Supervisor II, Cybersecurity Services (M34)

Purpose Statement

The job of Supervisor II, Cybersecurity Services is done for the purpose/s of leading, managing,

and planning operations for the Information Technology Cybersecurity Team; implementing

ongoing enhancements to services; and supervising and evaluating assigned staff.

Essential Functions

Monitors information security trends relevant to county office and school districts, keeping

management informed about information security-related issues and activities affecting the

organization and districts.

Provides security guidance to operations staff for the integration of new systems.

Acts as an information security liaison during significant information security risk events for both

ongoing and planned operations.

Monitors and reports on information security activities and compliance.

Monitors system logs, SIEM tools, and network traffic for unusual or suspicious activity, and

analyzes data to make recommendations to restore secure operations.

Investigates and resolves security violations by providing analysis to reveal issues and identify

solutions.

Monitors internal control systems to ensure that appropriate access levels and security clearances are

maintained.

Downloads and tests new security software and/or technologies.

Performs system and application vulnerability testing.

Manages mitigation solutions for penetration test and vulnerability assessments on information

systems and infrastructure.

Monitors security vulnerability information from vendors and third parties.

Manages incident response team and related activities.

Participates in the ongoing security monitoring of electronic information systems and ensures timely

development and implementation of corrective action plans in response to monitoring deficiencies

and complaints.

Participates in security-related training.

Collaborates with network and application teams to ensure SDCOE and participating district

electronic systems are secure.

Delivers cybersecurity-related training to individuals, small, and/or large groups in both informal

and formal settings using a variety of presentation media.

Communicates orally and in writing using a variety of media.

Assists in the formulation and development of policies, procedures, and programs for the purpose of

ensuring efficiency and quality of cybersecurity services, including development and

implementation of workflow process improvements.

Coordinates delivery of centrally managed support services and service-level processes for all

information technology services for new systems and special projects for the purpose of

implementing cybersecurity service desk management strategies and processes to ensure the service

desk is the single point of contact and service delivery channel for the ITS division in treating

cybersecurity threats.

Designs and/or obtains training materials (e.g. FAQs, support forums, support websites, knowledge

base, documentation, etc.) for the purpose of providing a variety of presentation media for in-service

trainings to staff, end users, and client districts.

Interprets and implements laws, regulations, policies, and procedures pertinent to cybersecurity-

related incidents.

Monitors and analyzes technical support effectiveness, efficiency, and customer satisfaction for the

purpose of developing and implementing strategies for continuous improvement of the unit.

Oversees service requests, incidents, and problem resolutions for the purpose of managing and

coordinating urgent and complicated support issues, and incidents including managing first- and

second-level problem resolution efforts provided by other IT groups, and coordinating third-level

problem resolution.

Participates in professional group meetings, workshops, and/or trainings for the purpose of serving

on committees as required and staying abreast of new trends and innovations as it relates to

cybersecurity.

Performs personnel functions (e.g. interviewing, selecting, training, scheduling, mentoring,

evaluating, supervising, etc.) for the purpose of monitoring the work flow of assigned staff,

reviewing, and evaluating work products and methods of staff.

Prepares and maintains a variety of reports, records, and files related to personnel and assigned

division activities (e.g. Service Level Agreements (SLAs), customer service feedback surveys, work

flow process, etc.) for the purpose of evaluating metrics produced from various systems, making

recommendations for changes, and implementing changes to improve customer service.

Utilizes appropriate systems to manage customer requests for technology support for the purpose of

facilitating customer interactions and assuring appropriate resources are available and applied to

meet customer needs.

Other Functions

Performs other related duties as assigned for the purpose of ensuring the efficient and effective

functioning of the work unit.

Skills, Knowledge and Abilities

certified in areas of Security Essentials or incident handling is required.

Experience:

Candidates must have a minimum of five years of experience performing duties related to

installation, configuration, maintenance, troubleshooting, diagnosis, and repair of

computer hardware, software, peripherals, network, and systems including two years of

supervisory experience. Successful experience in a school environment and experience

working in a PeopleSoft environment is highly desirable.

BACKGROUND: A request was received by the Integrated Technology Services Division to add a new mid-level management position to the Cybersecurity Unit. The Cybersecurity Unit was first created a year ago to respond to the education and protection of data and security from cyber threats. The response and growth to the unit has been overwhelming and in order to be able to respond and provide services to districts, they have a need to add an additional position to the unit.

Analysis and Conclusion: A meeting was set with the department to discuss and review the completed information questionnaire. In analyzing the scope of work, functions of the job, level of responsibilities from the information gathered, it was determined that a new classification of Supervisor II, Cybersecurity Services would best fit the role, responsibilities, and the needs of the department. The following is the Statement of Duties of the position:

BACKGROUND: Cristina Parodi Araya was first employed with the county office in December, 1991 as a Migrant Services Aide. She was promoted to a Parent and Family Liaison effective December 11, 2000, with the Learning and Leadership Services Division. With the implementation of the LCAP, the Accountability, Assessment and Evaluation Unit is responsible for the administration and support to districts countywide. Ms. Parodi Araya supports the unit in performing functions related to the LCAP and district support.

Analysis and Conclusion: A meeting was set with the incumbent, immediate supervisor, and department head, to discuss and review the completed information questionnaire. In reviewing Ms. Parodi Araya’s request for reclassification, several of the duties she identified as to be out of her classification are essential functions of the classification. She identified providing translation and interpretation services at conferences, meeting, documents and other written forms to be outside of her current duties. In the current job description for the Parent and Family Liaison, one of the Essential Functions reads: Provides translation and/or interpretation services as required by position. She identified planning and presenting at conferences to be outside the duties. In reviewing the current job description for her current classification, one of the Essential Functions reads: Provides support in planning, implementing, and presenting at conferences and events. Ms. Parodi Araya identified her attendance and participation in the Learning and Leadership Services Managers meeting to be outside her job duties. In speaking with her immediate supervisor, she is participating in the monthly professional learning opportunities with the management staff. Her participation is not considered to be a higher level function or requiring a greater degree of complexity. It is an opportunity to assist and benefit the employee in performing her job functions. In meeting with Ms. Parodi Araya and her immediate supervisor, she is performing the duties of providing trainings and support to all the liaisons at the 42 school districts within the county and Momentum Learning and Migrant Education Programs. As she is providing services to more than just one specific program or group and as she is responsible for training other liaisons, her position differentiates from the other Parent and Family Liaisons serving at the county office. In analyzing the scope of work, functions of the job, level of responsibilities from the information gathered, it was determined a new classification of Parent and Family Liaison II would best fit the role and responsibilities of Ms. Parodi Araya and the needs of the department. BACKGROUND: Oscar Ramirez was first employed with the county office in March 2003 as a Technology Center Operations Clerk. He was reclassified to a Systems Technician I effective July 1, 2011 with Library Media Services. In the past few years, the Library Media Services has undergone several structural changes with the elimination of positions as people retired. The work was then absorbed by the remaining staff, which Mr. Ramirez has had to assume higher level functions.

Analysis and Conclusion: A meeting was set with the incumbent, immediate supervisor and department head, to discuss and review the completed information questionnaire. Mr. Ramirez’s duties as they relate to the Learning Resources Display Center (LRDC), are performed under largely under the direction of a certificated coordinator. In this role, he is responsible for scheduling and coordination of Instructional Materials Fairs and Social Content Reviews. He performed this work prior to the retirement of staff, but it has changed strictly with his additional interface with districts and vendors regarding scheduling. This is not necessarily more complex in nature in regards to the work. He also provides support to districts with the selection of instructional materials. The level of support he is providing is through distributing information and guidelines provided from the California Department of Education (CDE). CDE provides all the information and guidelines for the instructional material selection and a certificated content coordinator from the Learning and Leadership Division will take the lead and walk through the instructional material content with districts to ensure it meets the instructional needs for that district. His role in this process, is primarily acting as an information resource. In regards to Mr. Ramirez’s duties with the Digital Content Portal/CCETC and his technical support duties, he has been a technical resource to end-users. With the Digital Content Portal/CCECTC, he has taken on a larger role becoming only 1 of 2 technical resources statewide. He is responsible for importing user information, participating in the administration of the Digital Content Portal, troubleshooting and resolving end user questions, such as user account access, and being a technical resources to clients. He is also tasked with working with Integrated Technology Services in identifying and developing system enhancements. In support of Library Media Services, Mr. Ramirez develops and maintains web content for district access. He trouble shoots and resolves issues with computer software and hardware, providing some IT related support to colleagues and clients who visit the LRDC. He also coordinates and arranges technology for conferences and meeting held at the Metro site location, or off-site as needed. In analyzing the scope of work, functions of the job, level of responsibilities from the information gathered and reporting relationship, it was determined the Systems Technician II classification would best fit the role and responsibilities of Mr. Ramirez and the needs of the department. Analysis and Conclusion: A meeting was set with the incumbent, immediate supervisor and department head, to discuss and review the completed information questionnaire. Ms. Tarighati’s duties as it relates to planning, analyzing, designing, developing, maintaining and improving a variety of PeopleSoft processes and reports under minimal supervision. The work being performed is customization of the PeopleSoft system. It is not of a higher complexity as the senior level analysts are programming projects from true concept to completion. Any system enhancements and custom development is coming at the request of the MiTi Project Team, and they are advising and setting what is to be written or configured to the system. The next duty she believes to be outside of her current classification is translating complex system requirements into application prototypes. In speaking with her immediate supervisor and department head, this body of work aligns with her current classification. She is responsible for testing the application against the requirements set by the MiTi Project Team. Testing of applications is not considered a higher level function, as the Systems Analysts in the Customer Resources Center troubleshoot and perform a variety of testing within the system. Ms. Tarighati identifies that she researches and evaluates new technologies, concepts and best practices to develop new processes and/or improve existing processes and standards. This work is not part of her duties and is a Senior Manager or Senior Analyst function. The examples she provided to support her claim are not programming functions. The examples are tools within the PeopleSoft system. In regards to her providing training and support for technical staff including Senior Analysts, this work is not an on-going function of her job per department management. This was done as sharing knowledge working with the system as all the analysts will be responsible to work with the system and provide support as they are no longer maintaining and supporting the legacy system. Regarding her claim of coordinating and facilitating meetings to discuss project purpose and goals with other department/divisions and monitor progress. Per the Assistant Superintendent, this is not her role or responsibility. This work it performed by the MiTi Project Team and the Senior Manager, Application and Systems Development. Her role is to work from the specifications provided to her and make appropriate changes, updates and customizations. The duty to assist in designing test plans; monitoring and troubleshooting possible problems and errors and providing production support for complex information systems and subsystems such as payroll operations and HCM, is not out of her current classification. The next duty she has expressed to be outside her classification function is helping to resolve bugs and issues and communicate with Oracle technical support through Service Requests. Department management says that she can submit service requests, but she does not work with Oracle directly. The consultants are the only individuals working directly with Oracle. Regarding the evaluation of the impact of Patches and updates on complex information systems and retrofitting as needed, it not a primary function of her job. This work is very minimal in nature and is very seldom performed within the PeopleSoft system. In preparing system/client level program documentation and preparing instructions and manuals, this work is performed as it relates to process for technical staff and instruction for end users. This work is not of a higher nature or more complex, as the Systems Analysts and Functional Systems Analysts perform similar functions in preparing documentation, instructions and manuals for training purposes with the system. Overall the programming she is performing is done with one language as other Web Developer/Programmers and Senior Analysts are programming in a variety of languages. EDUCATION AND EXPERIENCE Education, training, or experience that demonstrates possession of the knowledge, skills, and abilities detailed above. An example of qualifying training and/or experience would be: a minimum of two years of progressively responsible office experience demonstrating the typical tasks listed above. Work experience involving the use of a variety of computers, peripheral equipment and software for complex word processing and computerized recordkeeping is required.

ABILITY TO: schedule and organize multiple activities; type accurately at a rate of speed sufficient to perform the tasks of this classification; compile, prepare and maintain job-related records, statistics and files with attention to detail and accuracy; communicate effectively orally and in writing; assist others in the operation of computers, related peripherals and multimedia equipment; resolve sensitive issues and conflicts using tact and diplomacy; work with minimum supervision; establish cooperative working relationships with those contacted in the course of work.

ESSENTIAL FUNCTION:

Admissions & Records Clerk II (Classified Support Salary Grade 42)

Processes, audits, and maintains master course logs, student applications, attendance records and other documents pertaining to the Regional Occupational Program.

Maintenance & Operations Assistant (Classified Support Salary Grade 40) Under general supervision, performs general office tasks of average difficulty; schedules and coordinates room reservations; maintains monthly reports; handles all emergency, maintenance, mailroom and grounds calls coming into the office along with general public relations.

Office Support Assistant (Classified Support Salary Grade 45) Under general direction, performs a variety of clerical and technical duties in support of an assigned area or program including assisting users in utilizing office computers and applications.

BACKGROUND AND ANALYSIS: In evaluating the county office’s classification plan, staff has found obsolete job classifications that are no longer utilized to support the work being performed. Classifications that are current and relevant to the work being performed have already replaced the three (3) identified classifications throughout the county office.

RECOMMENDATION: Human Resources staff recommends the Personnel Commission approve the following: 1. Abolish the following classifications effective July 1, 2017:
