    Flanked by Civil Air Patrol members, and Mr. David H. Miller, Congressman Charles W. Dent introduces his bill, the Civil Air Patrol Homeland Security Support Act of 2007, during a pressconference on February 26, 2007 in a hanger at the Queen City Airport, Allentown, Pennsylvania.

    On February 26, 2007, at the Queen City Airport, Congressman Dent introducedlegislation to provide air support for border security. His Bill; the Civil Air PatrolHomeland Security Support Act of 2007, is designed to bolster efforts at securingAmericas borders, by enlisting the CAP assets through the Department of Homeland Security to help in the fight to keep our borders secure. This billemerged in part from what I learned on a Congressional delegation trip to the U.S.-Mexico border at Laredo, Texas, said Congressman Dent.

    Congressman Dents legislation authorizes the Secretary of Homeland Securityto utilize CAP assets in two important kinds of homeland security missions. Firstthey can be deployed to protect against illegal entry, as well as against trafficking ingoods, currency, people and other substances. Second, they can also be utilized inresponse to an act of terrorism or natural disaster by assisting in damage assess-ment, search and rescue, evacuations and the transportation of essential materials(Taken from the Press Release, 02-26-07, posted by Gregg W.     After Congressman Dents visit to Laredo, he saw the need for more eyes in theskies and he had been thinking about the use of using CAP after he received a letter from Easton attorney, David H. Miller. Miller, 88 years old, said pilots can see for 3 miles in every direction and cover more area than ground forces.

    National CAP Commander, Major General Antonio J. Pineda said that volun-teers like him, could be patrolling both borders by tomorrow morning in a fractionof the cost of operating National Guard Aircraft.

    Pennsylvania Wing Contributes to CAP Time Capsule at Dedication

    Fort Indiantown Gap, Annville, PA. The Pennsylvania Civil Air Patrol Wing is one of 60 Civil Air PatrolRegion and Wings that contributed items to National Civil Air Patrols 65 anniversary time capsule during a dedi-cation ceremony held on Friday, March 2, at the Crystal Gateway Marriott in Arlington, Va.

    The Pennsylvania Wings contribution to the time capsule, included a copy of a yearly report to theCommonwealth, past issue of the Keystone Wing Slip and a Pennsylvania Wing Challenge Coin, and is signifi-cant because it represents the service and dedication to the Commonwealth and its communities and the challengeto continue these services for years to come.

    The contributions to time capsule will collectively capture the spirit of CAPs disaster relief, emergencyservices, homeland security, cadet programs and aerospace education Missions for America. CAP NationalCommander Maj. Gen. Antonio Pineda will contribute a letter to the future, which will be read at the dedication.

    The time capsule will remain on display at CAP National Headquarters, Maxwell Air Force Base, Ala.,until its opening in 65 years during the organizations Winter National Board meeting in 2072.

    This time capsule dedication bridges the present with the future and will serve as a testament of to CAPscommunity service in 2007 for generations to come, said Pineda. As we honor CAPs proud heritage of servicethis year, we cant help but imagine what challenges and opportunities the next 65 years will hold for us as anorganization and as a nation.

    at CAPs Legislative Day FestivitiesPennsylvania Wing Civil Air Patrol, participated in CAPs Legislative Day festivities, on March 1 at the

    Russell Senate Building Room 325 in Washington, D.C.A 9/11 hero, a World War II-era sub chaser turned congressman and a rising young CAP leader shared their

    insight on CAP activities. Speakers were, Chaplain Lt. Col. Van Don Williams, a New York City firefighter whorescued two people from Tower One at Ground Zero after the terrorist attacks on 9/11, and as a CAP chaplain,also responded to the needs of 9/11 victims' families and emergency responders on the scene; Col. Lester Wolff,D-N.Y., who served for eight terms in the U.S. House of Representatives from 1965-81 and served on the CAPcoastal patrol during World War II; and Cadet Capt. Kristin Ruesch of New Berlin, Wis., a member of theWisconsin Wings Waukesha Composite Squadron, who serves on the National Cadet Advisory Council.

    Commander of the PA Wing, Colonel M. Allen Applebaum personally represented the PA Wing members, atthis notable national event. Pennsylvania Wing Civil Air Patrol participated in 53 search and rescue missions in2006 and 17 missions on behalf of the Commonwealth of Pennsylvania. As part of the responsibility of theUSAF, with inland search and rescue, Pennsylvania Wing Civil Air Patrol has a long and distinguished record for excellence.

    The presentations took place in the same room where CAP was created as a National Civil Defense program in1941. Initially established to provide homeland security during World War II, CAPs Missions for American havecome full circle. In 2006, missions included Washington D.C. protection exercises, border patrol and terrorism preparedness, including aerial reconnaissance of military ship and vehicle movements.

    Legislative Day was held in conjunction with CAPs Winter National Board meeting, on March 2-3 at theCrystal Gateway Marriott, Arlington, Va. The CAP National Board consists of 69 members representing eachstate, Puerto Rico and the District of Columbia, within the organizations eight regions. The board is CAPs policymaking arm and in conjunction with the CAP Board of Governors, they propose amendments to the governingconstitution and bylaws.

    Other presentations of note held during Winter National Board included: March 2, representatives of the Aircraft Owners and Pilots Association (AOPA) announced the recipients

    of four $2,500 private pilot certificate scholarships -- two cadets and two senior members (adult) awards. March 2, the National Cadet Corps of Ghana was welcomed as a new International Air Cadet Exchange

    member. Five representatives of Ghana will attend the board meeting to discuss the program. Ghana will send twocadets and one escort to the U.S. as part of the exchange in 2007.

    March 3, Lt. Col. Troy M. Campbell, the Missouri Wings director of Aerospace Education, discussed the Near Space program, which uses high-altitude balloons to launch simulated satellite payloads at or above 100,000feet, allowing participants to gain hands-on experience in meteorological, aerospace and technological topics

    A CAP Cadet Blocks a Sting Like a Bee Left Hook of Ali!

    In a recent find in the Civil Air Patrol archives, included this photo of World Boxing Champion, Muhammad Ali, boxing with a staff cadet at Hawk Mountain. I am sorry I do not have the name of the Cadet in this match, nor the date of the event, but if one of our readerswould be able to supply us with that information it would be greatly appreciated.

    For Squadron 603, One Good Thing Leads To Another- by Major Robert Frost

    For Golden Triangle Composite Squadron 603 and Group 1 members, the more involved they become withlocal military units, an increasing number of opportunities to participate in military sponsored programs come their way. For those who are not aware, Squadron 603 has the good fortune of being located on the 911th Air ForceReserve Station ( 911th Air Lift Wing ), Pittsburgh International Airport, PA. Across runways 28L and 28C fromthe 911th ARS is stationed the 171st Air Refueling Wing of the PA Air National Guard. Both the 911th ARS andthe 171st ARW continue to share special events with Civil Air Patrol.

    During Januarys planning meeting for this summers 2007 Wings Over Pittsburgh Air Show on the 911th ARS,Lieutenant Darren J Rogers, 171st Medical Group, approached Squadron 603 Commander Maj Bob Frost and pre-sented yet another opportunity for CAP members. In observance of Februarys Black History Month, the PA Air National Guard Unit was sponsoring its 24th Annual African-American Heritage Luncheon with Mr. Lynn Swannas the featured speaker. ( Mr. Lynn Swann is a Football Hall of Fame inductee, four-time Super-Bowl Championwith the Pittsburgh Steelers, and has chaired the Presidents Council for Physical Fitness and Sports. Mr. Swannwas also a candidate in the 2006 Race for Governor of The Commonwealth of Pennsylvania.) Maj Bob Frostaccepted the invitation and selected five Squadron 603 members to attend the luncheon at the Pittsburgh AirportMarriott on Friday, February 23, 2007. They were C/2Lt Kaela Jacobs, C/SSgt Nicole Banks, C/Amn EmmanueleHanns, and seniors 1Lt Mike Lonto, MLO, and 1Lt Pat Nicholson, PAO and photographer.

    During the African-American Heritage Luncheon, the three CAP cadets had the privilege of meeting and being photographed with Mr. Lynn Swann. They presented Mr. Swann with a package of valuable CAP material includ-ing copies of The Keystone Wing Slip, National Headquarters Volunteer Magazine, Pennsylvania Wing AnnualReport and copies of the Squadron 603 Newsletters. The five CAP members were treated to a luncheon and won-derful presentation by Mr. Swann on Yesterdays Youth - Todays Student - Tomorrows Leader. This was per-fect subject matter for our CAP cadets.

    Squadron 603 is grateful for being included in special events such as this, and now looks forward to the nextspecial event sponsored by the 171st Air Refueling Wing this coming September. Military Appreciation Day atPittsburghs Kennywood Theme Park is being planned and will included military and family members from localAir Force, Army, Navy, Coast Guard, Marine ( active duty and retired ), and Civil Air Patrol units from the entirePA Wing. Kennywood Park has been reserved for the entire Saturday and guarantees to be an outing worth attend-ing. More detail will available as planning continues. The Good things just keep getting better in the PA Wing!

    DISAPPOINTMENT

    Last month, I was asked why I did not include anyhidden objects in the last few issues of the Keystone Wing Slip. So, in the February issue I did!Somewhere in the February issue I had planted avalentine just waiting to be found. We asked of those

    finding the valentine to let us know where they found it and send in to headquarters using a post card. Wealso asked for you to put your name and address onthe postcard. From the correctly answered post cards, we were going to pull out two winners! And yes we had prizes!!! But to my dismay, we received none, (zero, nadda!)

    So it is with great disappointment that I have NOWINNERS to announce!

    Warren County, Pennsylvania ; The Pennsylvania Wing Civil Air Patrol was asked to serve in thecapacity of site security by the Pennsylvania Emergency Management Agency, (PEMA) after a recent air craft incident in the Township of Columbus. Twenty eight CAP members, 17 senior members and 11cadets, participated in the mission which began on March 3rd and ended at approximately 4:30 PM onMarch 4th. As you can tell by the photos, the conditions were cold and snowy.

    A helicopter had an in-flight emergency and crashed landed on private property in ColumbusTownship, Warren County on March 3, 2007. Remarkably, no injuries were reported in this crash.

    SEMPER VIGILANS TO SEMPER PARATUSFor the past three years, Cadet Captain Brenden

    Kelley has expanded his education and community serv-ice through his participation in Civil Air Patrol and hasworked within CAPs motto of Semper Vigilans Always Vigilant. Following graduation this year fromhigh school and his final CAP duty as a Cadet Staff Officer in 2007 Cadet Leadership School, C/Capt Kelleywill report to the United States Coast Guard Academy, New London, Connecticut, to further his education. TheCoast Guard Academy is among the finest of our nations five federal military service academies. C/CaptKelley will then follow the USCG motto of Semper Paratus, or Always Ready.

    In January of this year at PA Wing Headquarters,Fort Indiantown Gap, C/Capt Brenden Kelley inter-viewed for a cadet staff position for 2007 CLS. Duringthe interview session he discussed his CAP membershipin Bangor Slate Belt Flight 807, NER-PA 303, as well ashis scholastic achievements and future goals. Mostimportant to him was the pending acceptance of hisapplication to the United States Coast Guard Academy.Among his CAP credits during 2006, C/Capt Kelleyearned the Earhart Award, the Orange Scarf at Hawk Mountain, became an Emergency Services GroundTeam Leader, and was the former Cadet Commander for Squadron 807. His home school education has earnedhim advance college credits and has allowed him to par-ticipate in mission trips to Honduras, as well as skiing,swimming, boating and soccer sporting activities. For the past three years C/Capt Kelley has been president of the Lambda Epsilon Chapter of the Eta Sigma AlphaHomeschool National Honor Society. He was also co-founder of this distinguished scholastic organization. Near-term goals for C/Capt Kelley are to major in gov-ernment studies with the hope of becoming a trainedlawyer. Following his interview, C/Capt BrendenKelley was chosen for a staff position for 2007 CadetLeadership School.

    In a recent email note to Major Bob Frost, 2007 CLSCommander, C/Capt Brenden Kelleys words jumpedoff of the computer screen with excitement, as he had been recently notified of his acceptance to the U.S.Coast Guard Academy and is to report for SwabSummer on 02 July 2007. Congratulations immediate-ly were sent to C/Capt Kelly from each CLS Staff Officer.

    This was truly outstanding news as the Academyis one of the top ten academic experiences in America(Princeton Review 2003). The Coast Guard Academysmission is to produce leaders of character for service tothe nations. About 300 high school graduates areaccepted annually (with an undergraduate student baseof only 990), leaving four years later with a Bachelor of Science degree and commission as an Ensign in the U.S.Coast Guard. Among the motto changes to be experi-enced by C/Capt Kelly as he transitions from CAP intoactive Coast Guard service is the Academy mottoScientiae Cedit Mare, or The Sea yields to knowl-edge.

    C/Capt Brenden Kelley will leave for the Academyand his future as a U.S. Coast Guard Officer followinghis participation with 2007 CLS. As the Coast Guard isin the forefront of Homeland Security and our nationswar on terror, it is comforting to know Civil Air Patrolhas helped train and prepare young adults such asC/Capt Kelley who will be there to help secure our future.
