Science/Technology/Engineering/Mathematics (STEM) education has been a hot topic in recent years, as politicians and busi-ness leaders worry over the lack of qualified work-ers in science and engineering. Although much public discussion focuses on higher education and high school curriculum, educators and others are realizing that for students to really get hooked on the sciences, STEM instruction must start early.

Traditionally, students hit the books to find their information and may not have many opportunities to apply that learning in hands-on or real-world experiences. A STEM education breaks away from that tradition, engaging students directly with the course material as an incen-tive to dig deeper, conduct research, and apply their learning in rich and relevant contexts. When students under-stand all the advantages a STEM education has to offer, when they understand how active learning applies to the world and to their lives, when they make discoveries that put theory into action – eyes are opened to a rich array of career and life opportunities.

Two exciting new magnet schools are about to open in the City of La Quinta beginning in the 2016-2017 school year. With a new emphasis comes a fresh “re-branding” as the schools consider names that announce their transforma-tion. Current front runners are, Discovery STEM Academy: La Quinta (grades 6-8) and Discovery STEM Acade-my: Truman (grades K-5). These free public schools will approach teaching and learning using a STEM philosophy that includes:• Grounding STEM education in “real life” problems• Student participation in original research projects• Student internships and mentorship with STEM professionals

In general, studies show that specialized STEM schools make a difference. Their graduates pursue STEM fields in college at a rate of nearly 50% higher than that of the other students. Compared with the national average, nearly 20% more selective STEM graduates earn a STEM-related postsecondary degree within four years of graduating from high school. STEM is not just for scientists any more. In today’s economy, almost any job with decent pay requires STEM skills, and many jobs require advanced STEM abilities. But far too many U.S. residents are unprepared for the occupa-tional demands of the 21st Century. Formerly a world leader in math and science achievement, the United States is struggling to keep up. Fewer students enroll in STEM courses and master STEM content than young people in other countries. The problem is now no mere point of pride – the lack of knowledge undermines the nation’s economic productivity and global competitiveness.

The Discovery STEM Academies at Truman and La Quinta will respond to this challenge by offering rigorous cur-ricula, uniquely trained and prepared teachers, more hands-on experiences, and state-of-the-art resources. Once implemented, these schools will be a beacon for other schools seeking to encourage young people to think deeply to become the innovators, educators, researchers, and leaders who can solve the most pressing challenges facing our nation and our world, both today and tomorrow.

Coachella Valley Water District’s Board of Directors will soon consider a proposal for rate increases and changes to the rate structure that are fair, reflect the true cost of service and promote financial stability. Based on a comprehensive Cost of Service Study and national industry standards, staff is proposing a five year plan for domestic water rates. If approved, the new rates would go into effect on July 1 and would be the first rate increases for domestic water since 2010. The adjustments will impact residents, businesses and HOAs differently because the new proposed fixed rates vary based on customer class. A homeowner who efficiently uses water may only see a small monthly increase in their water bill while there will be bigger increases for businesses and HOAs. The Board also will consider changes to the rates for Replenishment Assessment Charge (RAC) custom-ers. These rate adjustments are also based on a Cost of Service Study and are critical for CVWD’s groundwater replenishment program, the key toward ensuring a reliable, long term supply of high-quality water for the Coachella Valley. The historical drought and state-mandated conservation encourage changes to the water-budget based rate structure. In addition, CVWD is facing the largest capital improvement project in its history, re-sponding to the state’s new drinking water standard for chromium-6. The best solution is projected to cost approximately $250 million in capital expenses, plus ongoing operation and maintenance costs. On-going capital improvement also is needed to protect the drinking water system to ensure it can meet the drinking water needs of approximately 318,000 residents daily. Some of the proposed changes include: Decreasing the indoor portion of the water budget to reflect industry standards based on today’s wa-

ter-efficient appliances. Tighten the outdoor portion of the water budget to promote conservation. Previously, the budgets

were designed to allow enough water for 100% grass. Given the historic drought and increased sup-port of desert-friendly landscaping, the budgets will be designed to accommodate 50% grass and 50% desert-friendly landscaping.

Slightly increase the irrigation efficiency factor for outdoor budgets.

The overall impact of these proposed changes is a reduction in water budget of approximately 25%, which is less restrictive than the temporary drought budgets.

Business Personal Property Tax (Form 571-L) Written by: Michelle Sierra w/ Osborne Rincon CPAs,Chamber members

It’s that time of year when businesses will be receiving notices from their county tax assessors requesting a business personal property tax return to be filed (also known as 571-L). While many businesses are accustomed to filing Form 571-L, new busi-ness owners are often uninformed as to what this return is, whether they need to file it, or when it is due. The California Revenue and tax code permits the taxation of all property, both real and personal. Businesses that have per-sonal property used for business operations are required to report such property annually to the county in which the business operates. Businesses are subject to the filing requirement when they receive a statement from their corresponding county or on your own accord when the value of your assets equals or exceeds $100,000. Assets subject to assessment include, but are not limited to machinery and equip-ment, office furniture, and computers. Certain items such as motor vehicles, applica-tion software, and solar panels are exempt from reporting. It is also important to remove disposed, sold, or abandoned assets from your books and records to avoid assessment of tax no longer owed.
