Our Organization
The SWG stands for Regional Rural Development Standing Working
Group in South Eastern Europe. It is an International Intergovernmental Organization, (2009) consisted of
governmental institutions responsible for agriculture and rural developmentin respective countries and territories of SEE.
It was founded on the basis of a common wish to establish an
organization for sustainable rural development in SEE. (2005) It is a non-political body, acting in a spirit of friendship and good
neighborliness and enhances mutual respect and confidence, dialogue andcooperation among the Member Institutions.
Its managing and coordinative body is the SWG
Head Office/Secretariat, based in Skopje, Macedonia.

Our Concept
We act to increase horizontal collaboration among respective institutions-
Ministries of Agriculture and international organizations, in order to haveinnovative, inclusive and sustainable agriculture and rural developmentstrengthened and bolstered by suitable policies and programs foralleviating smoother approximation of SEE member countries towardsthe EU.
The SWG serves as bases for exchange of experience and mutualassistance among its member institutions in the field of ruraldevelopment, agriculture, forestry, water management , environmentalprotection, promotion and protection of cultural heritage.

SWG - GTZ SEF Project:Strengthening of the regional cooperation/networking in the
forestry and water management sector and sustainabledevelopment in the river basins of the South-Eastern Europecountries
Target Group:Representatives of institutions that are responsible fordevelopment of water and forestry polices (Ministries ofAgriculture, Forestry and Water Management in the SEEregion), including stakeholders involved in the development of
sustainable resource management in the Balkans.
Beneficiary Countries:
Albania, Bosnia and Herzegovina, Croatia, Macedonia,
Montenegro, Kosovo UNSCR (1244) and Serbia

Project concept for strengthening regional
cooperation in water management sector
Objectives:
To strengthen regional cooperation and networks in Southeast-European countries on all levels (political, technical, civil society etc.)in the water management sector and raise awareness for water, soil,nature and bio diversity.
To create a potential for encompassing integrated watermanagement, supported by the national governments, institutions andinternational community in the South Eastern European countrieswhere cross-border river basin areas exist.
To promote stakeholder participation in the development of a joint
action and coordinative efforts for effective implementation andenforcement of agriculture, forestry and water policies, and improvingthe current level of enforcement of existing agriculture, forestry andwater legislations.

Foreseen Project Activities
Organization of technical discussions among representativeswho are responsible for development of water polices,including stakeholders and experts involved in thedevelopment of sustainable environmental management in theBalkans;
Support of coordination meetings at national and regional levelamong experts and public institutions - responsible forimplementing water, forestry, agriculture and land policies withrelevant partner organizations from the participating countries;
Providing technical assistance from experts for consultation onissues related to efficient principles of sustainablemanagement and proper implementation of new EU
environmental policies in each of the participating countries;

Final Project Output for strengthening regional
cooperation in water management sector
Preparation of a Feasibility Study
To address all the aspects of water management issues in theSouth Eastern Europe and determine the direction for possiblefuture actions in the region;
To strengthen cooperation and implementation actions-provide institutional framework to promote regional cooperationin order to implement water management measures;
To establish a functional network between the institutions andorganizations from the Balkans (local authorities, watermanagement institutions and organizations, academicinstitutions).
