This comes after the City of Cape Town has found a way to channel funds from develop- ment levies and the annual budgets to up- grade Kommetjie Road. The plan was revealed by South Peninsula Subcouncil chairperson Felicity Purchase, who says residents can expect a host of changes. With the use of the City’s Development Levy Policy, a conceptual plan is being drawn up to improve the road by rehabilitat- ing the pavements and the installation of a dual carriageway road with two lanes in each direction. This is expected to be complemented with a centre median and non-motorised trans- port facilities on both sides. Mayoral Committee member for Trans- port Brett Herron says the three-year budget is still in its draft form and makes allowance for R6m for the upgrade of Kommetjie Road. He says the City’s budget, currently open for public comment, could see R1m from the 2014/2015 budget, R4m from the 2015/2016 budget and R1m from the 2016/2017 budget go towards the upgrade. Herron explains insufficient funds will be collected from the development contribu- tions to cover the full cost of the road up- grade. “Additional funding will be required from the City’s internally funded budget and will be obtained from the bulk budget allocations for major metropolitan road reconstruction and rehabilitation,” he says. Herron further says the split in funding can only be determined once a consultant has been appointed. The consultant would have to review the conceptual proposals and determined a re- vised cost estimate for the project. Kommetjie Residents and Ratepayers As- sociation (KRRA) chairperson Patrick Dowling says residents have raised continu- ous concerns about the condition of the road over the years. High traffic volumes during peak hours, long tailbacks in both directions, the poor condition of the road surface and the ab- sence of a safe lane for cyclists are among some of the concerns. “On Monday 3 March it took more than 30 minutes to travel less than 5kms between Ocean View and the four-way intersection,” he says. Dowling explains this was without an ac- cident or roadblock which slowed down traf- fic. He expresses his frustration, saying many people turn around when they see the tail- backs and take the long detour through Red Hill. Herron says the pavement structure is in need of rehabilitation or a total reconstruc- tion. Much of Kommetjie Road cannot be re- habilitated in its present position, he adds. “The proposed future dual carriageways are on a slightly different alignment within the road reserve. The present proposal is for a dual carriageway road with two lanes in each direction with a centre median and non-motorised transport facilities on both sides,” he says. The project will consist of four phases: concept review, engineering design, pro- curement and construction. Herron says the conceptual design review will take place between 2014 and 2015, while the detailed design and construction is scheduled for the period between 2015 and 2017. The first area to be focused on is the sec- tion between the intersection at the Ou Kaapse Road extension and Pokela Road. “Appropriate intersection improvements including turning lanes and slip lanes, as de- termined by traffic movement volumes at the upgraded intersections, will be decided on during the conceptual design review,” Herron says. Construction will see work focusing on one carriageway, completing it and moving traffic onto the first new carriageway while the second carriageway is constructed. Herron says accommodating traffic dur- ing the construction is an essential require- ment. Ocean View Civic Association (OVCA) chairperson Oliver Castro is pleased “some- thing is being done”. He says Kommetjie Road is the cause of frustration for motorists and commuters. “Many struggle to get to work and school on time, due to all the congestion. The Ocean View Police Station buzzedwith excitement as officers and volun-teers lined up to get a glimpse of the

new Victim Support Room last week.The new room consists of an office, a chil-

dren’s play area, a counselling roomand ab-lution facilities.The room was installed by Business

Against Crime (BAC).After years of dealing with mouldy floors

and a broken roof, the volunteers are re-lieved they now have a safe place to assistvictims of crime.Speaking at the launch former Communi-

ty Police Forum (CPF) chairperson JohannKikillus said the launch marked a specialday in the lives of volunteers.He said despiteworking in a “crummy lit-

tle room”, the volunteers managed to keepsmiling and work hard to help victims dealwith trauma.“Over the past three years, they have not

asked for anything. Despite difficulties,they continue to help those who need it,with a smile on their face,” he said.René Francklin, coordinator of theOcean

View Victim Support Room, said she andher teamwere very excited. “It’s somethingwe have been dreaming about; it’s a big dayfor us,” she said.Francklin added the group has grown to

14 volunteers. They want the community toknow they are here to help, she said.“Manyof thevolunteers are ordinarypeo-

ple who want to help their communities.The room provides the perfect platform forus to be available and involved,” she said.Acting provincial police commissioner

Brigadier Norman Modishana said policeresources were often spent on fighting andpreventing crime.He said tackling crime and the after ef-

In an attempt to alleviate traffic conges-tion along Kommetjie Road, a conceptualplan to introduce MyCiTi buses is being

drawn up.South Peninsula Subcouncil chairperson

Felicity Purchase says, in addition to theproposed R6m upgrade of the road, the Cityof Cape Town plans to introduce MyCiTibuses from Kommetjie to Fish Hoek.The aim, she says, is to provide a safe and

reliable form of transport focusing on theneeds of the elderly and pupils.Purchase explains many parents whose

children travel along this route, are reluc-tant to put their children in taxis.“(As taxis) are unroadworthy and often

unlicensed, parents would rather drivetheir children to ensure their safety. TheMyCiTi service will provide a safe trans-port mode and help ease the traffic,” shesays.The MyCiTi service was rolled out sever-

al years ago and is currently running in theCape Town City Bowl, Blaauwberg, Atlan-tic Seaboard and, most recently, Hout Bay.Ocean View Civic Association chairper-

sonOliverCastrowelcomes thenews, as thesafety of taxis was “a whole other story”.Hehopes theMyCiTi servicewould assist

school children and the elderly of the FarSouth.At this stage, Purchase says, it is unclear

whether designated stops will be createdwithin Kommetjie, Masiphumelele andOceanView, orwhether therewould bema-

jor stops along Kommetjie Road.Castro suggests City officials should con-

sider installing bus stops within OceanView the design phase.“If the bus stops are close to people’s

homes, it will be a great benefit – especiallyfor the elderly and for thosewho leavehomeearly in the morning,” he says.Kommetjie Residents’ and Ratepayers’

Service means less people will use theircars when travelling along KommetjieRoad, Dowling says, there will be an im-provement.Mayoral Committee member for Trans-

Fish says as many families from OceanView and Masiphumelele struggle withmonthly transport bills, he would champi-on a preferential tariff for school children.Over the years, he says, the school has re-

ceived a dedicated bus service from GoldenArrow.This, Fish says, has worked well. Howev-

er, there have been cases of late coming dueto the unreliability of taxis.Fish further explains they have had no

problems with the current service, but ex-presses his excitement about the possibledevelopment and what it will entail for thecommunity.

Conartists posingaspo-lice officers are oper-ating in the Muizen-

berg police precinct.Muizenberg police are

investigating three caseswhere phone calls weremade to the relatives ofthose arrested, requestingmoney to “dispose of dock-ets”.Last week Muizenberg

station and cluster com-mander Colonel DorothyXesha issued a plea for thepublic to come forwardwith information about apossible scam.Muizenberg police were alerted to the

three cases, which all had the same modusoperandi.In the first case, a Grassy Park family ap-

proached the stationafter a relativewasnotreleased from detention.They claimed they were contacted by a

detective who asked them to deposit moneyinto a supermarket account and their fami-ly member would be released.Muizenberg police spokesperson Captain

Stephen Knapp says they are investigatinghow the fraudsters got the details of thosearrested.In another case, a woman approached po-

lice officers outside the station and in-formed them of a phone call she received.

“She had initially agreedto pay the money, but afterthinking about it she optednot to pay and reported it topolice instead,” Knapp ex-plains.According to a police re-

port, during the phonecalls, the fake police offic-ers ask for various sums ofmoney ranging from R1000to R2500.During an investigation

into the claims, Muizen-berg police discovered itwas a scam as the names ofthe detectives did not cor-relate with anyone work-ing at the station.On reporting the matter,

Knapp says they were in-formed of aGauteng syndicate running thisscam across the country.“It has been run on a national scale and

people are falling into the trap,” he adds.Knapp says the scamdoesnothingbut put

police in a bad light and opens people upto being charged for corruption.“You need to remember that if you agree

Western Province are feeling no ex-tra pressure ahead of the CricketSouth Africa’s women’s 50-over

provincial final on Saturday.Province will claim their second consec-

utive title if they defeat KwaZulu-Natal inDurban, but coach Cobus Roodt says thisdoesn’t have an impact on how they willapproach the match.“We will just take it as another game.

There is tremendous mental strength inthe team, in each player,” Roodt says.“Cricket is 80% mental – that’s what I

have been drilling into the team over thelast two seasons. We are normally good inknockout situations.”Last season Roodt’s side beat Gauteng at

the Wanderers to secure the title, afterknocking out Northerns at Newlands theprevious week.They tread a similar path this season,
