We are delighted to be hosting a round of the following championships; BP MotorBodybuilders & Engineers Cotswold Motor Sports Group Stage Rally Championship2009; Subaru WRC Spares Ltd ASWMC Sealed Stage Rally Championship 2009;AB Motorsport AWMMC Heart of England Rally Championship 2009 and the RichardEgger Insurance BTRDA Asphalt Rally Series 2009.
As with all forms of sport today, events cannot be organised without support fromsponsors and we are glad to announce that EDP Photo News and Bob Dowen RallyServices have once again generously agreed to sponsor this event, special thanksto Nigel and Bob for their continued assistance it is greatly appreciated.

SUPPLEMENTARY REGULATIONS
1. ANNOUNCEMENT
Forresters Car Club Limited & South Wales Automobile Club Limited will organise a National B PermitMulti-Use stage rally on Sunday September 27
th2009; the entire event taking place within the confines of the
Caerwent Defence Training Estate, Map Ref: 171/489904, NP26 5NY. First car starts at 08:45hrs and last carfinishing at approximately 17:30hrs.
The event is a round of the Subaru WRC Spares Ltd ASWMC Sealed Stage Rally Championship 2009; ABMotorsport AWMMC Heart of England Rally Championship 2009; Richard Egger Insurance BTRDA AsphaltRally Series 2009 and the BP Motors & Bodybuilders CMSG Stage Rally Championship 2009.
Awards will be presented at the Taj MahalRestaurant(off the A48 towards Newport) as soon as possible afterthe finish.
2. JURISDICTION
The competition will be governed by the 2009 General Regulations of the UK MSA Ltd. [incorporating theprovisions of the International Sporting Code of the FIA] and these Supplementary Regulations and anywritten instructions that the Organisers may issue.
3. AUTHORISATION

4. ELIGIBILITY
The event is open to all fully elected members of Forresters Car Club Limited, South Wales AutomobileClub Limited; and Competitors registered for the above Championships and members of the following invitedorganisations: CMSG, ASWMC, BTRDA and AWMMC.
5. DOCUMENTATION
All competitors must produce a valid competition licence, a valid club membership card, and championshipregistration card (where applicable). Please note minimum National (B) Stage Rally status MSA competitionlicences are necessary for this event.Documentation will take place at Scrutineering on both Saturday and Sunday sessions.

c) If for any reason the organisers cancel the event all entry fees will be refunded, less anadministration fee of 15.00.
d) No other refunds will be considered.e) A competitor who is on the event reserve entry list will be offered an entry to the event by the
entries secretary if one becomes available. If that competitor refuses the offer of an entry, they willbe penalised and refunded only 50% of the entry fee.
If the entries to the event are oversubscribed and a reserve entry can be found to replace an original entrywhich has been withdrawn in writing after the closing date, the organisers will make every effort to return the
original entry fee, less a 15.00 administration fee.
Final instructions will be sent to the person nominated on the entry form on Sunday September 20th
2009 andwill carry the same force as these SRs.
The Provisional Entry List will be published online no earlier than the 20th
September 2009

12. RESULTS
Provisional results will be displayed at intervals during the event and as soon as possible after the event atCaerwent Training Area (including final results) and live on www.amcrallyresults.co.uk.
Protests must be lodged in accordance with C(d)47 and C(d)48-50 at Caerwent Training Area.
13. ROUTE
Entrants will be supplied with the Road Book, stage diagrams and initial time card at signing on provided thenecessary documentation details are completed. These documents will provide competitors with thenecessary information to enable them to comply with H85.
Competitors will be required to make up lost time at rest/service halts. Maximum lateness will be FIVEminutes between MTC's. Service will only be allowed in the designated area at designated times.
The route will be divided into competitive legs, each leg containing a number of special stages. At each end
of these legs will be a Main Time Control [MTC], these are to ensure that the event runs to time. Penalties willbe applied for every minute late or early, as well as maximum lateness.
No information concerning the route should be carried inside the car apart from that supplied by theorganisers. Any competitor found to be in breach of rule H155 will be excluded.
14. IDENTIFICATION
Competitors will be identified by 23cm high black competition numbers as defined in the MSA YearbookC(b)6. These numbers must be displayed on the two front doors of the competing vehicle in a defined whitedoor square. This will be enforced at scrutineering.
Competitors must make available to the organisers an area approximately 450mm x 130mm for sponsors
decals on each side of the vehicle, above the competition number. Prior permission of the Clerk of the Coursemust be sort for these decals to be placed adjacent to the competitors numbers or elsewhere on the vehicle.
In the interest of safety, additional fluorescent side window numbers will be issued to competitors by theorganisers. These numbers must be positioned in the top front corner of the rear side windows.

All of these numbers along with sponsors/rally decals WILL be supplied by the organisers and mustbe in place before the car is presented for scrutineering.
15. PENALTIES
Penalties will be as detailed in H 212.of the MSA General Regulations (chart 212 page 306), except asmodified below:

16. JUDGES OF FACT
Named Judges of Fact (as per the list displayed on the Official Notice Board at signing-on, prior to the start ofthe event, in accordance with B81.), will be appointed by the organisers, and will be on duty throughout the
event to observe and report any competitor considered to be in contravention of these Regulations and toadjudicate on H140: H141; H212 b, c, d, e, l, n, aa, gg, cc . Driving Standards Observers may be appointed inaccordance with B83 and H141.
The start officials on Special Stages will be empowered to judge whether a competitor has made a false start.
17. TIMING
The Rally will be divided into link sections and special stages. All controls will be time controls (TC). Each linksection will be allotted a target time based upon a maximum of 30 MPH average speed and a competitor cancalculate his / her due time of arrival at the next MTC by adding the target time to his / her actual time ofdeparture from the preceding TC. However excessive lateness taken over target on link sections and specialstages is cumulative and, once lost, cannot be regained. * When accumulated lateness between any two
consecutive main controls exceeds FIVE minutes, a competitor will be excluded from the event before thenext MTC (out). There will be no exceptions.* Lateness MUST be absorbed at service and rest halts.
The following titles describe the various types of control:
MAIN CONTROLS [ MTC ]-{ OUT } & [ MTC ]-{ IN }These controls will be situated at each end of the competitive legs.Competitors leaving MTC - {out at 2 per minute.
SPECIAL STAGE ARRIVAL CONTROLS [ ATC ]At this Time Control the marshal will enter the competitors time of arrival and the provisional starting time forthe special stage which must be a minimum of 3 minutes after the arrival time in order to allow the crew toprepare for the stage. The area between the Special Stage Arrival Control and the Stage Start is Parc Fermebut should the crew need to change a flat tyre a maximum of 5 minutes extra will be allowed without penaltyand the start time amended accordingly. Any time in excess of this 8 minutes will be penalised in accordancewith H212(d). At the Special Stage start the marshal will enter the actual start time which will normallycorrespond with the provisional start time.
SPECIAL STAGE START CONTROLS [ STC ]At an STC competitors will be given an actual start time in Hours, Minutes and Seconds (in theory the same
time as provisionally issued by the arrival control). When a competitor has booked into an ATC, a startmarshal will assume that they are ready to start the stage and will issue a start time as soon as the start line iscleared, whether the competitor is ready to start or not. The marshal will either manually or electronically(Traffic Lights) inform the competitor at 15 secs, 10 secs, 5, 4, 3, 2, 1, GO. Traffic light sequence, with 15seconds to go the red light comes on, with 10 seconds to go, red light stays on and 5 amber lights come on.
Competitors are reminded that theircompetition numbers and sponsors decals willbe issued at noise and must be displayed on
the competing car for Scrutineering.
Speeding on Link Sections or in Service will result in immediate Exclusion.Speed Checks will be in use you have been warned!

With 5 seconds to go red light goes out. From 5 seconds to zero the amber lights count down the last 5seconds. At zero the green light comes on to signal the start. The start will then be given in accordance withH152 & H153.
As each section is timed separately, the time taken between ATC & STC is dead time and delays areautomatically allowed for. The area between ATC & STC will be PARC FERME.
SPECIAL STAGE FINISH CONTROLS [ FTC ].At the FTC, a competitor will receive their finish time [time crossing the flying finish line] in Hours, Minutes &
Secs. This time, less seconds, will be their start time for the next link section. Any competitor that fails to stopat the stop line must not, under pain of exclusion, reverse to the control, they MUST return on foot.
Should any time not be legible or appear not to be authentic, on a competitors time card, the organisers mayuse any means available to them to establish a time.
It is the competitors responsibility to ensure that their times are recorded correctly and handed inwhen required.
Once a competitor has accepted a time no further claims will be considered without an official query form. Anycorrection or amendment to the time card without approval by the timekeeper will result in exclusion. H193may be applied at the organiser's discretion and will be notified to competitor's by an Official Bulletin.
PC. CARD COLLECTIONThis control will be used to collect time cards at the end of each leg and issue restart times for the followingMTC [out].
18. SERVICING
All trailers will be stored outside the venue at the West Gate Entrance. Service will take place within thetraining area, in the main car park. Only ONE service vehicle and the competing car will be allowed into thevenue. The organisers will issue passes in final instructions. All other vehicles must be left outside the venue.There will be no pedestrian access to the service area.
The use of Motor Homes, Large Goods Vehicles and the use of trailers for servicing is strictly by prior
arrangement with the entries secretary.
Competitors must supply a plastic sheet, which must be placed under the competing vehicle during service toprotect the tarmac surface from spillage. The use of Motorcycles, Mopeds, Bicycles and Scooters is notpermitted in the Caerwent Training Area. No Dogs are allowed (except guide dogs). All competitors areresponsible for the collection and removal of all rubbish, please use the black bags provided.
Competitors are restricted to bringing a maximum of 4 people with them to the event. Total six peopleper competing car. The competitor will be responsible for their actions at all times. Any breach of the rulesconcerning entry to the venue,climbing on buildings, photography or spectating in unauthorised areaswill result in EXCLUSION of the relevant competitor. You have been warned!
19. IN-CAR CAMERAS
The use of in-car camera equipment and filming is prohibited within the confines of Caerwent Training Areadue to Licensing Restrictions. EDP Photo News is the Official Photographer prints available on the day.
21. DAMAGE DECLARATION
Competitors will be required to comply with H248 and H249.
22. COMPETITOR LIASON OFFICER (CLO)
Should you have any difficulty or query with any aspect of the event please bring it to the attention of theCompetitor Liaison Officer who can help or resolve a potential problem.
The CLO will be available at varying times at the MTC In, and finish of the event at Caerwent Training Area.
Only ONE service vehicle per competitor will be allowed in the Service Area
