Percival Landing Update

Summary of Actions2004 PND conducted a complete reconnaissance- level structural evaluation of Percival Landing2005 PND conducted an annual walkthrough evaluation. 2006 PND conducted an annual walkthrough evaluation. Closed vehicular section at Olympia Ave., viewing pier and

“Motherhood” stage area to public use.2007 PND conducted an annual walkthrough evaluation2008 PND conducted an annual walkthrough evaluation. Findings were: cross bracing, column footings, various pilings, unsafe

electrical, gangway traction slats and transition plates.2009 PND conducted an annual walkthrough evaluation. Findings were: continued deterioration, exposed wiring, gangway

traction slats, decayed Bent 94, cross bracing along E-Float and bull-rails on all floats, recommend survey of roadway for settlement and installation of pea gravel. OPARD crews removed electrical service from “E” Float.

2009 (November 2009 – March 2010) PND and Echelon completed a 5-year reconnaissance-level inspection and designed a project scope to address any remaining repair items. Project included: repair cross bracing, repair Bent 94 piles and all others that were in need of repair, repair of bull-rails on all floats, repair of Sylvester Street Float, new transition and skid plates and added floatation to all floats as needed.

2010 (July 2010 – July 2011) Percival Landing Rehabilitation Project – Section A , Phase 1 2010 PND conducted an annual walkthrough evaluation. Was done during while rehabilitation project was underway so it

included repairs that were underway and eventually completed.2011 PND conducted an annual walkthrough evaluation. Inspection was during Section A, Phase 1 work so Phase 1 area and E

and F Floats were not evaluated. Report identified: various missing bolts and protruding nails, need Up-and-Out ladders, remove grass and moss from floats, add more non-skid to transition plates, repair various non-smooth transitions, recommend survey of roadway for settlement and installation of pea gravel.

2012 PND conducted an annual walkthrough evaluation. F float recommended for closure, monitor 4 th street for settlement and installation of pea gravel, miscellaneous O&M items from cleaning to replacement of rotten boards. At the request of the City, the report also provided recommended replacement dates for original Percival Landing sections that were not reconstructed in Phase 1.

2013 PND conducted an annual walkthrough evaluation. Recommendations: keep F Float closed, monitor 4 th Ave. bulkhead for settlement, miscellaneous O&M issues from cleaning to repairs of transitions to reduce tripping hazards. The report reiterated previous years recommended replacement schedule for remaining sections of the boardwalk.

2013 Designed and bid F Float Replacement. Bids were beyond existing funding. City reconsidered float enhancements.2014 Reconsidering F Float replacement and contracting for a complete reconnaissance-level structural

evaluation of Percival Landing in July

OptionsOption A)

Rebid as designed. This would require the allocation of an additional $440,000.

Option B)Obtain a second engineering opinion or evaluation.

Option C)Change design to fit within remaining funds ($400,000). Project would

include:• Removal of all of existing F Float• Construct only the pump out finger float as designed• Install new pump out • Repair F Float as originally designed (flotation and structural)• Add water and power to existing E Float
