The MP higher educationdepartment has tightenedthe ties with the Cam-bridge English Assessment(CEA) for a full-fledgedprogram after the successof pilot project.

Minister of higher educa-tion Jitu Patwari and thechief executive officer ofCEA Francesca Woodwardtogether announced thecollaboration.

Chief Minister KamalNath has set the target toskill 50,000 students out of515 colleges in the statewithin a year.

Anupama Rawat, the spe-

cial duty officer for the tie-up, however, hums a differ-ent tune. She told FreePress that lack of re-sources, both human andmaterial, would fail thetarget.

The department plans tosplit the target into twohalves and time the train-ing likewise, she said.

More than 1000 studentsfrom the government col-leges of the state passedthe assessment with shin-ing grades. This built thetrust of state governmentin outsourced facility toensure a ‘Kushal Yuva’.

State government andCEA had signed a MoUback in August for a pilot

project, the results ofwhich would have shownthe path further.

Out of three levels which CEA function at, C1is the highest. As many as150 students made it to the highest level of profi-ciency.

Patwari said the CEA andMP higher education de-partment aims to widenthe arena of human re-source and inculcate lin-guistic skills in them. Thiswould broaden the careeropportunities for theyouth, said Patwari.

Patwari announced to establish free wifi in the cam-pus of Institute of Excellence of Higher Education.

He attended the annual festival of the college as the chiefguest. He ensured the students of the college to establishsmart class in every classroom. There will be 25 newclassrooms built for the students, he added. The depart-ment will construct an auditorium in the campus, witha capacity of about 1000 people. Patwari said he will floatthe tender in a couple of months.

Students of the state who wishto appear for COMEDK-Uni-GAUGE exam this year canchoose centres in Bhopal,Chhindwara, Guna, Gwalior,Indore, Jabalpur, Sagar, Satnaand Ujjain.

COMED-K UGET and Uni-GAUGE entrance examinationwill be held on May 10, as acombined examination. Theexam will be for admissions toBE/B Tech for colleges affiliat-ed to the Karnataka Profession-al Colleges Foundation Trust.This is the exam for admissionsto BE/B Tech courses at leadingand reputed deemed/privateuniversities and institutionsacross India. The exam will beconducted online at over 158cities and 400 test centresacross India.

Following the instructionsby the state government, In-dore Municipal Corpora-tion (IMC) is going tolaunch a drive from Thurs-day to recover outstandingand current fiscal dues ofRs 1100 crore.

In a review meeting, mu-nicipal commissionerAsheesh Singh stated thatthe government has direct-ed the IMC to collect out-standing and current fiscalrevenue on war-footing.

He set targets for revenuecollection and cancelled allleaves of revenue depart-

ment officials till March 31. The commissioner said

that all each zonal officerwould be given 1500 ac-counts of each ward for col-lection of revenue in theform of property tax, watercell and garbage collectioncharges.

“Two employees should beroped in the task of revenuecollection in each ward,”Singh told zonal officers.

Deputy commissionerArun Sharma was instruct-ed to provide lists of ac-counts ward-wise to all thezonal officers and instruct-ed the zonal officers to takeaction as per the above listfrom Friday itself.

Singh said property of bigdefaulters would be seizedand attached.

Along with this, Singh di-rected assistant revenue of-ficers to check flats and oth-er units in G+3 and aboveheight building that arehaving tax accounts andpaying tax.

“If it was found that G+3and above height buildingsare not paying property taxthen action will be takenagainst bill collectors ofthat locality,” he added.

Singh also stated that therevenue staff will not be en-titled to any kind of leavetill 31 March. Plus, all em-ployees have been directed

to work 10 to 12 hours dailyfor the purpose of recovery.

Registration of boats and sailors hasbeen made mandatory in state capital.Collector Tarun Pithode instructed forregular safety and capacity audit ofboats by MANIT and RGPV engineers.Instruction has also been given for main-taining database of sailors.

He was addressing a meeting with Dis-aster management officials regardingregistration of boats and sailors.

He instructed officials to provide Iden-tity Cards (ID) after their registrationand ID number be mentioned on theirboats in bold letters.

Bhopal Municipal Corporation (BMC)officials informed the meeting that 500boats have been registered.

Collector further instructed police andBMC officials to have monitoring on sen-sitive places like Sheetaldas Ki Bagiathrough CCTV cameras. Instruction hasbeen given for sailors to display sign

boards regarding safety standards forcommon man. Instruction has also beengiven for deployment of home guards.Officials should ensure that with com-mon man, sailors should also use life sav-ing jackets.

During Ganesh idol immersion, boattragedy had claimed 11 lives in Khatla-pura (Lower Lake). Since then, districtadministration is consistently tighten-ing the system to check the tragedy. Dur-ing Khatlapura boat tragedy, many loop-holes were raised on part of administra-tion. From time to time, issue of stream-lining the boats and sailors have beenraised in state capital whenever, anytragedy or incidence occurs.

MP Tourism Department already laiddown the guidelines regarding safetymeasures for its boating and sailors atBoat Club but problems remain with spe-cially, private boats and sailors. MPTprovide life jackets to sailors and visitorsbut private sailors neither comply norfollow safety measures of MPT.

A joint team of districthealth department and po-lice raided at a quack’sclinic at Kushwah Nagar inBanganga police stationarea. The accused didn’thave any medical degreebut was treating patientswith modern medicines.

He was even administer-ing injections to the peoplewith serious ailments.

According to Chief Med-ical and Health Officer DrPravin Jadia, clinic of ac-cused Heeralal Jhare wasraided by a joint team ofpolice and health depart-ment.

“We have found that theaccused didn’t have any de-gree in medicine but wastreating people and pre-

scribing medicines alongwith administering injec-tions. He was caught red-handed at his clinic. Theaccused was also distribut-ing medicines to the peo-ple,” CMHO said.

The health official saidthat action will be takenagainst the accused underrelevant sections of theDrug and Cosmetic Act andother Acts. The action wastaken by the team followinga complaint against the ac-cused.

Meanwhile, Indian Med-ical Association’s zonalchairman Dr Sanjay Lond-he praised the action takenby the department and ap-pealed for continuing suchdrive across the city.

“We had provided a list ofas many as 200 quacksworking across the city andappealed to the district ad-ministration and health de-partment to act against thesame as they are playingwith the health of the peo-ple,” Dr Londhe added.

Crime branch received atip-off that a person is op-erating cricket satta in the20-20 match of SouthAfrica Vs England from aflat of Siddhi VinayakApartment in Tejaji Nagararea. The accused was identi-fied as Manoj Likhar, a res-ident of Dwarkapuri areaof the city. Cash of Rs25000, seven mobilephones, a television, calcu-lator and a dongle were re-covered from the spot. The fate of the Internation-al Swimming Pool beingconstructed by Indore De-velopment Authority (IDA)near Goyal Nagar remainsuncertain thanks to thefailure of the Sports andYouth Welfare department(SYWD), which has agreedto purchase the pool, to pro-vide details of the changesit wants in the project.

In November 2019, theSYWD had told the IDAthat they wanted certainchanges in the project buttill date they have failed togive the official letter aboutthe changes being sought.As a result, the IDA hasgone slow on the projectand is unsure whether theyshould invest more in theproject before getting a go-ahead from the SYWD, asthey fear that they mighthave to break some por-tions of the construction tomeet SYWD’s require-ments.

IDA started the project inNovember 2017, but as itneared completion they re-alised that they won’t beable to run it properly. For-tunately, the SYWD agreedto buy the swimming pool

in August.At present, 10 per cent of

the construction work ofthe swimming pool build-ing is pending and the IDAhas pumped in Rs 11.21 cr.IDA officials say that theycan complete it within acouple of months, but nowthey are waiting for thesports department’s letter.

Sources in IDA said thatthe SYWD might be delay-ing in informing about thechanges it wants becausethey do not have the neces-

sary funds to pay IDA forthe pool, and the IDA hasinsisted that they won’thand over the pool if everypenny of the constructionand land cost (around Rs 25cr) is not given to the IDAupfront.

IDA CEO Vivek Shotriyasaid, “We are waiting forthe letter from SYWD. Thefirst phase of the projecthas cost us around Rs 11crore and the second phasewill cost another Rs 8crore.”

According to IDA officials, the internationalswimming pool is being constructed in IDA’sScheme No 94 near Goyal Nagar. It is construct-

ed on 3.84 acres of which 1.61 acres will be the swim-ming pool, while the stadium will cover 2.23 acres. Theswimming pool complex will have basement parking,mezzanine with a gym, seating capacity of 1200 peo-ple, restaurant, changing rooms etc.

A person was killed whilethree of his friends got in-jured after their SUV over-turned in Hatod area lateon Wednesday. They werereturning from Depalpurwhen their car overturnedafter the driver lost controlwhile saving a wild animalon the road. Condition ofone of the injured personsis stated to be critical andhe is undergoing treatmentin a city hospital.

The incident took placenear Khajuriya village un-der Hatod police station ju-risdiction. The deceasedhas been identified asNilesh Dewaliya, a residentof Patnipura. He alongwith friends Manoj

Bhawsar of Raj Nagar,Amit Bhatia of PanchmurtiNagar, Pawan Nariya andKunal Rajore of Lasudiaarea of the city had gone toattend a marriage functionin a village near Depalpur.

Investigating officer ASISher Singh Bhuria saidthat they were returningto Indore when their caroverturned near Kha-juriya village in whichNilesh, Amit, Manoj andPawan injured. Thepasserby informed the po-lice and took them out ofthe car. They were rushedto the hospital but Nileshcould not be saved. Policesaid that the car flippedtwice. The statements ofthe injured persons are be-ing taken to know what ex-actly led to the accident.

Indore Municipal Corporation(IMC) would start demolitiondrive to remove structures pos-ing hurdles before the roadwidening project on the stretchbetween Bada Ganpati and Kr-ishnapura Chhatri (KhajuriBazaar road) after Rangpanchmifestival.

“Currently, we are demarcating

structures coming in the way ofroad widening project. Once thedemarcation is done, we will is-sue notices to the aggrieved land-lords giving one month’s time tothem to remove the structures ontheir own,” said a senior officialof IMC. After one month’s time,the IMC would carry out a demo-lition drive against those whohave not removed structures bythemselves.

The official stated that the IMC

won’t start demolition drive be-fore Rangpanchmi which is onMarch 13. Rangpanchmi is a bigfestival of Indore. Big gairs aretaken out in the city on BadaGanpati and Krishnapura Chha-tri so IMC would not want todampen festive mode due to dem-olition drive. It is because of thisthat the IMC has planned demo-lition post-Rangpanchmi.

Road to be constructed in 75days: Under Smart City Project,

the road between Bada Ganpatiand Krishnapura Chhatri is to bewidened to 60 ft. As per informa-tion, the IMC has set a target ofconstructing the new road with-in 75 days.

After drawing the central line,IMC on Friday started demarcat-ing commercial and residentialstructures - in red paint - that areproving hurdles before the roadbroadening project at KhajuriBazaar on Thursday.

A 63-year-old citizen ofItaly, who was staying in atemple for 30 years in thecity, died during treat-ment in the hospital onThursday. He was suf-fering from an ailmentfor the past few days.The police have sentthe body for autopsyand started an investi-gation.

According to Palasiapolice station staff, thedeceased has beenidentified as Ramdas(Oscar Spilli), a resi-dent of lord HanumanTemple in Manorama-ganj area of the city. Heis an Italian citizen andwas staying here since1990.

Police said that hewas ill for the past fewdays. On Wednesdaynight, he was rushed toMY Hospital but hecould not be saved.

The Central Board of Di-rect Taxes (CBDT) has re-leased Income Tax Return(ITR-4) Sugam in Januaryitself. It is applicable tofirms with a turnover ofup to Rs 2 crore. Till last

year, the form was releasedin April. The early releaseof form will allow firms ad-equate time to fill it up.However, the flip side isthat it would also put themunder scanner.

Reason: As per the newform, the firms would haveto disclose the status ofopening and closing bal-ance of cash in their bankaccount and also the cashin hand during the fiscalyear.

Welcoming the step, ex-perts said that the stepwould bring transparencyin business and stop inflowof benami cash or its ma-nipulation in trade. The

Union finance ministryhad issued gazette notifica-tion in this regard on Fri-day.

ITR-4 Sugam will be ap-plicable on traders andfirms with annualturnover up to Rs 2 crore.They are expected to auditreport of account book oftheir business. Accordingto a rough estimate, over80% firms come under thiscategory of Income Taxpayers.

Financial experts saidthat the most importantchange in new ITR was re-lated to disclosure of cash

in case of presumptive taxassessee.

As per the notification,assessee would be requiredto five opening balance ofcash in hand and openingbalance of bank accounts.They will also be requiredto give detail of cash re-ceived during the year andtotal amount deposited inthe bank. Besides, they willalso have to firnish detailof cash outflow out andcash balance during theyear, total amount of with-drawal from Bank and clos-ing balance of cash inhand and banks.

With an aim to motivatestudents, Madhya PradeshMedical Science Universi-ty (MPMSU) will displaythe answer sheets of thetopper students on its web-site.

A decision to this effecthas been taken by universi-ty vice chancellor Dr RSSharma, which will be im-plemented from the nextdeclared result.

“MPMSU would be thefirst university in state toput the toppers’ answersheets on the website.Copies of the students ofall streams would be put onthe website so that stu-dents get motivated towrite well and obtain goodmarks,” Dr Sharma said.

He added the move willalso bring transparency inthe system and will endqueries regarding thenumbers given to the top-pers. The university hasdecided to provide the pho-to copy of the answersheets to students at thecost of Rs 2,000 per subject.

“Students can obtain theanswer sheets from univer-sity by paying the amountthrough demand draft. Butthe executive committeehas decided not to give

copies under Right to In-formation or to any otherperson including parents,”Dr Sharma said.

Students notgetting results

Some of the students havelodged a complaint at DeviAhilya Vishwavidyalayafor not receiving results ofMBBS second Prof exami-nation. Students were reg-istered with DAVV at thetime of admission.“Exam was conducted byMPMSU and the univer-sity has declared the re-sults of students affiliat-ed to MPMSU but notwith DAVV. MPMSU toldstudents that they havesent the results to DAVVand it will be declared bythe latter only,” studentstold DAVV.

CBSE asks schools to send list ofstudents with low attendance

Ahead of the board exams, CentralBoard of Secondary Education(CBSE) instructed all affiliatedschools to calculate and send a listof students who have short atten-dance as on January 1.

All students without valid reasonfor low attendance will not be al-lowed to sit for the exams, as noti-fied by CBSE.

CBSE referred to its circular is-sued earlier for dealing with stu-dents having attendance less thanthe prescribed percentage and re-

quested schools to again read andunderstand the circular and bringthe information to the notice oftheir students and comply with theSOP. It has also been stated that allattendance regularisation requestssent without following the stan-dard operating procedure (SOP)will not be considered. The CBSEhas shared a list of documents to beattached with the reason given forshort attendance.

“You are aware that board exam-ination will begin from February15, 2020. As per Rule 13 of Exami-nation bye-laws, a student who hasat least 75% attendance as on Janu-

ary 1 of the year of the examina-tion is eligible for appearing in theboard’s classes X and XII examina-tions,” the circular signed by DrSanyam Bhardwaj, controller ofexamination, CBSE, said.

The circular added, “Now, on Jan-uary 1, 2020, schools can calculatethe attendance of their students totake necessary action as per Rules13 & 14 of the ExaminationByelaws.”

Schools have been asked to ensurethat shortage of attendance cases,if any, be complete as per SOP, andare sent to the regional office con-cerned for condonation of atten-

dance as per Rule 14 of the Exami-nation Bye-Laws to avoid any delay.

“Accordingly, schools are request-ed that documents as per require-ment be obtained from the stu-dent(s) and provided to the region-al office for taking decision by thecompetent authority,” Bhardwajsaid in the circular. To ensure theimportance of classes and atten-dance, the CBSE had prepared SOPin July 2020 for dealing with stu-dents having attendance less thanthe prescribed percentage. Also,schools were requested to commu-nicate information and rule posi-tion to students and parents.

State biodiversity boardhas started profiling theflora and fauna of differ-ent regions through Biodi-versity Management Com-mittees across the state.The board also sought co-operation of collegesacross the state in compil-

Department of highereducation (DHE) hasasked the botany and zool-ogy teachers to take inter-est in the work and helpthe biodiversity board ingathering the informa-tion. However, the depart-ment has asked them do itin a manner that it doesn’thave any adverse impactin taking classes and otherrouting college work.

The DHE has also ad-vised that only those col-leges should come forwardwhere subject teachers aremore than one in number.Teachers would not get

any additional compensa-tion for the work they dofor the biodiversity board.

11 gamblers with Rs 42000 cash held

BHOPAL: Teelajamalpura police have arrested 11 personson charge of gambling and recovered Rs 42000 cash in In-dira Nagar on Sunday night. Playing cards and around adozen mobile phones were recovered from the gamblers.The accused were identified as Nadeem Khan, Arman, Za-hid, Faisal, Irfan, Salman, Naazim, Firoz, Haider Ali,Naresh Singh and Kamal Singh.

Acting on a tip off, around a dozen gamblers were caughtgambling by Habibganj police late in the night on Sundayat Indira Nagar. already paid), immediately on closure of e-auction sale proceedings through the mode of payment mentioned in Clause (7). The balance amount of the purchase money shall have to

be deposited within 15 days of acceptance/confirmation of sale conveyed to them or such

extended period as agreed upon in writing by the Authorized Officer.

10. In default of payment within the said period, the sale will automatically stand revoked and the entire deposit made by the successful bidder together with the earnest money shall be

forfeited. Without any notice the property shall be resold.

11. The EMD of the unsuccessful bidders will be returned on the closure of the e-auction sale proceedings to the account details duly provided in the bid form. The EMD amount shall be

12. The sale is subject to confirmation by Pegasus. If the borrower/guarantor/(s) pay the amount due to Pegasus in full before date of sale, no sale will be conducted.

13. No claim of whatsoever nature regarding the property put for sale, charges / encumbrances

over the property or on any other matter etc. will be entertained after submission of the online bid.

14. The undersigned has the absolute right and discretion to accept or reject any bid or postpone

/ cancel the sale or modify any terms and conditions of the sale without any prior notice and

assigning any reason.

15. The successful bidder shall bear the stamp duties, charges including those of sale certificate, registration charges, all statutory dues payable to government, taxes and rates and outgoing,

both existing and future relating to the properties. The sale certificate will be issued only in the name of the successful bidder.

16. The sale is subject to the conditions prescribed in the SARFAESI Act, 2002 and the conditions

mentioned above.

17. This publication is also a thirty days notice to the aforementioned

borrowers/guarantors under Rule 8 (6) of The Security Interest (Enforcement) Rules, 2002.
