Thought forthe month

Summer is in its last lap. The clouds start crowding the horizon. The

wind ruffles ones hair in the forehead. The stage is set for the

outset of the South-West Monsoon in Kerala which would then take its

trans-Indian passage through the sub-continent.

Usually June issue of JwalaDhwani has been dedicated to this natural

phenomenon. However, this time we had a good tidings in Mid-May just like

an early Monsoon.

Our Petrochemical venture has been cleared by the Ministry of

Environment, Forest & Climate Change it is time that we gear up

for this project of national importance. This is a project which would

bring great benefits to the society and energise BPCL further.

In this issue we would share our happiness and commitment toward the

challenging tasks ahead. Our Executive Director I/C (Kochi Refinery)

is writing to you directly in the issue.

JwalaDhwani dedicates the June issue to this ambitious development

venture of Bharat Petroleum which has the potential to transform the

local economy.

'Major foray into petrochemicals'

Message

May 12, 2015 was a major landmark

for the ambitious petrochemical

venture of BPCL at Kochi when the

Ministry of Environment, Forest

and Climate Change accorded

environmental clearance for the

proposal. The Propylene Derivatives

Petrochemical Project (PDPP)

scripts a major foray of BPCL into

petrochemicals based upon Propylene

that would be available post IREP.

The product portfolio envisaged

is comprised of niche Propylene

derivatives viz. Acrylic Acid, Acrylates

and Oxo-Alcohols which impart high

value addition and have specialty

applications. These products are

predominantly being imported with

few producers in the world and hence

we would be entering into a very

exclusive domain. It is also a project

towards the important ‘Make in India’

initiative of the Government of India.

The envisaged investment for PDPP

is approximately Rs. 4600 Crore

and all the plants will be of world

scale capacity. The technology for

the process units are to be sourced

from international licensors and is

in advanced stage of finalisation. In

addition to being located close to

the refinery, it is proposed that the

petrochemicals project would be

closely integrated with the refinery

in terms of feedstock supply, utilities,

sharing of facilities etc. to derive

SEnvironmental Clearanceto Petrochemical ventureEnvironmental clearance has been accorded by the Ministry of Environment, Forests and Climate Change on May 12, 2015 for our proposed Propylene Derivatives Petrochemical Project (PDPP) of Bharat Petroleum Corporation Limited (BPCL) at Kochi. The petrochemical project is based upon Propylene that would be available from the ongoing Integrated Refinery Expansion Project (IREP).

The petrochemical project envisages production of niche Propylene derivatives viz. Acrylic Acid, Acrylates and Oxo Alcohols that are predominantly being imported and is hence a ‘Make in India’ initiative. The estimated capital cost of the project is Rs. 4588 Crores and is proposed to be commissioned by

mid 2018. The technology for the process units is to be sourced from international licensors who are in advanced stage of finalisation. PDPP is to be located in the vicinity of BPCL Kochi Refinery for better integration of feedstock supply and other important requirements and land required for the project is already available.

Government of Kerala has sanctioned financial incentives such as deferment of KGST/VAT and CST for a period of 15 years and reimbursement of works contract tax for the project. With the approval of this project, the total investment of BPCL in Kerala State would be to the tune of Rs. 25,000 Crores which include IREP and the proposed LPG pipeline.

Considering its importance, the

Government of Kerala has been

grateful to extend long term financial

incentives for the project like in

the case of IREP. It is planned that

the petrochemical project would be

commissioned in mid 2018.

These petrochemicals have

applications in areas like paints and

inks, adhesives, water treatment

chemicals, plasticisers etc. with

considerable potential for investment

in the downstream and ancillary

sectors. The Government of Kerala

and KSIDC are working on proposals

in this respect like setting up of a

Petrochemical Park in the area. One

of the identified products viz. Acrylic

Acid is the major feedstock for Super

Absorbent Polymer (SAP) which

has important health and hygiene

applications like diapers. Hence, SAP

could be an important future plant in

the petrochemical complex.

As our prestigious IREP enters the

critical final phase of execution,

implementation of PDPP which

involves radically different type of

technology and complexities, calling

for a diverse approach, is a challenge

that I am sure we would be able to

rise up to. Also, like IREP I am sure

that PDPP would be a landmark

project for BPCL, Kerala and the

country. KR and Kochi could hence

transform into a future major hub for

petroleum and petrochemicals with

various downstream industries.

peak of development” as

a proud moment.

in addition to their own separate sales.

Propylene would be sourced from

IREP and the other raw materials viz.

Synthesis Gas and Hydrogen supplied

from BOO unit being installed as part

of IREP.

Three process units which are com-

ing up are Acrylic Acid Unit (160,000

Metric Tonnes per Annum), Acrylate

Unit (190,000 Metric Tonnes per

Annum) and Oxo Alcohols Unit

(212,000 Metric Tonnes per Annum).

The Capital cost of the project is Rs.

4588 Crores and estimated time of

completion is 39 Months from Envi-

ronment Clearance.

tity generated in the

process is 35 m3/hr, which will be

routed to the Refinery effluent treat-

ment facility for final treatment and

disposal/recycle. Zero liquid effluent

discharge from the PDPP complex is

envisaged.

Incinerators for safe disposal of

organic compounds generated in the

process with adequate stack height

will be provided and low NOx

burners will be considered at the

design stage. Online analyzers / Gas

monitors will be provided to monitor

emissions and Green belt will be

developed.

BPCL hands over ambulancesfor Kerala Police Highway Safety ProjectHon’ble Home Minister Mr Ramesh Chennithala flagged off Kerala Police’s ambitious initiative of high way safety in which Bharat Petroleum Corporation Ltd is partnering. The initiative, which is part of Kerala Police’s ‘Subhayatra’ project, envis-ages putting up ambulances in the highways of Kerala. He said that Kera-la Police is giving utmost importance to road safety and this initiative will help in extending timely assistance to accident victims. In a move to lay emphasis on skill development which is also one of our core thrust areas in Corporate Social Responsibility, BPCL has provided a 3 month Vocational Skill Programme for 1000 unemployed youth in Er-nakulam District. We had partnered with M/s ITCOT Consultancy and Services Ltd, Chennai, a joint venture of leading financial institutions, State Development Corporations and Commercial Banks, for the project.The beneficiaries were the unem-ployed youths belonging to BPL families from Ernakulam District where BPCL Kochi Refinery situates. A 3 month training in various trades like Industrial Fitter (Machinist), In-dustrial Welder, Industrial Electrician, Industrial Plumber, Computer Ac-counting with Computer Fundamen-tals (TALLY) and soft-skill training were given to the selected candidates at various centres in Ernakulam. The certificates based on grades ob-tained at the written examination have been distributed to the candidates at the valedictory function held on 18 May. Mr Shibu Baby John, Hon’ble

BPCL supports unemployed youth of Kerala

The project envisaged providing vocational training to 1000 un-employed youth in Ernakulam District for a period of 3 months, priority being to candidates from Panchayats around Kochi Refin-ery. Out of this, 800 nos. were earmarked for technical trades like Fitter, Plumber, Electrician and Welder and 200 in IT. They had undergone training at various ITIs and IT centres in Ernakulam district. Around 78% students have received placements in vari-ous BPOs and reputed private firms in Kerala/Tamil Nadu and job fairs/liaisoning are going on for placing more candidates. M/s ITCOT have coordinated the different modules of industry linked skill training, soft skills and placement.

With visitors enjoying the evening in the peddling boats and children in the merry-go-round, Thanneerchal Park at Irumpanam near Kochi Refinery now spots the look of a lake in a hill station.The rejuvenated lake and the new park was opened to public by our Hon’ble Chief Minister Mr Oom-men Chandy in the presence of Mr K Babu, Hon’ble Minister of Fisheries, Ports and Excise, Mr Anoop Jacob, Hon’ble Minister of Civil Supplies and Mr R Venugopal, Chairman, Tripunithura Municipality. Mr S So-masekhar, Deputy General Manager (Advisory Engg.) launched the pedal boat service.

Thanneerchal fresh water lake opens to public

Thanneerchal was once a fresh water lake in the neighboring Irumpanam. In the past, water from the hilly reaches of Ambalamugal and Hill Palace, the then abode of Cochin Maharaja, used to flow in to this fresh water lake which had the look of a giant palm.According to the legend the Mahab-harata hero Bheema created the lake with his bare hands so as to quench the thirst of his mother. It is said that Irumpanam was the abode Hidimbi, Bheem’s wife, and the name evolved from ‘Hidimbivana.’ However, the lake had gone to disuse due to changes in the land use pat-tern changes and waste accumula-tion. With high growth of weeds and

vegetation one could not make out the lake.Kochi Refinery had supported Tripu-nithura Municipality and erstwhile Thiruvankulam Panchayat to revive the original splendor of the lake. Waste, weeds and vegetation were removed and the lake was desilted. Earthen bunds were constructed. Thereafter, the banks of the lake was converted into a park.After the completion of the project, the lake that covers 10 acres serves as a natural resource of water and has helped in raising the water table of surrounding areas where thousands of families are living.The scheme would improve the water level in the surrounding areas of Thiruvankulam and Irimpanam. The park set on the banks of the lake is now a recreational area for the public.

Spectacles were distributed to the needy at a function inaugurated by Mr Anoop Jacob, Hon’ble Minister for Food and civil supplies on 10 May at Amballur. Mr Prasad K Panicker, ED(KR) I/C distributed spectacles to the patients. The programme was conducted in continuation of a medical camp held on 15 March in connection with the Golden Jubillee year celebration of BPCL Kochi Refin-ery Employees Co Operative Credit Society Ltd. VLP programmes heldOur L&D Department had arranged two Visionary Leader-ship Programme for the IREP Team and Finance team.

The main objectives of the workshops were to create ener-gized and motivated teams capable of producing outstanding results on a sustained basis through (a) an open, honest ex-amination of what people truly want by formulating shared vision (b) developing an insightful and balanced view of the current reality (c) identifying High Leverage Result Areas to bridge the gap between the vision and the current reality through a set of Team Operating Principles. VLP for IREP was done in 5 batches and was attended by a mixed group of BPCL and EIL officers, including the top management, thereby invoking a sense of camarade-rie and fellowship. Around 200 participants attended the IREP VLP. The VLP was navigated by Mr P Srinivasa Rao, Ms Elis George and Mr DV Khobragade, internal coaches from the Corporation. Mr PS Ramachandran, General Manager(Project-Units) attended the concluding sessions of all the workshops, helping and guiding participants to final-ize HLRs & TOPs.

VLP for KR Finance Team was held on 23 May and was facilitated by Mr G Kalaiselvan, GM(Internal Coach-ing). The workshop was inaugurated by Mr Prasad K Panicker, ED I/C(KR), in the august presence of Mr P Kumaraswamy, ED(Projects), Mr CK Soman, General Manager(Operations) and Mr PS Ramachandran, Gen-eral Manager(Project-Units). Mr PK Suresh, General Manager(Finance) welcomed the dignitaries and the participants and attended the VLP along with his team members.

All participants enjoyed the programme and appreci-ated the process adopted by the coaches for aligning the functions with the BPCL Vision.

However, the monsoons also enhance road safety risks, which call for special focus on vehicle maintenance and enhanced driving skills. You may not always be able to control the environment but following the tips given below, could ensure a much safer journey:

Pre-monsoon check: Get a thorough pre-monsoon check done for your vehicle – including batteries, tyres, lights – headlights and signal lights, electrical wiring, brake fluid, brakes, engine fluids and wipers.

Windshield: Keep the windshield wiper fluid bottle full at all times. Once it stops raining, the windshield can become really dirty, impairing visibility. Use the windshield spray to wipe the windscreen clean.

Ensure that your tyre pressure is well checked, drive slowly and keep safe distance.Ensure proper wheel alignment: Incorrect wheel alignment may increase braking distance by at least 15%. Please ensure that your alignment is checked and proper.Know your car: Be familiar with the vehicle’s heating, ventilation, and air conditioning system. Also be aware of how to defog your windows, and of course, don’t be distracted when driving.Emergencies: Be mentally prepared to deal with emergencies and have contingency plans in place. Keep a hammer or a spanner inside the car (not in the boot of the car) to break the glass in case you are trapped inside.

Weather conditions: Keep yourself updated about adverse weather conditions and keep yourself prepared with alternate routes which may be necessary in case your normal route is flooded.

The erection of the first reactor in VGO HDT, IV-V-102 was completed at site on 16 May. The equipment measures 48.25m length, 7.7 m width and 5.2m height and 655 MT gross weight. The ODC consignment of two reactors and HP amine absorber-K.O drums stacked column reached the Kochi Port on 21 April. The reactor was subsequently unloaded on to a well sunk barge and shifted to temporary jetty near Irimpanam on 24 April through the inland water way channel III. Front portion of the barge was cut after dry docking and the reactor was rolled off using Self propelled modular transporter

A mesh design has been introduced in the cut out areas of the substations with a view to enhance the safety quotient for workers. The same would enable the workers to work without the fear of occurrence of an accidental fall. It’s always Safety First-Safety Must!

CCTV Surveillance System, for construction phase at IREP sites, inaugurated by our D(R) on 28 October 2014 was extended to remote construction sites and the fabrication yards at Chalikkara and Chitrapuzha areas on 15 May 2015. In the second phase, the project construction sites at remote locations, which are more than 2.5 km from IREP site office, such as SRU block, crude Tank-farm, DHDS and Chitrapuzha fabrication yards, RO DM plant, offsite pipe racks etc. are now connected to existing system by utilizing advanced wireless technology. Road movement using SPMT and puller was undertaken on 8 May by shifting the reactors from the jetty and placing them on the north side of Irimpanam railway crossing. In order to appreciate the efforts taken by team CDU/VDU of IREP in accomplishing the investment allowance target of BPCL, by completing the foundations and erecting all the 350 equipments in CDU/VDU which were delivered to site as of 31 March, a get together of all the RCMs and supervisors of

The demountable flare is first of its kind to be employed in Kochi Refinery and consists of the derrick structure, riser stack pipes and water seal drums.The derrick structure for demountable flare system will be the backbone to support the four flare stack risers. The structure is purely galvanized, weighing approximately 1050 Tons and stands tall to a height of 134.8 m, making it one of the tallest structures in the city.

The initial powering of IREP has to be done from the existing refinery through tie transformers, biggest of its kind in BPCL KR, rated at 50 MVA 33/11 KV and weighing around 80 Tons. The transformers are being preserved by filling nitrogen gas to avoid any moisture entry. It was a mammoth task to bring these transformers from the 220 KV Yard to its IREP CPP area and placing on its foundation. The activity was completed on 18 May. Subsequently second transformer was also placed on its foundation on 20 May.

Riser stack system for demountable flare consists of 4 stacks, 1 stack of 20” and other 3 stacks of 56”, reaching to a maximum height of 144.5 m. In case of shutdown or repair works, each of the stack risers can be demounted to the ground level with the help of winch and pulley arrangement.
