Dear Associates

I am happy to inform that National Small

Industries Corporation (NSIC), has been

conferred with the coveted "Mini Ratna " status .

A Mini -Ratna adds to the status of NSIC among

its stakeholders. It will provide more autonomy to

NSIC and help NSIC to take faster decisions

and better service to the entrepreneurs. The Mini

Ratna is awarded to NSIC against the stiff

benchmark of performances. Despite being

the only PSU in the service sector, we have

been successful in fulfilling both physical and

financial parameters set by the Government to

get a Mini Ratna Status and this was possible

due to the prudent strategies adopted by the

Corporation and the excellent performance

shown by all employees. Today, NSIC is a self-

sustaining PSU, putting in place efficient service

delivery mechanisms and performance

management systems with a quest for

achieving excellence in all fronts .

It is heartening to note that NSIC has achieved

highest ever profit in 2010-11 and I would like to

complement the field personal in all branch

offices /NTSC centres for achieving this

performance despite competition from within

the country as well as abroad. I am quite sure

that you are all aware of the various steps

taken by NSIC in helping MSMEs to remain

competitive and technologically strong in the

changing scenario. The various steps taken by

NSIC is yielding good results to MSMEs in

their capacity building and quality up gradation.

The incubation programme developed by NSIC

is creating more self-employment for the youth

and this message needs to reach across the

country .

At this happy occasion, I would like to convey my

gratitude to Ministry of MSME, fellow Directors ,

other stakeholders and employees for their

cooperation in achieving the milestones. We

Low Cost Projects -Creation of Jobs Affordable & Attractive

NSIC's Rapid Incubation - An Innovative Tool for Self Employment:

technology, arranging finance and completion of other documentation

integrated support programmes in terms of marketing, technology,

credit and information.

3. Status of NSIC in government Supplies

Marketing is one of the weakest area where Micro and Small Enterprises face problems. Many of the Micro & Small enterprises are not able to

participate in the tenders because of their limited capacity, inadequate resource base, limited access to raw material, lack of experience in marketing

their products through Government tenders, as compared to large scale sector. This results in loss of marketing opportunities in

Government purchases.

Thus, NSIC, provides the required help in procuring and executing such tenders for bulk supplies on behalf of MSEs individually or by for ming

consortia, there by easing out marketing problems of Small Enterprises.

• Increase in credibility of MSEs.

• Participation in large tenders through consortium & procurement o f orders.

• Enhanced business volume to help MSEs to achieve maximum capacity utilization.

• NSIC' s package of Financial Assistance & other support services.

• NSIC is defined as “Supplier” in clause 2 (n) Chapter 1 of MSMED Act, 2006 for participation in tenders for marketing of the products

and services by MSEs

• Besides Goods and Stores, Machinery/ Technology, Turnkey Projects and Services also have been included for tender participation.

To facilitate Micro and Small Enterprises to market their goods / services individually or collectively through 'Consortium'.

The scheme will cover Micro & Small Enterprises registered with NSIC under its Single Point Registration Scheme (SPRS). It would also cover

Micro & Small Enterprises who apply to get themselves registered with NSIC under the SPRS

along with all required documents in terms of the scheme and their factory is inspected

before filing of tender in terms of the Tender Marketing Scheme.

I) In terms of Circular No. P.III- 8 (6)/93 dated 21.5.1997, read with circular of even No. dated

16.1.1996 (Copies enclosed) issued by the Government of India, Ministry of Commerce, Department

of Supply, NSIC has been designated as a 'Registered Supplier' against DGS & D contracts. The

Government vide the said circular had requested all the Ministries / Departments to advise the

Purchase Agencies under their administrative control regarding the same. The circular dated

16.01.1996 also clarifies that the designated registered supplier would be treated as 'Small Scale

Units' and all the facilities that are available to such units would be applicable to them also. Thus,

NSIC, while participating on behalf of MSEs, should be treated as a MSE and all the benefits

available to MSEs under the Govt. Stores Purchase programme shall also be applicable to NSIC.

2) Government of India, Ministry of MSME (formerly known as Ministry of Small Scale Industries & Agro and Rural Industries) vide its various

orders (Nos.21(1)/2000-EP&M dated 28/08/2000, 22(1)/2000/EP&M dated 22/08/2001 and 22(1)/2003/EP&M dated 29/07/2003 – copies

attached) has reiterated that under the Government Purchase Programme, Government of India has been extending various facilities to SSI

units registered with NSIC under its Single Point Registration Scheme.

3) The MSMED Act u/s 2 clause (n) while defining 'Supplier' as a Micro or Small Enterprise (which has filed memorandum with the

authority referred to a clause (a) of sub section of section 8) also includes 'the National Small Industries Corporation' being a company

In cases of above wherever along with supply of items as at (ii) and ( iii) above, and services at ( iv) above, Annual Maintenance is also

required, the same shall also be covered.

a) In cases of supply of machines, technology, turnkey project and services where the tender also require provision of AMC for which

performance guarantee is to be given for more than one year, the Corporation can participate in such tenders only when the

performance guarantee is directly furnished by the unit and accepted by the buyer.

b) Where the purchaser refuses to accept the performance guarantee from the unit, then in such cases the unit shall either provide :

(i) Back to back bank guarantee to NSIC for the entire period of AMC, or

(ii) Collateral security , or

(iii) Mix of Bank guarantee and collateral security.

In respect of (ii) and (iii) above, where the unit provides the collateral security, it shal l be required to:

I. provide equivalent to 10% of the performance guarantee by way of cash margin, and

II. the balance (90%) by way of bank guarantee and / or collateral security, and

III. personnel guarantee (s) of the partners, directors, executives having sufficient means

The unit shall also reimburse the amount of bank charges for the entire period of bank guarantee. The branch office shall also monitor the

validity of BG obtained from the unit. If the unit fails to renew the BG in time, the branch shall invoke the same.

The application form, in the prescribed format for enlistment under the Tender Marketing Scheme is to be submitted by the applicant Micro &

Small Enterprise (MSE), duly signed by the authorized signatory i.e. Proprietor / Partner(s) / Director(s) of the firm / company / society.

a. In cases where the buying department releases advance in terms of the Order and NSIC executes an agreement with the buying

department, advance up to 90% of the amount received, if any, may be released to the units participating in such order, subject to the :

• Receipt of Bank Guarantee of t he equivalent amount, and

• Executing a back to back agreement.

b. Payment will be released by NSIC to Micro & Small Enterprises (MSEs) for the supplies executed only after receipt of:

• Material receipt note, and

• Payment from the buyers.

c. Service charges, Taxes and any other dues shall be deducted at the time of releasing of payment.

d. In case the party has availed assistance either under RMA or Bill Discounting Scheme, the dues under these schemes should be adjusted out of

the payments received from the buying departments.

e. The placement of order on the unit by the Corporation shall not make it a 'buyer' as it is a 'supplier' within the meaning of section 2(n) (i) MSMED

Act, 2006 and the Unit cannot claim any interest from the Corporation under the said Act or general law of the land. The Corporation, however, as

facilitator may provide all such necessary assistance/authorization/co-operation to the Unit as may be legally permissible for claiming interest from

actual buyer under the above Act or under the general law of the land. However, the Unit shall bear all such costs which the Corporation may incur in

providing such assistance or claiming the interest.

Revised Fee Structure Under Single Point Registration Scheme

The Government is the single largest buyer of a variety of goods. With a view to increase the share of purchases from the small-scale

sector, the Government Stores Purchase Programme was launched in 1955-56. NSIC registers Micro & Small Enterprises (MSEs) under Single

Point Registration scheme (SPRS) for participation in Government Purchases.

• Issue of tender sets free of cost.

• Advance intimation of tender s is sued by DGS & D.

• Exemption from payment of earnest money.

• Waiver of security deposit up to the monetary limit for which t he unit is registered.

• Issue of competency certificate in case the value of an order exceeds the

monetary limit, after due verification.

Micro & Small Enterprises registered with the Director of Industries (DI) / having

acknowledgement of Memorandum (EM) from the Office of Commissioner of Industries (Registration) and are in continuous production of

stores for a minimum period of ONE YEAR as manufacturing micro & small enterprises as well as Micro and Small Enterprises engaged in providing

or rendering services who own workshop of their own or on lease basis and have the commercial and technical competence to produce

stores/provide services for supply to the Central/ State Government Departments and Central / State Government Public Sector Under

takings etc. conforming to BIS or such standards as required by the Government buying agencies.

Micro & Small Enterprises shall have to apply on the prescribed application form in Duplicate and to be submitted to the concerned Zonal/Branch

Office of NSIC located nearest to the unit. In case of any difficulty in filling the application form and completing the documentation, please

consult any of the Zonal / Branch office of NSIC. The application form containing Terms & conditions are available free of cost from all

offices of the NSIC.

A. Monetary limit of the company is fixed on the basis of the unit's net sales turnover during the last three years reflected in the Audited Balance Sheets.

1. The Micro & Small Enterprise has to submit the application form (in duplicate) along-with requisite fee and documents to the Zonal/Branch and Sub Office/Extension office of NSIC situated nearest to their location.

2. Duplicate copy of the G.P. Registration Application Form submitted by the Micro & Small Enterprise will be forwarded to the concerned MSME-DI / RITES / CDC along with copies of required documents and requisite Draft/Pay Order of inspection charges in favor of concerned Inspection Agency requesting for carrying out the Technical Inspection of Micro & Small Enterprise and forward their recommendations in this regard.

3. After receiving MSME-DI Inspection Report, NSIC will issue the GP Registration Certificate to Micro & Small Enterprise for items/stores as recommended.

Procedure for calculation & fixation of Monetary Limits of Micro & Small Enterprises.

Sample calculation:Net Sales = Total sales – All Duties, Taxes, returns etcDetails of the net sales of the company during last three years:-2007-08 – Rs. 50 Lacs2008-09 – Rs. 75 Lacs2009-10 – Rs. 80 LacsTherefore, Monetary Limit = Rs. (50+75+80)/3 X 50% = Rs. 34.26 Lac. Say = Rs. 34 Lac.

• Similarly, when the Micro & Small Enterprise is in loss for two years out of the past three years, the monetary limit will be accordingly fixed at 30% of their average net sales turnover of the past three years.

• In the event of Micro & Small Enterprise being in loss throughout past three years, the monetary limit of the Unit will be fixed at 20% of the average net sales turnover of the Unit during the past three years In cases of initial registration where the firm has been in existence for less than 3 years MTL may be fixed at 50% of the average net sales value of the last year for which audited accounts are available.

The Kenyan delegation was impressed with the work being done by NSIC and

further expressed their desire to set up similar Incubation Centre(s),developing

policies and Institutional framework for SME development in Kenya.

NSIC to set up MSME projects in Senegal

General FALL, Chief of Staff, Senegal met delegation led by Mr. Ravindra Nath, Director, NSIC

Mr. Ravindra Nath, Director (Finance) and Mr. Satvinder Singh, General Manager,

NSIC invited by Directeur de I'Intendance des Armees, Etat-Major General Des

Armees, Senegal to conclude the terms for the supply of turn-key projects for

manufacturing of products required by Military department.

The military authorities in Senegal confirmed with their acceptance to NSIC for the

supply of Plant & Machines pertaining to the projects like Ground Nut Paste, Ground

Nut Oil, Tomato Puree and Fruit Juice on turnkey basis. During the visit of NSIC officials to Senegal, the delegation met Mr. Abdoulaye FALL,

General Chief of Staff, Senegal and discussed in detailed about the association of

NSIC with Military agencies.

Industrial Estate (KIE), Mr, Julius.O. Mokogi, CEO, KIE along with officials High

A delegation of 26 young parliamentarians from different countries visited

NSIC–Training Cum Incubation Centre,New Delhi as a precursor to the 2nd African

Forum Summit to be held at Addis Ababa (Ethiopia). The high power delegation

represented Mali, Ethiopia, Zimbabwe, Nambia, Mozambique, Swaizland, Zambia,

Malawi, Ghana, Botswana, Rwanda, Tanzania & discussed issues for sharing

experiences for the development of Micro, Small and Medium Enterprises and self-

employment opportunities between India and African Countries through Incubation

program of NSIC in the country. The delegation was briefed by Shri P.Udaya

Kumar ,Director (P&M), NSIC and other officials about the program. The African

delegation further expressed their desire to set up similar Incubation Centre(s),

developing policies and Institutional framework for MSME development in all the

countries of the African continent

B ew a l , S e n i o r branch Manger, NSIC (Wazirpur) explained the schemes of NSIC to the MSME units attending the program. Around 300 units of the

area particpated in the campaign.The event was also attended by Sh. P Suresh Municipal commissioner (faridabad), Ranga Adll Commissioner Central Excise & Sh. D phulia President Yes society who appreciated the work being done by NSIC in the region for the developement of MSME sector.

NSIC -Slogan & Jingle–competition It is proposed to conceive a Jingle/slogan on NSIC schemes for the

MSME sector. The slogan (punchline) would be highlighted both in print

and electronic media as well as in NSIC intensive campaign/

seminars/exhibitions etc. In this context, all officers /employees of the

corporation may like to participate & send us attractive options in

English or Hindi languages (which would be subsequently adapted in

regional languages).The shortlisted jingle/slogan will be suitably

rewarded by the management.
