Consolidated Appropriations Act

• Established the duration of a student’s Pell eligibility

as 12 semesters or its equivalent

• Effective with the 2012-13 award year

• No “grandfathering”

• Includes all years of the Pell/Basic Education

Opportunity Grant (BEOG) Program

• Back to the 1973-74 award year

Pell Grant LEU Definitions Lifetime Eligibility Used (LEU)

• The amount of Federal Pell Grant funds a

student may receive is limited to the equivalent of

six years of Pell Grant funding

• Since the maximum amount of Pell Grant funding

a student can receive each year is equal to

100%, the six year equivalent is 600%.

• If LEU is more than 500% but less than 600%,

only partial eligibility for next award year

Pell LEU

• Calculated by COD and provided to NSLDS

• NSLDS only contained grant history from 1993-

94 forward

• One time “catch up” file provided in July 2012

from COD to NSLDS with grants for award years

from 1973-74 to 1993-94

• Some students did not have loan or COD

records; created as new grants are added to

system

• NSLDS records updated with the COD LEU data

daily

Pell LEU

Scheduled Award - based on the:

Statutory maximum award amount for the year

Student’s COA

Student’s EFC

Amount student would be eligible for if enrolled

FT for a full academic year

2013 -14 – Maximum Award is $5,645

If EFC = 0, FT Scheduled Award is $5,645

If EFC = 1,000, FT Scheduled Award is $4,695

Pell LEU

• Annual Award = the amount of scheduled award

actually received by the student

• Examples of items that affect the award:

• < FT attendance

• Attendance < a full academic year

• R2T4

• How to calculate the equivalency?

Add together each of the annual percentages

of a student’s scheduled award which were

actually disbursed to the student.

• Once LEU reaches 600%, student no

longer eligible for Pell

Note: May impact FSEOG eligibility

Pell Percentages Examples • Student enrolls FT for Fall & Spring semesters, has a 732

EFC and scheduled Pell Grant of $4,800

• Think percentages not dollars here…

• 34 CFR 668.164(b) requires disburse equally between

payment periods

• 50% disbursed in Fall and

• 50% disbursed in Spring

• 100% of the student’s Pell been disbursed

Pell Percentages Examples

• Same student enrolls FT for Fall & Spring semesters,

same EFC, same scheduled award of $4,800

• Student only attends 6 of 12 credit hours in Fall

• School makes required recalculation for HT attendance

• 25% disbursed in Fall - HT

• 50% disbursed in Spring - FT

• 75% of the student’s Pell has been disbursed

Let’s again presume:

100% Pell Scheduled Award = $4800

School Calendar: Standard Term Semester-

based (Fall & Spring)

Student Enrollment: Full Time for Fall & Spring

Calculating Partial Award for LEU Examples

1. Student’s LEU is 525.000%. What is her

remaining LEU? 600.000% - 525.000% = 75.000% LEU remaining

2. Her scheduled award is $4,800. How

much may you pay her? $4,800 x 75.000% = $3,600 remaining eligibility

3. How much are the disbursements?

Treat student with LEU issues like we treat transfer

students

Don’t take the amount of eligibility remaining and

disburse ½ per term.

First term disbursement = $2,400

• ½ of her scheduled award of $4,800

• $4,800 x 50% = $2,400 (50.00% of $4,800)

Second term disbursement = $1,200

• What’s left of her remaining eligibility of $3,600

• $3,600 - $2,400 = $1,200 (25.00% of $4,800)

Calculating Partial Award for LEU Examples

1. Student’s LEU is 523.867%. What is her

remaining LEU? 600.000% - 523.867% = 76.133% LEU remaining

2. Her scheduled award is $4,800. How

much may you pay her? $4,800 x 76.133% = $3,654.384 remaining eligibility

3. How much are the disbursements?

First term disbursement = $2,400

• ½ of her scheduled award of $4,800

• $4,800 x 50% = $2,400 (50.00% of $4,800)

Second term disbursement = $1,254.384

• What’s left of her remaining eligibility of $3,654.384

• $3,654.384 - $2,400 = $1,254.384 (26.133% of

$4,800)

Calculating Partial Award for LEU Examples

• You may round the dollar amount down to $1254

(26.125%), or pay the cents $1254.38 (26.133%)

• If you round, the student will end up at 599.992%; if

you disburse the cents, the student is right at 600%.

Do not round the percentages

Have the option to round cents but…

rounding rules do not apply if the amount disbursed

would place the student’s LEU > 600.000%

For the 2013-2014 award year, students can determine their

Pell LEU by:

• Additional comments added to the SAR consistent

with the student’s Pell history at the time of the SAR

(pre-screening) & from NSLDS post-screening, if LEU

changes

• SAR comments will refer to the equivalent of “school

year”

• SAR Codes 345-357 contain new or revised

comments

Declining Pell - GEN-12-18

• Students can decline all or part of their Pell Grant

awards or return some previously received Pell Grant

funds to preserve future Pell Grant eligibility

• May not return any Pell Grant funds from a prior award year

(must be in same award year)

• Must provide a signed, written statement clearly indicating

that they are declining/returning Pell funds for which they are

otherwise eligible and that those funds may not be available

once the award year is over

• School must submit any required adjustment records for the

student to the COD System

How Will Schools Know a Pell LEU?

• Weekly Pell LEU Report • NSLDS will display student’s LEU • CPS will use SAR comment codes if student’s LEU is close

to/exceeds 600%. • COD Pell LEU History page • NSLDS Financial Aid History Page on SAR

• If school reports a disbursement but doesn’t disburse or doesn’t disburse

in full, MUST adjust (more important now than ever due to the 600% limit) • Report adjustments within 15 days (3/15/13 EA) • EFFECTIVE on April 1, 2013 Note: COD has the most reliable Pell historical data for a student’s Pell LEU.

COD is the System of Record for Pell LEU data.

Pell LEU Weekly Report 2012-13

• Weekly Pell LEU Report identifies 2012-13 Pell-

eligible CPS applications with LEUs > or = 450%

• Each school’s report includes students who listed

their Federal School Code on their 2012-13 FAFSA

• Sent to school’s School Newsbox on COD

Reporting website

• 2012-13 award year reports will be generated until

October 5, 2013

• After 10/5, school can still view last 26 versions of

the report in the Previous Versions folder in its

Reporting Newsbox

Pell LEU Weekly Report 2013-14

• For 2013-14 award year and forward, COD will

deliver the Pell LEU Report via SAIG, not COD

reporting site

• CSV format for easy import and sort

• SAIG message class PGLEYYOP “YY” is the award year

• Example file for award year 2013-14 would be

identified as PGLE14OP

Pell LEU Weekly Report

An applicant will appear on a school’s Pell

LEU Report, if the student:

• Submitted a FAFSA for the award year

• Is Pell-eligible for the award year as

determined by the CPS

• LEU is greater than or equal to 450% as

determined by the COD System

Pell LEU Update - Reports

COD will provide the LEU on the following Pell

Grant SAIG preformatted reports:

• Pell Grant Multiple Reporting Report (MRR)

• Pell Grant Reconciliation Report

• Pell Grant Year to Date Report

Note: A student must have been disbursed a Pell Grant in an award year for the student’s LEU to populate a school’s report.

Two Pell LEU warning edits are given with origination and/or

disbursement record:

• No hard reject edit in COD or EDExpress to prevent an institution from

disbursing Pell awards to a student with an LEU of > 600% in the 2012-

2013 and award years

• This will change…beginning Summer 2013, COD will return a HARD

REJECT EDIT. Expect implementation at end of June. Check IFAP for

updates.

• Unlike the discharging of loans:

• No provision in the law to ‘disregard’ Pell Grant in

the calculation of a student’s LEU in a case of

fraud or a Closed School Discharge

• Compliance will be monitored and added to audit and

program review procedures

• Institution may be liable for the overpayment if it had

information at the time of disbursement that indicated

that the student would exceed 600% LEU

• Rounding rules do not apply if the amount disbursed

would place the student’s LEU > 600.000%

• Student is liable for any Pell Grant overpayment

• Institution should follow the normal procedures for

handling an overpayment:

• Contact student and enter into satisfactory

repayment arrangements

• Refer to the Department for collection

Resolution Process for Incorrect LEU

If a student or institution believes a Pell Grant LEU is

incorrect…

• The student should work with their current institution of

enrollment

• The school should act as an advocate for the student

• Review the student Pell Grant LEU History in COD and

provide a copy

• If data is still in question, the institution will receive

direction from the COD Help Desk on how to escalate

the matter to FSA for adjudication

• NOTE: Documentation will be required and may include

student statement, institutional attestation, etc.
