    PEFC, the Programme or the

Endorsement o Forest Certication, is an

    international non-prot, non-governmental

organization dedicated to promotingsustainable orest management through

    independent third-party certication. It

works throughout the orest supply chain

to promote good practice in the orest

and to ensure that timber and non-timber

orest products are sourced with respect

or the highest ecological, social and

    ethical standards.

PEFC is an umbrella organization that

endorses national orest certicationsystems developed collaboratively by

    all interested stakeholders and tailored

    to local priorities and conditions.

    Each national orest certication

    system undergoes rigorous third party

    assessment against PEFCs unique

    Sustainability Benchmarks. These

Benchmarks are based on broadconsensus by society, expressed

    in globally respected international

    and intergovernmental processes

and guidelines or the promotion o

    sustainable orest management.

    The Benchmark criteria are regularly

    revised through multi-stakeholder

processes to take account o new

    scientic knowledge, societal

change, evolving expectations and toincorporate the latest best practices.

    Today, PEFC has recognized

    certication systems in over 30

    countries. Together these account or

over 240 million hectares o certied

    orests, making PEFC the worlds

    largest orest certication system.

It is the certication system o choice

or hundreds o thousands o small

    orest owners including amily and

    community-owned orests.

    PEFC-certied materials deliver proo

    o sustainability and are thereore

    requested by numerous public and

    private procurement policies worldwide.

    Sustainable orest management,

while crucial in maintaining thevaluable services orests provide,

does not in itsel establish the link

rom the orest to the market. In

order to give assurances that wood

    and wood-based products can be

    traced back to sustainably managed

    orests, PEFC promotes Chain o

    Custody certication.

    PEFC Chain o Custody certication

    enables companies to identiy and

    control their PEFC-certied material. It

is a prerequisite or use o the PEFC

Chain o Custody certication is a

    mechanism or tracking-certied

material rom the orest to the nal

    product. It is essential or:

    companiestoimplementand

    demonstrate responsible sourcing; and

    consumerstomakeresponsible

    purchasing decisions

For a product to qualiy or certication,

all entities along the supply chain must

be PEFC Chain o Custody certied.

Only then are companies eligible to

use the PEFC label on products and

    in product marketing to highlight

    responsible sourcing o raw materials.

    advantaGes of chain of

    custody certification

As demand grows or products rom

    sustainably managed orests, business

    interest in Chain o Custody

    certication along the timber value

chain is increasing. PEFC Chain o

    Custody certication oers several

    important benets:

    Access to markets provides

companies with access to markets orenvironmentally responsible products.

    Risk management includes

    social requirements to protect the

    undamental rights o workers along

the supply chain. PEFC is the rst

    international system to do this.

    Availability and choice two-thirds

o the worlds certied orest area

    - more than 240 million hectares -

    is PEFC-certied.

    Compliance with legislation

    prohibiting illegal harvesting

    and trade PEFCs Due Diligence

    System (DDS) excludes wood

    rom conversions, illegal and other

    controversial sources.

    A clear and transparent message

the PEFC logo and label on a productcommunicates to customers in a clear,

    concise and transparent manner that

    timber and wood-based products have

    been sourced responsibly.

    Business leadership on

    sustainability businesses acquire

    a competitive advantage over other

    suppliers in the value chain.

    Traceability assurances that the

certied material in the nal product

    originates in PEFC-certied orests

managed with due respect orenvironmental, economic and

    social standards.

    sourcinG requirementsProcuring PEFC-certifed material

    The amount o PEFC-certied material

contained in a product, however, may

vary. Companies along the supply chain

    must communicate the percentage o

certied material in a product through

    the ormal claim x% PEFC-certifed.

    Other inormation that must be

communicated along the supply chainincludes at a minimum:

    1. supplier identication

    2. customer identication

    3. product identication

    4. quantity o delivery

    5. date o delivery

    6. ormal claim x% PEFC-certifed

    7. proo o certication

    Companies can only recognize material

as certied i this inormation is provided

and is in conormity with certication

    requirements.

    Claims made by suppliers concerning

their PEFC certication status must be

conrmed, or example through a copy

o the Chain o Custody certicate.

PEFC recommends consulting publiclyavailable registers such as the ocial

    PEFC Inormation System ( http://

ino.pec.org ) to veriy claims about

    certication status.

PEFC Chain o Custody requirements dene the wood and wood-based

material that can be used in the manuacture o certied products, based

on their origin. Only orest-based material delivered as PEFC-certied with

a ormal PEFC claim rom PEFC certicate holders (Sustainable Forest

Management and Chain o Custody certicates) and recycled material can

    be considered PEFC-certied material.

    pefc due diLiGence system (dds)

    Companies that mix certied material

with uncertied material (see page 7)

are required to implement the PEFC

    Due Diligence System to minimize

the risk o uncertied content in

    certied products originating rom

    controversial sources.

    The PEFC DDS consists o:

    1) a supplier sel-declaration;

    2) risk assessment; and, i any supplies

    are considered high-risk,

    3) assessment o high-risk

    supplies, e.g. through third party

    verication programmes.

These three levels are set to ensure that

products rom controversial sources donot mix with PEFC-certied material.

    Controversial Sources

    Include orests in which

    management activities:

    donocomplywithlocal,nationalor

    international legislation, in particular

    in the ollowing areas:

    orestry operations and harvesting,

including conversion o oreststo other uses

PEFC is working to ensure that

the PEFC Chain o Custody standard

and the Due Diligence System meet

    all the dierent, emerging legislative

    requirements governing international

timber trade, such as the European

    Union Timber Regulation (EUTR)

accountinG methodsTracking certifed material throughout the production process

    Companies may employ the

    physical separation and/or the

    percentage-based method to

    account or PEFC-certied

    material within their production

    processes, depending on their

material fows, marketing needs, and customer demands.

    physicaL separation method

    Applies to companies that separate

    certifed material rom non-certifed

    material. This method can be

    implemented even when suppliers use

    the percentage-based method.

Three methods o separation can be used

to avoid certied material and products

    being mixed with uncertied content:

    Reerence:PEFC ST 2002:2010,

    Chapters 4.1; 4.3

    Location: specic areas on site

    are exclusively reserved or taking

    delivery, producing, packaging and

    shipping o certied products. These

    areas are physically identied on-site

(panels, signage on the ground, etc.).

    Time:certied products are received,

    produced, packaged and shipped

during a specic time period when only

    certied material is being processed.

    Identifcation: certied products are

    clearly identied and separated rom

other products (use o logo, colour

    code, etc.).

Companies may utilize any or all o

    the three available options.

    PEFC strongly encourages companies

to opt or the physical separation

    method wherever possible.

    percentaGe-based method

Applies to companies that mix certifed

    material with non-certifed material.

The percentage o certifed raw material

    must be known, and non-certifed

    material must not originate rom

    controversial sources (see page 5).

    Percentage Calculation

    The percentage-based method requires

    This certication percentage is calculated

separately or each product or product

group, based on the ollowing ormula:

The percentage o certied material can

    be calculated in two ways:

    Thesimple percentage method

    is recommended or companies

    procuring PEFC-certied material

    or specic production processes. It

    essentially refects the percentage o

    certied material physically included

in the specic product or which the

    percentage is calculated.

    Example: A printing company

    procures 80,000 sheets o PEFC-

    certifed paper and 20,000 sheets

o uncertifed paper. In total, the

    100,000 sheets o paper may

    be considered 80 % certifed.

    80,000/80,000+20,000*100=80

    Therolling percentage method uses

the volume o certied material procured

in the past to calculate a consistent

percentage o certied material over a

    longer uture period o time.

    Example: A pulp mill procures

    19,000, 5,000, and 12,000 tonnes

    o PEFC-certifed pulp over a

    three-month period (total: 36,000

    tonnes), and 25,000, 36,000, and

    26,000 tonnes o non-certifed

pulp over the same period (total:

    87,000 tonnes). In the ollowing

month, the pulp procured (andthe subsequent paper sold) may

    be considered 29% certifed.

Average percentage method Volume credit method

    Percentage Distribution

PEFC Chain o Custody certication oers

companies two methods to distribute the

    certication percentage to products sold:

    Theaverage percentage method

    calculates the average percentage o

certied material that is included in a

    product group.

    Example: I the percentage o

    certifed material is calculated at

    80% certifed, all products included

in the product group can be sold as

    80% PEFC-certifed.

Thevolume credit method allowscompanies to keep volume credits

or products that can be sold as

    certied. This requires companies to

establish a credit account into which

    volume credits are credited based

    on certied material procured, and

subtracted i material is soldas certied.

    Example: A company procures pulp

    with a certifcation percentage o

    33.3% and produces 12 tonnes

o paper. It can sell 4 tonnes o

    paper as 100% PEFC-certifed,

or apply the volume credit to be

able to sell e.g. 5 tonnes as 80%

    PEFC-certifed [4/0.8=5]

    Defning product groups

In order to implement the percentage-

based method, companies need to dene

    the dierent product groups. Product

groups are a line o products or whichPEFC Chain o Custody certication is

obtained. Products within a product group

are manuactured using the same input

materials and at the same production site.

project certification and muLtisite certificationResponding to specifc needs while maintaining rigour

As one size does not always t all,

    PEFC Chain o Custody certication

    makes special provisions or two

    particular situations. Project certication

allows or the certication o specic

    projects, whilst multisite certication is

    intended or companies with multiple

sites as well as groups o small

    independent businesses.

    project chain of

    custody certification

    While PEFC Chain o Custody

certication is well suited or the

    on-going and continuous production

or trade o certied products, it is not

always the most ecient option in

    short-term contexts involving

    numerous suppliers o certied

material, such as in the construction

    or shipbuilding industries.

    More and more building standards

call or PEFC certication within their

codes, or award extra credits or PEFC

    certication. However or contractors

to comply with such standards or take

advantage o extra credits can be a

    challenge. PEFC Project Chain o

    Custody certication recognizes that

not all parties involved in time- and site-

    specic projects such as construction

are necessarily certied or have their

    own Chain o Custody certication.

Contractors working on a Project Chain

    o Custody-certied project are covered

as project members and are not required

to obtain Chain o Custody certicationthemselves. A controlling entity, or

    example the general contractor, is

    responsible or the overall management

and control o the Project Chain o

    Custody and its correct implementation.

As with the regular Chain o Custody,

meticulous records must be maintained on

all aspects o the wood and orest-based

products received on site, and employees

involved in the project must be competent

    and receive training as necessary.

    certification

    Implementation o PEFC Chain o

    Custody certication can be challenging

or companies with multiple sites as well

    as or small independent businesses.

    Under multisite certication, multiple

    branches or ranchises can be

covered by one single Chain o

    Custody certicate, provided that

the sites involved are linked through

    common ownership, management or

    other organizational links. Multisite

    certication also applies to groups

    o independent legal enterprises

    (producer group) with individual

    companies employing less than 50

people and with an annual turnover oless than 9 million Swiss Francs

    (or equivalent).

    In both cases, overall responsibility

    or the correct implementation and

    maintenance o Chain o Custody

requirements rests with a central oce,

and all participating sites are mutually

    responsible or compliance.
