting
rods and reels may be used. Only one “rig” is permitted to be in use per
contestant at any time. All fish must be caught live and in a conventional,
sporting manner. Wading and trolling are not permitted. E. Boat and Motor:
1. Fishing boats (no air boats allowed) may be used that are 15 feet in length
or longer. Any motor, except aircraft types, may be used. A small additional gasoline or electric motor may be used to maneuver the boats. Boats in the category above that do not meet the Tournament Committee
acceptance will be disqualified from the tournament.
F. Sportsmanship and General Safety:
1. Good sportsmanship, fellowship, and conservation practices will be expected of all contestants. All Coast Guard and Florida State regulations must be followed. Unsafe boat operation or conduct that could bring unnecessary attention or disgrace to the club by any member will not be tolerated and shall be cause for automatic disqualification and possible expulsion from the club. The Tournament Committee has the right to disqualify anyone they deem absolutely necessary for safety purposes. Any protest or violations of tournament rules will be registered with the Tournament Committee prior to the close of the weigh -in and official announcement of the winners.
G. Boat Operation and Expenses:
1. Fishing partners are expected to work out satisfactory arrangements
between themselves as to the use of the boat and motor and operational
expenses thereof. Expenses will be equally shared. Factors such as
distance to the lake, size of engine, who pulls the boat, etc., should all
be factors to be considered when determining an equitable cost to be
shared. It is further recommended that a mutual agreement be
established between contestants prior to the day of the tournament.
2. Partners must have the opportunity to select the fishing sites for the
day and run the trolling motor for half the time. Any contestant
found operating the boat in an obvious and deliberate manner to
handicap his partner shall be disqualified.
H. Permitted Fishing Locations:
1. Fishing is permitted any place on the tournament waters that can be
reached by boat, except in any area marked to have restricted fishing, or
any area not normally open to general fishing.
2. All fishing must be done from the boat. Boats must stay in the water
during the tournament day. Trailering of boats during a tournament is
prohibited except in emergencies. All contestants must leave the official
dock by boat and return by boat. Contestants may leave the boat to rest,
refuel, eat, etc. No fishing is permitted while outside of the boat.
I. Penalties:
1. All contestants must be at the check- in point at or before the announced deadline even if they don’t weigh in any fish. For every minute after the deadline that a contestant is late checking in, they will be penalized 16 ounces of the day’s total weight. Any contestant checking in at the dock more than 15 minutes late shall lose all credit points for that day. (No penalty will be assessed if a boat has to be towed in. This applies to both
the towed boat and the towing boat.) 2. Failure to pay at least 50 percent of the tournament expenses of boat partner
or other mutually agreed upon amount of the tournament expenses can result in the contestant not being allowed to fish other tournaments until the expenses are paid.
J. Number and Size of Fish:
1. Florida law determines the limit of bass per day per contestant, or
according to each lake’s regulations. Fish will be measured from the tip of the nose, with mouth closed, to tip of tail; tail may be pinched. All disputed fish will be measured with a “Golden Rule”. All fish meeting these criteria must be weighed in and become the property of the Tournament Committee to be released with the exception of “trophy fish (10 pounds or larger). These can be kept by the angler who caught them for the purpose of having a live mount. For all tournaments the minimum length for fish to be acceptable for weigh-in is twelve (12) inches. Any dead fish weighed in will constitute a 4 Oz (.25 Hd) deduction from the total weight.
2. During the tournament each contestant must keep their fish identifiably
separate from their partner’s.
K. Florida Permits (available at meeting or ramp) will be used for all
tournaments except:
1. When an unforeseen or emergency event would cause a last minute change of
the tournament lake.
L. Scoring:
1. Scoring for determination of monthly tournament winners, selection for Top
5 fisherman for Classic participation, the Classic Tournament, and angler of
the Year will be on the following basis:
2. Points will be awarded by weight at each monthly tournament ranging from 30 down to 1 (the fisherman with the highest weight receiving 30 points, the fisherman with the second highest weight receiving 29 points, etc.). Fishermen who do not weigh in fish will not receive any tournament points.
3. In case of a tie for any place at a monthly tournament or the Classic, the largest bass on each stringer will be used to determine the winner. Should a tie still exist, total fish weighed in will break the tie. If a tie still exists, points for the places in question shall be equally distributed by averaging points of the tied contestants. In the event of a tie for “BIG BASS,” the winner will be determined by the flip of a coin. The decision and interpretation by the Tournament Committee will be final.
a. Bonus points will be awarded as follows:
b. “BIG BASS ” will be awarded two points at each regular monthly
tournament. A tie for “BIG BASS ” will be broken by the flip of a coin. An additional two points will be added to the “BIG BASS ” award, for each full pound over five pounds. [a catch of 8 Lbs 4 Oz will be three full pounds over 5 Lbs, or 6 additional points.]
c. Six points will be awarded to each member fishing the 10 regular
monthly tournaments, January through October (maximum 60
points). Non-Boaters, in the draw, who are not paired with a
boater, due to a shortage of boats, will be awarded six (6)
tournament participation points if they do not fish.
d. One point will be awarded for each monthly meeting attended by
the fisherman, December through October (maximum of 11
points).
e. Only Largemouth Bass may be weighed in. Should a bass exhibit an
appearance that could question the authenticity of it’s being a legal
catch or show evidence of mutilation in order to increase its length, the
Tournament Committee will make the final decision concerning
acceptance of the fish for weigh- in.
f. In case of a tie between two or more fisherman for final standings at the end of the fishing year, the winner will be determined by the weight of their largest bass of the year caught in one of the ten official club tournaments. If a tie still exists, the determination will go to the person who weighed in the most fish during the ten regular club tournaments.
g. Status of individual members will be kept current and made available
to the general membership at the meeting following each tournament.
M. Tournaments:
1. There will be ten intra-club tournaments per calendar year. Each
away (2 day) tournament shall be counted and scored as 2
separate tournaments. Tournaments will occur January through
October however there will be no regular club tournaments during the
months of July and August. Preferably, the June tournament shall be a night
tournament. After dropping the tournament points for the two (2) low
tournaments all other points (participation, meeting, bonus and tournament)
will be used to determine the end-of- year standings.
2. All tournament sites (excluding away {2 day} and night tournaments)
shall be announced by the Tournament Committee, at the regular scheduled
meeting, preceding the tournament. There will be no restrictions on pre-
fishing the announced lake. The only exception is the annual Classic
tournament which, after being named, will be off limits until the day of the
tournament.
3. They will base this selection on the latest fishing news and lake
conditions. No site (excluding away (2 day) tournaments) can be
fished more than once in a tournament year unless determined by the
Tournament Committee as necessary because of unforeseen or
emergency conditions.
4. The Tournament Committee may override the requirement of ARTICLE
VII, Section 1 of the C & B and change the Tournament Date and Lake, at
any time, for unforeseen or emergency conditions.
5. There will be a Classic Tournament after completion of the ten monthly
tournaments. As of 2007, the Classic Tournament will be known as the
Jim Wiese Memorial Classic Tournament (JWMC), in memory of a
long time ardent club fisherman, multi tournament winner, and a
super nice guy.
6. The Classic Tournament will be held on the Saturday following the
meeting in November. The top 5 participants will vote upon the site
selection with the Tournament Director presiding over the meeting. The
site will be announced during the November meeting. If one of the Top 5
cannot fish, a replacement will move up from the standings (6th, 7
th, 8
th,
9th, etc.). No replacements will be allowed after the tournament site has
been picked. After selection the lake will be off limits to all members
prior to the tournament. The top 5 anglers will compete for the Classic
prizes as stated in the Annual Awards Attachment.
7. The observers for the Classic Tournament will be selected in descending
order of finish on a voluntary basis; starting from the position
immediately following the last Classic participant position, until all
Classic participants have an observer. All expenses of the Classic
Tournament will be borne by the Top 5 Classic participants.
N. Other Named Tournaments:

Jun – Don Glore Memorial
Jul – Jim Brewmaster Memorial
O. Awards:
1. Awards will be made to 1st, 2
nd, 3
rd place and Big Bass for each monthly
tournament. A single plaque will be issued for first time recipients and followed by award plates. Additional plaques will be provided to members to accommodate award plate replacement. Total weight will determine each place. Awards will be based on type of tournament (individual, boat, or special). Monetary limitations will be agreed upon by the Tournament Committee and become an attachment to these rules.
2. There will be an annual award for the Bassmaster of the Year, 2
nd and 3rd
place which after dropping the tournament points for the two (2 low
tournaments shall be determined by all remaining points. Types of
awards and monetary limitations will be determined by the Tournament
Committee and become an attachment to these rules.
3. There will be an annual “BIG BASS ” award for the largest bass caught
during any of the ten monthly tournaments. Should there be a tie at the end
of the year, the tie will be broken by most fish weighed in during the10
monthly tournaments. If a tie still exists, the winner will be determined by
the total weight of the anglers fish weighed in during the 10 monthly
tournaments. If there is still a tie, the winner will be determined by the flip
of a coin.
4. There will be an annual award for the club’s Classic Tournament winner.
Total weight will determine the winner. 5. Top Five Plates will be awarded to the Top Five Participants in the
Classic indicating the year qualified.
6. There will be an award for the “Observer” winner of the Classic
Tournament. Weight for a total of three fish will determine the winner.
7. A President’s Gavel plaque will be awarded to the President for the year of
service.
8. A plaque will be awarded to the Vice President for the year of service.
9. Plates for the Secretary, Treasurer, Activities Chairman, Membership
Chairman, and Historian will be awarded for the year of service. These will be similar in design to the monthly award plates to be incorporated on their plaques.
10. Other awards for special events, (sponsorship in special tournaments, fish
fries, etc.), will be authorized and decided upon by the Executive Committee prior to scheduled events. Types and amounts of awards will be determined by treasury status at the time of the event.
11. At the end of the tournament year, a replica of the largest bass weighing
10 Lbs. or over will be mounted at the Club’s expense provided the fish was released. If the angler catching the largest bass of the year had it mounted at their own expense, the club would reimburse the angler up to the amount of having a replica mount made. This amount will not exceed $300.00.
P. Number of Persons Required To Constitute a Tournament:
1. Two boats and four persons will be required before a tournament is
declared as an official tournament.
