I have always emphasized that my vision for the science and technology sector is tohave an S&T community that not only promotes competence and enhances competitiveness,but also has a social conscience to help the poor and the disadvantaged in Philippinesociety.
To help achieve this vision, the DOST's various attached agencies startedimplementing in 1999 six high priority flagship programs and other continuing projects thataim to help our country achieve economic efficiency, social equity and environmentalintegrity.
Nuclear science and technology is one of the most potent tools that could be utilizedto improve the quality of life of Filipinos who live in an era characterized by rapidtechnological changes and fast-changing social, economic and political environment.
Accordingly, I would like to commend the Philippine Nuclear Research Institute(PNRI) for effectively making use of its available resources to promote the contributions ofnuclear science and technology in the context of the Department's vision for the scienceand technology sector. The PNRI's Annual Report for 1999 illustrates how the varioussectors of society can benefit from nuclear scientific research and development studiesand services of the Institute, especially in the areas of agriculture, health and medicine,industry and the environment.

At the threshold of the 21st century, the Philippine Nuclear Research Institute (PNRI)continued to position herself to assure the relevance and sustainability of the NationalNuclear S&T Program against the backdrop of increased competition for the dwindlingresources, from both international and local sources, to support the programmed activities.
I take pride in the achievements the PNRI posted in 1999 in the areas of nuclearresearch and development, nuclear services, regulatory control of radioactive materials aswell as in the widening of the base of nuclear science and technology users and acceptors.These achievements became possible because of the committed efforts of the PNRI staff toachieve the goals we have targeted. Our annual report elucidates on these achievements.
While we take cognizance of what has been accomplished, we are faced with thereality that a paradigm shift vis-a-vis the government as the traditional sole source ofsupport for nuclear institutions is emerging. It is increasingly recognized that nuclearinstitutions, and perhaps other science and technology institutions as well, have to movetowards self-reliance. Rather than take this as an obstacle to the fulfillment of our mandatedresponsibilities, we should take this as a challenge and opportunity to widen our clienteleand in doing so give even more substance to our vision to be an institution of excellencepropelled by a dynamic and committed workforce in the mainstream of national development.

On Comprehensive Program to Enhance Technology
Enterprise (COMPETE) • This year, the PNRI developeda novel product from carrageenan and a special polymerusing radiation crosslinking technology. This product,called carrageenan-PVP hydrogel, can be used as dressingfor burns and wounds.
On Comprehensive S&T Program for Mindanao • The
Philippine Seedboard has approved in March 1999 theSigadis Milagrosa radiation-induced mutant rice varietydeveloped through the collaborative mutation breedingproject of PNRI and Philippine Rice Research Institute.PNRI's mutation breeding studies have also beensuccessful in developing new varieties of foliageornamentals such as the kamuning plant (Murraya
exotica) and "corn" plant (Dracaenasanderiana). Crop varieties improved
, at PNRI could be brought to\ Mindanao for field testing and
transfer of technology.
Strengthening and Sharpening Focusof Continuing Programs
On Nuclear Research, Technology Development and
Applications • The Institute has developed the capabilityto do gamma column scanning, a nuclear technique that
can locate mechanical damage in process vessels withoutinterrupting normal plant operations. PNRI hasdemonstrated this capability at Petron Refinery. Acollaborative study between PNRI and the Bureau ofSoils and Water Management on soil fertility on lowlandrice in San Ildefonso, Bulacan has resulted to 50% savingsfor farmers and reduced pollution of the waterways.
The PNRI has actively participated in the UNDP/IAEA/RCA* Project on Better Management of theEnvironment, Natural Resources and Industrial GrowthThrough Isotopes and Radiation Technology. The projectconsists of subprojects on current regional concerns, e.g.,access to clean drinking water; marine pollution,including red tide; air pollution; electronic networking;and clean and efficient technologies. The Philippines,through the PNRI, is the lead country for the Subprojecton Access to Clean Drinking Water. PNRI likewisespearheaded the compilation of Asia-Pacific marineradioactivity database under this project.
The Philippines, as an expression of its commitmentto deter nuclear weapons testing, will host one of 80radionuclide stations worldwide as part of the verificationregime of the Comprehensive Nuclear Test Ban TreatyOrganization (CTBTO). It will also operate the NationalData Center which is linked by VSAT (Very SmallAperture Terminal) to the CTBTO headquarters inVienna, Austria where radionuclide and seismic data fromother stations in the world can be accessed. Bothinternational and local data will also be useful inmonitoring any increases in environmental radioactivityin the Philippines. The site survey for the radionuclidestation was performed by local experts instead of foreignexperts assigned by CTBTO.

Develoment and Training Related to Nuclear Science and Technology for Asia and the Pacific
On Nuclear and Allied Services * To encourage andwiden the safe use of nuclear technology in various fields,the PNRI continued to extend specialized nuclear andallied services to various sectors such as in industry,business, health, government and the academe. This year,a 48.9 percent increase over last year's data was noted inthe total number of samples irradiated at PNRI'sirradiation facilities. The samples were irradiated forsterilization, microbial decontamination and researchpurposes. Different radiation protection services wereprovided to various clients. Other services includedsupply/dispensing of Iodine-131 for diagnosis andtreatment of patients with thyroid disorders, conduct of27 training courses which benefited 427 clients, analysisof different samples using nuclear-based analyticaltechniques and provision of library and nuclearinformation services.
On Nuclear Safety and Regulations " To fulfill the
PNRI's mandate of ensuring safety in the use ofradioactive materials in the country, the Institutecontinued to enforce nuclear regulations through itslicensing, inspection, safeguards and radiological impactassessment activities. The PNRI also developedregulations, standards, guides and bulletins to streamlinethe Institute's regulatory functions and to enhance safetyin the use of nuclear materials. This year, PNRI completedthe Code of PNRI Regulations (CPR) Part 16, "Licensesfor the Use of Sealed Sources Contained in IndustrialDevices", which was published in the Official Gazette inAugust 1999.
The 51 spent (or used) nuclear fuel assemblies fromthe Philippine Research Reactor were shipped back tothe United States on March 14, 1999. The cost-free
shipment was stipulated under acontract signed between PNRI andthe U.S. Department of Energy(DOE). The U.S. DOE expertsinvolved in the operation especially
noted the technical know-how of thePNRI's reactor group for such delicate
and complicated operation, thus,enabling the seven-day operation to proceed
safely and successfully. The agreement for the cost-freetransfer of the spent fuels to the United States governmentsolved the Philippines' long-term storage and disposalproblem of the spent fuels. The security of the spent fuelsis a government commitment under the Nuclear Non-Proliferation Treaty.
Improvement of SST Governance,Management and Linkages
Human Resources Development
Linkages with international organizations and localcounterparts were strengthened. PNRI availed of sixtechnical cooperation projects, 18 research contracts andthe services of 37 experts/missions. Ten meetings,seminars/workshops and a symposium were also hostedby PNRI, in cooperation with DOST and other agencies,as part of these collaborative efforts.
Human resources development in the nuclear fieldwas also emphasized. PNRI and non-PNRI personnelavailed of 127 fellowship grants through the Institute'svarious linkages with international organizations andnuclear science and technology institutions in othercountries. PNRI employees parti-cipated in 45 localKconducted training,seminars, workshopsand meetings.

High Technology Materials Development
PNRI's R&D program on high technology materials is composed of two components:the preparation of ferrimagnetic materials and the setting-up of analytical facilities fortheir characterization. This year, studies were focused on the microwave frequencyferrites that have potential applications in the communications, electronics, electrical

and electro-mechanical industries. PNRI's Applied Physics Research group preparedferrimagnetic iron garnets (Dy3Fe5xMxO12 M=Al, SiandCrandx=0.5,0.75 and 1.0)using conventional ceramics technology. X-ray diffraction results confirmed the desiredgarnet structure while the electromagnetic properties were measured by MossbauerEffect Spectrometry.
To support the country's efforts in materials research development, PNRI continuouslyupgrades and sets-up new facilities and develops analytical tools needed by itsresearchers. These facilities have been made available to the academe and privateindustries. The X-ray Diffraction (XRD) facility used for characterizing samples suchas ferrimagnetic materials and for analyzing various samples has been upgraded. Severalanalytical softwares for crystal structure analyses were developed and/or adapted forlocal use. The use of the Total Reflection X-ray Fluorescence (TXRF) Spectrometerhad been extended to surface analyses and thickness determination of thin films.Thenormal application of the TXRF is for the analysis of trace elements in various types ofsamples such as water and carrageenan.
Radiation Studies ofGarrageenan
The PNRI has been conducting studiesto explore the potentials of carrageen infor non-food applications. Through tluuse of radiation crosslinking technolog\PNRI researchers have successfully pt tpared hydrogels from carrageenan andpolyvinyl pyrrolidone (PVP), a watusoluble polymer. These Vryclrogels canbe used as dressing for burns andwounds. Clinical tests of thePNRI-dcveloped hydrogels on 20patients of the Burn Unit of theHP-Philippine General Hospitalshowed that the PNRI gel com-pared favorably with commer-cially available imported hydro-colloids for burn dressings. Acommercial dressing with the size of20 cm x 20 cm costs about twenty timesmore than the PNRI-developed hydro-gel of the same size.
PNRI chemists and agriculturists areevaluating the use of irradiated carrag-eenan as a plant growth promoter. Whensolutions of the irradiated carrageenans(kappa and iota) were mixed with thegrowth medium for rice seedlings underhydrophonic (soilless) conditions, stimu-lation of growth was observed. The maxi-mum percent weight gain obtained inrice seedlings was observed with kappacarrageenan irradiated at 100 kGy.
PNRI is currently undertaking studieson other non-food applications ofcarrageenan.

Establishment of aCommercial GammaIrradiation Facility
The Institute has set up a pilot scalemultipurpose irradiation facility in 1989to demonstrate the feasibility of radiationtechnology in sterilization of medicalproducts, preservation of food andagricultural products, and otherapplications. This has opened the doorfor local industries to become aware ofthe technology and to try this for theirproducts.
PNRI uses gamma rays from a cobalt-60source to irradiate various products. Thistechnology eliminates the use ofchemical fumigants, therefore, nochemical residues are retained in theirradiated products or materials. Atpresent, the PNRI, the National Deve-lopment Company and the private sectorare keenly working together to pursuethe construction of a commercial-scaleirradiation facility to meet the presentand future demand of industry andpromote wider application of cleantechnologies with the use of radiation.
Upgrading of SugarcaneWastes Using Radiation
Under a UNDP/IAEA/RCA project, thePNRI has started to undertake studieson upgrading sugarcane wastes(bagasse) using radiation and fer-mentation processes as a contribution towaste minimization in processingindustries.The upgraded wastes will beused as substrate in mushroom pro-duction and as ruminant feeds.
Initial results showed that radiation dosesof 15 to 20 kGy were found sufficient forpasteurization and microbial deconta-mination of the bagasse samples. Resultsalso showed that the irradiated bagasseis favorable to mushroom growth afteran incubation period of one month.
Pollution-Related Studies
Using X-ray Fluorescence Spectrometry,the PNRI was able to generatemultielement databases for air parti-culate composition in three samplingstations in Metro Manila. PNRI analyzeddata from the Manila Observatory inAteneo de Manila University using thePositive Matrix Factorization. Thisallowed estimation of contributions frommajor pollutant sources in the fine(PM2.5) fraction such as motor vehicles,fuel oil burning, tricycles as well as the
coarse (PM2.5-10) fraction, namely, soil,sea salt, motor vehicles, tricycles and fueloil burning. The data obtained from thisstudy, particularly the lead concen-trations of Metro Manila ambient air, canbe accessed on the Internet via theofficial website of the ImplementingRules and Regulations of the Clean AirAct (http://www.hangin.org).

Organization
In 1999, the PNRI SSDL and the RHS-DOH SSDL jointly conducted anextensive performance evaluation of sixcobalt-60 and two medical linearaccelerators/teletherapy facilities used inthe treatment of cancer. These SSDLsperformed full calibration of unitsmeeting the performance criteria.Results of these measurements weresubmitted to the regulatory authoritiesfor their evaluation. The two SSDLs alsoconducted intercomparison measure-ments of their secondary standards toensure the reliability and accuracy oftheir measurements.
The PNRI-SSDL is a member of theIAEA/World Health Organization SSDLNetwork. This year, it became a memberof the Asia Pacific Metrology Program,specifically in the Technical Committeeon Ionizing Radiation which is tasked toimprove and ensure overall accuracy andreliability of dose measurements. Underthis program, member countries will havethe opportunity to compare sources andinstruments according to standards ofthe Bureau of International Pounds andMeasures. Member countries will also beassisted in applying for accreditation inthe future.

Radiation Sterilization ofAmnion Membranes
This year, a total of 950 pieces of amnionmembranes (obtained from humanplacentas) were collected from theCapitol Medical Center and thenprocessed and sterilized by gammaradiation at PNRI. The human amnionswere screened for HIV at the Bureau ofResearch Laboratories and for hepatitisat PNRI laboratory. The radiation-sterilized amnions were successfully usedto treat 80 patients, 55 of whom werebedsore patients. Results indicated asignificant increase in the healing rate
of bedsore wounds treated with sterilizedamnions as compared with the use ofconventional method (gauze withantibiotics) of dressing.
Preparation of RIA Kitsfor Hepatitis-B Screening
PNRI completed additional trials for thepreparation of radioimmunoassay (RIA)kits for the detection of hepatitis-Bantigen and hepatitis-B antibody. TheInstitute produced these RIA kits usinglocally-available components. Bloodsamples from the Philippine NationalRed Cross were tested for hepatitis-Busing these kits. PNRI provided hepatitis-B RIA kits to the Nuclear MedicineResearch Laboratory of the PhilippineGeneral Hospital. The performance ofPNRI-produced RIA kits is comparableto commercial RIA kits.

Mutation BreedingTechnique
The Institute has been undertakingmutation breeding studies to improverice varieties (Bengawan and SigadisMilagrosa), foliage ornamentals(kamuning and "corn" plant), cutflowers(Chrysanthemum) and orchids (Vandasanderiana, Dendrobium Pattaya beauty

and Phalaenopsis schilleriana). Thesestudies have been coupled with tissueculture and aided by moleculartechniques. Crop varieties improved atPNRI could be brought to Mindanao forfield testing and transfer of technology.
Rice. The Philippine Seedboard hasapproved in March 1999 the SigadisMilagrosa radiation-induced mutant ricevariety developed through the collabo-rative mutation breeding project of PNRIand Philippine Rice Research Institutein Mufioz, Nueva Ecija. This mutant ricevariety yields 3.7 percent more than thecheck variety IR 72 and is resistant toblast, bacterial leaf blight, sheath blightand rice tungro virus. The SigadisMilagrosa mutant variety also matures14 days earlier than the original variety.It has also high milling recovery.
Foliage Ornamentals. PNRI researcherscontinued to propagate the dwarfmutants obtained in kamuning plant(Murraya exotica) and chlorophyllmutants in "corn plant" (Dracaenasanderiana). Test marketing of about 100pieces of these mutants was successfullyconducted during the 1999 AtomicEnergy Week celebration at PNRI.
Screening of Radiation-InducedVariants of Foliage Plants. PNRI deve-loped a graphic computer database forgamma radiation-induced variants ofornamental and foliage plants. Thedatabase will serve as catalogue forselection of desired plant variants and isespecially designed for end-users suchas plant growers and commercial plantexporters. The database includespictures of the plants and leaves andinformation on phenotypic, molecularpolymorphisms and AFLP-PCR DNAfingerprints specific for each variantplant. In 1999, database on polymorphisminduced by gamma radiation in newvariants of kamuning and "corn" plantwas generated.
Agroforestry System inMisamis Oriental
A collaborative study between PNRIand the International Center forResearch in Agroforestry (ICRAF) wasconducted inClaveria, Misamis Orientalin Mindanao using nuclear techniques/nitrogen -15 fertilizer. The objectives ofthis study are: €& to evaluate theperformance of fast growing hedgerowtree species on acid soils in varyingelevations ; © to determine the effectof nitrogen fixing trees (A. mangium, G.arborea) to the growth of non- nitrogenfixing trees (E. deglupta, S. macrophyliaand G. arborea) and to the growth/yieldof annual food crops (upland rice, maizeand sweet potato); and © to quantifynitrogen and phosporus uptake of uplandrice as influenced by nitrogen fixing treesin infertile acid soils.
The study has provided information onthe comparative growth of the above-mentioned nitrogen and non-nitrogenfixing hedgerow tree species on acid soilsin different elevations, and the effects/influence of these trees on soil fertilityand on the growth and yield of annualfood crops. The results also showed thatthe interplanting of nitrogen and non-nitrogen fixing tree species had betterresults than without interplanting.
Radiation Vulcanization ofS\laturai Rubber Latex
The government plans to establish amanufacturing plant for dipped rubbergoods in Mindanao, the only place inthe Philippines where the rubber tree,Hevea braziknsis, is grown. Rubber latex,which is used in the manufacture ofdipped rubber goods, is derived from thisrubber tree. A nuclear technologyknown as radiation vulcanization ofnatural rubber latex (RVNRL) could bevery useful for this purpose.
Previous studies of PNRI have shownthe suitability of RVNRL for the pro-duction of dipped rubber goods that arenon-toxic, less allergenic and are free ofchemicals. Presently, PNRI studies arefocused on identifying antioxidants fromnatural sources that could replace thetoxic chemical antioxidants used forprolonging the shelf-life of rubber.
The antioxidant properties of some non-water soluble amino acids were testedon RVNRL. Results indicated that aminoacids such as cystine, alanine andasparagine exhibit higher anti-agingproperties on RVNRL. Combination ofthese amino acids improved RVNRLsantioxidant property. Among the naturalsources of antioxidants tested, onlykeratin in its reduced form indicatedgood anti-aging property on RVNRL.
Nuclear Techniques inWater Resource
The PNRI, in cooperation with theDavao City Water District, is applyingisotope techniques to obtain benchmarkhydrogeochemical and isotopic data ofthe Davao City aquifer systems. Thisstudy is under the UNDP/IAEA/RCAproject on "Better Management of theEnvironment, Natural Resources andIndustrial Growth Through Isotopes andRadiation Technology". With theapplication of modeling approaches tothese data, predictive flow and pollutanttransport models of the aquifer systemswill be developed. These models will beuseful in the formulation of soundmanagement schemes for the judiciousutilization and protection of the city'sdrinking water resource.
This joint project is being undertaken toaddress the projected increase in waterdemand and the threat of increasedpollutive emissions brought about byrapid urbanization and eco-tourismdevelopment of Davao City.

Gamma Column Scanning
PNRI has developed local capability in gamma column scanning technology, a powerfulnuclear technique that can quickly identify internal defects and depict flowcharacteristics inside distillation columns without interrupting normal plant operations.

A
This technique was successfully demonstrated at the Petron Refinery when a PNRIteam conducted column scans of a DEA (diethylamine) regenerator tower and anatmospheric pipestill tower that was scheduled for shutdown and repair. Through thegamma scanning technique, PNRI found that the regenerator tower was operatingnormally, with no internal defects or missing structures. Results of the scan of thepipestill column contributed in planning and in shortening the shutdown period.
Food Irradiation
PNRI researchers have successfully used gamma radiation to improve the quality andprolong the shelf-life of a number of food and agricultural products. This year, theyinvestigated the effectivity of the irradiation process to destroy harmful microorganismsand extend the shelf life of two kinds of meat products: 0 meat balls and© hamburgers.
Results showed that a dose of 4 kGy can completely destroy the coliforms in the meatproducts. This dose was also found sufficient for improving the hygienic quality and inincreasing the shelf-life of the products by three weeks under refrigerated temperature.
Integrated Program onSterile Insect Technique
in Guimaras
The PNRI has pursued the objective oferadicating fruit flies in Guimarasthrough the integrated approach ofsterile insect technique (SIT) and malefly annihilation technique (MAT). Afruit-fly free Guimaras will makePhilippine mangoes competitive in thelocal and foreign markets.
The second phase of the SIT project wasimplemented only in November due tobudgetary constraints. The PNRI andthe National Mango Research andDevelopment Center conducted maleannihilation activities only in selectedareas in Guimaras in March.
Genetic Sex Marker for Fruit Fly. Incontrolling fruit flies through SIT, itwould be best if only the sterile maleflies could be released in the experi-mental area. Hence, PNRI cytogeneticresearchers continued their studies ontransferring the female genetic sexmarker (white pupae) strain of HawaiianOriental fruit fly (Bactrocera dorsalis) toPhilippine Oriental fruit fly (Bactroceraphilippinensis) in order to facilitate sexdistinction of the latter as early as thepupal stage. The white pupae B. phi-lippinensis is now at its 11* filial gene-ration and its stability is presently beingconfirmed.
Enhancing Dairy CattleProduction
PNRI researchers continued the studieson improving breeding and nutritionalmanagement of dairy cattle throughUrea Molasses Mineral Block (UMMB)feed supplementation and the use of milkprogesterone radioimmunoassay (anuclear technique).
The PNRI established this year aproduction center of UMMB in Sariaya,Quezon which is the first of its kind inthe country. This center will serve as a"show window" in the popularization ofUMMB as a low-cost strategic nutritionalfield supplement.
The use of radioimmunoassay to monitorthe success rate of artificial inseminationin daily cattle and to determine thefactors affecting the success rate wascontinued. This year, PNRI analyzed 145milk samples for progesterone hormone.These milk samples were collected fromfive different dairy cooperatives inSouthern Luzon.
Soil Fertility Studies
The effectivity of nitrogen-fixing treesin improving and maintaining soilfertility is being studied by PNRI usingnuclear techniques. Present research isfocused on the use of nitrogen-15

fertilizer to measure the amount ofnitrogen fixed and supplied by the treebiomass ("ipilipil") to upland rice plantedin acid soils at Cuyambay, Tanay, Rizal.From the data obtained, the followingwere noted: © the application of treebiomass with phosphorus fertilizer andlime to the soil greatly increased riceyield, fertilizer use efficiency and soilfertility; © the ipil-ipil biomass iscomparable to inorganic fertilizers assource of nitrogen.
To make the farmers aware of thesesignificant findings, the PNRIresearchers conducted a lecture to 32fanners in Tanay and brought them tothe demonstration/project site. PNRI hasestablished collaboration with scientistsand agriculturists from Mindanao in theconduce of these studies and field trials.
Radiological Surveillanceof Former US Military
Bases
The PNRI has been designated as oneof the ten member agencies of thePhilippine Task Force on HazardousWastes in Former US Military Ins-tallations. The task force conductedworkshops to institutionalize mecha-nisms that will address the bases clean-up issues. Ocular inspections of theprobable contaminated sites within theSubic Bay Freeport were done duringone of the workshops. PNRI also signeda Memorandum of Agreement with theSubic Bay Metropolitan Authority inDecember 1999. The MOA delineatesthe involvement of the Institute in themeasurement of man-made (anthro-pogenic) radioactivity in Subic BayFreeport.
Marine RadioactivityStudies
PNRI served as a focal point in theIAEA-RCA region for the compilationof a regional database on marineradioactivity which was based oninformation gathered from participatingRCA Member States and publishedliterature. The report entitled"ASPAMARD" contained data parti-cularly on cesium-137, plutonium-239and 240 in seawater, sediment and biota.These radionuclides are deemedimportant because they are significantindicators of radioactive pollution of themarine environment for purposes of doseassessment and are good tracers of watermovement. The report was presented ata meeting in Pakistan organized toreview the database and was acceptedby RCA Member States.
Radon Monitoring inHomes and Buildings
The PNRI monitored radon levels inhomes and buildings as part of theInstitute's radiation protection program.Radon is a radioactive gas which isregarded as a significant indoor pollutantand the probable cause of about 10percent of lung cancer worldwide. Incooperation with the DOST RegionalDirectors, the PNRI Health PhysicsResearch group completed the six-monthmeasurements of radon levels inresidential houses in five regions of thecountry using CR-39 alpha detectors.The team also monitored radon usingboth the CR-39 detectors and Pylonradon monitors in the Asian Develop-ment Bank building which is made ofgranite materials.
The measured radon concentrationsranged from 2 to 38 Bq/m3 in housesand 2 to 46 Bq/m3 in a building made ofgranite. These results are below theaction level of 200 Bq/m3 set by the
International Commission for Radio-logical Protection (ICRP).
Faults and Volcanoes
PNRI conducted several radonmonitoring measurements of Metropo-litan Waterworks and Sewerage Systemdeepwell waters in St. Ignatius Village,Quezon City since radon can be used inpredicting earthquakes. The measure-ments revealed normal levels of radoncounts. This finding suggests no newmicrofracture developments at theMarikina Fault Zone and thus, nopossible significant subsurface move-ment-causing earthquake is indicated.
Comprehensive MuclearTest Ban Treaty Studies
As part of the Philippine commitmentunder the Comprehensive Nuclear TestBan Treaty, the PNRI has been activelyinvolved in preparations for theinstallation of the infrastructure for theComprehensive Nuclear Test Ban TreatyOrganization (CTBTO) VSAT antennaat PNRI, and setting-up of the NationalData Center and the RadionuclideMonitoringStation,RN52.The selectionof suitable locations for these CTBTOfacilities which the Philippines will hostwas based on site surveys conducted bythe PNRI Health Physics Researchgroup.
Red Tide Toxin Monitoring
A method of detection of the toxinsresponsible for shellfish poisoning duringred tide outbreak is being established atPNRI. This method involves competitivebinding of the toxin in receptor cells andmakes use of tritium-labeled saxitoxinas tracer. It is more sensitive, less time-consuming and less tedious than themouse bioassay being used for toxinassay.
The PNRI is likewise developing a proce-dure for preparing the tritium-labeledsaxitoxin for use in the receptor assay.
A nuclear technique (the lead-210dating method) is also being applied todetermine the role of sediments ininitiating or triggering the red tide bloom.This dating method will give a historicalprofile of the sediment core in red tideareas that would explain the ted tidebloom. With the establishment of thelead-210 dating facility, the PNRI is nowdoing the lead-210 dating in sedimentcores obtained from Manila Bay. Thisarea is a major source of oysters andmussels and where red tide occurrencehas caused significant economic impact.
Geological Survey foriMuciear and
Other Minerals
The geological survey of Mt. CapoasArea, San Vicente in North Palawan wascompleted through a memorandum ofagreement between PNRI and DilimanScience Research Foundation. Theresults have revealed a better under-standing of the structural, geological andtectonic history of the area. Thisinformation is vital since the area is notonly prospective for nuclear mineraldeposits but is also being considered aspossible candidate site for an energy park
A semi-detailed geochemicalsurvey in Tagbita, Quezon,Palawan covering 100 sq. km. wascompleted. The resultsrevealed the presence ofpossible prospectiveareas for ura-nium minera-lization.

Siting and Nuclear FuelCycle
The Institute conducted an initial sitingstudy in southern Mindanao, particularly,General Santos City and adjacentSarangani province. The area may beconsidered as one of the candidate sitesfor the construction of a nuclear powerplant in the future.
Chemical acid leaching was done toextract the radioactive elements thoriumand uranium (Th/U) and rare earthelements (REE) present in mineralconcentrates from Palawan. The resultsrevealed that hydrochloric acid is thesuitable acid for dissolving the mineralsto liberate the contained Th/U and REE.It was found out that the Th/U compo-nents could be separated from REE bysolvent extraction using proprietary phos-phonic acid reagent.
Radiation Biology inSupport of
Cancer Therapy
PNRI screened two herbal products,namely, Morinda citrofolia (popularlyknown as Noni fruit) and cashew nutshell oil for their suitability as radio-protectors and sensitizers. Both aresubstances that can modulate thecomplex radiation response pathways ofbiologic systems. This property makesradioprotectors and sensitizers suitablefor improving cancer therapies. Morindacitrofolia showed potential as a radio-protector of the gastrointestinal systemin mice exposed to 15 Gy radiation dose.The cashew nut shell oil displayedgreater toxicity against MCF7 breastcancer cells. This extract was previouslyidentified as candidate radiosensitizerthat modulated the polyphenol oxidasepathway.
Gene Technologies forImproving Cancer Therapy
PNRI further studied the occurrence ofmutations in the tumor suppressor p53gene in a series of molecular epide-miologic investigations. Malignantcancers (stages IIIA/B) were characte-rized with more frequent and diversegenetic alterations compared withbenign tumors most significantly at exon5 (one of p53's 11 coding regions). Earlieronset cases (age of diagnosis: below 50years), known to be more clinicallyaggressive, were found to also harbormore p53 mutations centered at exon 7as compared to late-presenting tumors(age of diagnosis: over 50 years). Womenfrom Manila had higher p53 mutationrates (43 percent of 63 cases) whencompared with those referred fromprovincial hospitals (33 percent of 34cases). Social class also appeared to affectp53 at exons 6 (biased to the "high-income" bracket) and 8.
This pioneering mutational spectrum inthe Filipino breast cancer populationshowed associations of the p53 coreregion (exons 5-8) with tumor pathologyand epidemiology.
Biological Marker forRadiation Exposure
Preliminary results of a PNRI study haveindicated the potential of usingmutation at hypoxanthine guaninephosphoribosyl transferase (HGPRT)gene locus in blood lymphocytes asbiological marker for gamma radiationexposure among nuclear medicineworkers. The results have shown thatthe HGPRT gene is affected byradiation even at a low dose of 0.2 Gy.Cell death was observed in in-vitrocultures of lymphocytes following Co-60gamma radiation exposure at doses of5 Gy and above.

Gamma IrradiationServices
PNRI's Multipurpose Irradiation Facilityand the Gammacell 220 were used inextending irradiation services to clientsfrom food, medical and pharmaceuticalindustries and from research institutions.A total of 4,162 samples of food, medicaland pharmaceutical products weretreated with gamma radiation at theMultipurpose Irradiation Facility. Theseproducts, which were irradiated forsterilization and decontaminationpurposes, included spices, empty gelatincapsules, empty aluminum tubes andorthopedic implants.
PNRI also extended gamma irradiationservice to clients with smaller volume ofsamples by using the Gammacell 220. Atotal of 3,213 samples were irradiated inthis facility- The number of productsirradiated in both facilities for this yearincreased by 48.9 percent over last year'sdata.
Radioisotope Supply
The PNRI continued the bulk purchaseand dispensing of Iodine-131 (131I)tohospitals and nuclear medicine centersto meet part of the local demand for thisradioisotope. Doctors use !31I for thediagnosis and treatment of patients withthyroid disorders. This year, a total of260 orders, equivalent to 162,250 MBqof 131I were dispensed to the end-users
which included the Armed Forces ofthe Philippines Medical Center, CapitolMedical Center, Jose Reyes MemorialMedical Center, Makati Medical Center,Metropolitan Hospital, Philippine HeartCenter, University of Sto. Tomas Hospitaland Veterans Memorial Medical Center.
Radiation ProtectionServices
The Institute continued to providevarious radiation protection services toworkers occupationally exposed toradiation and to other authorized usersof radiation and radioactive materials allover the country (see Table at right).
The PNRI will be providing internalmonitoring service to workers occupa-tionally exposed to unsealed radioactivematerials applications. In preparation forthis, the PNRI installed and standardizedits procedures for Iodine-131 doseassessment using the Biodex ThyroidUptake Monitor. This equipment wasacquired under an IAEA TechnicalCooperation Project.

PNRI continued to analyze food andrelated items requiring certification ofcompliance to non-radioactivitystandards. A total of 48 samples wereanalyzed with a simplified and morerapid procedure utilizing the Wallac1414-3 Guardian Liquid ScintillationCounter.The demand for water analysisincreased this year due to the newregulation of the Department of Healthfor mandatory radioactivity analysis ofbottled water.
PNRI also analyzed the chlorine contentof 46 samples of concrete from theManila Harbor using X-ray FluorescenceSpectrometry. The result of analysis wasused as basis for determining the integrity

Nuclear Training
The PNRI conducted a total of 27training courses in the fields of nuclearscience and technology and radiationsafety, and non-destructive testingtechniques. A total of 427 participantsfrom 125 private and governmentinstitutions attended the courses. Theseincluded three courses in nuclearscience for high school and collegei eachers and a workshop-demonstrationi >n gamma column scanning at PetronRefinery to show how nuclear tech-niques can improve industrial processesand operations.
PNRI's equipment, laboratories and theexpertise of its research specialists weremade available to 114 undergraduatestudents for on-the-job training andthesis advisorship. PNRI also conducted47 in-house seminars and lectures as partof upgrading knowledge and infor-mation in nuclear science and tech-nology. These seminars were accreditedfor Continuing Professional Education(CPE) units. The PNRI seminarsbenefited 1,798 participants, such asteachers and other professionals whowanted to avail of the CPE units for free.
Information Services
PNRI conducted various activitiesdesigned to inform and educate differentstakeholders and the public about thebenefits of nuclear technology. This year,the Institute developed and produced13 information materials such asbrochures/flyers and the PNRI annualreport. About 45,000 copies of thesematerials were distributed to variousgroups. One set of exhibit on PNRItechnologies was fabricated with
financial assistance from the TechnologyApplication and Promotion Institute forthe 10* DOST Annual Science andTechnology Fair at Philtrade. Nucleartechnologies were also promoted through12 other S&T events and eight nuclearawareness seminars conducted by PNRIin Metro Manila schools/universities. Atotal of 8,743 visitors availed of videoshowings/lectures and guided tours toPNRI laboratories/facilities. Linkageswith the media were likewise pursued.Information Services staff arranged andcoordinated 30 radio interviews of PNRIofficials and technical staff which wereaired over six stations. Twenty-four newsitems about PNRI were monitored inmajor daily newspapers. Twelve TV newscoverages of PNRI special S&T eventswere aired over Channels 2,7 and 13. Adialogue of PNRI officials and 28 tri-media people was also conducted incooperation with the Science andTechnology Information Institute.
Library andDocumentation Services
A total of 773 clients and researchersavailed of the Institute's library services.With the participation of PNRI'sInternational Nuclear InformationSystem (INIS) liaison officer in annualmeetings, the Institute has availed of afree subscription of the full text of INISnon-conventional literature (e.g., theses,annual reports, technical reports andpatents) starting with the 1997 issue.These INIS products have beenintroduced in local S&T organizationslike the Medical and Health Libraries ofthe Philippines. INIS contains bibliogra-phic references and abstracts worldwideon nuclear technology.
Engineering Services
The engineering services staff completed153 jobs on the repair and maintenanceof PNRI electro-mechanical devices and
nuclear equipment/instruments forPNRI and non-PNRI clients, mostly fromthe medical and industrial sectors. Theengineering group also attended to 80jobs on the fabrication of facilities/whichincluded a scaler-ratemeter primarilyfor training purposes and a coolingsystem of the PNRI liquid nitrogen plant.
The preparation of plans and drawingsfor 31 projects on the repair/upgradingof PNRI infrastructure/facilities werelikewise completed.
Computer Services
The computer services group modifiedall in-house-developed applicationsoftwares such as the Payroll and Pay-index systems for Y2K compliance. Thegroup further improved and enhancedthe PNRI website and attended to 184job requests which included preparationof multimedia presentation materials,desktop publishing services, softwareinstallation and maintenance. A total of23 programs were modified andenhanced and 86 consultations andcomputer assistance were addressed.
Cytogenetic Analysis
PNRI's expertise in cytogenetic analysisfor genetic disorder and geneticcounselling for radiologic reassurancewas availed of by 29 patients referred byhospitals in Metro Manila and in theprovinces. The service involved theanalysis of the patients' blood samples todetect the presence or absence of geneticdisorders like Downs Syndrome andTurner's Syndrome. PNRI also moni-tored the occupational exposures of fiveradiation workers and provided micros-copy services to 14 students.
Small Laboratory AnimalProduction
In response to the demand for gene-tically-controlled laboratory animals byresearchers and students, the PNRI bredand maintained 818 white mice underlaboratory conditions using commercialfeed ration. Out of these, 114 were soldto clients.

Standards Development
Pursuant to its authority under R. A. 5207to establish rules and regulations on thepossession and use of radioactivematerials, PNRI promulgated Code ofPNRI Regulations (CPR) Part 16entided"Licenses for the Use of Sealed SourcesContained in Industrial Devices". It wasapproved and published in the OfficialGazette in August 1999.
PNRI is revising five specific regulationsof the CPR. The Institute is alsodeveloping the criteria for determiningregulatory sanctions for violations of theregulations and license conditions.
Licensing, Review andEvaluation
The Institute issued 298 licenses toinstitutions/companies for the authorityto use, possess, sell and import radioactivematerials. The PNRI conducted pre-licensing visits before issuing the licenseto institutions to verify commitments inlicense applications.
The licenses were issued to commercialestablishments (34), hospitals (76),research institutions (26), industrial firms(134), industrial radiography companies(26) and physicians (2).
Inspection andEnforcement of
Radioactive Materialsand Facilities
PNRI nuclear inspectors conducted andcompleted a total of 274 inspections andaudits of licensed atomic energy facilitiesto determine compliance with thelicensing regulations and conditions ofthe issued licenses. This numbercomprises 95 percent of the scheduledinspections for the year. About 72percent of the inspected licensees haveshown compliance with nuclear safetyrules and regulations. Twenty-eightpercent of the licensees found with itemsof non-compliance implemented actionsto correct the deficiencies reported bythe PNRI inspectors. Ninety percent ofthe licensees' actions were evaluatedand found in accordance with theregulatory requirements. The PNRI alsoissued 273 certificates of transport andrelease for sealed radiation sources.
Nuclear Safeguards
The Philippines, through PNRI,continued to carry out internationalsafeguards agreement with theInternational Atomic Energy Agency(IAEA) on the non-proliferation ofnuclear weapons. Part of this agreementis the yearly visit of a safeguards missionfrom IAEA to conduct physicalinventory and accounting of nuclearfuels at the Philippine Research Reactorand to conduct design informationverification at the Bataan Nuclear PowerPlant. PNRI also contributed technicalinputs regarding revisions in different
conventions that the Philippines is a partyof (such as Physical Protection and Nu-clear Safety Conventions). The imple-mentation of registry of sealed radiationsources in the country was also pursued.
Radiological ImpactAssessment [RIA]
PNRI has conducted safety assessmentstudies (based on generic disposalfacilities) that could help providevaluable inputs to the identification ofpotential near-surface radioactive wastedisposal sites in the country. The RIAgroup completed the evaluation of theconsequences of two probable inadver-tent human intrusion scenarios (i.e.house construction and borehole drillingscenario for a generic waste disposalfacility). The sensitivity analysis of theinput parameter (or assumed parameter)to risk values is also being established.
As part of the project on comparativeassessment of environmental impacts ofwaste management from fossil fuel andnuclear fuel systems, the PNRIcontinued collection and analysis of ash,water and sludge samples from threepower plants for radioactive and non-radioactive components. The bulkdensity and particle size of solid wastesamples were likewise determined. ThePNRI completed a database containinginformation on the waste generation,characterization, and disposal practicesof energy facilities.

Energy SystemsDatabase
The PNRI, through the RIA group,organized the training workshop on theEnergy Systems Database (ESDB) 1999for members of the subcommittee onR&D for Nuclear Safety of the NuclearPower Steering Committee. The ESDB,which was developed with the assistanceof technical consultants, containstechnical, economic and environmentaldata which will be used for comparativeassessment of energy sources in thecountry.
Radiological EmergencyPlanning and
Preparedness
The PNRI, through the RIA group,created and maintained a web page forthe National Radiological EmergencyPreparedness and Response Plan(RADPLAN). This is accessible on thePNRI local area network (RADPLAN/TRANSPORTPROCEDURE) and onthe file transfer protocol (ftp) server. TheRADPLAN aims to respond promptly toany related emergency which mayaffect the country in the light of nucleardevelopments all over the world.
In support of the RADPLAN, theInstitute organized and conducted aworkshop and meetings on the PNRIRadiological Emergency Preparednessand Response Plan (RESPLAN).
The PNRI also undertook the followingactivities: © participated in faxedcommunication tests and drills con-ducted by the International AtomicEnergy Agency Emergency ResponseCenter in Vienna, Austria, includingemergency preparedness for Y2K;© prepared a brochure on planning andpreparedness for radiological emer-gency; and © completed a study on
emergency procedures of large hospitallicensees.
Transport of Spent FuelAssemblies
Under a contract signed between thePNRI and the U.S. Department ofEnergy (DOE), the cost-free shipmentof 51 spent nuclear fuel assemblies fromthe Philippine Research Reactor-I to theUnited States was accomplished safelyand on schedule on 14 March 1999. Thesuccessful completion of the spent fueltransport culminated after almost twoyears of negotiation and preparatoryactivities with the U.S. Government. TheU.S. DOE experts involved in the opera-tion especially noted the technicalcapability of PNRI's Research Reactorgroup which allowed the delicate andcomplicated seven-day operation toproceed safely and successfully. Theactivities were all recorded on compactdisks. The PNRI Reactor Manager wasinvited as lecturer to share this Philippineexperience with participants to theTraining Course on the Technical andAdministrative Preparations Requiredfor Shipment of Research Reactor SpentFuel to its Country of Origin held at theArgonne National Laboratory, Illinois,U.S.A.
The agreement for the cost-free transferof the spent fuel to the United StatesGovernment solved the Philippines' long-term storage and disposal problem of thespent fuels. The security of the spentfuel is a government commitment underthe Nuclear Non-Proliferation Treaty.

The Institute strengthened its local and international linkages and forged new ones withvarious agencies and organizations. PNRI's linkages with local government agencies, theprivate sector and the academe were enhanced through its research and developmentactivities, nuclear regulatory functions, training and extension of specialized nuclear servicesand through PNRFs technical assistance program.
International
The Philippines is a Member State of the International Atomic Energy Agency (IAEA), aspecialized United Nations agency on the peaceful uses of nuclear energy. As the onlynuclear research institution in the country, PNRI links with the IAEA to draw support for itsvarious nuclear activities.

Human resources development in the nuclear field was emphasized. A total of 71PNRI and 26 non-PNRI personnel availed of 127 fellowship grants through the Institute'svarious linkages with international organizations and nuclear science and technologyinstitutions in other countries (see Appendices, pp. 32- 36). Fellowship grants rangedfrom on-the-job training to attendance at training courses, seminars/workshops andscientific visits. PNRI personnel were also provided with the opportunity to participatein 45 locally-conducted training courses, seminars, workshops, meetings and symposiaas part of the PNRI's manpower development program (see Appendices, pp. 37- 38).
In 1999, PNRI's personnel complement was 268. Out of this total, 128 were male and140 were female; 198 belonged to the technical group and 70 were non-technical. Fiveof PNRI's staff enrolled in Ph.D. and 19 in M.S. degree programs. Two are completingtheir B.S. degree.
