Notice is hereby given that a Special Meeting Meeting of the Board of Trustees of the Pearland Independent School District will be held on July 28, 2020, beginning at 5:00 PM via video conferencing. Audio/Video Conferencing Notice: Due to the public health threat of COVID-19 and pursuant to the Governor Abbott’s Temporary Suspension of Open Meetings Laws issued on March 16, 2020, this meeting will be conducted via video/audio conference, which will be audible to the Board and public and allow for two-way communication. The Board President, presiding officer or trustees will not be physically present at one location but a quorum will be required for the meeting.

Subject: Consider to Approve the Revised District/School Instructional Calendar for the 2020-2021 School Year Based on Covid-19 Developments

Executive Summary: Due to COVID 19 and revised recommendations/guidelines from TEA administration is proposing a revision to the school calendar whereby students and teachers will begin the 2020-2021 school year on August 31, 2020 and thereafter “phase in” on-campus learning for four weeks (with the “phase in” plan applying only to those who choose the “on-campus” option for their children.) Revisions to the approved calendar are:

Added twenty minutes to the school day. The twenty minutes will be added to the end of the day. (This will ensure that the state’s requirement for the minimum number of minutes per school year is possible.)

The last instructional day for students will continue to be Thursday, May 27, 2021. It will be an early dismissal day for students.

Re-location of staff development/workdays to occur before the beginning of the school year

Conversion of some staff development/workdays into student attendance days during the school year.

Other features of the calendar remain as previously approved in Spring 2020. For example, graduation will continue to take place on May 28, 2021.

The “remote learning” option for those parents who chose it remains in full effect and begins August 31.

Attached is the Revised District/School Instructional Calendar for 2020-2021 and further information. The Board President is consulting medical specialists for their expertise with regard to the issues accompanying a return to school. His intention is to have those medical personnel available for consultation during this “Zoom” meeting and is now finalizing those arrangements. The superintendent/administration will also report on other related Covid-related work underway.

Subject: Update on Tax Ratification Election Related Matters

Executive Summary: The purpose of this item is to provide an update to the Board of Trustees

on matters related to conducting a Voter Approved Tax Ratification Election.

Our Tax Year 2019 July Certified property value was $8,048,492,813; current tax year 2020

estimates are $9,405,097,061 (or 16.86% growth), which includes values under protest. The

District expects to receive an updated estimate by July 27th, which will be shared with the Board.

The attached document presents an analysis of the Maintenance & Operations tax rate based on

various property value growth assumptions. For budget purposes we are projecting conservative

value growth of 10% which compresses the M&O tax rate by $.0635. The greater the growth, the

lower the compressed tax rate, and vice-versa.

The District will advertise an updated notice of public meeting to adopt the tax rate at the August

11th board meeting. The Board of Trustees will be presented with two agenda items:

(1) Request for unanimous board approval to increase the tax rate by one cent

(2) Request to adopt the tax rate by an additional three cents (four in total), which will trigger a

Voter-Approval Tax Rate Election (VATRE) to be included in the November election.

Timeline of Events:

July 18 – August 1 District submits property value information to TEA

July 29 District advertises a Notice of Public Meeting to Discuss Tax Rate

(will use the highest possible tax rate for purposes of the notice)

August 5 Deadline for TEA to issue preliminary Maximum Compressed Rate

August 11 District holds a public hearing to adopt the tax rate - triggers a

VATRE if adopting a tax rate including six or more enrichment cents

(golden pennies)

November 3 Uniform election date for VATRE
