Residents living along Tecoma Road inRetreat are calling on their local wardcouncillor to implement traffic-calm-
ing measures to curb speeding in the area.Resident Paul Wilson, speaking on behalf
of other concerned neighbours, says theyhave not received any feedback about theirconcerns for road safety in Tecoma Road.
“I have now included a number of partiesthe traffic situation affects. I was advisedthat I must allow due process to takes itscourse. Well, this has been going on nowsince 2014 and the situation is getting wayout of control,” he says.
Wilson says the road is used as a shortcutduring peak hours and, besides that, carsspeed on the road.
“I have invited the council to view forthemselves the daily issues we as residentshave on this road, which is not just limitedto Tecoma Road, but this has not been takenup or they do not see this as serious,” hesays. Wilson says that the residents are alsoconcerned about truck drivers using theroad.
“We have issues with truck drivers usingTecoma Road as a shortcut. Even after put-ting up ‘No trucks’ signs, we still have theodd truck coming down the road. While thisis going to be a challenge to manage, the big-ger concern is the speedof these trucksdownthis road,” he says.
Wilson says that on Wednesday 27 May, at17:00 and at 17:55, two trucks drove at “ridi-culous” speed.
“This is unacceptable behaviour by driv-ers,” he says. Wilson adds that even on daysthere is no refuse collection inSouthfield thetrucks still use the road as a shortcut.
“It is a regular occurrence and the speedthe truck is doing by the time it gets past ourplace is ridiculous,” he says.
“I have advised that there have been anumber of close calls, road rage by drivershooting at residents reversing out of theirdriveways, and an unnecessary volume oftraffic that is not made by residents,” hesays. He further says that residents alsocomplained last year about taxis using theroad and that “nothing has been done” tocurb them.
Wilson saysDeWaal Road is also a seriousproblem for traffic flow during peak timesand that something needs to be done aboutthis. “If it means closing the road off at theintersection of Kingfisher and De Waal thatwould likely solve a big aspect, but I knowthis is not possible. We need multiple speedhumps. Are we waiting for an accident to
happen first?” he asks.In response, ward councillor Kevin South-
gate, says he did receive an email in whichthe residents highlighted their concerns andreasons for calling on the City to implementtraffic-calming measures.
“We have had engagements with the con-cerned residents and we have looked at the
situation and it was determined that theroad does not warrant speed humps,” hesays.
Southgate says that the complaints hasbeen forwarded to the relevant departmentsto be investigated. “The departments aredealingwith themandhave forwardedapro-posal for consideration,” he says.

from Mitchell’s Plain, one of a myriad ofheart-breaking requests made to TraceOn-line.TraceOnline is responsible for a “wish
list competition” for roughly 6000 learnersfrom13 schools on theCapeFlats and in sur-rounding neighbourhoods.They have been contracted by the City of
Cape Town to support tenants and perma-nent residents of the City’s council houseswith information relating to housing allow-ances, while also carrying out collections.“We are in these areas every day and find
ourselves experiencing peoples’ hardshipand pain.“However, it is an entirely different story
when one has to read of it through the hand-writing of a young primary school childwhohas openeduphis heart about thewindand rain which has swept through his wen-dy house. Or about how there is not enoughfood for them in the house to eat or that fourof themhave to sleep on the same bed underthe same blanket.“Or their wish to simply have the luxury
of ‘having my own room one day’,” saysChris Barnard, project manager at Trace-Online.
“We have decided that each month wewill make a few of those wishes come true.Thewinning child’s schoolwill also receivea substantial supply of stationery.“We know that our contribution is mere-
ly a drop in the ocean, but we have decidedto try and make a small difference in anyway we can.”A quarter of the children have indicated
that they live in poor conditions and are inurgent need of food, clothes, blankets, bed-ding and mattresses.According to the children’s feedback, it
seems as if 31% of their houses are in needof the following appliances: Stoves, fridges,kettles and microwave ovens.Almost 30% of the children have indicat-
ed that their houses have broken toilets, ba-sins, geysers, doors, windows, leaking ceil-ings and roofs, while others have asked fortheir houses to be painted.Some of the children, along with their
families, are living in informal dwellings inthe backyards of strangers.About 12% of the children have indicated
that they do not feel safe at home and askedfor help with security.Many asked for security fences to be put
up as well as burglar-proofing to keepthieves and gangsters at bay.1% used the opportunity creatively, ask-
ing for TVs, computers and even a car.
Ethan Clayton, a Grade 6 pupil at Hillwood Primary School in Lavender Hills, asked for a hotplate, since his mother has had to use a frying pan to cook one item at a time. Here he iswith principal Keith Klein and Rosemary Adams of TraceOnline, which donated the stove.

sold and distributed in Cape Town, we’rehopingCapetonianswill get excited and startsharing it with friends and families aroundthe world,” she says.This process will run for the next three
weeks.There will also be localised “Community
Chest” and “Chance” playing cards, so resi-dents are also encouraged to submit uniqueCapetonian phrases and words to be used forthis purpose.Cape Town was selected as one of 40 cities

A four-year-old child died in a car acci-dent on Prince George Drive in Diep
River on Sunday last week.Captain Angie Latchman, spokesperson
of the Wynberg police cluster, says the po-lice received a report of an accident at thecorner of Prince George and De Waaldrives at about 10:20.“Initial investigations at the scene have
established that the driver of a charcoalgreyHyundaiwas driving alongPrinceGe-orge Drive with two passengers, when it isalleged that she turned around to speak toone of the passengers, taking her focus offthe road ahead, which resulted in a colli-sion with a marked traffic vehicle,” Latch-man says.The child was a passenger in the Hyun-
dai and was declared dead on the scene byattending paramedics.“The two drivers and the second passen-
gerwere taken to hospital where theyweretreated and later discharged,” Latchmansays.Acase of culpablehomicidehasbeen reg-
istered at Diep River police station for in-vestigation.
Domestic worker robbedIn a separate incident a domestic worker
was followed to her place of employmentand robbed at gunpoint on Friday 29 Mayat 13:00.Warrant Officer Keith Chandler, spokes-
person of theDiepRiver police, says the do-mesticworkerwas alreadyonher guard onherway towork inSouthfield. “Thedomes-tic worker saw two suspicious-lookingmen following her and she ran and openedthe perimeter gate of the residence sheworks at, but by the time she had unlockedthe safety gate the suspects were next toher,” he says.Chandler says one of the suspects point-
ed at her with a pistol and kept her in thelounge while the other suspect searchedthehouse. “They fledwith computer equip-ment, cellphones and other small items.”He further says that a neighbour saw
these suspicious men leaving the propertyand thought somethingwas amiss and con-tacted the police. “The neighbour also con-tacted the owners of the house who weremet by the police on their arrival. TheDiepRiver police were on the scene withinmin-utes and issued an ‘APB’,” he says.No shots were fired and no-one was in-
jured in the robbery. A case of armed rob-bery was opened at Diep River police sta-tion. Anyonewith further information cancontact detective Warrant Officer StevenYoung on 021 710 7347.
Murder attempt foiledA 24-year-old man has been arrested for theattempted murder of a Lavender Hill resi-dent.The shooting incident occurred on Thurs-
day 14Mayat about 22:45 and the suspectwasarrested on Wednesday last week.Constable Zodwa Kedama, spokesperson
of the Steenberg police station, says the vic-timwas at homewhen hewas told that some-one was looking for him.“He went outside to check and saw three
men. One of the suspects fired two shots atthe victim and he sustained a wound on theleft foot,” she says.Kedama says the man was later taken to
hospital for medical attention.The 25-year-old suspect was arrested on
Tuesday last week and appeared inWynbergMagistrates’ Court the following day oncharges of attempted murder.In a separate incident on Tuesday 2 May
at about 07:30 a 66-year-old man from Steen-berg was walking in Sullivan Street aftermaking a stop at a bank when he was ap-
proached by a man who robbed of R200. Ke-dama says a 41-year-old suspect fromRetreatwas arrested on Wednesday last week andcharged with robbery.The suspect appeared in Wynberg Magis-
trates’ Court on Friday.Meanwhile, the Steenberg police made 26
drug arrests between Monday last week andFriday.Kedama says onMonday last week at 17:00
the police were busy with patrolling whenthey came across a group of men. The policestopped them and proceeded to search them.“One was found in possession of one hun-
dred mandrax tablets,” she says.Kedama says a 17-year-old boy was arrest-
ed for possession of themandrax andwas lat-er released under his parents’ supervision.In a separate drug arrest on Wednesday
last week at about 14:45 a 16-year-old boywasarrested in Steenberg for being in possessionof 19 packets of tik and three stops of dagga.The teen was later released, also under his
parents’ supervision.

the Heal the Hood project’s first students intheir practical hip-hop school are in theirfinal year.In 2012, the two students approached
Emile for work after one of them, Stefan,completed his final year at school and wasunable to find employment.Emile and the Heal the Hood project of-
fered them the opportunity to earn whilethey learn as part of a practical school,called “Mixed Mense”.In their first year, they were taught how
to teach break-dancing to other youth witha syllabus that Emile had created. Theystarted teaching at various schools.
Emile staged a debut performance forMixed Mense at Floreat Primary School’scarnival.Then they produced their first music vid-
eo and performed at the switching on of thelights on the Grand Parade.Emile was then approached by the Brit-
ishCouncil to create an original SouthAfri-can hip-hop production. He had alwayswanted to blend South African traditionaldance and music with hip-hop culture.Two of themembers ofMixedMense took
part in the production, calledMixing it up,whichwas performed in Cape Town and Jo-hannesburg.Emile and Mixed Mense were part of a

Strong families protect childrenWith the hope of entrenching a culture of
action and accountability for chil-dren’s rights and protection SOS Children’sVillages are drawing attention to the plightof 11.4m South African children who are liv-ing in extreme conditions of poverty, abuseand neglect.Child ProtectionWeekwas celebrated last
week.For over 30 years, SOSChildren’s Villages
has been providing homes for abandonedand orphaned children in South Africa andimplementing family-strengthening pro-grammes within impoverished communi-ties to ensure children don’t fall from theirfamily safety net in the first place.
ExposedMosa Moremi, a children’s rights advocateat SOS Children’s Villages South Africa, ex-plains the burden of HIV/Aids “is tearingapart family structures and leaving ourmost vulnerable children exposed and dev-astated”.“The alarming rates of women abuse is al-
so a very worrying factor, since violenceagainstmotherswill have direct and seriousconsequences for the children living in sucha dysfunctional family environment,” Mo-
remi says.SOS Children’s Villages work to protect
the rights of orphaned, abandoned and vul-nerable children, providing “a loving home”with a family that cares for their needs. Mo-remi says that unfortunately the demand forthis care in South Africa massively surpas-ses the supply, and the organisation realisesthat urgent intervention is needed tostrengthen family units within the commu-nity in order to care for their children.“Through this realisation, the family-
strengthening programme was born. It of-fers prevention and early intervention ser-vice. Our programme is focused on strength-ening and rebuilding families withincommunities with the end objective of self-sufficiency,” Moremi says.SOS Children’s Villages implement and
support various programmes includingheathcare management, childhood develop-ment centres, community awareness cam-paigns, income-generating projects andworkshops to educate community memberson how to improve their circumstances.The community forums bring various
community-based organisations and localgovernment services together so that thecommunity can raise concerns about ser-
vice delivery, safety and other issues.“Removinga child fromparental or family
care should be a last resort when it is clearthat the child may be in danger of having itsrights violated, and where there is no hopeof remediation at that time. Our aim is tokeep family units togetherwithin their com-munities where this is possible,” says Mo-remi.
Access to basicsMoremi further says that the reality is thatwidespread poverty and inequality have leftmany communities and families in crisis.High levels of unemployment, particularlyyouth unemployment, lowmorale, total lackof even themost basic services and rampantcorruption are leaving “our poor communi-ties more vulnerable than ever, and in turn,our children are suffering beyond compre-hension”.At a very basic level the family-strength-
ening programme, together with its part-ners, ensures that these families have accessto the basics such as food, shelter, clothing,education and access to healthcare and gov-ernment grants through the various pro-grammes run in the communities.“Child protection does, however, go much
further than providing for the basic needsof the child. We endeavour to educate thecommunity about the dangers lurking incommunities for children,” Moremi says.In these communities “abuse is rife” and
many children live through this horror ev-ery day, “often perpetrated by others inchild-to-child bullying or violence”.“We inform the community of the steps
that can be taken when there is abuse of anynature, whether physical, sexual or sub-stance abuse in their household or a neigh-bouring household,” explains Moremi.The awareness campaigns help communi-
ties to understand children’s rights andwhat to do when these rights are violated.They help people to identify potential childabuse cases and protect their children frombecoming victims.“Every step towards improving one per-
son’s life is a step in the right direction andit’s all about caring for each other as humanbeings onapersonal level. There is anoppor-tunity for each and every South African toget involved and make a difference throughfinancial support and by giving their time,skills and mentorship to a child who needsyou. Not just during child protection week,but every day,” concludes Moremi.
Four generations to talkThe Novalis Ubuntu Institute’s third inter-generational dialogues mini-conferencewill be held onMonday in partnership withthe Ubuntu Academy.The theme of this year’s free conference
is “Re-awakening the spirit of ubuntuacross generations”.The event from 10:00 to 16:00 is open to the

Highlights of amendments
• Stepped tariffs (1-6) for the Domestic Cluster category were implemented from1 July 2013 based on a previous consultation process with the customers.Further steps to refine alignment with the Domestic Full category wereconsidered but not recommended for the 2015/16 financial year.
• Changes to Miscellaneous tariffs, including the continued increases to treatedeffluent (specifically golf courses), as well as the meter testing fee are specifiedin Annexure 4 of the Budget Document.
• Discontinuation of the fishing tariff at Council-owned dams from 1 July 2015.

Highlights of amendments
• Residential Tariffs: Overall revenue increase from the group is 10.82%,but individual customers will likely see different values based on actualconsumption. The difference between the average and the actual increase arisesfrom the recovery of the shortfall of revenue from the Lifeline Block 1 rate.
• A consumer receiving 450kWh per month will see the same percentageincrease irrespective of which tariff they are on,meaning there is no change tothe level of subsidy received by these consumers on the Lifeline tariff.
• Free Basic Electricity: Lifeline tariff customers receiving less than 250kWhpermonthon averagewill receive a free basic supply of 60kWh,with those receiving between250kWh and 450kWhpermonth on averagewill receive a free basic supply of25kWhpermonth.
• The Residential SSEG tariff gains a second block aligned to the Domestic TariffBlock 2 to prevent customers installing exceptionally small generators andreceiving a large reduction in account without actually generating any electricity.
• Small Power User 1 with Off Peak combination will be restricted to existingcustomers only from 1 July 2012. The Off Peak components also increase by anabove average amount as a step in the phasing out of this tariff.
• Small Power User 1 tariff receives a slight structural adjustment in line with theCost of Supply study outcomes.
• Time of Use tariffs restructured to ensure the Medium Voltage tariff at minimumhas parity with EskomMegaflex.
• Commercial tariffs see a slightly above average increase as a result of therecovery of the subsidy provided for the Atlantis TOU tariff.
NOTE: Monthly Service Charges are calculated as the Daily Service Charge multipliedby number of days in billing period.

Have you ever felt like the wool is being pulled over youreyes?That is perhaps the best way to describe the collective
feeling of many Capetonians when it comes to propertydevelopment.While no-one would for a minute say development is
a bad thing, decisions seem to be made between councilofficials and developers. The contributions of the public,the community and even the neighbours seem to be castaside, applied onlywhere it is absolutely necessary or noteven asked for in the first place.Too often, neighbours are fobbed off with the lines “It’s
within the property zoning” or “Due process was fol-lowed”.But as a transparent administration, is it not the job
of council to give residents information on which deci-sions are being made and why they are being made?And if they are, as they say, a “caring and inclusive
city”, one would hope they would listen to the opinionsof those living within their administration.Yet we witness the opposite on a regular basis.Pensioners living in council flats along De Waal Drive
may be forced out to make way for a high-end residentialdevelopment.Public open space in Clifton is under threat of develop-
ment, which will include 40 homes, a hotel and shops.It’s not that we don’t want to see our city flourish, with
investment pouring in and infrastructure improving.But canyouexpect the local community towatchas gen-
trification spreads across the city, fromWoodstock to SeaPoint, and say nothing?Canyoureally expectus, in this ageof information flow,
to blindly sign off on developments ofwhichwehave beengiven absolutely no details?It’s time to come clean and declare what is being built,
where, and how it will affect those around it.
More adventure than I bargained forI joined the scouting movement as a cubin 2008. I moved up to Scouts at thebeginning of 2010. At the time I wasunaware of the life that lay before me.I thought I was joining a rather lame
movement, where I would spend myweekends tying knots, practising FirstAid and helping old ladies cross theroad.So I was quite surprised when I
realised what it really was.I have spent nights on Table Moun-
tain, slept in tents in the middle ofnowhere, spent ten days hiking throughthe Cederberg mountain range, sailed in
regattas at Simon’s Town and built andslept on rafts made from poles.Later in the year I will be travelling to
Japan for almost 20 days for the 23rdWorld Scout Jamboree. Thousands willbe attending, including the king ofSweden and Bear Grylls. I’ve done allthis, and I’m only 16.I’ve learnt leadership, which in these
times is more essential than ever. I’velearnt to never give up and how to keepsmiling when times get bad. I’ve madelifelong friendships, met extraordinarypeople and visited places in Cape Townpeople have never heard of.
This is only half of the kind of stuffthat awaits you when you become aScout.My life changed and became an
adventure. For all those who think theyare up for the scouting adventure, join.

Dancing in full colourDance for All’s annual Kaleido-scope productionwill unfold on sta-ge this weekend as part of theYouth Day celebrations at Art-scape Theatre.The concept of the production
takes on a slightly different anglethis year, emulating an actual ka-leidoscope.The on-stage kaleidoscope will

The People’s Post/Let’s PlaySport Star for May is a youngwoman from Muizenberg
HighSchool. TasneemCozyn (18) isa five-time world champion inKimura Shukokai karate and hasbeena juniorProtea for the past sixyears.
Earlier this year she earned hersenior Protea colours by winningthe below 68kg senior women’s ku-mite division at the Karate SouthAfrica u.21, Seniors, Veterans andMasters national championshipsin Polokwane. She also won the be-low68kgu.21women’s kumite divi-sion.
At the end of May she competedin the AU Sports Council Champi-onship (zone 6) in Johannesburg.The championship teams camefrom six countries, namely SouthAfrica, Namibia, Mozambique,Botswana, Zambia and Zimbabwe.Tasneem won silver in the openwomen’s team kumite eventagainst Botswana, then anothersilver in the open women’s kumiteand a double gold for kata and ku-mite in the u.21 division.
Tasneem is the eldest of five chil-dren and has a sister, Ayesha (10),and three brothers, Tayyib (16),Zainudeen (7) and Ubayd (5). Shesays that her siblings and parentsare her biggest supporters.
“My love for karate started nine
years ago when I attended a trialclass. After that class I knew I real-ly found my passion and love forkarate,” Tasneem says.
“My secret to success is puttingin hours of hard training, beingdisciplined in terms of eatinghealthy and always making sure Itrain harder than my opponent,and most of all always stayinghumble,” she says.
Her favourite aspect of the sportis representing her country andtravelling the world with her team-mates. Her dream is to representSouth Africa at the OlympicGames if karate is selected as anOlympic sport for the 2020 Gamesin Tokyo.
“I would also love opening myown dojo and teaching the disci-pline of karate to others,” Tasneemsays. She has been selected to com-pete in Croatia at the eighth WorldKarate Federation (WKF) YouthCamp and Karate 1 Youth Cup atthe end of June, but will only beable to go if she gets sponsorship.
According to Fatwah Barendse,who nominated Tasneem People’sPost/Let’s Play Sport Star of theMonth award, Tasneem is the onlySouth African to have won a silvermedal at the previous Youth Cupthat was held in Greece in 2013.
Tasneem has also been selectedfor the South African team to com-pete at the WKF junior karateworld championship in Indonesia
in November.Other competitions Tasneem
has competed in:. Sugihara Cup International inNew Zealand in 2011, where shewon silver for kumite,. Commonwealth Games in Aus-tralia in 2011, where she won silver
for kumite,. Kimura Shukokai InternationalWorldChampionship in theUnitedStates in 2012, where she won goldforkataandunisonkata (girls 16-17years) and silver for kumite,. The second International KarateOpen in the United Arab Emirates
in 2013, where she won bronze forkumite and silver for team kumite,and. Kimura Shukokai InternationalWorld Championship in Johannes-burg in 2014, where she becameworld champion for both kata andkumite in the u.21 division.
Tasneem’s kick aims high
