EXECUTIVE SUMMARY
Typhoon Pablo (international name: Bopha) was the second typhoon that affected Mindanao after TS Sendong in the last 2 years. It is the 16th Tropical Cyclone that entered the Philippine Area of Responsibility (PAR) in 2012. On 04 December 2012 Typhoon Pablo made landfall over Baganga, Davao Oriental with maximum sustained winds of 185 kph near the center and gustiness of 220 kph. The strong winds damaged houses, roads, bridges, school buildings, government and private facilities and other structures and uprooted trees. In particular, Barangay Andap, New Bataan, which is situated in the mountains of Compostela Valley, was hit by landslide and rockslide. As of 01 March 2013, a total of 651 fatalities, 488 injured and 428 missing were reported in Compostela Valley Province.
The Post Disaster Needs Assessment (PDNA) for the province of Compostela Valley was conducted through the leadership of the Office of Civil Defense and the Regional Disaster Risk Reduction and Management Council (RDRRMC) XI in cooperation with the Provincial DRRMC and the Municipal DRRMCs. The field assessment was done on 29 January – 6 February 2013 in Compostela Valley Province covering 11 municipalities; Compostela, Laak, Mabini, Maco, Maragusan, Mawab, Monkayo, Montevista Nabunturan, New Bataan and Pantukan.
In Compostela Valley Province, Typhoon Pablo resulted to a total damage of PhP 27,425,216,408.85 and the amount needed for recovery and reconstruction is PhP 16,749,820,053.76. The damaged sectors and recommended funding for recovery and reconstruction are as follows:
1. Infrastructure
Total estimated damage to infrastructures is PhP 4,637,295,926.65. This sector accounted for all structures such as roads, bridges, irrigation facilities, flood control/seawall and all infrastructures related to education, power, water facility and telecommunications and government. A total amount of PhP 5,308,032,394.61 is needed for the reconstruction of the infrastructure sector.
2. Livelihood
Total estimated damage to livelihood is PhP 19,288,427,802.00.
This sector covers Agriculture, Tourism, Mining and ITS (Industry,
Trade and Services). A total amount of PhP 2,118,002,500.00 is needed for the reconstruction of the livelihood sector.
3. Social
Total estimated damage to social is PhP 347,062,420.20. This
sector focuses on the frontline services of the government towards society/community. This includes 3 sub-sectors: shelter, health and education. A total amount of PhP 1,918,135,159.15 is needed for the reconstruction of the social sector.
4. Resettlement
Total estimated damage to housing is PhP 3,152,430,260.00.
This sector includes housing, land acquisition and land development. A total amount of PhP 7,405,650,000.00 is needed for resettlement sector.

INTRODUCTION
On 04 December 2012, Typhoon Pablo made landfall in the Davao Region. Carrying strong winds, Typhoon Pablo devastated several municipalities in Region 11 particularly in the provinces of Davao Oriental and Compostela Valley. Houses were damaged, trees were uprooted and landslides occurred.President Benigno Simeon Aquino III declared a State of National Calamity through Proclamation No. 522 on 07 December 2012.
The PDNA Report is divided into three (3) parts; Hazard, Vulnerability and Exposure Assessment, Damage; Losses and Needs Assessment; and Social Impact Assessment.
HAZARD ASSESSMENT
The Philippine Archipelago is bounded by Pacific Ocean on the east and West Philippine Sea on the west. It is also situated along the Pacific Ring of Fire and part of the Western Pacific Arc characterized by the active volcanoes. The country’s terrain is generally characterized as mountainous. Given its location and geologic characteristics, the Philippines is vulnerable to multiple natural hazards such as earthquakes and typhoons.
Located in the Southeastern portion of Mindanao, Davao Region is bounded by the Philippine Sea in the East; provinces of Bukidnon, Surigao del Sur and Agusan del Sur on the north; and by Central Mindanao provinces in the West.
Every year, an average of 20 typhoons crosses the country. Statistics from 1883-1990 showed that an average of 1 tropical cyclone per year crossed Mindanao every 10 years. However, in the last 15 years, there were 6 tropical cyclones that crossed Mindanao. For two years in a row Mindanao was hit by Typhoon; TS Sendong in 2011 and Ty Pablo in 2012 both of which hit Mindanao in the month of December. Seven Tropical Cyclones either made landfall or crossed Davao Provinces including Typhoon Pablo from 1948 –2012. One Tropical Cyclone hit Davao Oriental every 20 years.

TYPHOON PABLO
Typhoon Pablo (International name: Bopha) was the second Typhoon that affected Mindanao and the 16th
Tropical Cyclone that entered the Philippine Area of Responsibility (PAR) in 2012. On 04 December at 4:45 amTyphoon Pablo first made landfall over Baganga,Davao Oriental with maximum sustained winds of 175 kilometers per hour (kph) and gustiness of 210 kph. It slightly weakened to sustained winds of 160 kph and gustiness of 195 kph after its landfall, traversed the Provinces of Compostela Valley andBukidnon, slightly accelerated as it moved towards Southern-Negros Oriental. It made second landfall over South of Dumaguete City on the same day at 5:30 pm and weakened further to sustained winds of 140 kph and gustiness of 170 kph as it moved toward Northern Palawan. On 05 December 2012 at 8:00 am Typhoon Pablo made land fall for the third time over Roxas City, Palawan. On 08 December 2012, Pablo downgraded into a tropical storm as it headed towards the Ilocos Provinces and La Union. On 09 December 2012, it further weakened into tropical depression as it moved towards Ilocos Norte and subsequently into a low pressure area prior to its dissipation.
Typhoon Pablo was the strongest Tropical Cyclone to make landfall in 2012;strongest since Typhoon Juan in 2010; strongest typhoon to cross Mindanao since Typhoon Nitang in 1984 and strongest to cross Davao provinces since Titang in 1970.
VULNERABILITY AND EXPOSURE
The coastal municipalities of Baganga, Boston and Cateel in the Province of Davao Oriental were the most affected by Typhoon Pablo. Strong winds caused damage to houses most of which were made of light materials. Palm trees which covered most of the mountainous areas of region were either uprooted or their leaves and fruits fallen. Upland settlements like the Municipality of New Bataan suffered from landslides and rockslides brought

about by the amount of rainfall poured by Typhoon Pablo and the scarcely vegetated mountains. On 04 December 2012, over a five-hour period starting 7:45 am, rainfall recorded in the Municipality of Maragusan which is about 19.5 km south of New Bataan range from heavy (7-15 mm/hr) to intense rainfall (15-30 mm/hr). Highest amount of rainfall reached 51.82 mm/hr recorded at 6:45 am. In New Bataan alone, debris flow deposit was estimated at 25-30 million cubic meters.
Region 11’s topography is characterized by mountain ranges extending in the northern central and north western area and along the western border with uneven distribution of plateaus and lowlands. Only Twenty six percent of the total land area of the region has slope range of 0-8 % which is suitable for settlement, agricultures and industries.

Thirty four (34) provinces, 40 cities and 318 municipalities were affected by Typhoon Pablo. Mining and logging operations exists in areas affected by Typhoon Pablo in Region XI.

A total of 1,248 fatalities, 2,916 injured and 797 missing were reported for all the regions affected by Typhoon Pablo as of 01 March 2013.
Region XI has the highest number of casualties with 1,007 dead, 2,529 injured and 524 missing. The table below shows the breakdown of fatalities in the affected regions and provinces

INFRASTRUCTURE SECTOR BACKGROUND
Hundreds of lives were lost and thousands of families were homeless
after Typhoon “Pablo” hit Compostela Valley Province last 04 December 2012. Apart from that, significant damages in the infrastructure sector affected the economy of the province. Comprehensive assessment was performed to determine the magnitude of the damage as well as the necessary recovery and reconstruction projects to be implemented.
The infrastructure sector includes roads and bridges, irrigation facilities,
health, education, government infrastructures, flood control, power, water facilities, and telecommunication.
DAMAGE ASSESSMENT
Roads and Bridges
Typhoon “Pablo” left remarkable damages on roads and bridges in Compostela Valley at large. After its phenomenal blow in all municipalities, roads were made inaccessible, while, significant figures of bridges were partially and totally damaged. Hence, it caused difficulties for commuters to pass through and farmers to transport agricultural products to the market.
Numerous road sections in the entire province were left impassable
due to fallen trees, electric posts, and scattered debris along the roads. Particularly, about 700 kilometers of the national, provincial, municipal, and barangay roads were damaged.
In the areas of Tagum to Mati, the National Road in Baranggay
Pindasan, Mabini was also affected due to the overflowing water of silted Tagbalaobao River that caused heavy traffic.
The roads and bridges of Compostela and New Bataan were covered
with mud, flood waters, and fallen trees; other hard-hit municipalities like Laak, Montevista, and Monkayo experienced similar scenario making majority of their roads inaccessible.
New Bataan has six (6) municipal roads including bridges that were
inaccessible. Monkayo, on the other hand, had three (3) totally damaged bridges.
The total damages of the roads and bridges sub-sector amounted to
PhP 887,915,332.00. The amount was based on the report submitted by the concerned municipalities and verified by the Provincial Engineering Office.

Irrigation The irrigation systems of eight (8) municipalities, which were
constructed by the National Irrigation Administration (NIA) with the assistance of the Department of Agriculture (DA) and Provincial Government for the 5,451 hectares of rice lands, were affected by Typhoon Pablo. The estimated damages of these irrigation systems were amounted at PhP 459,500,000.00. Health
Health infrastructure (Health Centers, Hospitals, RHUs) damages were
estimated at a total of PhP 168,780,000.00.
Education
The damages incurred in the education infrastructures amounted to PhP 189,435,000.00 covering the five (5) hardly hit municipalities of the province.
Government
The government buildings which include barangay halls, municipal halls, day care centers, purok centers, covered court, provincial capitol and others government structures were also assessed and accounted with a total of PhP 209,111,000.00. Flood Control, Sea Wall and Slope Protection
The total damage on flood control, sea wall and slope control structures amounted to PhP 2,367,608,695.65. Power
About 90% of the electric posts and transformers used for power distribution in the municipalities of New Bataan, Compostela, Montevista, Monkayo and Maragusan, and about 80% in Nabunturan, Laak, Maco, Mabini, Mawab and Pantukan collapsed during the typhoon.
The absence of electricity greatly affected residential, commercial
establishments, and institutions, including schools, health centers and government. Thus, the DANECO (Davao Del Norte Electric Cooperative) projected an estimated damage of PhP 260,330,000,00.

Water Facilities
Typhoon “Pablo” caused damages to the water systems in all municipalities of Compostela Valley Province. The damages to water facilities include water source impounding reservoirs in the developed spring sources, water distribution pipeline systems, reservoirs, and chlorinators. The total damage amounted to PhP 92,845,899.00.
Telecommunication
Some cellular towers were damaged in five (5) hardly hit municipalities due to strong winds and the total amount of damage was amounted to PhP 1,770,000.00 RECOMMENDED RECOVERY/RECONSTRUCTION NEEDS
Table 1 below shows the total funding requirement to finance the various infrastructure rehabilitation and/or reconstruction projects that shall be undertaken, amounting to PhP 5,308,032,394.61. As reflected, the flood control rehabilitation and reconstruction project shared the largest amount of PhP 2,722,750,000.00.

IMPLEMENTATION FRAMEWORK The implementation period of majority of the proposed projects is within 2013-2014.
The Department of Public Works and Highways (DPWH) plays a vital
role in accessing the budget and implementation of approved projects. Furthermore, the Provincial Government Unit through its Provincial Engineer’s Office will also support infrastructure projects in the province.

RECOMMENDATION Roads and Bridges
1. Immediate rehabilitation of damaged roads. 2. Implement slope protection and proper water lines and drainage. 3. Adopt new technology on erosion control. 4. Conduct study on the current river flows for the improvement of design
for bridges. 5. Retrofitting of the structures of the partially damaged bridges. 6. Implement long span bridges (steel bridges), especially for those totally
damaged.
Water
1. Re-planning based on the actual scenario and impact of the typhoon 2. Update hazard areas for realigning of pipelines, and reconstruction of
pumping stations and reservoirs. 3. Structural design and water service experts shall be the front liner of
the restoration activities. 4. Moratorium to tariff increase on water rates. 5. Reconstruction and recovery projects and programs shall be
intensively monitored and observed to regain lessons in the future construction as well as obtain the needed baseline information for future PDNA.
Flood Control
1. Create a task force for a study in the major river basin as to its present
situation after the aftermath of Pablo with the government lead agency, to wit; DPWH, NIA, and provincial government.
2. Introduce engineering mitigation like cut-off channel to its present river contours, river revetments, river rechanneling and dikes as to its strategic location to prevent more damage in the future.
3. Relocation of the affected families on the hazard prone areas, especially within the river bank areas.
Power
1. Proper zoning identification and imposition of approved land uses such as Residential, Commercial, Institutional, and Industrial Land Uses.
2. Identification of Environmental Critical Areas (ECA) for the determination of the vulnerabilities and risks of the areas where the industrial and power supply assets and facilities are located.
3. Regular cutting and line clearing along the power transmission lines to prevent damages during strong winds and flooding.
4. Reconstruction and recovery programs, and projects shall be monitored, and used as lessons to learn for more concrete preparation as well as to obtain the needed baseline data and information for the future Post Disaster Needs Assessment (PDNA)

Telecommunications 1. Updated hazard maps to be used in the determination of the
vulnerabilities and risks of areas where communication towers, internet-based communication towers and facilities are located.
2. Close monitoring of the implementation of the restoration of the telecommunication facilities by the service providers.

LIVELIHOOD SECTOR
BACKGROUND Compostela Valley Province has a vibrant economy with flourishing agriculture and mining industries. It is known across Mindanao and the whole Philippines for specific high value crops such as the famous Cavendish banana, rubber, cacao, coffee and others. With Typhoon “Pablo” hitting the province, the economic landscape of the province drastically changed. Consequently, the livelihood of the populace was severely affected. Livelihood sector is among the four (4) major sectors identified wherewith to measure the impact of the disaster. It has four (4) sub-sectors, namely: agriculture, mining, trade and industry and tourism. For the government as well as other stakeholders to have a grasp on the extent of damage and to know how to respond to the impact of the disaster on the sub-sectors, a comprehensive damage and needs assessment was done. DAMAGE ASSESSMENT Based on the report of the assessment, the livelihood sector is the most affected sector in terms of the magnitude of damage as well as its impact to the people and to the economy of the province. Agriculture Assessments on the damage of the agriculture sub-sector were based on the reported areas of crops, fishery, livestock and forestry affected by the disaster multiplied by the pre-disaster market value of the specific commodity. Subject matter experts from the municipal, provincial and regional agriculturists’ office provided valuation on a province-wide perspective, employing near-to-the-actual value of the agricultural area. Table 2 below shows the total damage to crops, livestock and poultry, fishery and forestry was pegged at PhP 14,438,081,167.00. Large percentage of the damage was on permanent and high value cops (PhP 12, 093,216,153.00) followed by forestry products (PhP 2,197,166,414.00). Damages are mostly incurred by private owners. A total of 8,851 heads of livestock and 99,647 heads of poultry died amounting to PhP 87,737,000.00.

Among the municipalities, Laak incurred the largest damage amounting to PhP 9.565 Billion, followed by the municipalities of Compostela and Monkayo at PhP 3.146 Billion and PhP 1.894 Billion, respectively. The first five high value/permanent crops that were totally devastated in the Municipality of Laak are rubber, banana (lakatan and Cavendish), coconut and corn. On forestry, Laak suffered huge damage both on planted and natural grown trees. In the Municipality of Compostela, major crops affected were Cavendish banana, coconut, cacao oil palm, and rubber. Vast rice areas were totally devastated. In Monkayo, large areas of coconut, oil palm, rubber, Cavendish banana, and fruit bearing trees in the same order were damaged, making the municipality the third most affected by Typhoon “Pablo” in the agriculture sub-sector. In terms of livestock, Compostela ranked first in the number of dead animals accounted at 44,991 heads, followed by Montevista (15,867 heads), New Bataan (11,924 heads), Laak (9,908 heads), and Monkayo (5,619 heads). In terms of fisheries, it was highly felt in the coastal of Mabini, Maco, Monkayo, Nabunturan and Pantukan. Mining In the mining sub-sector, damages on bunkhouses, perimeter fences, mine drilling pipelines, billboards, steel railings farm shaft post roofing, dam site roofing, drilling post, and mining equipment like generators and machineries amounting to PhP 69,105,355.00. Total amount of losses like foregone income, cleaning up of debris, higher operating costs and other unexpected expenses incurred to workers reached PhP 119,514,662.00. Grand total of damages and losses amounted to PhP 194,920,017.00. Asided from that, it was reported that in Mt. Diwata in Monkayo projected an amount of Php 5,885,000.00 of damages due to landslips and mine cave-ins. Trade, Commerce and Industry Damage to trade and industry of the province is seen in the type of enterprises affected of which evidently mostly driven by agriculture, fishery and forestry based products. There are few on other services which are composed mostly of small enterprises and informal sectors and only few are medium and large scale enterprises. Affected establishments were privately owned and belonging to informal sector. Data available were only estimates on the physical damage

and losses of the commercial establishments. Among those greatly affected were the trading, wholesale, services, banking and finance.
In Table 3, the estimated cost of damage on the trade and industry sub-sector amounted at PhP 4,780,329,000.00. .

Tourism
The Province of Compostela Valley is endowed with scenic views,
natural formations and coastal areas laden with beach resorts. Before Typhoon “Pablo”, the province has high biodiversity areas with beautiful natural resources and with many potential tourist and cultural sites that are yet to be developed. To name a few, the Bamboo Inland Resort and Andap Inland Resort in New Bataan were totally devastated and wiped out.
The reported damage to tourism that was accounted is PhP
912,280.00. It is only for the resorts in Nabunturan and Laak. Resorts lying in New Bataan there were totally washed out did not provide any reports.
In addition to that, hotels and inns in Nabunturan were fully booked
because of the personnel from the Humanitarian Aid Organizations assisting in the relief operations.
In summary, Table 4 below shows the reported total estimated damage
in the Livelihood Sector accounted at PhP 19,288,427,802.00, the largest of which was from the agriculture and forestry sub-sector.

RECOMMENDED RECOVERY/RECONSTRUCTION NEEDS
Following the “build-back better” principle, a total of PhP 2,118,002,500.00 is proposed to finance various programs, projects and activities of the four sub-sectors. For the agriculture sub-sector, a total of PhP 1,634,000,000.00 worth of projects is proposed for funding (Table 5). This includes rehabilitation projects for damaged croplands and forestry areas, restocking and dispersal of livestock and poultry and rehabilitation of damaged inland fishery and mariculture facilities. Provision of agricultural support facilities such as research and demo farms, pre-and post harvest facilities as well as capability building trainings and seminars are also proposed to develop and enhance resiliency of the farming and fishing communities. For mining, PhP 1,800,000.00 is proposed to finance capability-building trainings for mines safety standards and disaster preparedness, continued geo-hazard mapping and expansion of the National Greening Program (NGP) to include roads going to mining areas as well as mine sites in the tree planting activities. Other needs of the sub-sector were rehabilitation of access roads and such are integrated in the infrastructure sector list of projects. On the Trade, Commerce and Industry, PhP 482,202,500 is proposed to provide for credit facility at lenient requirements for the rehabilitation/repair and/or start-up of business establishments, shared credit facility and capability building trainings and activities.

For Tourism, considering that the inland resorts are privately owned,
direct government assistance for their recovery and reconstruction cannot be done. However, government agencies may be able to formulate plans and programs for their recovery. Local government may establish mechanisms to facilitate tie up with concerned credit institutions for additional capital. The tourism-based enterprises can also access the credit facility that is being proposed by the Trade and Industry sub-sector. The local tourism office shall likewise assist in promoting the resorts.

RECOMMENDATION
On Agriculture:
1. Require all LGUs (MAGROs) to maintain an updated data banking system to include all baseline data on all commodities and agricultural assets including vulnerabilities and risks. Data is very basic not only during calamities but also in development planning.
2. Strengthening and forming of structures in the MAGRO and
MENRO that provides focus on data management. 3. Creation of Disaster Veterinary Medicine and Rescue Task
Force to ensure rapid response to disasters, early detection of disease outbreaks, bio-security, stamping out/compensation, and vaccinations when necessary after a disaster.
4. Agencies concerned to strictly monitor compliance of
laws/ordinances prohibiting unsustainable farming practices as well as non-compliance to legislated land-use plans.
5. National government to plan for crop production subsidies and
tax holidays for investors in agricultural production. 6. Increased IRA allocation to LGUs to be able to finance regular
programs and projects which would no longer be funded from internal funds due to marked decrease in tax collection.
7. Inclusion of climate change and disaster risk resiliency topics in
all capability-building programs in agriculture and fishery. On Mining:
1. Enhancement of capacity building and training for LGU technical expertise for mine safety standards for them to exercise the applied knowledge in formulating strategies in disaster risk reduction and disaster preparedness.
2. Continue with and expand the scope of the National Greening Program (NGP) to cover not only the large-scale mining but also the small-scale miners in the mining community

Continuation of MGB activities in the conduct of detailed geohazard mapping in the remaining municipalities not yet mapped and providing updated geo-hazard maps and threat advisories to local government units (provinces, municipalities and barangays), mining companies, small-scale miners assn/cooperatives as inputs in the preparation of their disaster management plan

On Trade, Commerce and Industry:

5. Industrialization of mining industry considering safety measures
and environmental protection to boost the economy of the province of Compostela Valley
On Tourism:
1. All resorts shall be subjected to geo-hazard assessment. Such shall form part of the requirements for renewal of their business permits.
2. All resort owners and personnel shall undergo training on
Disaster Risk Reduction and Management. 3. Formulation of resort emergency evacuation plan and
organization of rescue volunteers. 4. It is highly recommended that the recovery and reconstruction
projects be addressed through the identified priority projects. This will ensure that the economic and tourism activities will

revert back to normalcy despite the wreckage brought by Typhoon Pablo.
5. As per recommendation by the LGU of Boston, a Tourism
Industry and Economic Zone (TIEZ) is a good tourism proposal to enhance their tourism activities. This shall be located at the old town center since the communities in Brgy. Poblacion will be resettled to a safer ground as per advised by MGB. Also, it is also recommended that a Museum solely for the ruins caused by Typhoon “Pablo” be established.

SOCIAL SECTOR
BACKGROUND: The Social Sector in this report covers Health, Education and Shelter.
Proposed recovery and reconstruction needs include WaSH and nutrition related projects in health, provision of equipment in Education and repair/ reconstruction of houses that were affected.
DAMAGE ASSESSMENT Health
The amount of PhP 86,118,020.00 covers health facilities,
pharmaceutical products and equipment. The Municipality of Laak incurred the biggest damage posted at PhP 32,675,000.00. On the other hand, the Municipality of Mawab had the least damage estimated at PhP400,000.00.
The delivery of both basic health services and hospital care services
was hampered due to the effect of the typhoon and augmented by damages in other sectors.

IMPLEMENTATION FRAMEWORK
This section will serve as guide to the national and local governments and to other stakeholders in undertaking various activities for the reconstruction and progressive recovery of the health sector. Prioritization and implementation of the recovery health programs and projects should adhere to the established and existing national health policies, guidelines and strategies on undertaking responses for emergency and disasters. The development direction for the reconstruction and progressive recovery of the

health sector in the province should consider the overall health development goals and policy directions widely set by the people of the province in line with the regional and national development. These health policy directions include the following areas of development:
1. Improved health condition of the general populace; 2. Efficient and effective local health systems and disaster resilient
facilities; 3. Competent and dedicated health workers; 4. Better access to quality health care services; and 5. Achieved universal health care for all the people of Compostela
Valley. RECOMMENDATIONS
1. For immediate recovery, restore the local health system into its level of functionality;
2. Enhance and update the emergency preparedness and response plans;
3. Sustain training on emergency preparedness at all levels of the health sector;
4. Encourage cost-sharing among national, local, private sector, and other stakeholders in the implementation of various health rebuilding programs, projects, and activities;
5. Sustain networking activities with local and foreign funding institutions for possible fund assistance on health facility reconstruction programs;
6. Conduct of hazard assessment on all health facilities in coordination with DENR-MGB and DOST- PHIVOLCS
7. Construction of disaster-resilient structures taking into account the hazard present in the area
8. Conduct of inventory for all health structures, equipment and supplies
9. Synchronization of recovery and reconstruction plans of different organizations and agencies that work within the health sector to enhance systematic early recovery
10. Increase and provide additional funding allocation for the DOH- Health Facility Enhancement Program especially intended for repair and reconstruction of damaged facilities including Barangay Health Stations.
11. Strengthening of coordinative and collaborative processes between and among responding organizations in the health sector to ensure a smooth implementation of essential interventions.
12. Implementation of “build-back better” policy for all the totally destroyed facilities, retrofitting of partially damaged facilities, no build zone policy in high risk areas to substantially reduce vulnerability of our health facilities.
13. Moratorium of all loans payment schedule of all directly affected health workers and provision of financial assistance from DOH

and thru additional loan entitlement from financing agencies to allow them to be relieved of financial burden and be able to deliver their functions as expected from them.
Education
Non-infrastructure aspect of education like instructional materials,
facilities and equipment was also damaged by Typhoon Pablo. It was a huge challenge to teachers and other staff of the affected school to continue to give better learning to affected students. Aside from that, there was an effect to the psycho-social development of the students that required continuous support from the specialists.
The schools in the Province of Compostela Valley suffered damages to
textbooks, desks, computers, furniture, appliances and other instructional materials in the amount of PhP 49,319,000.20 and the recommended funding requirement to replace is amounted to PhP 54,470,900.15. Funding from the national government, particularly from Department of Education (DepEd), is highly sought to restore damages and provide proper better learning atmosphere for the students. It is hoped that before the school year 2013-2014 starts by June 2013, these required instructional facilities would have been replaced.

To address the immediate needs of the shelter sector, the Local
Government Units together with the Humanitarian Aids Agencies provided GI sheets, tents, tarpaulin and other repair kits. The activity served 1,444 families yet, great number of houses needed to be made more habitable and repair of it should be instituted promptly.

The shelter sector focuses its concern on the construction of houses on its original location but considered safe for habitation. The Mines and Geosciences Bureau (MGB) and DOST-NOAH has conducted geo-hazard assessment in the three hardest hit municipalities and delineated the “build and no build zone areas”.

RESETTLEMENT SECTOR
BACKGROUND
The Resettlement Sector covers the construction of permanent houses, the lot acquisition and land development of the area.
There is a need to resettle affected people who are living in critical
places as subscribed in geo-hazard maps and also those who are still in the evacuation centers and transitional camps. Aside from this, people who are currently in evacuation center are impediment to the learning of the students (they are using the schools as evacuation center). Furthermore, the needs of internally displaced people due to poor basic amenities that the schools are providing is indeed a deplorable situation to provide permanent housing to them.
Continuous coordination and resource-sharing among government
agencies and partner non-government and international organizations to establish resettlement projects remains a huge challenge.

RECOMMENDED RECOVERY/RECONSTRUCTION NEEDS
Based on the result of damage assessment, a total of 31,734 totally damaged houses has to be resettled through a construction of new housing units. Relative to this, 302.30 hectares of land was identified for resettlement sites to be purchased amouting to PhP 906,900,000.00 in the Municipalities of New Bataan, Compostela, Montevista, Nabunturan, Monkayo and Laak. The land development of these areas requires a total funding of PhP 2,646,250,000.00.

evacuation centers, families/house owners whose houses were totally damaged, and the poor and vulnerable families.
Thus, it is of utmost concern that all actors, partners, and stakeholders must establish a sustainable permanent housing program for the displaced as well as the high-risk communities located in flood and landslide prone areas and expedite the mobilization of resources for its implementation. Sustainable and disaster-resilient resettlement programs mean the integration of “build-back better” principles, which means construction, rehabilitation, and community building that is safer and smarter. This involves identifying hazard-free areas (Build Zone Areas) for resettlement projects, using disaster-resilient housing design and construction (e.g. concrete foundation), and community-based disaster risk reduction (e.g. early warning system).

incorporates multi-hazard risks on a systematic basis should also be undertaken by the respective provincial and city/municipal governments for sustainable and resilient recovery. RECOMMENDATIONS
To support and hasten the implementation of the housing and resettlement project for Typhoon “Pablo” victims, the following are highly recommended:
1. Facilitate the acquisition of lot for the resettlement project as
well as its land development in close coordination with the National Housing Authority (NHA), Local Government Units (LGU’s) and the Mines and Geosciences Bureau (MGB) for the determination of Build Zone and No Build Zone Areas of the municipalities;
2. Immediately undertake a policy study on which government
agency should lead the development and implementation of post-disaster housing, create as soon as possible the necessary institutional arrangements for more effective coordination and resource leveraging, and prepare a pre-disaster comprehensive and sustainable resettlement program to hasten the recovery process in case another catastrophic disaster occurs in the future;
3. Conduct an inventory and assessment of public lands that may
be suitable and utilized for permanent resettlement sites, whether for regular housing and resettlement projects or for post-disaster housing and encourage the practice of land banking among concerned government agencies and local governments; and
4. Strict enforcement of the Urban Development Housing Act and
Water Code of the Philippines.
