Do you have a Will?

If you pass away without a Will (dying intestate)your assets will be distributed according to a pre-determined formula, regardless of your wishes.

If your house is solely in your name, this could result inyour spouse having to move out of your home if they areunable to purchase it after your death.

If you have a Will, is it up to date? Some changes in your life have a large impact upon therelevance of your existing Will. These changes include, but are not limited to:

- your retirement;- your spouse passing away;- you buy, inherit, sell or give away assets;- your children becoming financiallyindependent.

If any significant life changes occur, it is important thatyou review your Will to make sure that it still accurately

reflects both your assets and your wishes. For example, did you know that getting married effectively cancelsyour existing Will but getting divorced or separated hasno effect?

No one wants to make the lives of their loved onesharder, especially at a time of mourning. Taking thetime to meet with an estate planning specialist to ensureeverything will be in order when you pass is one of thekindest things you can do for your family.

360Private, who earlier this year merged with localCoober Pedy firm Waters + Younger, specialise in estateplanning and through their association with 360PrivateLegal, can provide a comprehensive solution to yourestate planning needs from both a tax and legalperspective.

This is quite a unique advice offering and is availablethrough the Coober Pedy office.

RED CROSS

Country Cabinet is an initiative that sees thePremier and Cabinet Ministers visit three regionsper year until 2017. The Government aims to visitall regional council areas across South Australia

during this period.

Country Cabinet will continue in 2016, and the followingdates and locations have been confirmed:

28 February - 1 March: Port Augusta andNorthern Flinders Ranges

11-13 September: Tatiara, Southern Malleeand Karoonda East Murray

20-22 November: Whyalla, Coober Pedyand Roxby Downs

The scheduled visit to Anangu Pitjantjatjara YankunytjatjaraLands (APY Lands) from 1 - 3 May has been postponedat the request of the APY Executive Board.

Country Cabinet is more than simply a visit to a regionallocation. A series of events and meetings allow theGovernment to hear from local people about the mattersaffecting them and their communities.

Regional communities make a major contribution to SouthAustralia’s identity, quality of life and prosperity. Ourregions generate much of the state’s wealth, contributingmore than $20 billion towards our economy.

Building stronger regions is a priority for the SouthAustralian Government.

What happens at Country Cabinet?

At Country Cabinet, local residents have the opportunityto attend a community forum to share their ideas abouthow to make their region a more prosperous and thrivingplace. The agenda for each Country Cabinet is informedand driven by issues raised by the local community duringan extensive pre-engagement process.

The forum is usually held on a Sunday night and involvesa casual BBQ followed by a Q&A session with thecommunity and ministers.

The Premier and Cabinet Ministers also hold their cabinetmeeting in the region and attend a series of events andmeetings with key leaders and community organisationsin the area.

How does Country Cabinet help thecommunity?

The Government collates the feedback on the issues ithears during Country Cabinet, from events held duringthe visit, as well as from online issues raised by thecommunity through the YourSAy website.

The feedback is used to form an Issues Paper. The papergroups the issues and is placed on the YourSAy website, providing the regional community further chance toprovide comment.

Government agencies provide a response to the issuesthey are responsible for, and a report is released within90 days of Country Cabinet occurring in a region.

Young Offender Comesof Age

In the early hours of Friday 7th Octobertourist at a local Caravan Parks had theirproperty stolen. Unfortunately having lefttheir caravans unlocked, an opportunisticthief entered the caravans and stole a quantityof cash and a handbag.

Fortunately the handbag contained a GPStracking device which the owner hadpurchased some months previous. Policewere able to track the handbag and return allthe owners credit cards and personal items. The cash was not recovered.

Police then conducted a bail curfew checkon a known offender who has significantcriminal history relating to crimes ofdishonesty such as stealing and breaking intoresidences. Police discovered the male wasabsent from the address during the night. This was in contravention of his bailagreement.

In the afternoon, the same police patrollocated the male suspect in the street whoran from them. Despite police warning himthat running away would result in furthercharges he continued to run. Police laterlocated the male at his home address onHospital Road where he was arrested in thepresence of his family for Breaching Bail andHindering Police.

Checks revealed that the male was now anadult and had recently celebrated his 18thbirthday.

Due to his recidivist offending he wasdenied Police Bail. As a result he remainedin the police custody for the weekendand appeared in Court on Monday 10thOctober. He was further remanded incustody by the Court, to appear at a laterdate. He is currently cooling his heels inthe Port Augusta Prison.

Police remind all tourists and the generalpublic to be mindful of the security oftheir property. Remember to lock alldoors and windows and keep valuablesout of sight before heading to bed.

This was a busy night for police with, thieves also breaking into the Opal InnHotel, bottle shop the same night. Aquantity of liquor and cigarettes werestolen. A Crime Scene Investigatorattended and conducted an examinationof the area. Police have receivedinformation in relation to this offence withinvestigations currently ongoing. Anyfurther information from the public isappreciated.

On 6th October 2016 police receivednumerous calls regarding a group of malesdrinking alcohol on top of the UmoonaMine during the day. Police located a 27year old man from Mimili and issued hima General Expiation Notice totalling $250for drinking alcohol in Coober Pedy’s DryZone. The male was directed to leave thearea immediately however he had otherideas….

After blowing a police officer a kiss hedecided to drop his pants, exposing hisbare buttocks to the police and a numberof tourists attending the mine. He wassubsequently arrested and granted policebail with specific conditions not toconsume alcohol, be in 100metres ofUmoona Mine and to leave Coober Pedyin the following days. Instead ofcomplying with these conditions, the malehad other ideas….

Bottoms UpOn 12th October 2016 police observed thesame male drinking on top of Umoona Mineyet again. Police approached him but hedecided to walk off and hide in a car. Hewas subsequently located but then thoughtit was a good idea to lie about his identity. Itwasn’t. He was subsequently arrested forGiving False Details, Drinking in a Dry Zoneand Breaching Bail. The male applied forpolice bail however the police had otherideas……

The male was held overnight in policecustody to account for his behaviour bytelephone to the magistrate at Port AugustaCourt the following morning.

Port Augusta Magistrate’s Court made thedecision to grant him bail and give him onelast chance to leave Coober Pedy and returnto Mimili. Police will closely monitor hiscompliance.

In the early hours of Thursday 13th OctoberPolice were called to an attempted break-inat St Nicholas Street, and on arriving locatedtwo suspects who attempted to flee thescene. After a short foot chase

Police apprehended a 19 year old male fromCoober Pedy. He was charged withAttempted Serious Criminal Trespass. The19 year old was remanded in custody to thePort Augusta Goal and will next face Courtagain in a week’s time.

On Wednesday 12th October Policewere notified by a member of the

public of someone having wrappedthe Variable Message Sign (VMS)

trailer with plastic pallet wrap, covering the LED sign-board.

Police removed the offending plastic andhave retained it for examination. Thismessage sign is used to providecommunity messages. It is being usedto remind visitors to secure their effectsin light of break ins into caravans andvehicles.

Police are aware that there is somecontention among a minority of thecommunity, that reminding people to bemindful of their security and that of theirproperty is detrimental to the image ofCoober Pedy. Perhaps this was themotivation for this prank. This

contention is not supported by the anecdotalreports received by police indicating thattourist numbers in Coober Pedy increasedthis year.

Police frequently promote Coober Pedy ininteractions with tourists and talk to themabout their security. Tourists frequently talkto each other along the road about where tostop, where to eat, fuel prices andattractions. Social Media is also a buzz withforums discussing travel.

Tourists are generally well informed andknow what is happening in town throughthese forums. They predominately maketheir decisions on that basis. The use ofthis sign is on balance received as a positivestep by tourists. It demonstrates acommitment by police and the communityto their safety. Fortunately no damage wasdone with this prank. Investigations areongoing.

The second male has yet to be locatedand arrested.

Police remind members of the public tocall 131444 for Police assistance or 000in the case of emergency.

If anyone has any information of criminalmatters in and around Coober Pedy pleasecontact Crime-Stoppers on 1800 333 000or ring the Coober Pedy Police on86725056.

To the Editor:

Hello my name is Stacey Reynolds and I am travellingwith my carer Alex Kirkhope. We have been to Darwin(jeez it's hot up there) and have been on the road for thelast eight weeks. We arrived in Coober Pedy early inOctober to visit a few friends and to soak up some ofCoober Pedys true outback spirit.

Upon arriving in Coober Pedy we went to the MinersStore to get a much needed drink. We got out of thecampervan and were just about to enter the supermarketwhen a man (we’ll call him Jack) approached us. Helooked nice enough so we stopped and began to talk withhim. He asked us whether we were camping. We repliedto ‘Jack” and said yes we are camping mate, why’s that?He said I got a space ya can camp in for five dollars anight down near the Clothes Barn. We said, “Ok thanksmate”, and went into the supermarket as planned.

We decided to take ‘Jack’s’ advice as camping budgetsare tight. We went to the address he gave us but we wentto the wrong place. He said near the Clothes Barn not atit! Anyway we pulled up at the Clothes Barn and a chapstaggered up to the car complete with a bottle of beer. Hewas a bit under the weather. We then said, “Is this theplace with camping for $5 a night”. He said, “Nah love, you come to the wrong place; this is the overflow”. Hethen said, “I think the other place is full but you will haveto check with ‘Jack’. He runs the business. He said,“Follow me and he staggered up the road to take us to see‘Jack’.

‘Jack’ came out and said, “Hey guys ya made it.” Weasked if he had showers and he said, no he doesn't, besidesthat he is full and so is his overflow location. There wereabout 20-30 campers in total between the two propertiesmostly motor homes and big caravans. He then directedus to the free camping down along the creek bed. ‘Jack’then informed us that the police could not enforce the nocamping policy usually in place in Coober Pedy as he hadpermission from a local elder to allow people to campthere. He said the police would do a drive-by to ensureour safety. He then said nothing will happen down thereand that he could guarantee our safety.

None the wiser we went to the creek bed and stayed thatnight. There were two other caravans there, but we hadno toilet on board and there was none at the creek!!!Sorry Coober Pedy, but this is what you allow.

The next day we went to a local caravan park to see afriend there and the owner. We stayed in this park lasttime we were in Coober Pedy. It was clean, it had properfacilities, wheel-chair access, and we felt safe.

We wondered how the proper businesses felt with ‘Jack’undercutting the camping venues at $5 per night or free? The owner of the Park told us that the cheap venue waspermitted to have a small number of campers there, butmany of those campers come to the Park afterwards totry and use the washing machines, have a swim or usethe showers.

We told him we had stayed down near the creek bed.The park owner thought we needed to camp 15 kms eitherside of the town if we were outside of a proper campingfacility up here. He did not think that the police patrolledall night.

‘Jack’ had told us that without his free camping the CooberPedy’s tourism industry would die!

We do not mind paying to stay in a proper caravan parkas the appropriate facilities are provided and security, hygiene and sanitation are taken seriously.

It is my observation that legitimate caravan parks are re-quired to have insurances that provide a safety net foraccidents and emergencies and therefore must also com-ply with Occupational Health and Safety standards. Ialso figure that the legit businesses are paying their fairshare of taxes and all these costs are factored into thecharges. So I’m guessing that at $5.00 per night, (cash)there is less chance of being compliant, with no over-heads.

At this make-shift camping area, ‘near the Clothes Barn’,me and my carer were expected to use facilities that weresub standard. For ‘Jack to say he could guarantee oursafety is a farce, especially without any security measuresin place and I suspect inadequate or no insurances wasmisleading to say the least. If you hurt yourself in hisbackyard which is exactly what it was, then you wouldbe on your own and for what, $5?

My carer Alex and I believe this whole scenario is notright and upon purchasing a well known camping app wefound the make-shift facility advertised on the Internetand claiming to have showers, bbqs, toilets etc when thiswas not our experience (three locations). There were nolocks or cameras or anything to help ensure the safety(and privacy) of visitors. This whole experience left mewith a feeling that I cannot describe. It made me sick tomy stomach. In my opinion ‘Jack’s’ properties did notlook as if they would meet any of the modern day standardsthat are clearly in place elsewhere to protect the consumerand the business owner.

To anyone reading this, my advice is: Visitors Beware:book into one of the respectable caravan parks in townthat has your back covered.

Thank you for your time; peace love and happiness to all.

Why GinaRinehart is

sitting prettywith her bid

to buyS Kidman and

regional correspondentDominique Schwartz

Posted 10 Oct 2016, 6:15pm

Australia's wealthiest businesswoman GinaRinehart is doing in agriculture what she has donein mining: recognise an opportunity and play it for

the long haul.

And the chairman of Hancock Prospecting, who has beenactively building her cattle portfolio, has deep enoughpockets to do so.

Her $365 million joint bid for S Kidman and Co withChinese real estate conglomerate Shanghai CRED will endup costing closer to $400 million once any deal is doneand dusted, according to industry sources.

They said it was unlikely rival bidders would be able tobetter the offer made by Hancock-Shanghai's joint venturecompany, Australian Outback Beef (AOB).

If successful, AOB would deliver a controlling two-thirdsof the Kidman cattle empire to Hancock Prospecting, andjust one-third to its Chinese partner.

That switches the power balance from previous, unsuccessful bids for the pastoral giant.

What's more, the AOB offer would actually reduceKidman's current level of foreign ownership — understoodto be British family interests — by about 1 per cent.

A strident critic of foreign ownership of Australian assets,Senator Pauline Hanson has congratulated Mrs Rinehart.

"I would rather Australia have two-thirds in Kidman station, rather than the total ownership and control by the Chineseor any other foreign investor," she said.

The State Government is using Anti-Poverty Week (16 to 22 October) to

encourage vulnerable SouthAustralians to check whether they are

eligible for a concession.

There are a range of householdconcessions for eligible South Australians, including for the cost of living, energy, water and sewerage.

Older Australiansare becomingmore active

Older Australians have active social livesand are getting more exercise, accordingto new data from the Australian Bureau ofStatistics (ABS).

“The number of older Australians aged 65years and over who participated in exerciseor physical recreation increased from 44.5per cent in 2012 to 49.2 per cent in 2015,”said Justine Boland, ABS Program Managerof Health and Disability Statistics.

“This is great news, as we know an activeand social lifestyle is associated with betterhealth outcomes,” she said.

In 2015, there were an estimated 3.5million people over the age of 65,representing one in every seven people(15.1 per cent). This proportion hasincreased from 14.3 per cent in 2012 and13.3 per cent in 2009.

While the proportion of older Australianshas increased, the prevalence of disabilityamongst older people has decreased.

"In 2015, 50.7 per cent of older peoplewere living with disability, down from 52.7per cent in 2012,” said Ms Boland.

The proportion of all older Australians whoneeded assistance with at least one activityhas also decreased to 38.6 per cent in 2015,down from 41.9 per cent in 2012.

“These findings reveal a positive trend thatolder Australians are healthier, living longerwithout disability and are in less need ofassistance,” said Ms Boland.

South Australians are being asked toprovide their input into a comprehen-sive review of the laws that guide thedevelopment of the State’s mineral

resources industry.

The Leading Practice Review of MiningActs will enable South Australians, including industry, traditional and otherlandowners, regional communities andstakeholders, to play a key role in shapingimprovements to our world-leadingframework of mining laws.

This is the first stage of an extensiveconsultation process that will include a callfor public submissions through theyourSAy website, with Parliamentconsidering amendments in 2017.

The Leading Practice Review of the MiningAct, the Mines Works and Inspection Actand the Opal Mining Act will allow forthe modernisation of these laws to ensureSouth Australia stays a leader in adoptingmodern and efficient practices forexploration and mining activities.

Reform of the Acts will seek to:· Bring forward the economic and socialbenefits of the State’s mineral wealth forcitizens, landowners, traditional owners,mining communities, miners and miningservice providers;· Grow South Australian businesses anddrive increased investment andemployment by abolishing obsolete andcumbersome legislative processes inaccordance with the Premier’s Simplifyred-tape reduction process;· Provide a more flexible ‘One-Stop Shop’approach for mining project assessmentsand approval processes, to promote moreefficient and innovative exploration andmining operations in South Australia;

· Establish South Australia as a leading e-business practitioner in the world’s rapidlyevolving digital economy in line with thePremier’s Digital by Default Declaration;· Increase the efficiency of our leading-practice engagement, negotiation and courtprocesses so that there is greatertransparency, and so landowners andindustry have greater certainty, inaccordance with the Better TogetherPrinciples;· Implement flexible financial assurancemodels that maintain communityconfidence in mine closure andenvironmental rehabilitation performanceand outcomes;· Provide clear pathways for changes tooperations during the life of a mine so thatoperators can adopt new technologies andadapt to changing market conditions andcommunity expectations; and· Reinforce the existing leading practiceenvironmental protections offered under theMining Act 1971.Mineral Resources and Energy MinisterTom Koutsantonis said, “South Australiaalready has an international reputation forproviding a transparent, thorough andrigorous assessment process for the miningindustry.”

“Our expert regulators ensure communityand environment safety while at the sametime providing certainty to investors andlandowners.”

“But policy renewal is always important, and by doing this now South Australia willbe in the box seat to realise the enormousbenefits that will inevitably flow from thenext upswing in the commodities cycle.”

“Listening to the community throughcomprehensive consultation is a basicrequirement in ensuring any changes to ourmining laws reflect what is important toall stakeholders.”

Sadly the closure of the power station at PortAugusta and the Leigh Creek coal mine severely

impacted on the Leigh Creek Pistol Clubmembership hence the donation of the air pistol

shed and all the electric returning targets toCoober Pedy.

Coober Pedy Shooters Club would like to thank LeighCreek Pistol Cub for the kind donation of the air pistolshed and equipment.

Dale Price and John Di Donna travelled to Leigh Creek onThursday 29th October, with two cars and trailers andmet up with life member of the Coober Pedy ShootersClub, Royce Cooper to begin dismantling the air pistol shed.

By John Di Donna

On Saturday Allan Dawson and his wife Ngaire, bothlong time air pistol shooters at Leigh Creek Pistol Clubjoined us to dismantle the remainder of the shed.

I’m not sure where the Telstra 60 backup generators, and a number of portable satellite mobile towers weresetup during the power outage Hawker and Leigh Creekwas still without power and no phone service.

Leigh Creek was still without power and phone serviceuntil Sunday mid morning. Food/drinks were getting low. However by Monday the whole shed and equipmentwas fully loaded on the two trailers bound for its newlocation at Coober Pedy Shooters Club.

Over the next coming months the Air Pistol shed will beerected at the shooting club and be an inexpensive, enjoyable all weather events for young and old.

The sport shooting requires a great deal of dedication, concentration, consistency and above all else, practices. These attributes are just some of the life-skills all shootersincluding juniors may gain when they participate in sportsshooting.

The Coober Pedy Shooters Club focus on supervisionand safety creates a nurturing environment for allshooters to develop while also helping to build theirconfidence and social skills.

Ron and Joan Ayton had been married for two years whenthey decided to go off on an adventure. They thoughtthey would go to Western Australia but someone in PortAugusta said, “Why not go to Coober Pedy?” Driving aute and pulling a caravan, they arrived in Coober Pedy in1957. They took out miners rights and had a go at opalmining.

Soon after their arrival, they became involved in theProgress Association. Ron served as Treasurer and lateras Chairperson while Joan was the Secretary.

In 1959, the Progress Association decided that the townneeded a Community Hall. They raised funds by rafflinga motor car. With the money raised and voluntary labourthey built the Hall on Lot 6 now the empty block near theroundabout.

In February, 1960 the Education Department sent twoteachers Geoff Byrnes and Anatoly Waniarcha to startthe first school. They used the new Community Hall, which was a corrugated iron shed, unlined and partiallyconcreted. As no desks or gear had arrived, it wasfurnished only with packing cases for the first week.Ron and Joan boarded the teachers until a dugout becameavailable.

At this time, the water in the Underground Tank wasvery low. When Ron Loveday, a member of Parliament, came for a visit Ron and Joan pointed out the need foranother water source and drove him to Matheson’s bore,50 km north of town. Due to the Ayton’s initiative, itwas decided that the E&WS would cart water to CooberPedy until after the tank was cleaned and refilled by rain. The Progress Association organised the clean-up usingvolunteer labour with Yorke Hoists to remove the twofeet of mud and silt.

After 11 years, Ron and Joan left Coober Pedy in 1968 tobreed vealers and fat lambs in the South East of SouthAustralia

The number of people honoured bya street or road name is equalled

by the number of people, alsodeserving, who have not been

so honoured.

In 1961 the school was moved to a transportable buildingon the grounds where the school currently stands.

The Progress Association had been holding slide eveningsin the Community Hall which proved very popular. Nowthey decided to purchase a 15mm projector so they couldshow movies. The picture evenings in the Hall raisedmoney for the Progress Association. There were no ratesin those days. Power was loaned by way of a lead fromGeorge Marks’ shop opposite the Hall. In time, a secondprojector was purchased and installed with the originalone in a loft. This allowed projectionists continuousscreening as they could switch from one reel to the nextwithout a break.

The Progress Association next bought a 240-volt generatorto provide power and lights for the Hall. Pictures werescreened two nights each week.

A Medical Centre, one third funded by Progress and twothirds by government money was built at this time.

The next project was to build the Drive-in Picture theatre. In 1964, Ron and Joan went to the Andamooka Opal Fieldsto inspect the Drive-in there. The decision was made togo ahead and build a Drive-in Theatre so Ron and Joanwent to Adelaide to check out the projectors they wouldneed. A 35mm was purchased. After, the huge screenwas built with all voluntary labour and the housing forprojectors completed. This time they raffled a utility toraise the money Initially, they organised twice-a-weekscreenings with films sent from Adelaide. Everything ransmoothly with much voluntary labour on picture evenings.

Meanwhile Ron and Joan were mining opal. Remunerationfrom their Progress Association work wasn’t enough tolive on. Ron was a JP so he was kept busy with courtwork and the police. Their duties were varied to say theleast. Once, Ron and Bill McDougall had to quickly builda coffin for a recently deceased local. Joan sewed thebody bag. After that they made sure they had coffinsready in advance. The coffins were stored at the drive-in.

The Glendambo Gymkhana and family fun day washeld on Saturday the 8th of October. There were

Motorbike and Horse events for all ages as well asnovelty events also for the children and adults.

The weather was kind to us and we had over 250 peopleattend with over 60 competitors.

The day saw both horses and motorbikes compete(separately), with some excellent skills displayed in allevents.

Food was served all day followed by a roast dinner. TheBadlands played well into the balmy night with many hittingthe dance floor.
