permits, while allowing the PLCB to manage licenses and related tasks – $4,529,200.00 estimated

cost.

(2) Hearing Examiner Services – Exercise Option One – VENDOR: Jodi Isenberg – TERM: One (1)

year – Represent the Board in the capacity of a hearing examiner – $100,000.00 estimated cost.

(3) Oracle Software Maintenance – DGS Statewide Contract – VENDOR: DLT Solutions – TERM:

One (1) year – Provide maintenance and support for the Oracle software used in the PLCB’s ERP

system – $3,564,182.96 estimated cost.

(4) Microsoft Enterprise Agreement – DGS Statewide Contract – VENDOR: Dell – TERM: Three

(3) years – In 2011, the PLCB engaged in an Enterprise Agreement with Microsoft which provides

us with software assurance on Microsoft products such as Office Suite, Visio, Visual Studio, Project,

etc. It also allows us to leverage 1,000 Office 365 user licenses while keeping the 900 store and

warehouse PC’s on the Devise cal Licensee suite. In addition, we will be licensed for 1,900 ecal’s

which enable us for Exchange, SharePoint, Lync, Windows server cal’s and SCCM client licensees –

$1,437,973.47 estimated cost.

(5) IBM X3750 NetBack up Server and Maintenance – DGS Statewide Contract – VENDOR: IBM –

TERM: Three (3) years – Agency backup software resides on hardware that is approximately eight

(8) years old. Driver availability for this hardware with newer operating system releases is

becoming an issue. The current hardware’s 2Gbps fiber capability is creating a bottleneck with the

ever-increasing backup schedule. The newer hardware with 4/8Gbps fiber capability will take full

advantage of our high-speed LTO tape drives and will keep the backup windows under control –

$11,369.00 estimated cost.

(6) Network Hardware for Scranton Wireless Upgrade – DGS Statewide Contract – VENDOR:

Eplus – Provide twenty-six (26) Cisco Wireless Access Points and eight (8) Ethernet Switches

required to complete the Scranton Warehouse (DC2) Wireless Upgrade Project. The existing

Symbol/Motorola wireless network at DC2 is over twelve (12) years old. These devices will be

configured by the PLCB and physically installed by Black Box. They will replace all of the existing

wireless hardware and most of the Ethernet switchgear at DC2 – $37,162.50 estimated cost.

(7) Zap-Fix 13 Software – DGS Statewide Contract – VENDOR: Dell – Zap-Fix software will be used

in conjunction with existing software to give us the ability to automate test scripts across our Oracle

platform, including some Oracle Modules not currently supported. This software will allow us to

record once on our test system and copy it to every other system without rerecording plus be able to

test simultaneously multiple internet browser platforms, as well as features built in to test

Smartphone web applications – $83,981.37 estimated cost.

(8) Staff Augmentation Programmer – DGS Statewide Contract – VENDOR: Computer Aid Inc. –

TERM: One (1) year – Provide assistance in replacing the failing legacy systems with scalable,

reliable, and easy to maintain systems based on the best practices in the Java development –


(9) Network Engineer Staff Augmentation – DGS Statewide Contract – VENDOR: Computer Aid

Inc. – TERM: Six (6) months – Staff augmentation for the manager of the PLCB’s Network

Administration group who unexpectedly left the Agency. The PLCB employs two (2) employees

and a manager in the Network Administration group that work on store related network outages,

store configurations as well as projects and configurations for the warehouses and central office.

The manager is also responsible for site-to-site virtual private networks (VPN) plus managing the

Pittsburgh Distribution Center expansion – $95,809.16 estimated cost.

(10) System Administrator Staff Augmentation – DGS Statewide Contract – VENDOR: Computer

Aid Inc. – TERM: Six (6) months – Provide database assistance to support the ERP, POS and

warehouse environments – $59,129.26 estimated cost.

(11) Architect Staff Augmentation – DGS Statewide Contract – VENDOR: Computer Aid Inc. –

TERM: Six (6) months – Provide assistance to the security team in PCI audit related tasks –


(12) Microsoft True-up – DGS Statewide Contract – VENDOR: Dell – TERM: One (1) year – The

Microsoft Enterprise Agreement requires an annual true-up by the PLCB to account for any increase

in qualified desktops, users or usage of additional products during the previous year – $57,823.82

estimated cost.

(13) Microsoft Premier Support – DGS Statewide Contract – VENDOR: Microsoft Corp. – TERM:

One (1) year – The PLCB’s daily tasks rely heavily on Microsoft products such as Windows, Office,

SharePoint, SQL databases, etc. Microsoft Premier Support is utilized to ensure continual access to

resources to fix and rectify any technology issues encountered within the Microsoft suite of products

– $117,508.00 estimated cost.

(14) Furniture for Store #4613 – DGS Statewide Contract – VENDOR: TC Millworks – New center

table, display tables and carts, gondolas and wall units for store #4613 in Jenkintown – $146,400.71

estimated cost.

(15) Alcohol Education Advertising – DGS Statewide Contract – VENDOR: Harmelin Media –

TERM: Six (6) months – This advertising campaign will support the Agency’s continuing “Call the

Shots/Control Tonight Campaign which promotes responsible use of alcohol among 21-29 year olds.

Data shows that this demographic is at the highest risk for dangerous behaviors such as DUI and

binge drinking – $600,762.50 estimated cost.

CITIZEN COMMENT/BUSINESS FROM THE FLOOR

No citizen comments.

Mr. Marcus indicated that he was submitting a letter to Governor Corbett and read the following

statement:

Dear Governor Corbett,

It has been a privilege to serve the Commonwealth as a Member of the Pennsylvania Liquor

Control Board. My term expires May 20, 2014. After six and a half years of service, it is time

for me to move on to other endeavors. I am writing to inform you that I do not wish to be

considered for nomination to another term.

I am grateful to the Commonwealth of Pennsylvania for giving me this opportunity and to Senate

President Pro Tempore Scarnati for his invaluable advice and counsel throughout my tenure. I

have aspired to honorably serve the people of Pennsylvania, and the good people of this agency.

In order to ensure the continued orderly operation of this important state agency, I will continue

to serve up to an additional six months, as allowed by law until my successor is duly appointed

and confirmed.

Wishing you the very best as you discharge these and all your important duties for the

Commonwealth, I remain,

The next meeting of the PLCB will be a formal meeting on Wednesday, June 4, 2014 beginning at

11:00 A.M. Prior to the public meeting, there will be an Executive Session to discuss matters of

matters which have been approved at previous public meetings.
