Summer Heat ChallengesThe summer season is here and
we’ve had record high temperaturesagain in June reaching up to 122degrees. These excessive hightemperatures can be damaging tolandscape plants. Many of the plantscommonly used in our landscapes canbe harmed when temperaturesexceed 110 degrees.
Plants commonly found in desertlandscapes that are marginal duringsummer conditions (but not limited to)include those listed below.
Shrubs: Pittosporum sp., Nandina,Japanese Boxwood, Ligustrum,Carolina cherry, Japanese Blueberry,Hibiscus, Euonymus, Texas privet,Roses, Raphiolipis, Carissa
This is a partial list of plants that byand large have experienced damageor failure during excessively hot
summer months. Our landscapecompany is monitoring trees, shrubsand turf to assess increased stress onthese plants which can drasticallyaffect their survivability. Properirrigation and pruning are criticalduring stressful periods. Trees thatare in areas where turf was removedand the irrigation was modified will bemonitored for signs of decline due toinadequate water in their root zones.
During the summer months theamount of water allocated for turfareas by the Water Districts isinadequate to keep ryegrass alive. Inshade areas where the Bermuda doesnot grow because of inadequatesunlight one can expect to see baredirt during July, August, andSeptember.
High temperatures are not onlydangerous to plants but also forpeople. In temperatures over 110degrees work will slow down andstressful tasks limited. At 115 degreesor when it reaches an extreme risk,work is stopped for the safety oflandscape workers.
CVWD UpdateCVWD has approved its budget for
their fiscal year 2017/2018 withoutincreasing water rates. TheAssociation continues to closelymonitor water usage and tierallotments. CVWD increasedincentives for outdoor conservationprojects and increased rebates forreplacing grass with desert-
friendly/water-efficient landscape from$1 to $2 per square foot. The newchanges are effective July 1, 2017,through June 30, 2018, or as long asthe funds are available. TheLandscape Committee is reviewingcommon areas and offeringrecommendations for the Board’sapproval in an effort to take advantageof the rebates.
Annual Request forOwner’s Address
Please note that new Civil Codesection 4041 requires owners toprovide the following updatedinformation to the Association on anannual basis:
• The address or addresses towhich notices from theassociation are to be delivered.
• An alternate or secondaryaddress to which notices from theassociation are to be delivered.(This may be an email address ifyou complete the Going Greenform; or already have this form onfile with the Association.)
• The name and address of his orher legal representative, if any,including any person with powerof attorney or other person whocan be contacted in the event ofthe owner’s extended absencefrom the separate interest.
• Whether the separate interest isowner-occupied, is rented out, ifthe parcel is developed butvacant, or if the parcel isundeveloped land.

Time Warner/SpectrumSeasonal Hold
Did you know that Time Warneroffers a seasonal hold plan where aresident can place any additionalservices they have with TimeWarner/Spectrum (internet, phone,etc.) on “hold” while you are away forup to six months? By activating a“hold” on certain services,homeowners do not have to turn inequipment (modem, DVR box, etc.) toSpectrum during their time away = nostanding in line at the Spectrumservice center.
For example, if a resident placestheir internet service on the seasonalplan for four months, they will be billed$5.00 per month for those fourmonths. If they place internet andphone on seasonal hold, the chargewould be $10.00 per month ratherthan the regular monthly billing.
It is important to note that the
seasonal hold plan is only for servicesoutside of the bulk cable services thatare provided through the Association.However, if a resident placesadditional services on the seasonalplan, all services (including bulk cable)are disabled—It’s an all or noneprogram. Seasonal hold is limited tosix months or less.

Exterior Painting InformationIn this desert environment, our
painting professionals recommend thepainting of stucco every eight years,and exposed wood and metal everyfour years.
You may want to consider paintingyour home if you have not done sowithin this time frame. Regularpainting helps maintain the integrity ofthe building and preserves your homeand your neighborhood’s propertyvalues. The Association is in the processof transitioning the paintingmanufacturer for Fairways from DunnEdwards to Vista Paint. Vista Paint isstill transitioning all color palettes to itswebsite and we will share thatinformation, once available. For thoseSBAs the Association is responsible topaint, you will receive separatecorrespondence relative to your SBAspainting project.

Fall Color SelectedThe Fairways Landscape
Committee recommended a fall flowerselection of red and white petuniaswhich was approved by the Board atits April meeting. Flowers will beplanted in all common area and frontyard flower beds during the monthof October.
Pet RulesLeash Your Pets – Walking your
dog off a leash is against the LaQuinta City Code (10.28.010) and theFairways Rules and Regulations. It isalso a serious safety concern withinthe community. Please keep your petson leashes at all times when they areoutside of your home.
Pet Waste – Pet waste transmitsdisease. The Association has installedFido stations throughout thecommunity in order to assisthomeowners with the proper disposalof pet waste in trash containers.
In addition, several homeownershave raised concerns of neighborsallowing pets to relieve themselvesand leaving ‘Fido bags’ or pet waste inneighboring yards.
Please respect your neighbors andrefrain from using your neighbor’syards. The Association has severalcommon areas throughout theassociation which serve as nice areasfor dogs.
Schedule Palm Tree TrimmingAll Washingtonian Robusta
(Mexican Fan) Palms should betrimmed once per year during thesummer months. The FairwaysAssociation palms were trimmedduring the month of July.
It is important that you schedulethe trimming of the palm trees in yourarea that are not maintained by theAssociation, if you haven’t alreadydone so. If palms are not trimmed bythe end of September, homeownerswill begin to receive hearing noticesfrom the Association for maintenanceviolations.
As a reminder, any company thatyou use for tree trimming needs tohave the appropriate license andinsurance. Please verify this with thecontractor when scheduling the treetrimming.
Hedge Height RestrictionsDid you know the Fairways
Association has a maximum hedgeheight requirement? Please notethe following:
Maximum hedge height along partywall(s) between two (2) homes maynot exceed two feet (2') in heightabove the highest point of the existingwall. On the rear property line, hedgesshall not exceed thirty-six inches (36')in height. Where party walls do notexist, hedges shall not exceedthirty-six inches (36') in height.
Architectural Application,Review Process, And
Completion FormThe Association has noticed an
increase in architectural modificationsthroughout the Fairways. Whileenhancing the exterior of your home isappreciated, the Association wants toremind homeowners that there is anarchitectural application and approvalprocess in place that is required whenmodifying the exterior of your home.
When considering makingimprovements to the exterior of yourhome whether that includeslandscape, painting, rear or side yardchanges, you will need to complete anarchitectural application and submitthe application to the managementoffice for consideration by theAssociation’s Architectural ReviewCommittee.
Owners are urged to provideappropriate notice to the ArchitecturalCommittee as to the progress ofconstruction, reconstruction or thealteration of improvements particularlyin case of major construction,reconstruction or alterations. Requestsfor a compliance review should bemade upon completion of theapproved Architectural installations.

Trash Holiday ScheduleNOTICE: Monday is our normal
trash pickup day; however, due to theLabor Day holiday on Monday,September 4, 2017, trash will bepicked up on Tuesday,September 5, 2017.
Trash Compliance ReminderThe Association is on automated
trash pickup service; barrels to beused within the Association are limitedto 35-gallon or 64-gallon size barrelsprovided by the waste managementcompany. Individual bags that donot fit in the barrels are notacceptable to be left at the curb andwill not be picked up by the wastemanagement company, unless aspecial pickup is scheduled.
ATTENTION, RENTALS: Inaccordance with the Fairways Rules &Regulations, homeowners thatlease/rent their homes are required tohave “Behind the Gate” service. If yourent or lease your home within theFairways Association, please makesure your home is enrolled in thisprogram with Burrtec Waste at(760) 340-2113.
In accordance with the FairwaysRules & Regulations, containersshall not be put out prior to6:00 P.M. the day before pick-upand must be removed within 12hours after pickup.
