INTRODUCTION

City Power personnel routinely carry out work in close proximity to electrical equipment. Whilst every

possible safety precaution is followed, the employer is obliged to provide protective clothing which will

give personnel the maximum possible degree of safety whilst, simultaneously, being comfortable

enough not to restrict movement or cause discomfort.

1. SCOPE

This specification covers City Power’s requirements for protective clothing in accordance with the

requirements of Occupational Health and Safety Act, General Safety Regulations, point 2 –

Personal Safety Equipment and Facilities.

2. NORMATIVE REFERENCES

The following documents contain provisions that, through reference in the text, constitute

requirements of this specification. At the time of publication, the editions indicated were valid. All

standards and specifications are subject to revision, and parties to agreements based on this

specification are encouraged to investigate the possibility of applying the most recent editions of the

documents listed below;

a) SANS 724 – Personal protective equipment and protective clothing against the thermal hazards of an electric arc flash.

b) SANS 492: Protective and Safety Gum boots (Part 4), All made from Rubber

c) DSP 34: Safety Shoes Electrical Testing Specification.

3. DEFINITIONS AND ABBREVIATIONS

HRC - Hazard Risk Category.

4. REQUIREMENTS FOR ARC RATED PPE

4.1 Overalls

4.1.1 General requirements

a) The garments shall be rated HRC 2 as per SANS 724

b) The garments shall comply with SANS 724 requirements.

c) Size designations shall comply with SANS 434 requirements.

d) The garments shall consist of two pieces; a trousers and a jacket combination.

e) The arc withstand performance of the fabric shall originate from the inherent characteristics of

the fabric prior to any treatment.

f) Garments shall be suitable for use by both male and female employees.

g) Garment shall be navy blue in colour with City Power branding on upper left pocket of the

jacket and the rear trousers pocket.

4.1.2 Tests

4.1.2.1 Routine test

Visually examine the complete garment for compliance with this specification.

4.1.2.2 Type tests and technical documents

a) All type tests as required by ASTM F1506 or IEC 61482-2

b) Provision of arc test results (e.g. ASTM F1959, IEC 61482-1/2 or ASTM F2621) for the

jacket and trouser as complete garments.

c) All type tests shall be conducted by an independent accredited test laboratory and these

must be signed.

d) City Power reserves the right to verify the authenticity of type test reports submitted and

also to carry out any further type testing of materials.

e) Detailed material technical data sheet from the original material manufacturer to be

submitted with any tender submissions.

4.1 Winter jacket

4.2.1 General requirements

a) The winter jackets shall be rated a category 2 as per SANS 724 – 2012 standards.

b) The arc withstand performance of the fabric shall originate from the inherent characteristics of

the fabric prior to any treatments.

c) Size designations shall be compliant to SANS 434

d) A sample of the jacket to be supplied shall be provided with the tender document.

e) The colour of the winter jacket must preferably be navy blue.

f) The jackets shall have one chest pocket and four side pockets. The side pocket shall be the

bellows type with a side entry into another separate pocket and shall be 22 cm deep and 21 cm

wide.

g) The pockets shall have flaps with cut-off edges that can be fastened by means of non-

conductive press studs.

h) Chest pockets shall be the bellows type – 15 cm deep and 14 cm wide.

i) The jackets shall reach below the buttocks.

j) The jackets shall have non-conductive press-studs down the front on a double panel strip as

well as a non-conductive zip complying with SANS 1822.

k) The sleeve cuffs shall have two non-conductive press-studs at the end of the sleeve so that the

4.2.2 Test

a) All tests as required by ASTM F1506 or IEC 61482-2.

b) Provision of arc test results (e.g. ASTM F1959, IEC 61482-1/2 or ASTM F2621)

c) ASTM F2621 or IEC 61482-1 (Method B) (state Edition used). Where the requirements of have

been met, but this requirement not met, City Power may at its discretion allow a supplier to

perform this test before finalizing its decision.

4.2.3 Marking, Care labelling and packaging for overalls and winter jacket

Labels shall be permanently secured on the garment, and should withstand a minimum of 130 washes

under standard industrial laundry conditions.

City Power branding shall be displayed on upper left pocket of jacket and the rear trousers pocket

Information shall be in legible and indelible letters of height at least 2mm.

The garment shall be packed in a plastic and adequately labelled showing the size.

The following information shall be included as a minimum on the label secured to the garment:

a) Compliance to SANS 724,

b) Manufacturer’s name or trade mark,

c) Year of manufacture,

d) Size designation,

e) Care labelling instructions with number of washes tick sheet, and

f) ATPV Rating indicated on the trousers and jacket of the garment.

4.2 Arc flash suit

4.3.1 General requirements

a) The arc flash suit shall be rated HRC 4 as per SANS 724.

b) The arc withstand performance of the fabric shall originate from the inherent characteristics of

the fabric prior to any treatment.

c) Garments shall be suitable for use by both male and female employees.

d) Garment shall be navy blue in colour with City Power branding on upper left pocket of the

jacket and the rear trousers pocket

e) Size designations shall be compliant to SANS 434

f) Sample of the suit to be supplied shall be provided with the tender document.

g) The colour of the suit must be navy blue.

4.3.2 Test

a) All tests as required by ASTM F1506 or IEC 61482-2

4.3 LV Operating gloves

4.4.1 General requirements a) The gloves shall be a set of two, one right and the other left

b) The gloves Shall be made arc rated category 2 as per SANS 724

c) Shall be of a double stitched construction

d) Full instruction on the washing and care label must be attached on the inside

e) The shelf life shall be more than a year

f) The rubber gauntlets shall comply with SABS IEC 60903.

g) The rubber gauntlets shall be Class 0 (1 000 V).

h) The rubber gauntlets shall be category M (increased mechanical resistance).

i) The rubber gauntlets shall be at least 1,0 mm thick and made from latex.

j) The gauntlets shall be supplied in size categories 8, 9, 10 or 11. The quantities and sizes shall

be specified at the time of order.

k) The length of the gauntlets shall be 360 mm.

l) The gauntlets shall have a tensile strength of at least 20 MPa and a puncture resistance of at

least 30 N/mm.

m) Under gloves are required to be supplied. The under gloves shall be made of cotton and shall

be designed to be worn under the rubber gauntlet.

n) Over gloves (or protector gloves) are also required to be supplied. The over gloves shall be

made of silicon grain leather and shall be lightweight and flexible. The over gloves shall be

designed to be worn over the rubber gauntlets to provide mechanical and chemical protection

to the rubber gauntlets

o) In the cases of both the under and over gloves, either a one-size-fits-all or individually-sized

glove solution shall be supplied. Full details shall be provided with the tender.

4.4.2 Test

a) The gauntlets shall have been tested in accordance with the requirements of SANS 60903.

b) In addition to the requirements of SANS 60903, each gauntlet shall be routine tested at a proof

test voltage of 5 kV for one minute.

c) The measured leakage current shall not exceed 14 mA at any time during the proof voltage

test period.

4.4.3 Packaging and labelling

The packaging shall be capable of preserving the glove for its entire shelf life, adequately marked

showing the size and expiring date.

4.4 LV Switching Face Shield

4.5.1 General requirements

a) The face shield and helmet shall fit the existing hard hats and shall comply with Category 2 as

per SANS 724.

b) The face shield shall provide protection against electrical burns and flashes.

c) The face shield shall be made of a transparent material which shall be made of polycarbonate.

d) The face shield shall have anti-fog coating.

e) The face shield shall have a protection bag.

4.5 Fall protection Harness

4.6.1 General requirements

a) The full body safety harness shall comply with ASTM F887.

b) The full body safety harnesses, shall be HRC 2 , and as per SANS 724

c) The use of a material which would not ignite during an exposure to arc would be accepted no

nylon material would be accepted

7 HEARING PROTECTION

7.1 Ear-muffs

7.1.1 General requirements

a) Ear-muffs shall be in accordance to SANS 1451-1

b) Materials of seals or cushions which may come into contact with the skin shall be non-staining,

soft, and pliable and not cause skin irritation or have any adverse effects on health.

7.1.2 Test

Ear-muffs shall be tested in accordance to SANS 1451-1.

7.1.2 Packaging and labelling

The ear-muffs shall be packed in a suitable packaging.

7.2 Ear-plugs

7.2.1 General requirements

a) Ear-plugs shall be in accordance to SANS 1451-2. All parts of a pair of ear-plugs shall be so

designed and manufactured that they are not likely to cause injury to the wearer when they are

fitted and used in accordance with the manufacturer’s instructions.

b) Material used in parts of the ear-plugs which may come into contact with the skin shall be non-

staining and not cause skin irritation or have any adverse effects on health.

c) Ear-plugs that have been inserted in accordance with the manufacturer’s instructions shall be

capable of being readily and completely removed from the ear canal by the wearer without the

use of a tool.

7.2.2 Test

Ear-muffs shall be tested in accordance to SANS 1451-2.

7.2.2 Packaging and labelling

a) The ear-plugs shall be packed in a suitable packaging.

b) Ear-plugs intended for repeated use shall be supplied in a package in which they can be

8 BODY PROTECTION

8.1 Rainwear

8.1.1 General requirements

a) The rain jacket shall have a nylon zip and a closed fly front secured by press-studs.

b) The zip shall comply with SANS 1822.

c) The hood shall be attached to the rain jacket.

d) The rain jacket shall cover the buttocks.

e) The sleeves shall have a false elastic sleeve at the end (made of a softer material) to prevent

rain entering the sleeve.

f) The pants shall have two side slits and elasticised waist.

g) Rain suits shall be navy blue in colour.

h) The City Power logo shall be silk-screened in accordance with City Power Corporate identity, on

the front and on the back.

i) The size of the City Power logo on the front shall be 65 mm high and on the back the City Power

logo shall be 150 mm high.

j) The fabric for the jacket and pants shall be minimum of 180gsm (gsm grams per square meter)

and the face side 100% polyester, plain weave with 170 threads per square inch and coated with

a water resistant coating. The inside to be laminated with PVC coating. Seams strength to be

50 kPa, (converts to 50kNm²).The lining to be 80% cotton and 20% polyester.

k) The sizes of the rainwear shall be from small to XXX large

10 FACE PROTECTION

10.1 Face shield for cutting and grinding

10.1.1 General requirements
