SUPERINTENDENT’S COMMENTS Celebration of Excellence Dr. Zetty stated that on Friday, June 10, Peters Township celebrated the graduation of the class of 2011. Also present were Dr. Nina Zetty, Superintendent, Dr. Anthony Merante, Assistant Superintendent, Mr. Solomon, Business Manager, Kelly Gustafson, Principal Bower Hill Elementary, Mike Fisher, Principal Pleasant Valley Elementary, Sherry Voitek, Food Service Director, Patrick Maloy Director of Technology, Shelly Belcher, Communications Coordinator, and Gary Matta, Solicitor. SUPERINTENDENT’S COMMENTS

Celebration of Excellence

• Dr. Zetty stated that on Friday, June 10, Peters Township celebrated the graduation of the class of 2011. Staff members from all buildings were on hand to escort the 330 graduates and celebrate this important milestone in their lives. Keeping with PTSD tradition, member of the class of 1961 were also in attendance to mark the 50th anniversary of their commencement ceremony from PTHS.

• Dr. Zetty reported that seven students from Peters Township Middle School represented the

District in the PA Junior Academy of Science State Competition held at Penn State.

• Dr. Zetty reported that in May, High School SAD students presented lessons on “Bad

Situations” at McMurray Elementary to the 6th grade classrooms. The SAD students

presented real-world scenarios and focused on making good choices.

• Dr. Zetty reported that the third grade students at Pleasant Valley presented their annual

celebration of Pittsburgh with a special musical performance. The show was the culmination

of the social studies unit on our hometown history and featured facts and music about our

industry, culture, traditions and sports.

• Dt. Zetty stated that the Bower Hill Elementary third grade students presented their “Milky

Way Musical Journey” to parents and fellow students. This unique event features not only

music, but student artwork, uniquely created poetry, and student-driven music.

• Dr. Zetty commented on the Elementary class-size at the third grade level and stated that

one option being considered is to redistrict seven students to Bower Hill.

• QUESTIONS AND COMMENTS FROM THE FLOOR (15 minutes)

“Any parent, guardian, resident, or community group shall have the right to present a request, suggestion, or complaint concerning district personnel, programs, or operations of the district. At the same time, the Board has a duty to protect its staff from harassment. Consequently, the board does not and will not condone personal attacks directed toward district personnel. It is the Board’s intent to provide a fair and impartial manner for seeking appropriate remedies. Any suggestions or complaints directed to individual Board members and/or the Board shall be referred to the superintendent and/or appropriate administrator for consideration and action. Personnel complaints directed toward an individual(s) are not subject for discussion or review at a public meeting of the Board of School Directors.”

• Mr. Aburachis of 272 Sutherland Drive questioned why the Board held a special meeting in

February. • Mrs. Cuervo stated the meeting was held to meet deadlines for the application process with

the Township for the Pleasant Valley Athletic field. • Mr. Aburachis implied that select members of the public were informed of the meeting by

the Board • Darcy Sefer of 201 Sandcreek Drive questioned how Peters township School District

compared with other comparable school districts regarding class-size. She stated the four of the districts she contacted had class-sizes that were lower than Peters Township and requested that the class-size be maintained at less than twenty five students.

• Sherri Morgan of 107 Standing Rock Drive, asked the Board to reconsider their option for the Pleasant Valley third grade class-size. She stated that she was concerned of the impact on the students that would be relocated and asked the Board to continue to look for other options.

• Lori McRoberts of 103 Sandcreek Drive, thanked the Board for their efforts regarding the budget on addressing the class-size issue. She stated that she does not support the redistricting option and supports the addition of one third grade teacher to six teachers at Pleasant Valley.

• Anita Knaack of 213 Rutledge Drive, asked if the Board has established a specific class-size cut off enrollment by grade level. She requested the third grade class-size be twenty one.

• Dr. Zetty stated that we will continue to monitor class-size over the summer and make a decision by August 1, 2011

• Mary Korsmeyer of 132 Highland Drive requested that the Board vote no on the Bond issue and the Pleasant Valley electrical contract. She suggested the Board spend money on instruction not atheltics. She also stated that the Board has no legal obligation to continue with the Pleasant Valley Field project.

• Kristen Kulkiowski of 223 Robinhood Lane requested that the Board add a third grade teahcer to Pleasant Valley.

• Rick Enscoe of 101 Belin Drive questioned the new payments to participate in sports, specifically the booster groups paying the lowest paid coach. He requested that the Board review the program annually for possible elimination or reduction. He stated that he feels that the coaches’ fee is unreasonable and will place a burden on the Booster Groups.

• Joe Glover of 706 Glover Way stated that he is concerned about the impact on the students that are relocated to Bower Hill Elementary.

• Robert Finn of 215 Ridgeview Drive stated that he supports the Pleasant Valley Field project and feels that Peters township School district is behind compared to other districts. He also stated the facility is defective in many ways.

• Nina Little of 123 Golden Eagle Drive questioned the Board on the cross country coach to be hired.

• Dr. Zetty stated that this item is on tonight’s agenda. • Matt Bootman of 106 Briarwood stated that because the Pleasant Valley Field project is

being paid for with a bond issue it does not impact the education program. • Colleen Nutili of 153 Bittersweet Circle spoke on behalf of the Bower Hill parents and

requested a third grade teacher at Bower Hill Elementary. • Mrs. Sullivan stated the field utilization schedule convinced her that this project is needed

and the cost at this time is very low and the additional funds in the Bond issue can be used for future capital projects.

• Mrs. Golembiewski stated that she supports maintaining our facilities and feels this bond issue will provide the funds to do this.

• Suzanne Mackay of 165 Druid questioned if there was a restriction on students and on the amount students pay for the activities they could participate in.

• Dr. Zetty stated that there is no limit for activities only athletics.

PRESIDENT’S COMMENTS

• Mrs. Ritter stated that there was an Executive Session before this meeting for discussion of Personnel issues and contracts.

• Mrs. Golembiewski stated a Closed Personnel Committee meetings were held on June 16, 2011 and June 18, 2011 for the purpose of discussing personnel issues.

Finance Tom McMurray

• Mr. McMurray thanked the Board and Administration for their hard work on the budget. • Mr. McMurray stated that there was a Finance Committee meeting on June 13, 2011 to

discuss the preliminary budget revisions. • Lisa Chiesa from Thrope, Reed and Armstrong presented the ”Bond Resoultion” and

answered questions.

1. RECOMMENDATION: Consider a motion to approve authorizing the incurring of nonelectoral debt by the issuance of general obligation bonds, in an aggregate principal amount of five million and 00/100 dollars ($5,000,000.00); covenanting to pay, and pledging unlimited taxing power for the payment of, the bonds; establishing a sinking fund and appointing a sinking fund depository; fixing the form, interest rates, maturity dates, and other provisions for the payment thereof; accepting a proposal for the purchase of the bonds; authorizing a filing of required documents with the department of community and economic development; ratifying and directing certain actions of officers; and making certain other covenants and provisions in respect of the bonds (attachment).

MOTION: Mrs. Cuervo moved approval of the Finance committee recommendation 1, seconded by Mrs. Golembiewski

• Dr. Buzzatto stated that he will not support the Resolution because he does not understand the motion not the Board members who support it. He stated that this initiative does not fit the economic times. Dr. Buzzatto commended the Superintendent on a tremendous job during the budget process. He stated that during a time of current cuts in the budget he feels that the incurring of debt is unwise.

3. RECOMMENDATION: Consider a motion to adopt the General Fund Budget for the 2011-12 school year in the amount of $49,583,988. The tentative budget amount was $49,892,752.

• Dr. Buzzatto stated that the budget increase over the previous year is extremely low at 1.5%

• Mr. Hvizdos stated that the District is not cutting people but eliminating positions and redistricting Bower Hill elementary.

MOTION: Mr. McMurray moved approval of the Finance committee recommendation 3, seconded by Mrs. Golembiewski. Roll call vote was taken:

4. RECOMMENDATION: Consider a motion to establish a Real Estate millage rate of 96.51

mills for the 2011-12 fiscal year. The 96.51 millage rate includes a 1.33 mill increase, equal to the allowable state index of 1.4%.

• Mr. Hvizdos stated that he felt that Harrisburg was out of touch with the financial

requirements to run a school district.

MOTION: Mr. McMurray moved approval of the Finance committee recommendation 4, seconded by Mrs. Golembiewski.

5. RECOMMENDATION: Consider a motion to approve the 2011-12 Technology Budget in the amount of $778,426. This amount excludes salaries and benefits. The tentative budget amount was $ 795,903. This amount is included in the General Fund Budget.

• Mrs. Sullivan asked if the $795,903 was higher in the tentative budget. • Mr. McMurray explained the difference before the tentative budget and the final

budget. MOTION: Mr. McMurray moved approval of the Finance committee recommendation 5, seconded by Mrs. Golembiewski.

6. RECOMMENDATION: Consider a motion to approve the 2011-12 Curriculum Budget in

7. RECOMMENDATION: Consider a motion to approve the 2011-12 Capital Reserve Budget in the amount of $3,817,217. The tentative budget amount was $3,862,217. This budget includes a $400,000 transfer to the General Fund.

MOTION: Mrs. Golembiewski moved approval of the Finance committee recommendation 7, seconded by Mrs. Cuervo.

10. RECOMMENDATION: Consider a motion to approve the attached Homestead/Farmstead resolution for the 2011-12 fiscal year. Eligible property owners will receive a $120.43 reduction in real estate tax by providing a credit of $1,248 of assessed value (attached Resolution).

11. RECOMMENDATION: Consider a motion as per section 688 of the Public School Code (Limitations on certain unreserved fund balances) be it resolved by the Peters Township Board of School Directors that it will reserve the designate $7,000,000 of surplus funds for the purpose of satisfying future debt service obligations and increases in the employer contributions to the Public School Employees Retirement System as follows: Debt Service Fund - $3,000,000 Retirement Fund - $4,000,000 By taking this action the District has fulfilled its obligation to maintain an unreserved undesignated fund balance that does not exceed 8% as legally required. The unreserved undesignated fund balance is estimated to be $3,197,645.

• Mr. McMurray explained the management of the reserve account.

• Mrs. Ritter stated that there was a Policy Committee meeting on June 16, 2011 to discuss the Graduation Honors Policy 5127.2 and Student Trip Policy 6153.

Attached is the first reading of:

• Mrs. Smith thanked the committee, students, parents, teachers and administration. She especially wanted to thank Mr. Sudol and Mr. Lacey for all of their hard work. Mrs. Smith also stated that even though the policy is improved it is still not finished.

• Mrs. Cuervo stated that she does not support the changes to this policy

13. RECOMMENDATION: Consider a motion to award the following bids for the Pleasant Valley Athletic Facility:

• Site Contract – Amity Asphalt Paving - $1,496,000 (total bid) Base Bid $1,350,000 Alternate #1 Widen/pave access road to athletic fields $ 72,000 Alternate #2 Resurface access drive from ES to athletic field access road $ 58,000 Alternate #5 Relocate existing batting cages $ 6,000 Alternate #8 Resurface walk path from ES parking lot to NE corner of site $ 10,000

The total bid award is $2,184,950.

• Mrs. Cuervo stated that the bleachers and the wind screen were cut due to cost. • Mrs. Sullivan thanked Dr. Zetty for the Administrative Regulation for the use of the

facilities • Mr. Hvizdos stated that guidelines must be strictly enforced and we must be good neighbors. • Mr. McMurray stated that he supports the field but not the lights and sound. He cannot

support because of academic cuts that were made by the Board. • Mrs. Smith agreed with Mr. McMurray. • Mrs. Golembiewski stated that the Board understands this is a great responsibility making

this decision and that we could not make everyone happy. Mrs. Golembiewski believes that the Board has done their best. She stated that last week the District had a problem getting access to the field for someone in a wheelchair and Dr. Zetty had to intervene.

MOTION: Mrs. Cuervo moved approval of the Buildings and Grounds committee recommendation 13, seconded by Mrs. Golembiewski.

• Mrs. Sullivan reported that Roberta DiLorenzo completed her tenure as Superintendent of record with CTC and thanked her for her work.

Intermediate Unit Tom McMurray

• Mr. McMurray stated the Intermediate Unit 1 is closing a facility and planning on teacher layoffs.

5. Approve the renewal of the School Leaders Excess Liability Insurance Policy

(Umbrella) effective July 1, 2011 – June 30, 2012 with the PSBA Insurance Trust for $9,860. This policy has a $5,000,000 claim limit in effect following coverage from other policies.

6. Approve the renewal of the Property/Liability Insurance Policy effective July 1, 2011 – June 30, 2012 with PSBA Insurance Trust for $57,281.

7. Approve PlanCon Part J Project Accounting Based on Final Costs for Bower Hill

Elementary School Project number 3277 at a total cost of $2,185,291 and Peters Township Middle School Project number 3176 at a total cost of $9,435,883. These documents were prepared by Hosack, Specht, Muetzel, & Wood, LLP school district auditors.

8. Approve the contract between Watson Institute Training and Consultation Services and

Peters Township School District from July 1, 2011 – June 30, 2012 at a rate of $740 for 8 hours or $453 for 4 hours plus mileage. This is for consultation and training services on an as needed basis for identified special needs students.

9. Approve the renewal of the RWAN (Regional Wide Area Network consortium)

agreement between IU#1 and Peters Township School District from July 1, 2011 – June 30, 2016 at a month rate not to exceed $2,850. This service is E-Rate eligible.

10. Set the fees for the following workers at athletic events for the 2011-12 school year as

follows:

Support personnel All events $40.00 Constables Football: Arriving at 4:00 PM $80.00 Arriving at 5:00 PM $67.50 Arriving at 6:00 PM $55.00 All other athletic and non-athletic events $12.50/hour not to exceed $50.00

(2 hour minimum) Any event that would be paid hourly would be paid $12.50/hour.

11. Approve an Educational Services Contract and Agreement with ACLD, Inc and Peters Township School District for Extended School Year Services effective July 7 through August 3, 2011 at the cost of $1,225 per student. There is only one student enrolled at this time.

12. Approve an Educational Services Contract with Wesley Spectrum Services and Peters Township School District for Extended School Year Program effective June 27 – July 28 at a cost of $3,150 per student. There are seven students enrolled at this time.

13. Approve an agreement between Center for Hearing and Deaf Services, Inc., HDS and

Peters Township School District for the 2011-12 school year for interpreting services at a cost of $39/hour plus travel, not to exceed 1350 hours per year.

• Peggy Daniels of 327 Buffalo Ridge Dr asked about the signage for the Pleasant Valley

Field

• Mr. Solomon state that the signage is on list for this year. He will contact the Township for

any restrictions and it could include the school name.

• Mary Korsmeyer of 132 Highland Dr. requested a copy of the guidelines for the Pleasant

Valley Field usage and was directed to the website and to call the Administration office.

• Betty Kradel of 103 Clubview Drive thanked the Board for the budget process and requested

clarification on fees for the band, theatre and pep band. She also asked for clarification of

$215.00 maximum cost.

• Kathy Barnes of 111 Chestnut Court suggested that the Board revisit the admission fees to
