Association of Monterey Bay Area Governments Energy Watch ���

Contact: Elisabeth Russell, [email protected] and Steve Campbell, [email protected]

•  Serves PG&E’s municipal, schools, special district, nonprofit, hospitality, agricultural and residential customers.

•  Services include energy assessments and audits, Proposition 39 support, technical assistance, assistance accessing low or no-interest financing, benchmarking assistance, and development of and assisting with implementation of regional energy action strategies.

•  Services provided include the Government Partnership/Third Party (GP/3P) Direct Install program and the Moderate Income Direct Install (MIDI) program. AMBAG Energy Watch offers turn-key and customized energy efficiency solutions for city facilities.

local governments, and community-based energy service providers in the East Bay work together to provide innovative energy efficiency solutions for residents and businesses throughout Alameda and Contra Costa Counties.

•  Services provided include the SmartLights and BEST Commercial Direct Install Programs, the California Youth Energy Services Residential Direct Install Program and the Municipal Implementation Team (MIT) Program.

small and medium businesses.  •  Developed Fresno Power Loan to assist business owners with their

copayments on direct install measures.  •  Offers locally based energy efficiency seminars to expand the audience for

energy efficiency. •  Also focuses on local energy policies that promote energy efficiency practices

as well as improving local codes and standards. •  Services include the GP/3PDirect Install Program and the Moderate Income

Direct Install (MIDI) program. •  Home Energy Tune-Up: The first-ever regional energy efficiency program for

the Central Valley.  The program is now offered to customers living in Fresno, and Madera, Kings, Tulare, and Kern Counties.

Redwood Coast Energy Watch ���Contact: Matthew Marshall, [email protected]

•  Provides comprehensive energy management services and incentives through three main program elements.

•  The small business Direct Install program offers hard-to- reach, small businesses with turnkey services as well as project management by a RCEA energy specialist.

•  The Residential Program offers single-family homeowners no- cost energy assessments and installs a range of low-cost and no-cost measures while promoting PG&E’s residential rebate program.

•  Offers larger customers project management assistance with nonresidential retrofit projects.

•  Services provided include the Small Business Energy Efficiency Program, a Residential Direct Install program, a nonprofit Energy Efficiency Program, and a Public Agency Energy Efficiency Program.

San Francisco Energy Watch ���Contact: Jennifer Wang, [email protected]

•  Since 2006, more than 6,100 commercial and multifamily property owners in San Francisco have made energy efficiency improvements using the SFEW program. 

•  Small Business Direct Install program: provides complete turnkey services to this hard-to reach sector. Department staff conduct energy assessments, manage contractors, inspect projects and authorize incentive payments.

•  Commercial Plus and Multifamily Plus Programs: where staff work with property owners or contactors doing the construction on these properties to provide technical assistance and quality control.  

•  Together, this suite of SFEW programs has paid close to $20 million in incentives to date.

Wright, [email protected] •  Delivers a comprehensive portfolio of energy efficiency

services to public agencies, nonprofits, small businesses, schools, and residential customers.

•  Services include direct install programs for lighting and refrigeration measures, audits, benchmarking, the GP/3P Direct Install program and MIDI.

•  SMCEW also offers technical assistance for more complex energy efficiency projects through PG&E’s Customized Retrofit program, and energy efficiency training, education workshops, and classes.

•  Provides comprehensive, sustained technical services to municipal, nonprofit, and small business customers.

•  SNEW’s Commercial program includes the Energy Watch Tune-up Program to help businesses save energy and money by providing a comprehensive energy assessment, delivering money-saving measures, and connecting businesses with other energy saving opportunities.

•  The Energy Watch municipal program offers assistance with benchmarking and energy assessments of government facilities and provides low-cost energy efficiency equipment.

•  SNEW also offers climate and energy planning assistance to reduce community energy usage.

•  Services include the small commercial Direct Install program and the GP/3P Direct Install program.

•  Provides targeted energy efficiency education, outreach, energy savings delivery, and overall energy program coordination in Santa Clara County.

•  Works closely with local stakeholders and third party providers to augment the success of regional programs through enhanced coordination and outreach, and ensure that targeted customers take advantage of the broad range of audits, rebates, benchmarking, and energy efficiency training, education workshops, and classes.

•  Services provided include the GP/3P Direct Install program and the MIDI program.

programs that target municipalities, small and medium businesses, and nonprofits. 

•  The first three years of the program were heavily focused on upgrading municipal facilities. 

•  For the 14-15 cycle SCEW is marketing program services heavily to small and medium business with some success.  

•  Services provided include the GP/3P Direct Install program, a MIDI program (contracted through RHA), and a Water/Energy Nexus pilot.

Northern San Joaquin Valley���Contact: Bryce Dias, [email protected]

•  The Great Valley Center provides technical assistance, tools and training to assist Central Valley area local governments with their climate planning, specifically, development of GHG emissions inventories.

•  Services include tool kit, GHG emissions data, technical assistance, and training and information-sharing. In 2013, GVC offered a first-ever forum on energy efficiency and economic development for local governments in the Valley.

•  GVC also successfully launched the Agricultural Energy Efficiency (AgEE) intern program, selecting seven students from local Community Colleges, CSU’s and State universities to participate in a program which educates and provides technical assistance to local farmers on energy efficient solutions that may help to reduce energy costs, improve sustainable practices, and build capacity within Central Valley communities. 

•  The program now includes outreach to small/medium business customers as well. The third cohort was just started in May, kicking off an expansion to Fresno. The 2nd and 3rd cohorts bring the total to 20 interns trained to conduct energy efficiency outreach.

Valley Innovative Energy Watch ���Contact: Sarah Farell, [email protected] and Courtney

Kalashian, [email protected] •  Partnership with PG&E, SCE and SCG serving the counties of Kings and Tulare in the San

Joaquin Valley. •  Focuses on achieving municipal energy savings utilizing tools such as the Energy Star

Portfolio Manager for energy benchmarking, utility audits, project management assistance, and PG&E's energy assessment and direct install program.

•  Through the IOU program design, the partnership is able to encourage energy savings by offering financial incentives.

•  Provides education and conducts outreach at community events and municipal training programs.

•  Piloted a municipal energy reduction competition in the City of Visalia (Battle of the Buildings) which saved the city in overall energy costs and engaged multiple levels of city personnel in energy saving activities.

•  Worked with other partnerships to implement a rural community outreach program which engaged county services, energy related partners in the community and residents in a celebration of community and energy efficiency awareness.

•  The program generates energy savings through identification of municipal EE projects and also provides education, training, and marketing and outreach.

•  Cities complete retrofits of their own facilities and conduct community sweeps as well as outreach to residential and business communities to increase participation in core programs.

•  Acts as a portal for other demand side management offerings including Low Income, CARE, Demand Response, Self-Generation, and California Solar Initiative programs.

•  Provides energy information to all market segments, identifies projects for municipal retrofits, and funnels customers to existing SCE core EE programs.

•  Includes strategic plan activities such as climate action planning, code compliance, reach codes developments and other strategic plan initiatives.

San Luis Obispo County Energy Watch/San Luis Obispo County Partnership ���

•  Provides energy services to qualifying residences, businesses, and municipal facilities throughout the County. 

•  Promote the Energy Upgrade California Program and emPower Program services. •  Staff works with SMB customers using their Direct Install Program. •  Running an Energy Challenge to get all Community Service District benchmarked,

audited, and a 10 Strategic Energy Plan developed. •  Assists with Climate Action Plan implementation and monitoring. •  Have held six community Energy Challenges to raise awareness regarding EE programs

for residents and SMB customers. •  Have held Title 24, HVAC, Prop 39, and benchmarking training. •  Will hold Energy Event with 18 local agencies and organizations, includes the

LA Co IOU Partnership Narrative���Contact: Ron Mohr, [email protected] and Howard

Choy, [email protected] •  Supports the energy reduction and environmental initiatives described in the

Los Angeles County Energy and Environmental Plan, adopted in 2008, and the objectives of the CLTEESP.

•  EE projects are focused on County owned facilities and consisted of lighting, HVAC, Retro-Commissioning, Steam Boilers, and Savings- By-Design new construction projects at each of the 38 County departments served by Energy Management.

•  Additional efforts with the County Office of Sustainability include program management for the Southern California Regional Energy Network, Home Energy Upgrade Program, and Strategic Plan Solicitation activities that expand the County’s Enterprise Energy Management Information System (EEMIS), allowing LA County to receive participating City data for analysis to help the city to better manage their energy usage and support the identification of EE opportunities.

Riverside Co Partnership Narrative���Contact: Janet Purchase, [email protected]

•  Intended to assist the County in achieving its green policy initiatives and formulate an integrated approach to EE.

•  This collaborative effort aims to build an infrastructure that efficiently delivers cost-effective EE projects to reduce the “carbon footprint” created by County facilities.

•  Through 2013, the County had over $300,000 in their Energy Conservation Fund, the mechanism by which the County primarily funds EE retrofit and retro-commissioning projects.

•  The Riverside County Regional Medical Center (RCRMC) issued a directive to implement identified EE projects with a payback period of one year or less.

•  In addition, the County continued to participate in the Savings-by-Design (SBD) program for most of their construction projects county-wide.

•  Provides technical assistance to the 15 municipal members through its Environmental Services Center through activities such as audits, advice and provide assistance in completing SCE/SCG rebate and incentive applications. 

•  Unique due to additional funding partners in water, sanitation and transportation to help provide marketing, outreach, education, training and community sweeps to connect the community with opportunities to save water, energy, money and the environment. 

•  Over 150 community events held annually including promotion of the Gas Company Residential Energy Efficiency kit program, and holiday light exchange.

•  Engaged in strategic planning activities that include Energy and Climate Action Plans, Enterprise Energy Management Information Systems, and Water and Energy Savings.

Ventura County Energy Leader Partnership/ Ventura County Partnership ���

Brooks, [email protected] •  Supports strategic planning efforts for nine cities, the County, School,

Community College and Special Districts. •  One of VCREA’s goals is to develop and implement energy action plans

with interest to support stronger codes and standards, which align with statewide energy efficiency goals for long term sustainability.

•  Responsible for the day-to-day operations of a local energy efficiency clearinghouse office, website, training seminars, benchmarking, project identification, and technical project support.

•  Provides residential and small business utility customers with a direct link to dozens of energy rebates, financing, training workshops, and customer programs.

Community Energy Leader Partnership/Community Energy Partnership ���

•  Members work in collaboration to deliver energy savings in municipal facilities and create EE awareness among multiple market segments, including municipal, residential, and non-residential. The program initiatives also include an emphasis on activities that support the California Long Term Energy Efficiency Strategic Plan, and coordination of utility core programs to Partner city communities.

•  The partnership completed projects with kWh, kW, and therm savings and provided support for cities applying for IOU incentive and rebate programs and benchmarking major facilities to identify under-performing facilities. The CEP also assisted cities in offering trainings for city staff on EE. These efforts helped to identify a strong pipeline of EE projects with a majority of those installation dates targeted for implementation before year end 2014.

•  Other tasks completed by the partnership included the distribution of information regarding the following programs: Energy Advisor, Manufactured Home Program, Energy Savings Assistance Program, and the Summer Discount Plan.  It also developed E-blasts and newsletters for local governments to keep them informed about utility core programs and incentives, professional development opportunities, partner city accomplishments, and other pertinent information.

Orange County Cities Energy Leader Partnership/Orange County Partnership ���

Contact: Scott Miller, [email protected] •  Completed a water pump project in the city of Newport Beach, RCx projects at

the Huntington Beach Civic Center, and a library in the City of Huntington Beach. •  Other projects completed in the City of Huntington Beach included engine

rehabilitation, equipment replacement, and irrigation control projects. •  HVAC retrofit projects in the City of Fountain Valley and a chiller retrofit in the

City of Huntington Beach were also completed and resulted in significant energy savings.

•  Other Partnership activities included conducting community events that emphasized EE and hosting information booths at community events.

•  Supported Core Program coordination by providing information and assistance to cities interested in promoting EE, including third party programs, to commercial businesses. In addition, the Partnership coordinated training education and outreach to the local governments, non-residential and residential customers.

•  It recently completed training in LEED and Cal Green Certifications for staff at the City of Newport Beach on an embedded strategic plan menu item.

Desert Cities Partnership Katie Barrows, [email protected]

•  Focused on installing measurable, persistent EE and conservation devices for the benefit of the cities, their constituencies.

•  Partnership established energy savings goals through city-identified projects, funded by partnership incentives and technical incentives.

•  The partnership funds community education, marketing and outreach efforts to create awareness and connect residents and businsses with info to take energy actions.

•  Partnership conducted trainings to cities on Reach Code, Title 24, and Climate Action Plans to promote strategic planning activities.

•  Worked with CVAG to educate cities on the benefits of reach code and the effect the code can have on the cities.

•  Integrated energy audit of the Agua Caliente Spa and Casino

•  Municipal facility efficiency improvements: Conversion of over 3,900 street lights to LED technologies, adaptive street light controls demonstration project, HVAG upgrade project

•  Strengthened building energy codes and inspections: Sustainable Communities program enabled city to provide training to staff, developers, and contractors on T24 compliance, energy technologies and energy efficiency rebate programs.

•  Energy- saving development planning and design: Created a new “Climate Neighbors” tool based on the LEED-ND rating system to better integrate and quantify energy efficiency at the neighborhood scale.

•  Community-based energy conservation education and facility evaluations: Over 600 business energy evaluations annually through the Free Resource and Energy Business Evaluation (FREBE) program, which provide referrals for SDG&E’s Small Business Direct Install services, over 160 residential energy and water check-up evaluations annually, which provide leads for SDG&E’s core and 3rd party residential EE programs, initiated establishment of residential and commercial PACE, hard to reach outreach through Empower hour (youth), library energy lounges (seniors and others) and the Green Homes for All (low-income), and working with public health officials and community groups to identify opportunities to integrate EE into public messaging, services and infrastructure as part of their “Healthy Chula Vista” initiative.

•  Regional Collaborations: Chula Vista launched the “South Bay Energy Action Collaborative” to provide technical and program peer support and , and community outreach to smaller neighboring cities in order to catalyze energy efficiency initiatives in their communities. Has served as one of the jurisdictional leads for the San Diego Regional Energy Partnership and its efforts to provide Climate Action Plan implementation support, foster Energy Upgrade California market transformation, and facilitate municipal retrofits.

Linda Giannelli Pratt, [email protected] •  Street lighting retrofit project: Began in 2010 and completed in 2013, replacing 35,000 sodium vapor

streetlights to broad-spectrum induction lighting.

•  Adaptive Control Post Top Pedestrian Street light Project: Completed 3000 installations of LED lighting in fixtures, resulting in 250,000 kWh saved annually. Adaptive Controls provide additional energy saving and “Smart Street lighting” opportunities.  The Balboa Park color wash project will provide 56% power reduction of outdoor building lighting. The Project provides color wash on key building facades throughout the Park to enhance the evening experience. 

•  The City has approximately 700 buildings, and has been very active with facility energy assessments since 2006. In 2013, a comprehensive assessment was completed for 30 smaller facilities and from that, significant savings are projected. In 2014, 29 larger facilities are in the process of an ASHRAE Level 2 assessment, with much greater energy savings anticipated. 

•  Community education and outreach: The 10,000 City employees had the opportunity to participate in computer-based training focused on energy and water conservation and paper reduction.

•  Outreach for the revised Climate Action Plan: The plan includes many energy efficiency options, the plan received significant public attention. 

•  The City is working with Business Improvement Districts to cultivate the Green Business Network.

•  Savings and education program designed to deliver net energy savings, peak demand savings and sustained efficiency through the implementation of both internal and external energy efficiency education and outreach programs, community based energy efficiency implementation programs and implementation projects at County facilities. 

•  Has undertaken energy retrofit projects using SDG&E On-Bill Financing (OBF) and EEBR and EEBI rebate programs; retrocomissioning projects; completed a water/energy nexus water conservation project at the Vista Detention Center; adopted a Strategic Energy Plan; completed a county operations greenhouse gas inventory; uploaded all county facilities larger than 20,000 gross square feet into the EPA’s Energy Star Portfolio Manager; commenced solicitation for the County’s first Zero Net Energy building; completed 2 Savings by Design construction projects; Commenced form-based code preparation; conducted seasonal Energy Saving Adventures education programs for teens through the RecXplorers program; presented “Energy Efficiency Best Management Practice” at the Department of Energy’s Solar Decathlon for energy Saving Adventures program; initiated and attended monthly County Sustainability Team meetings.

•  Maximizing energy efficiency on Port tidelands and providing tenants, staff, and the public the tools to make a positive impact and increase energy efficiency.

•  The Port’s Partnership components include energy efficiency education and outreach, implementation of strategies that will contribute to the Climate Action Plan (CAP), once adopted, encouraging energy efficient Port operations, education and outreach to businesses within the Port’s jurisdiction through the Green Business Network, and regional initiatives through the San Diego Regional Energy Partnership.

•  The most notable 2013 success was the adoption of the Port’s Climate Action Plan (Plan) by the Board of Port Commissioners (Board).

•  The Port made significant progress on energy efficiency upgrades to Port facilities and equipment. The Port released a request for bids to retrofit more than 300 streetlights with LEDs in October 2013.

•  Energy Roadmap Program: Offers local jurisdictions assistance in making their buildings and processes energy efficient, implementing state energy codes through access to training and workshops, and being a conduit to their constituents on available efficiency programs that help reduce energy bills and environmental impact of the community as a whole.

–  Provides free energy assessments, energy planning support, and online tools to monitor electricity, natural gas and transportation fuel use.

–  All municipal sites that can be benchmarked are using EPA Portfolio Manager and California End Use Survey (CEUS) for electricity and natural gas.

–  Provides access to experts that can assist jurisdictions in taking the next steps to implement building improvements, petroleum reduction measures, planning measures, and community outreach.

–  Each participating jurisdiction receives a customized Energy Roadmap that offers a detailed, comprehensive framework for saving energy at City government operations and in the community.

–  Each Energy Roadmap is consistent with the California Long Term Energy Efficiency Strategic Plan; SANDAG’s Regional Energy and Climate Strategies; and the 2050 Regional Transportation Plan and Sustainable Communities Strategy.

Balboa Park Cultural Partnership ���Contact: Jessica Rinaman [email protected] and

Kelly Hagarty, [email protected] •  Goal to LEED certify 10 buildings in Balboa Park by achieving 7 more LEED

certifications for the 2015 Centennial Celebration. These certifications are made possible because of the 6 years of energy efficiency work in Balboa Park.

•  Balboa Park Green Team: Comprised of employees from multiple institutions and disciplines within Balboa Park to help create a Sustainability and Energy Management Action Plan. With the help of San Diego State University students, we are transforming this action plan into a roadmap for our member institutions.  

•  Sustainability and Energy Efficiency Guidebook: Will be disseminated to our member institutions. We have educated 196 community members with a series of behind-the-scenes tours through our Walk About program.

•  Employee Lighting Fair: Over 900 LED light bulbs purchased, saving our staff and volunteers $109,348 in home electricity costs!

•  BPSP drives the facility directors’ monthly meeting discussions on energy efficiency topics, which lead to project implementation and energy savings.

•  Balboa Park Sustainability Showcase event: Will include a first-ever Sustainability Fundraiser to help leverage more projects within our institutions.

•  WaterSmart Program: Builds on the water budgeting methodology successfully demonstrated through the Managed Landscape Pilot Program. The program engages landscape contractors qualified through the California Landscape Contractor’s Association’s Water Management Certification Program to identify and recruit prospective sites, which exhibit a high potential for water savings.

•  Leak Loss Detection Program: Will save water and embedded energy through top-down water audits of retail water agency distribution systems. Water audits are available at no cost to the Water Authority’s member agencies.

•  Detention Facility Retrofits program at the Vista Detention Facility: Will save water and embedded energy through the installation of water-efficient devices, including electronic flush valves, low-flow showerheads, and aerators.
