-ONE TEAM , ONE VISION
Dear Associates
I am happy to inform that National Small
Industries Corporation (NSIC), has been
conferred with the coveted "Mini Ratna " status .
A Mini -Ratna adds to the status of NSIC among
its stakeholders. It will provide more autonomy to
NSIC and help NSIC to take faster decisions
and better service to the entrepreneurs. The Mini
Ratna is awarded to NSIC against the stiff
benchmark of performances. Despite being
the only PSU in the service sector, we have
been successful in fulfilling both physical and
financial parameters set by the Government to
get a Mini Ratna Status and this was possible
due to the prudent strategies adopted by the
Corporation and the excellent performance
shown by all employees. Today, NSIC is a self-
sustaining PSU, putting in place efficient service
delivery mechanisms and performance
management systems with a quest for
achieving excellence in all fronts .
It is heartening to note that NSIC has achieved
highest ever profit in 2010-11 and I would like to
complement the field personal in all branch
offices /NTSC centres for achieving this
performance despite competition from within
the country as well as abroad. I am quite sure
that you are all aware of the various steps
taken by NSIC in helping MSMEs to remain
competitive and technologically strong in the
changing scenario. The various steps taken by
NSIC is yielding good results to MSMEs in
their capacity building and quality up gradation.
The incubation programme developed by NSIC
is creating more self-employment for the youth
and this message needs to reach across the
country .
At this happy occasion, I would like to convey my
gratitude to Ministry of MSME, fellow Directors ,
other stakeholders and employees for their
cooperation in achieving the milestones. We
have tougher challenges ahead and i am
confident that with dedication of all NSIC will
be hailed as one of the India's most admired and
valuable Corporation serving MSME sector.

This is a very useful programme considering the need of creating more

According to the Planning Commission's Technical Note on
Employment for the Eleventh Five Year Plan of 2007-2012, the
employment strategy for the 11th Plan was that at least 10 million more
agricultural workers should find gainful employment in non agricultural
activities than in the normal trends scenario and in the unorganized
sector, micro and village enterprises in rural areas should provide non-

Employment for the Eleventh Five Year Plan of 2007-2012, the
employment strategy for the 11th Plan was that at least 10 million more
agricultural workers should find gainful employment in non agricultural

Features of Tender Marketing Scheme :
1. Objective of t he Scheme
2. Scope of the Scheme
The scheme shall not cover unit(s) engaging in 'trading activities' without value

consortia, there by easing out marketing problems of Small Enterprises.
• Increase in credibility of MSEs.

Registration Process
A. Monetary limit of the company is fixed on the basis of the unit's net sales turnover during the last three years reflected in the Audited Balance Sheets.
1. The Micro & Small Enterprise has to submit the application form (in duplicate) along-with requisite fee and documents to the Zonal/Branch and Sub Office/Extension office of NSIC situated nearest to their location.
2. Duplicate copy of the G.P. Registration Application Form submitted by the Micro & Small Enterprise will be forwarded to the concerned MSME-DI / RITES / CDC along with copies of required documents and requisite Draft/Pay Order of inspection charges in favor of concerned Inspection Agency requesting for carrying out the Technical Inspection of Micro & Small Enterprise and forward their recommendations in this regard.
3. After receiving MSME-DI Inspection Report, NSIC will issue the GP Registration Certificate to Micro & Small Enterprise for items/stores as recommended.
Procedure for calculation & fixation of Monetary Limits of Micro & Small Enterprises.
Sample calculation:Net Sales = Total sales – All Duties, Taxes, returns etcDetails of the net sales of the company during last three years:-2007-08 – Rs. 50 Lacs2008-09 – Rs. 75 Lacs2009-10 – Rs. 80 LacsTherefore, Monetary Limit = Rs. (50+75+80)/3 X 50% = Rs. 34.26 Lac. Say = Rs. 34 Lac.
• In case the Company/Partnership concern/Proprietorship unit is in loss for one year out of past three years, their monetary limit will be fixed at 40% of their average net sales turnover.
• Similarly, when the Micro & Small Enterprise is in loss for two years out of the past three years, the monetary limit will be accordingly fixed at 30% of their average net sales turnover of the past three years.
• In the event of Micro & Small Enterprise being in loss throughout past three years, the monetary limit of the Unit will be fixed at 20% of the average net sales turnover of the Unit during the past three years In cases of initial registration where the firm has been in existence for less than 3 years MTL may be fixed at 50% of the average net sales value of the last year for which audited accounts are available.
“If everyone is moving forward together, then success takes care of itself.” Henry Ford
15
B. Where The Turnover Of The Enterprise Has Steadily Increased Over The Last Three Years And The Unit Is In Profit Continuously, The Monetary Limit May Be Fixed At 50% Of Net Sales Turnover Achieved In The Last Year.
For Example :
Validity Period Of G. P. Registration
.Documents Required for Renewal of the Registration
If during the last three years 2007-08 , 2008-09 and 2009-10 the turnover had grown steadily and was highest in 2009-10, in
this scenario the Monetary Limit should be fixed by taking the basis of highest net sales / turnover achieved in the year 2009-10. The other
terms and conditions will remain unchanged.
The G. P. Registration Certificate granted to the Micro & Small Enterprise under Single Point Registration Scheme (Revised), 2003 is valid for
Two Years and will be reviewed and renewed after every two years by verifying continuous Commercial and Technical Competence of the
registered Micro & Small Enterprise in manufacturing / producing the stores for which it has been registered by NSIC
1. Original GP Registration Certificate.2. A Copy of the Permanent Account Number (PAN CARD).3. Copy of valid SSI Registration Certificate4. List of major Govt. Orders executed during last 2 (two) years.5. Copies of Audited Balance sheet for last 3 years duly signed by the

Inaugurating the Portal, Shri Uday Kumar Varma, Secretary, Ministry of
MSME said that MSMEs are in need of information relevant to company's
markets, which can be gathered and analyzed specifically for the purpose
of accurate and confident decision-making in determining market
opportunities, market penetration strategies, and market development
matrics. Market intelligence is even necessary when entering into a foreign
market. Today competition has become paramount and is considered a
potential threat to survival of any enterprise & gathering intelligence on
competitors and the business environment has become an essential part of
business planning and process, The process of obtaining Marketing
Information is very specialized. Non availability of experts & resource
persons, high cost of primary data collection and higher cost of

MSME - DI / NTSCs
Copies of Audited Balance sheet for last 3 years duly signed by the
authorized person under his seal6. List of addition/deletion in the plant and machinery after the registration.
7. For the following documents one declaration shall be given :-a Factory License/Shop Establishment Act License b Photocopy of Municipal Corporation Certificatec Proof of ownership Deed/Lease Deed/ Rent Deedd No Objection Certificate from Pollution Control Board.

Non availability of experts & resource
persons, high cost of primary data collection and higher cost of
database development and maintenance/subscription are also impediments for MSMEs to gather market intelligence. Therefore, NSICs
effort in launching of this portal is very timely and laudable. It will help the market intelligence & provide not only the market intelligence
and information but also empower MSMEs to become competitive in the global markets.
