Uses o the PSF Climate Smart

Selection of Prioritv l >roarams. Proiects and Actlvities

The proposed projects will be absessed using the following criteria:

Criteria 1. Technical Viability (30%).

• Relevance. Responsive to the needs of he target beneficiaries based in its vulnerability assessment and supportive with the outcomes of the national and local CCA/DRRM· related policies/plans (i.e., PDP, NCCAP. RDP, CLUP, CDP, LCCAP, etc.).

• Effectiveness. Enhancement of he adaptive capacity of the target beneficiaries/vulnerable communities ,Jld does e mploy an innovative climate change adaptation approach and consider existi1 g good practices in the project design.

• Efficiency. Improvement of the adaptiv« capacity of the target beneficiaries at the least cost and reasonable time compared with other alternative approaches.

Criteria 2. Social acceptability (20%). P1w ision of buy-in of the target beneficiaries and inclusion of poverty reduction potential in th, project design.

Criteria 3. Economic/Financial (10%). lmpliE s greater benefit than costs.

Criteria 4. Environmental acceptability (20P4.). Absence of adverse environmental impact in its implementation and operation. Projec that wi ll also address other environmental problems in the area has an advantage.

:Crite ria 5. Sustainability (20%) . Inclusion of sustainability plan t hat goes beyond the project ;lifetime and can be replicated and scaled-up hn other areas.

The PSF Board shall ha.B f!tif4g powers and functions:

a) Promulgate policies that ill maintain the fiduciary character of the Board;

b) Provide overall strategic uidance in the management and the development of Funding win ows for various adaptation activities, including counter art Funding arrangements, and guidelines for project assess ent, approval and evaluation;

c) Develop social, financial a d environmental safeguards to be used in project implementat1 n;

d) Identify additional source for the Fund;

e) Issue final approval of proj cts for the use of the Fund;

f) Adopt a conflict of interes policy to ensure that board members will not vote on pro· ects if they have a direct stake therein; and

PSF Administra ive Committee This Committee serves as t he Secretaria to the Board, shall be responsible for the

operations of the Fund, providing administrati e expertise and support to all implementing agencies. It also carries t he ff. functions;

i. preparing agenda, minutes and oth r documents requiring action by the Board;

ii. undertaking follow-up actions in s pport of Board decisions;

iii. serving as the liaison between the Board and the CCC;

iv. promoting the PSF to target benef ciaries;

v. coordinating the PSF program imp! mentation and providing assistance to applicants/project proponents for the PSF;

vi. receiving and pre-assessing projec proposals and applications in terms of completeness of documents;

vii. providing feedback information to proponents on the status of projects reviewed by the Board;

viii. preparing evaluation and assessm nt reports on program implementation;ix. assisting the PSF Technical Evaluation Committe in the conduct of its functions; and

PSF Techn:1~cal Evaluation Co111mittee

This Committee shall utilize the exper ise of relevant government agencies in the CCC's advisory board and the nationa panel of technical experts in the project appraisal, monitoring and evaluation process.

It shall also assist the Vice-Chairperso 1 and the CCCCommissioners to extensively review and evaluate the project prop;,sals submitted based on the selection of priority programs/projects set by the B1~ard.

Roles of the Commission in the Utilization of PSF

(a) Evaluate and review the project pro~ osals submitted for accessing the PSF;

(b) Recommend approval of project p oposals to the PSF Board based on the policies, guidelines, and safeguards, agr~ed by the PSF Board; and

(c) Utilize the expertise of relevant gov1>rnment agencies in its advisory board and the national panel of technical expert~ in the project appraisal, monitoring and evaluation process.
