• Four Beaver County high schools participated in the District’s first “Paint the Plow” contest.

• The competing schools were asked to paint the plows with a winter safety theme, weather motif or even school mascots.

• The judging categories:

- The Judges’ Pick category was decided by a panel of judges, constructed of PennDOT supervisors and community leaders.

- The Facebook Fan Favorite category consisted of posting the photos of each plow on the PennDOT Facebook page, and allowing the public to “vote”. The school with the most “Likes” on their photo won.

• The program built great morale among employees and the communities we serve.

What You Need to Know

We provide the following services at no cost to our municipal partners when state roads are involved:

Why Do We Do This?

A Traffic Engineering and Safety Study is required for approval, location, installation, revision, operation, maintenance, and removal of all traffic signs, signals, markings, and other traffic control devices on all streets and highways in the Commonwealth.

• Over the last decade* (2006-2015), we have reduced our 5-year average fatalities and serious injuries by 25%, How?

• Through an aggressive program of:– Systematic Low Cost Safety Improvements– Site Specific Safety Projects– Construction Work Zone Enhancements– Pedestrian/Bicycle Improvements– Safety and Enforcement Programs

Signing & Pavement Markings

Although PennDOT is responsible for installing and maintaining most of the signs and pavement markings on state owned roads, we are not responsible for:

– Speed limit postings less than 40 MPH– Stop signs on local roads– Crosswalks, Stop Bars, and Legends– Entrance and crossing related warning signs

• School, Pedestrian, etc. crossings• Plant, Park, School, etc. entrances

Certain businesses may qualify for signing under PA Tourism Signing Trust. Call us for more information.

Traffic Signals

PennDOT does not own, operate or maintain traffic signals. We do however:

– Issue permits for traffic signals and flashing devices

– Provide design assistance for local municipalities

– Respond to complaints/ operational issues

• There are 1,712 traffic signals and 392 flashing devices throughout the District. This includes 617 signals and 110 flashing devices in the City of Pittsburgh– Improper signal timing contributes to delay, traffic

congestion, pollution and excessive fuel consumption

SR 65 Crows Run to SR 18

• $20.21 million• Ramp closures at the Freedom Interchange will occur

in 2017• Expansion dam repairs,

latex overlay, and painting of SB SR 65 on and off-ramps in Freedom Borough

• Long-term ramp closures and weekend closures of SR 65

• Conclude in late October 2017

SR 2004 Freedom Road Upgrade Phase A

• $19.4 million• Located on SR 2004 from SR 65 to Park Quarry Road

in New Sewickley Township• Earthwork operations and the relocation and

reconstruction of Freedom Road• Additional work includes

the construction of a bridge at Romigh Road and drainage improvements

• Single-lane restrictions on SR 65 and T-575 traffic will be detoured

• Conclude in Spring of 2019

SR 65 Allegheny County to Crows Run Road• $8.3 million• SR 65 roadway resurfacing will begin in April in Beaver

County• Additional work includes milling and resurfacing, drainage

and guide rail updates, curb and sidewalk work, bridge and retaining wall preservation, sign structure maintenance, and signal improvements

• Overall project will be completed in December 2017

SR 2008 Freedom Road Improvement Detour

• $1.97 million• SR 2008 resurfacing in Conway and Economy

Boroughs• Resurfacing was completed in 2016 season• Guide rail and ADA ramp will be performed in

2017 with a mid-July 2017 completion

I-376 Beaver Valley Expressway–Vanport to Allegheny County

• Estimated value of $16-$17 million• Concrete pavement restoration and milling and

resurfacing work• 2 locations: from Allegheny County line to

Hopewell (Exit 48) and from Midland/Beaver (Exit 38A-B) to Center (Exit 42)

• Restrictions include long-term, single-lane closures, overnight single-lane restrictions, and ramp closures with detours

• Will begin May 2017 and conclude late Spring 2018

SR 3016 Kennedy Boulevard

• $9.3 million• SR 3016 concrete pavement rehabilitation and

bituminous overlay and minor bridge rehabilitation work in City of Aliquippa

• Majority of the work was completed in 2016• Bridge deck sealing and additional drainage work

will be completed in the Spring of 2017

I-376 Vanport Bridge Rehabilitation

• $15.87 million• Bridge that carries I-376 over the Ohio River in

Vanport and Potter Townships• Painting of structure, a deck overlay, new

bearings, dam replacements, lighting improvements, and electrical upgrades

SR 3026 Gas Valley Road Bridge Replacement

• $1.31 million project includes full replacement of bridge and minor roadway reconstruction

• Located over a branch of South Fork Tomlinson Run on Gas Valley Raod (SR 3026) between Pumpkin Hollow Road and Whitehall Road in Hanover Twp

• Project will begin August 2017 and conclude late September 2017

SR 4034 Westwood Road Bridge Rehabilitation

• $489,000 bridge rehabilitation project will include a roadway reconstruction

• The Westwood Road Bridge is located between Fairview Road (SR168) and Smiths Ferry Road in Ohioville Borough

• Full closure and detour will be implemented to start in late May and conclude in late September 2017

SR 168 Salem Church Road Bridge Replacement

• Estimated at $1-$2 million• Bridge replacement in South Beaver Township,

north of intersection SR 251• A long-term closure and detour • Anticipated to begin in July and conclude in

November 2017

SR 588 Steffins Hill Road Bridge Replacement

• $1.10 million bridge replacement in the City of Beaver Falls

• Work will occur along 24th

Street in the area of 25th

Street and 10th Avenue• A full bridge replacement

with improvements including signage, pavement markings, drainage, and guide rail updates

• Bridge is currently closed and will remain so until completion in late September 2017

eastbound direction with a crossed over “express” lane

• The express lane will be crossed over in the westbound lanes and will not have access to any exits

• Cross over will begin in late April• Overall project will conclude in

November 2017

I-376 – Business Loop 376 to Airport

• $42.36 million• Roadway reconstruction, concrete

patching, subgrade stabilizations, and bridge rehabilitation work

• Work will occur in the westbound direction in 2017

• Two lanes of shifted traffic will be maintained with intermittent off-peak single-lane restrictions

• Project starts March 17 and will conclude in December 2018

Route 65

• $25.28 million• Northbound Route

65 work includes concrete patching, asphalt overlay, bridge rehabilitation, ramp reconstruction, drainage, guiderails, and various other construction activities

• Single lane restriction from Fort Duquesne Bridge to McKees Rocks Bridge

• Two travel lanes will be maintained from Fort Duquesne to West End Bridge

• One travel lane will be maintained from West End Bridge to McKees Rocks Bridge

Liberty Bridge

• $80.08 million• Continuation of Liberty Bridge deck replacement, latex

overlay, expansion dam replacement, and rehabilitation of Boulevard of the Allies structure

ramps from the Liberty Bridge to the Boulevard of the Allies

restrictions on Liberty Bridge overnight (none currently scheduled)

• 42 consecutive day single-lane restrictions on Second Avenue

• 3rd week of April to end of June, the North end will be restricted to 3 lanes long term with 2 lanes in the peak direction

• Major work will begin in early April• Overall work continues into 2018

Liberty Tunnel

• Estimated $20-25 million• Rehabilitation of the Liberty Tunnels including pavement

repairs and grinding, roadway ventilation (fans, motors and drives), office-area HVAC, safety, and electrical systems; structural repairs to the fan house, stabilization of a retaining wall supporting portions of the fan house grounds

• 3 full weekend tunnel closures in each direction

• Between 96 and 168 overnight tunnel closures in the northbound direction

• Between 96 and 120 overnight tunnel closures in the southbound direction

• Work will begin in May and the overall project will conclude in February 2019

Liberty Tunnel Interchange

• $4.32 million• The project consists of

concrete patching and an asphalt overlay of West Liberty Avenue and Route 51 at the south portal of the tunnel

• Rehabilitation work will occur on two Route 51 bridges and on several ramps at the interchange

• Ramp closures, approximately two weeks in length each, will occur

• Overnight and weekend lane restrictions will be implemented • March 15 through late July 2017

I-376 Fort Pitt Tunnel Repairs

• $14.51 million• Installation of fire suppression system • Overnight closures and single-lane restrictions will occur in

the outbound (westbound) Fort Pitt Tunnel through early April

• Mid-May 2017 completion

• $87.94 million• Concrete patching and overlay, preservation on 30 bridges

and 49 overhead signs structures, repairs to 29 walls, ramp repairs, reconfiguration of ramp from northbound I-579 to northbound I-279, lengthening of the Madison Avenue on-ramp, lengthening of the northbound Perrysville Avenue on-ramp

over into the northbound lanes between Camp Horne Road and Perrysville interchanges. Southbound traffic will then access the HOV lanes.

Limits of work on SR 0018 (Brodhead Rd, Pennsylvania Ave, 9th St) extend from a point just north of the intersection of Frankfort and Old Brodhead Roads in Center Township, to south end of the Rochester-Monaca Bridge. Limits of work along SR 4044 (Pennsylvania Ave) extend from 9th Street to SR 0051 (17th Street) in Monaca Borough.

• Scope of Work: Milling and resurfacing, concrete patching, bridge and culvert preservation, drainage and guide rail repairs, traffic signal updates, curb ramps, signing, pavement markings, delineation, and other miscellaneous work.

What are Liquid Fuels?

• The Commonwealth provides dedicated funding to Local Governments for eligible expenditures that results in improvement to the local roadways and bridges that they are legally responsible to maintain.

• Municipal funding is dedicated through a portion of the Oil Franchise Tax collected, and is based on 50% population and 50% municipal roadway mileage.

• County funding is dedicated through 4.17% of a millage rate as set by Act 89 of 2013.

Funding and Partnership

• District 11-0 has 208 Municipalities and 3 Counties which are responsible for approximately 6,000 miles of local roadways and 560 local bridges.

• Payment for Municipalities is once a year, on or about April 1. Over $46,000,000.00 in 2017.

• Payment for Counties is twice per year. June and December. Over $2,400,000.00 Est. for 2017.
