works throughout the orest supply chain
to promote good practice in the orest
and to ensure that timber and non-timber

PEFC is an umbrella organization that

vary. Companies along the supply chain
must communicate the percentage o

PEFC Chain o Custody requirements dene the wood and wood-based
material that can be used in the manuacture o certied products, based
on their origin. Only orest-based material delivered as PEFC-certied with
a ormal PEFC claim rom PEFC certicate holders (Sustainable Forest
Management and Chain o Custody certicates) and recycled material can
be considered PEFC-certied material.

Companies that mix certied material
with uncertied material (see page 7)
are required to implement the PEFC
Due Diligence System to minimize
the risk o uncertied content in
certied products originating rom
controversial sources.
The PEFC DDS consists o:
1) a supplier sel-declaration;
2) risk assessment; and, i any supplies
are considered high-risk,
3) assessment o high-risk
supplies, e.g. through third party
verication programmes.
These three levels are set to ensure that
products rom controversial sources donot mix with PEFC-certied material.

The percentage o certied material can
be calculated in two ways:
Thesimple percentage method
is recommended or companies
procuring PEFC-certied material
or specic production processes. It
essentially refects the percentage o
certied material physically included
in the specic product or which the
percentage is calculated.
Example: A printing company
procures 80,000 sheets o PEFC-
certifed paper and 20,000 sheets
o uncertifed paper. In total, the
100,000 sheets o paper may
be considered 80 % certifed.

Therolling percentage method uses
the volume o certied material procured
in the past to calculate a consistent
percentage o certied material over a
longer uture period o time.
Example: A pulp mill procures
19,000, 5,000, and 12,000 tonnes
o PEFC-certifed pulp over a
three-month period (total: 36,000
tonnes), and 25,000, 36,000, and
26,000 tonnes o non-certifed
pulp over the same period (total:
87,000 tonnes). In the ollowing
month, the pulp procured (andthe subsequent paper sold) may
be considered 29% certifed.

certication percentage to products sold:

calculates the average percentage o
certied material that is included in a
product group.
Example: I the percentage o
certifed material is calculated at
80% certifed, all products included
in the product group can be sold as
80% PEFC-certifed.
Thevolume credit method allowscompanies to keep volume credits
or products that can be sold as
certied. This requires companies to
establish a credit account into which
volume credits are credited based
on certied material procured, and
subtracted i material is soldas certied.
Example: A company procures pulp
with a certifcation percentage o
33.3% and produces 12 tonnes
o paper. It can sell 4 tonnes o
paper as 100% PEFC-certifed,
or apply the volume credit to be
able to sell e.g. 5 tonnes as 80%
PEFC-certifed [4/0.8=5]
Defning product groups
In order to implement the percentage-
based method, companies need to dene
the dierent product groups. Product
groups are a line o products or whichPEFC Chain o Custody certication is
obtained. Products within a product group
are manuactured using the same input
materials and at the same production site.

makes special provisions or two
particular situations. Project certication
allows or the certication o specic
projects, whilst multisite certication is
intended or companies with multiple
sites as well as groups o small
independent businesses.

While PEFC Chain o Custody
certication is well suited or the
on-going and continuous production
or trade o certied products, it is not
always the most ecient option in
short-term contexts involving
numerous suppliers o certied
material, such as in the construction
or shipbuilding industries.
More and more building standards
call or PEFC certication within their
codes, or award extra credits or PEFC
certication. However or contractors
to comply with such standards or take
advantage o extra credits can be a
challenge. PEFC Project Chain o
Custody certication recognizes that
not all parties involved in time- and site-
specic projects such as construction
are necessarily certied or have their
own Chain o Custody certication.
Contractors working on a Project Chain
o Custody-certied project are covered
as project members and are not required
to obtain Chain o Custody certicationthemselves. A controlling entity, or
example the general contractor, is
responsible or the overall management
and control o the Project Chain o
Custody and its correct implementation.
As with the regular Chain o Custody,
meticulous records must be maintained on
all aspects o the wood and orest-based
products received on site, and employees
involved in the project must be competent
and receive training as necessary.

certification
Implementation o PEFC Chain o
Custody certication can be challenging
or companies with multiple sites as well
as or small independent businesses.
Under multisite certication, multiple
branches or ranchises can be
covered by one single Chain o
Custody certicate, provided that
the sites involved are linked through
common ownership, management or
other organizational links. Multisite
certication also applies to groups
o independent legal enterprises
(producer group) with individual
companies employing less than 50
people and with an annual turnover oless than 9 million Swiss Francs
(or equivalent).
In both cases, overall responsibility
or the correct implementation and
maintenance o Chain o Custody
requirements rests with a central oce,
and all participating sites are mutually
responsible or compliance.

The use o the PEFC logo and labels,
while optional, is strongly recommended
as an eective means to communicate
the certication status o a product.
Companies wishing to use the PEFC
logo and labels on certied products
need to obtain a PEFC Logo
Usage License.PEFC dierentiates between three
labels: the PEFC-Certifed and the
PEFC-Recycled labels or on-product
use, and the Promoting Sustainable
Forest Management label or
o-product use.
On-product use (PEFC-Certied and
PEFC-Recycled labels) is only available
or companies that hold a valid PEFC
Chain o Custody certifcate; it allows
or the use o the logo and label on:
tangibleproducts(unpackaged
products), products in individual
packaging, containers, wrapping,
etc.; large boxes, crates, etc. used or
transportation o products; and
documentationassociatedwithor reerring to a particular PEFC-
certied product (e.g. catalogues,
invoices, packaging lists,
advertisements, brochures, etc.)
The on-product label indicates that the
product contains a minimum o 70%
certifed material rom PEFC-certied
orest (PEFC-Certied label only) and/
or recycled sources, as well as wood
rom controlled sources that have been
assessed by the PEFC Due Diligence
System (see page 5).
O-product use (Promoting
Sustainable Forest Management label)allows companies and organizations
to highlight their commitment to
PEFC certication without making any
statement about certied content in
products. It includes use in/on:
annual,CSR,sustainabilityreports;
brochures; other written materials
