Meeting Opening and Introductions The meeting was called to order by committee Chair Chris Searles at 1:30 pm (Local Time) on Monday, June 12 th , 2017. As of June 12th, 2017, there were currently 68 members of the ESSB. There were 55 people attending the general session, 44 of which are voting members (membership) of the Committee which constitutes a quorum (a minimum of 34 members present required for a quorum). The chair recognized Tom Carpenter as the local organizer, registrar and his company, TVA, contributed significant funds to support this meeting. Julie Carpenter was also recognized for her contribution to the local organization of this meeting. The ESSB committee showed their appreciation for their efforts. The chair also recognized Jeff Nelson, past chair of PES Tech Council. Jeff also works for TVA and has been a proponent of the formation of the ESSB committee. The ESSB also showed their appreciation for his efforts. The members introduced themselves. Attendance was logged electronically through the IEEE IMAT attendance tool. A hand vote of members attending was taken. It was determined that 40 ESSB members were present which represented a quorum. Tom Carpenter was introduced again and he discussed local logistics for the meeting. There were a few changes to the week’s agenda. The changes were noted by the members. Mike Kipness, the ESSB IEEE SA liaison, was introduced. He was there to answer any questions including the use of web tools.

ESSB Summer 2017 Meeting Monday June 12th, 2017 Chattanooga, TN General Meeting 1. Meeting Opening and Introductions The meeting was called to order by committee Chair Chris Searles at 1:30 pm (Local Time) on Monday, June 12th, 2017. As of June 12th, 2017, there were currently 68 members of the ESSB.

There were 55 people attending the general session, 44 of which are voting members (membership) of the Committee which constitutes a quorum (a minimum of 34 members present required for a quorum). ESSB Subcommittee Changes �Brandon Bartling will now be SBEE Subcommittee Secretary �Rich Hutchins will now be DCRS Subcommittee Secretary ESSB Committee Change �Bill Cantor is Stepping Down from ESSB Secretary duties �Babu Chalamala has volunteered to become the ESSB Secretary Treasurer report from Tom Carpenter:

Breakfast starts at 7 Overnight parking should be $11 The registration system, signup123 seems to be working fine. There is a 123 fee + credit card fee +

10% holdback. Holdback is forwarded back to the committee if not needed but not for three months. Need early registration so money can be available to pay hotel during the week of the conference. Cancellations were only charged $5 this time. Encourage people to sign up early.

Chris Searles mentioned that the ESSB meeting was advertised in PES material. Sam Norman, awards coordinator gave his report:

Working on an IEEE fellows application (name withheld at this time). This will be in process for the next six months or so.

Bansi Patel and Ed Rafter were recognized as life members (Age + time as IEEE member => 100) New senior member: Haissam Nasrat. Other senior membership applications in process More awards being process to be announced at a future meeting.

NERC task force: Chris Searles announced that he received an official letter rejecting the SAR. Chris is recommending reconstituting the task force. Looking for vounteers.

3. Coordination Reports

NERC Task Force (Chris Searles) o Chris Searles announced that he received an official letter rejecting the SAR.  Chris is 

recommending reconstituting the task force.  Looking for volunteers. 

Nuclear Battery Working Group (Sal Salgia) o Meeting this week 

SDS (John Polenz)  o no action right now 

Codes Working Group o Bill Cantor looking for help especially with energy storage o NEC 2017 is out, new article on energy storage with conflicting info on article 480 o NFPA 70E 2018 will have things we don’t like.  Minimum shock voltage back down from 100 

to 50Vdc. o NFPA has a new energy storage document, but ESSB wants a liaison to this document. o NESC is looking to ESSB for help.  Looking for volunteers. 

 Minutes were unanimously approved.  Chris Searles announced that the P&P was approved and is on the web site.  Chris also mentioned that the O&P was being updated.  O&Ps will also be needed for the working groups.  Chris Searles discussed a possible Financial Supporters/Sponsors Program.  Some suggestions:

Kilowatts Supporter ‐$2,500 Contribution 

Megawatts Supporter ‐$5,000 Contribution 

Gigawatts Supporter ‐$7,500 Contribution

Existing & forthcoming energy storage Standards – Chair Searles & Vechy Chris Searles proposed that the ESSB obtain the SCC-21 PV related documents. A discussion ensued. The following motion was presented and unanimously approved: Create an ESSB Task Force to review (including work required, applicability, and IEEE sales volumes) SCC21 PV-Related Battery Standards for possible ESSB sponsorship; and Investigate Possibilities for Expanding Them (or Building New Standards) to Include Grid-Tied PV Battery Storage. Mike Nispel volunteered to be the chair, Andy Keels the vice chair. Chris Seales presented a slide concerning potential new working groups:
