Universities… have professional facilities and contracting staffs operate “independently”

At the Office of the Chancellor

Assistant Vice Chancellor for Facilities, provides: project funding policies

and approvals other facilities functions

Construction Support Office, provides: policy, guidance, and oversight of facilities procurement coordination, advice, and assistance to universities administration of centrally-held open-end contracts review of contract disputes (bid protests, claims)

Department of General Services (DGS) advertises for design firms for Commonwealth-funded

projects

Universities advertise for design firms for university-funded projects advertise for and hold open-end professional contracts

System/CSO advertises for and holds open-end professional

contracts for use by universities

What about upcoming RFPs?

DGS RFPs for PASSHE projects: in FY14/15 – 5 or 6 projected

University RFPs: in 2015 – RFPs for open-end contracts at Lock

Haven and Shippensburg a few RFPs for single projects and/or master planning

System/CSO: awarded 40 open-end contracts in 2011, and will

issue an RFP for new contracts in 2016

What about CM and Commissioning?

Department of General Services: open AFQs for CM and Commissioning uses their own firms/contracts

for projects they administer

Universities: typically do not procure CM and

Commissioning services;utilize System/CSO contracts

System/CSO holds open-end contracts: 26 open-end CM contracts awarded in 2013 6 open-end Commissioning contracts, and will issue an RFP

in 2015 for new contracts

Professional Selections

Governed by Section 905

of the Commonwealth

Procurement Code Form 150 is the basis

of proposals Selection is based on

professional qualifications;

fee negotiated after selection is made

DGS uses the Commonwealth Selections Committee CSO and Universities use internal staff for selection

committees

SB and SDB Considerations

DGS: encourages SDB participation on design teams has an SB set-aside program for design services

System and Universities: encourage SDB participation on design teams do not have an SB set-aside program for design services


Recommended
