Provincial government is in the processof evicting tenants from Wynyard Man-sions in Sea Point.
The block of flats shares the same plot asthe vacant former Tafelberg High School inMain Road.
However, it remains to be seen what willbe done with the site.
The school building has been standingopen for seven years, says Sea Point ActionGroup spokesperson David Kramer.
However, the block of flats behind theschool is still occupied and has raised safetyconcerns for residents, he says.
One of the flats recently caught alight anddrug addicts and unauthorised people fre-quent the block despite security guards pa-trolling the site, he claims.
There were major security issues on thesite for many years, Community Police Fo-rum chairperson Heather Tager confirms.
“The CPF fought this issue for a long peri-od of time and the current situation cannotbe compared to what was transpiring previ-ously on that property. After numerousmeetings were held with the Department ofHuman Settlements, they undertook to putsecurity on site which they consequentlydid,” she says.
“At a later stage there were again com-plaints from the surrounding neighboursand the security company was changed. Inmy opinion the co-operation from the de-partment has been excellent as they com-plied with what they undertook to do. At thismoment there is only one flat occupied ille-gally and the occupant has been served withan eviction order which was scheduled forcourt on 24 February.”
Once the tenant is evicted, the propertywill be handed over to the Department ofTransport and Public Works, Tager says.
However, Kramer is fed up with “emptypromises”.
“For over seven years residents haveheard that evictions and tenders are forth-coming. It was our understanding that thesecurity is there to control access and onlyallow those residents in that are meant to bethere,” he says.
“It is my belief that the security are eitherbeing instructed differently or are being
bribed to let others in. I have cameras posi-tioned on the premises and I have seen mon-ey changing hands. We need schools in thearea, and here is a prime site being squan-dered.”
The pupils of the Tafelberg School movedto their new school building in the thirdterm of 2010, which merged the primary andhigh schools, says the provincial educationminister’s spokesperson Bronagh Casey.
“The new school had been designed in ac-cordance with Education White Paper 6,
making it the first fully accessible resourcecentre in the province, both from a physicaland curriculum accessibility point of view,”she says.
The property which housed the primaryschool, on the corner of Kings and Tramwayroads, is currently receiving an R18m up-grade as the property is taken over by theFrench School of Cape Town.
The French School will use the propertyas an educare centre and primary school, be-ginning from their new academic year start-
ing in September.The block of flats does not form part of the
school property, says Siphesihle Dube, thespokesperson for provincial transport andpublic works minister Robin Carlisle.
The property will go on the market nextmonth.
The Department of Human Settlements iscurrently the custodian of the property anda tenant will take over the school propertyin February 2015 on condition of transfer,Dube says.

City nightclub Republic Lounge hasbeen closeddownafter a raid bypoliceand Law Enforcement officers.
Authorities raided the club after it wasallegedly trading without a licence.The licence had been revoked twoweeks
ago, says Mayoral Committee member forSafety and Security JP Smith, but the clubcontinued to operate.Spokesperson for the Western Cape Liq-
uor Board Philip Prinsloo says the licencewas not revoked, but was suspended at thelicence holder’s request.“The licence holder requested the li-
cence to be temporarily suspended until hecan find another suitable venue. Accord-ingly, onFriday 7February the licencewastemporarily suspended,” he says.Law Enforcement officers have also re-
ceived a number of complaints regardingnoise violations.The club’s liquorwas confiscated during
the raid and the owner arrested. The clubwill remain closed until the matter ap-pears before the Liquor Board, Smith says.Randolf Jorgen, chairperson of Long
Street business owners association On-Long, says police have informed club own-ers of the details of the law and the conse-quences for breaking it.“The police have communicated very
clearly that things like this would happen.The general rules apply to everyone, andclubs trading illegally had better watchout,” he says.Jorgen is aware of several complaints
against the nightclub andwas not surprisedby the Law Enforcement action.
The raid has also eased the mind of busi-nesses trading within the law, Jorgen says.“Action against clubs trading illegally
levels the playing field. If clubs trade illegal-ly until 06:00 or without a licence, business-es that are closing on time and paying thefees for a licence are undercut. They arethen either forced to trade illegally them-selves or go out of business,” he says.Community Police Forum chairperson
Nicola Jowell says police are enforcing liq-
uor regulations through a two-pronged ap-proach. “The police recently held a veryproductive liquor forum to educate licenceholders.We hope that the combination of fo-rums and enforcement will get licence hold-ers to comply,” she says.“We’vehadnumerous complaints of clubs
trading after hours or serving alcohol tomi-nors. We need to address these.”The bar owner could not be reached for
comment.

The construction of a luxury blockof apartments is surging ahead, de-spite attempts from residents toput a stop to an application whichwill see an extra two storeys top-ping the building.Solomon Brothers Property
Holdings, developers of The Ver-sailles currently under construc-tion at 219 Main Road in Three An-chor Bay, was given permission toerect a nine-storey residentialblock in 2009.This included a basement for
parking.However, developers have since
applied to increase the develop-ment by two storeys.Despite receiving over 20 objec-
tions, Subcouncil 16 recently ap-proved the application, says Plan-ning and Building DevelopmentManagement director Cheryl Wal-ters.“There is an existing approval in
place. Permission at that time wasgranted for a nine-storey building,which they may build. The two ad-ditional storeys cannot be built un-til the Land Use application proc-ess in terms of the Zoning Schemeis finalised and the final buildingplan approval, which follows theLandUse application process, is is-sued.Thecurrent applicationproc-ess will only be concluded at theend of appeal processes,” she ex-plains.
The objections raised concernsthat the additional two floorswould overshadow the neighbour-ing blocks, Belvedere and Black-rock, limiting sunlight and priva-
cy. The Rotary Club, which ownsa flat in Belvedere, submitted anobjection which states “the build-ing heights along the south side ofMain Road in this area range from
two to eight storeys, most not high-er than five”.
The club objected to the develop-ment on the grounds that “thebuilding is toohigh and completely
out of context” and “overshadowsthe neighbouring buildings”.However, the report submitted
to the subcouncil found the neigh-bouring buildings to be nine sto-reys high each, with residents af-fected minimally by the additionaltwo floors.Residents also raised concerns
about the increase in traffic, as thenew development would have 55flats.This has been addressed by the
inclusion of 94 parking bays in theplans.Lauded as Cape Town’s “newest,
most exclusive, all-suite, fullyserviced accommodation on theAtlantic Seaboard”, the develop-ment’s website boasts 50 ocean andmountain-facing suites.The roofwill also have a pool and
deckarea, sunbathing terraces andbraai facilities.According to the website, “every
suite is luxuriously appointedwithall the lavish amenities you maydesire – from king size beds, 42”High Definition flat screen TVs,Blue-Ray DVD players, mini-bars,in-room digital safes and super-comfortable sofas”.A restaurant will also be housed
in the complex, as well as a 24 hourconcierge service and around theclock security.Gareth Berril, marketing and
sales manager at Solomon Broth-ers Property Holdings, declined tocomment on the developmentplans.

The first of several public art installations,selected under the Art54 project, is ready forviewing.The first artwork, an abstract mural, has
been completed in Thornhill Park in GreenPoint.Over the course of the next three months
sculptures, photographic installations, per-formances and more murals will appear inpublic spaces across the ward.A call was made in mid-2013 for artists to
submit proposals for temporary artworks. Acuratorial committee consisting of land-scape architects, curators, city planners andactive citizens then made a selection of piec-es to be installed.The project has been endorsed as a World
Design Capital 2014 project.Kirsty Reilly, an art teacher at Reddam
House, involved her art and design class inthe project.She was approached by the ratepayers’ as-
sociation to create something on the wall in
the park and, with the help of local graffitiartist AndrewBreitenberg andher 12 pupils,she came up with the abstract design.“It was quite challenging to fill the space.
Wedecided to gowitha simple andeye-catch-ing design. All the kids chipped in and wehad such fun! It’s great that they can be in-volved in the community and World DesignCapital 2014. The kids loved the project andthey’re all so proudof the artwork,” she says.Park visitor Susan Amuron says the mu-
ral has given new life to the park.“It’s a very pretty and unique artwork. It
makes the park nicer and my children love
the bright colours.”Ward councillor Beverley Schafer has
been driving the project to enable artists toshow their work in popular public spaces.“We are lucky in Ward 54 to have public
spaces which are well known and now wehave a way to curate and facilitate artists toshow their work to the public. The aim of theproject is to have temporary art and a regu-lar rotation of work so that as many artistsas possible have the opportunity to exhibit.”Reilly and her pupils are planning other

Bids have closed for the sale of primeproperty in TramwayRoad, award-ed as restitution in a land claim.
The property has been lauded as possi-bly the largest piece of vacant landmadeavailable for sale along the Atlantic Sea-board.
The land, estimated at 7 546m², wasavailable to bid on until the closing dateFriday 21 February.
Aftermore thanadecade of infighting,the Tramway Road Community Trusthas now been authorised to sell the landawarded to them in the restitution proc-ess.
The property, on the corner of Kingsand Tramway roads in Sea Point, wasawarded to the 34 beneficiaries whosefamilies were forcibly removed from thesite in the 1960s. In June last year, theTramway Road Community Trust an-nounced that the land would need to besold to repay a R14m debt to Investec.
The trust, established in 2001, repre-sents the 34 beneficiarieswhose familieswere evictedunder theGroupAreasAct.
Council has now approved that thesite may be sold for development, andhas called for developers to make offers,says deputy mayor Ian Neilson.
“When the City provided the Tram-way land to the restitutionbeneficiaries,there was a Reversionary Clause in theagreement that prevented them fromselling the land unless it was developed.After many years of trying to develop itand incurring many costs, the trusteesgave up on the prospects of developingthe land. They thus approached council
to release them of the ReversionaryClause so that they could sell the land,”he explains.
The land was handed over in 2001, andthe beneficiaries decided theywould notbuild there, but would rather benefitfrom any developments erected on theland. Several development proposalshave been turned down over the last dec-ade, including a retirement village anda land swop.
Mayor Patricia de Lille has approvedthe removal of the Reversionary Clausewith conditions, Neilson says.
“These include steps to ensure that itis sold atmarket value so that the benefi-ciaries get the maximum value. The netproceeds from the sale, that is less all thecosts that they have incurred over theyears, will go to the restitution benefici-aries,” he says.
According to Aubrey Miller, CEO ofSealedbid.co.za who is handling thetransaction, the sale comes as a rare op-portunity for investors.
“Vacant land of this size and locationoffers an exceptionally rare property in-vestment and development opportunity.The last time the market saw a similaropportunity was almost 20 years ago,with the last possibly being the famousPresident Hotel in Bantry Bay,” he says.
“We have received a phenomenalamount of interest in this property fromlocal and national developers as well asforeign investors. Property values alongthe Atlantic Seaboard have continued toclimb despite the economic conditionsand with recent sales in neighbouringClifton selling for just short of R200 mil-lion, we are expecting to achieve an ex-cellent sales price for this property.”

The Ikey Tigers’chances of secur-ing a Varsity Cup
home semi-final wereslashed after a loss tolog leaders Tuks onMonday.
UCT were defeated26-16 at home, slippingout of the top four andpossibly out of conten-tion for the knockoutrounds.
Ikeys went into thecrunch encounter highon confidence after twomorale boosting winsagainst arch rivals Ma-ties and Nelson Mande-la Metropolitan Uni-versity over the lasttwo weeks.
After five minutes ofplay, it looked as if thehome side were set tomake it three out of three.
Once a short, initial period of Tuks domi-nance ended, the strongwind atUCT’s backsstarted to influence the game.
Flyhalf Dean Grant sought the touchlinefromapenalty andhis kick carried deep intothe defending champion’s half.
UCT chose not to drive from the resultingline-out, electing tomove the ball away fromthe powerful Tuks forward pack and on tomuscular flank Vince Jobo lurking in mid-field.
Though UCT scored from the move, manywould argue they were fortunate.
Jobo got the go-forward as planned, butthe ball was ripped loose and scrumhalf Li-am Slatem was on-hand to pick up and raceclear. Grant goaled the conversion to handUCT 8-0 lead.
Grant’s booming boot, the Ikey’s solidline-out and an effective maul looked set tobe a regular route to the try-line while thewind was at their backs.
But poordecision-makingmeant thehometeam failed to make use of the advantage.
The Tigers were guilty of tapping and run-ning from penalties in their own half, whenbooting Tuks back into the 22 and buildingfrom the set-piece would have served better.
Effective kicking from open play could al-so have allowed the Ikeys to play in Tuks’half and feed off the errors which werebound to follow.
UCT failed to score any further points inthe first-half and were eventually made topay for their poor choices in the 42ndminute.
After winning a scrum penalty in the op-position 22, Tuks loosehead prop Juan Sch-oeman tapped and barged over before the
UCT pack could retreat. Tian Schoemanpulled Tuks level with the conversion.
With nowind to help stem the Tuks attackin the second half, UCT were up against it.
Though the Tigers attacked the gain linewith gusto and defended bravely, they failedto alter the score board and could not keepTuks out.
The visitors scored their second try in the55th minute when fullback Warrick Gelantfinished in the right corner after aggressivecarries sucked in the UCT defence.
Schoeman missed the subsequent conver-sion, but Tuks scored again just 10 minuteslater.
Prop Neethling Fouche intercepted a way-ward pass on the right and the ball wasspread left for Duncan Matthews to take ad-vantage of the overlap and score.
Schoeman was struggling in the wind andagain failed his conversion attempt, but themiss had little effect on the result.
Tuks sealed a bonus point in the 78thminutewhen, after several phases on attack,replacement hooker Arno van Wyk took ashort pass at a ruck and surged through adefeated UCT defence to score.

However, the scoring was not done. UCTreplacement centre Huw Jones picked up aloose ball and sped away from the Tuks de-fence to score under the posts in the finalminute.
Grant added a touch of respectability tothe scoreline, converting the try before thefinal whistle sounded.

Stern instructions, shouted responses andthe sound of fists and feet slamming intoleather pads echo across the Crystal HighSchool hall.
The noise from the building can be heardmetres away and its jarring once inside.
The Hanover Park school may be morewell-known as a target for theft and vandal-ism, but every evening it morphs into oneof Cape Town’s toughest martial artsschools: the Shinkyokushinkai Dojo.
Lead by sensei Deen Daniels, the dojo hasgrown into one of the peninsula’s top schoolsin the Kyokushin style of karate.
In 2012, four of Daniels’ students partici-pated in an international tournament on Re-union Island, bringing home two gold med-als, one silver and a fourth place ahead offighters from five other countries.
Nownine of the dojo’s best could be travel-ling to Japan to trade blows with the bestyoung full-contact fighters in the world, atthe Karate Dream Cup in Tokyo.
“The Dream Cup is an international tour-nament held every second year; whatmakesit special is that almost every other nationaffiliated to the World Karate Federationwill participate,” Daniels says.
“I selected only kids who performed wellat the Shinkyokushinkai National Champi-onships in Rustenburg last August; theyplaced first or second.”
An intense desire to succeed seems to per-meate from the entire club, so it’s no sur-prise the dojo is packed with national andprovincial champions.
The secret behind the success is hardwork and dedication. The students trainfour to five times aweek, for between 90min-utes and two hours at a punishing intensity.
Surrey Estate’s Mikhail Hicks joined theclub just last year after taking a four yearbreak fromkarate. Hewent on towin the un-der-55kg category in under-17 age group atthe national championships, was selected
for the Dream Cup team and received hisblack belt just two weeks ago.
“It was tough at first, because your bodyhas to go through all the different changesagain,” the 17-year-old says.
“You have to do physical training and be-come conditioned. It was hard, but as youprogress you see that you can withstand itand handle more. All my life I have beenworking to reachmy black belt and to repre-sent my country at a world tournament inJapan. I am proud that I have been selectedto go.”
The dojo’s achievements fly in the face ofthe adversity the students face in HanoverPark every day.
Daniels and his students were recentlytrapped inside the hall for almost an hour,as they waited for gang shootings to abate.
He has since been forced to end classes 30minutes earlier, inhopes of ensuringhis stu-dent’s safety.
Daniels believes karate is an oasis for hisstudents, away from the troubles in the area.
The fighters are looking for donations to-wards the R20 000 it will cost each studentto participate in the tournament.
“This is an opportunity for a child thatlives in a gang-infested community to repre-sent their country in sport they chose to do,”he says.
“They could choose to do drugs or runaroundwith guns, but they choose this; whynot give them the opportunity? They mayjust impress and do very well, but it’s moreabout giving someone from a community asvolatile as Hanover Park the opportunity tolive their dream, even if it’s only once. Weget very few of these chances.”
The students who have been selected forthe Dream Cup are Mikhail Hicks, LeeHicks, Myles Williams, Sergio Swarts, Ken-rick Finch, Natheer Kamish, Naasik Kam-ish, Saa’iba Daniels and Iman Nacerodien.
