    EXTRACTS FROM ORDINANCE VI-B DOCTORATE OF

    PHILOSOPHY (PH.D.)

    1 The Degree of Doctor of Philosophy may be granted in any Faculty of the University.

    2 (a) Subject to the general guidance of the Academic Council, research studies in theUniversity leading to the Degree of Doctor of Philosophy (Ph.D.) shall be organizedby the Board of Research Studies for Humanities.

    The Board of Research Studies for the Humanities (B.R.S.H.) shall be constituted

    as follows:-

    (i) The Deans of the Faculties concerned;(ii)The Heads of the Departments concerned;(iii)One Professor from each Department, by rotation according to seniority;(iv)One Reader from each Department, by rotation according to seniority;(v) Three Lecturers by rotation, according to seniority from a combined list out of

    whom two will be from Colleges (who are guiding research).

    (b) The Board shall elect a Chairman from among its own members who shallhold office for a period of two years.

    3. A candidate for admission to the Course for the Degree of Doctor of Philosophy inthe Faculties of Arts, Social Sciences, Mathematical Sciences, Commerce &Business, Management Studies and Education and Applied Social Sciences &Humanities must have obtained as M.Phil. Degree of this University or any otherUniversity, established by Law for the time being in force, or any other degreerecognized as equivalent thereto, in the subject in which the candidate wishes topursue a course of research, or in a subject allied thereto with at least 50% marks orequivalent grading:

    Providing that students who were initially registered for the M.Phil. programme of theUniversity of Delhi and who perform at the O level of the Part I Examination of theM.Phil. Programme may be considered for admission to the Course for the Degree ofDoctor of Philosophy, without completing M.Phil. programme, on the specificrecommendation of the M.Phil. Committee of the Department concerned. In suchcases relaxation in the period prescribed for pursuing the course for the Degree ofPh.D. as hereinafter laid down, may be granted by the Board to the extent necessary,on individual merits of the case.

    Notwithstanding anything contained in the aforesaid clause, in respect ofDepartment in which it has been decided to delink M.Phil. Programme from the Ph.D.programme the following provisions shall regulate admission of students to the Coursefor the Degree of Doctor of Philosophy with effect from the academic year 1981-1982:

    A candidate for admission to the course for the Degree of Doctor of Philosophy inthe Faculties of Arts, Social Sciences, Mathematical Sciences, Commerce and Business,Management Studies, Education and Applied Social Sciences and Humanities:

    (a) Must have obtained an M.Phil. degree of this University, or any otherUniversity established by law for the time being in force, or any other degree,recognized as equivalent thereto, in the subject in which the candidate wishesto pursue a course of research or in a subject allied thereto with atleast 50%marks or an equivalent grading.

    Or

    (b) Have a good academic record with first or high second class Masters Degree of an Indian or a foreign University in the subject concerned or in

    allied subject.

    Note: 1. Second Class would mean at least 50% marks in the subject or equivalentgrading.

    Provided that the candidates in the above Faculties, seeking admission with theabove qualifications to Ph.D. under this sub-clause shall also be required to pass two

    Courses such as those in Research Methodology and other Subject(s) as may beprescribed by the Departmental Research Committee in each case. Provided, howeverthat a candidate who has already done research work which has been submitted andapproved in the form of a dissertation at Post-graduate level, or has project work/published work on the subject to his credit, which in the opinion of the DepartmentalResearch Committee in sufficient evidence of having acquired competence to pursueresearch, may be exempted from this requirement.

    Provided further that the students initially registered for the M.Phil. programme ofthis University, who perform at A level at the Part I Examination of the M.Phil.

    programme (I Year Term Papers Examination in the case of M.Phil. Course in English)may, on the recommendations of the M.Phil. Committee of the Department concerned, ifconsidered for admission to the Course for the Degree of Doctor of Philosophy withoutcompleting the M.Phil. programme.

    The teachers of the University of Delhi and its Colleges, the teachers of otherUniversities or Colleges/Institutions affiliated to those Universities as also teachers of

    Foreign Universities, having a minimum of 50% marks in the Masters Degree, andhaving worked for a minimum of three years by holding permanent positions may beregistered for Ph.D. directly on the recommendations of the concernedDepartment/Departmental Research Committee.

    Students belonging to SC/ST categories be given weightage of 5% marks for thePurpose of admission to Ph.D. course in such Departments where admission to Ph.D. isgranted directly after M.A./M.Sc., and where 5% weightage had already been availed bystudents for admission to M.Phil., admission to Ph.D. should be done subject to theirsuccessfully completing the M.Phil. Course (Reference: EC Resolution No. 7 (15) dated22.05.1990)

    Section 39 of the Persons with disabilities Act 1995 will be implemented in allcourses of Delhi University including technical courses.

    4. The candidate shall apply for admission to the University stating his qualificationand the subject he proposes to investigate enclosing a statement on any work he mayhave done in the subject.

    5. Every application for admission to the course for the Degree of Doctor ofPhilosophy in the Faculties of Arts, Social Sciences, Mathematical Sciences, Commerceand Business Management Studies, Education and Applied Social Science & Humanitiesshall be received by the Head of the Department concerned and the same shall be referredto the Departmental Research Committee to be constituted by the Board of ResearchStudies. The said Committee shall scrutinize the application, and if necessary hold tests

    written and/or oral of general knowledge of the candidate in the proposed field of study.The Departmental Research Committee shall also satisfy itself that the subject offered isone, which can be profitably pursued under the supervision of the Department of theUniversity. The said Committee, if satisfied on these points shall recommend theapplicant and the name of the Supervisor to guide the applicant in his/her research work.In every case, the department concerned shall have disciplinary and general control overthe research students and their work.

    Provided that if the Board considers it desirable, scholars of eminence residingwithin the territorial jurisdiction of the University may be assigned with their previous

    consent to guide the work of research students even tough they may not be teachers of theUniversity.

    Provided further that the Board, on the recommendation of the Head of theDepartment concerned, may appoint joint Supervisors in any particular case.

    The Board of Research Studies, may if it deems fit, permit research work to be

    carried out partly or wholly at the research institute of the Supervisor/Joint Supervisor ofthe research student.

    All admissions to the Ph.D. Course shall be provisional and the same shall beconfirmed only when the candidate has qualified in the Course Work and has completedother requirements such as, passing in the oral test etc., to be laid down by theDepartmental Research Committee in each case.

    The details and the modus operandi of the acquisition of background material andof the methods of assessment to be followed shall be worked out by the DepartmentalResearch Committee and approved by the respective Board of Research Studies and bythe Academic Council.

    1. Departmental Research Committee (D.R.C.) composition and Duration Subjectto the overall control of the Academic Council, there shall be a DepartmentalResearch Committee (D.R.C.) in each Department falling under the jurisdictionand approved by the Board of Research Studies for the Humanities consisting ofnot more than 15 (fifteen) members as specified below:-

    (i) Head of the Department (Chairman)(ii) All Professors in the Department and(iii) Such other teachers as are recommended by the Head of the

    Department in consultation with the Departmental Council.

    The member of the D.R.C. other than the Head of the Department and Professorsshall hold office for a period of two years.

    Note: The Departmental Research Committee may co-opt members from otherdisciplines wherever the D.R.C. feels it necessary. In multi-language/subjectDepartments at least one Teacher preferably should be on the D.R.C. fromeach of the constituent languages/subject.

    II Functions of the Departmental Research Committee (D.R.C.)

    (i) The D.R.C. shall invite and scrutinize applications for registration tothe Ph.D. Course in accordance with the criteria laid down for thepurpose.

    (ii) To recommend to the BRSH provisional registration of students forPh.D. work after ascertaining the competence of the applicits in theproposed field of study through written and/or oral test.

    (iii) To recommend to the BRSH the name(s) of the supervisor(s) to guidethe applicant in his/her research work.

    (iv) To design broad outline of the course work, such as (i) ResearchMethodology and (ii) one other subject, to be completed by thestudent.

    (v) To make arrangements for Seminars, Lecturers, etc, for the students.(vi) To make arrangements for the conduct of written or oral examination

    and evaluation of performance of the students doing course work soonafter the expiry of six months from the date of their provisionalregistration ; (each DRC has to evolve guidelines in this connectionwhich shall be got approved by the BRSH)

    (vii) To recommend confirmation or otherwise in respect of the studentsdoing course work after the expiry of six months.

    (viii) To review the progress of scholars registered for Ph.D. work from timeto time and keep the BRSH informed accordingly.

    Every candidate shall pursue, as a student of the University, a course of research of not

    less than two calendar years from the date of registration (i.e. date of joining after

    depositing fee) except in those cases where an exemption is granted.

    Candidate holding M.Phil. degree of this University or any other University consideredequivalent thereto, as well as teachers of the University of Delhi and its Colleges,teachers of other Universities or Colleges/Institutions affiliated to those Universities, asalso teachers of foreign Universities holding substantive appointments for 3 years may beconsidered for admission to the course for the Degree of Doctor of Philosophy and beexempted from the operation of provisions mentioned above.

    6. Candidates for the Degree of Doctor of Philosophy may be enrolled at the beginning ofany term in the academic year. However, candidates initially registered for the M.Phil.programme and allowed to switch-over to the Ph.D. Programme under the Provision ofClause 8 of Ordinance-VI may be enrolled by the Board at any time during the academicyear. (As per schedule of the meeting of BRSH notified in the Bulletin).

    7. Every candidate shall pursue as a student of the University a course of research for notless than two calendar years from the date of registration.

    Provided that where as student has been enrolled as a candidate for the Degree of Doctor

    of Philosophy in another University and has pursued a course of study for not less thanthree academic terms, he/she may be permitted by the Board of Research Studies on therecommendation of the Head of the Department concerned, to be enrolled as a researchstudent of the University and to submit his/her thesis after the expiration of not less thanthree academic terms if he/she has been working under the same supervisor since his/heroriginal enrolment.

    Moreover no student shall be permitted to be on the Ph.D. rolls for a period

    exceeding five years, provided, however, the Vice-Chancellor may on the individual

    merits of each case and on the recommendation of the Board of Research Studies

    concerned, grant extension of time for submission of thesis to the extent he may

    deem necessary. The teachers of the University, Colleges, if they continue to be in

    the service of the University or the College of the University, as the case may be,

    however be permitted to submit their thesis on the recommendations of the Head of

    the Department concerned.

    8. Every candidate shall pursue his research in Delhi, but he may be permitted by the Board,on the recommendation of the supervisor, to be absent from Delhi for ordinarily not morethan three academic terms on the ground that it is in the interest of his/her research thathe/she should work elsewhere.

    (a)No candidate shall undertake any employment during the period of his studywithout the permission of the Board of Research Studies.

    (b)No candidate shall without the prior permission of the Board of ResearchStudies join any other course of study or appear at any other examination

    conducted by a University or a public body.

    9. A candidate may, not later than one year after his admission, modify the scheme of hissubject with the approval of the Board.

    Provided that in the case of the Departments of Mathematics, Statistics, OperationalResearch and Computer Science a research scholar will be required to intimate to theBoard the exact title of his research work at least six months before the submission of thethesis.

    10.A Candidate after completion of research, shall submit the thesis to the University at anytime during the second week and the last seven days of any month.

    The Supervisor of the candidate shall, a month and a half in advance of submission ofthesis, forward two copies of the abstract of the thesis including chapter of contents and abrief description of the topics discussed for consideration by the Committee of Courses

    and Studies, to the Head of the Department concerned, under intimation to the Controllerof Examination, University of Delhi, Delhi. The Head of the Department shall takeimmediate steps for convening a meeting of the Committee of Courses and Studies toconsider appointment of examiners. The Supervisors of the thesis as the case may be, ifhe/she/they is/are not member/s of the Committee of Courses and Studies, shall be invitedat the said meeting of the Committee of Courses and Studies for consultation forrecommending the panel of external examiners who shall be eminent scholars andspecialists in the area to which the thesis relates. The recommendations of theCommittee of Courses and Studies shall be reviewed by a Committee of the Board ofResearch Studies concerned and the recommendations considered by the Academic

    Council. The examiners shall be appointed by the Executive Council. Three Examinersout of the panels approved shall be appointed for each thesis.

    Where a thesis is not submitted within the stipulated period, as aforesaid, the supervisorshall state the reasons for delay for consideration by the Board of Research Studies.

    11.The candidate shall not be permitted to submit his thesis for the Degree unless theSupervisor is satisfied that the thesis presented is worthy of consideration for the awardof the Ph.D. Degree.

    Provided that the application for submission of the thesis shall also be countersigned bythe Head of the Department concerned.

    12.The candidate shall supply four printed or typed copies of his thesis which shall confirmto the following conditions:

    It must be a piece of research work charaterised either by the discovery of new facts, orby a fresh interpretation of facts of theories; in either case it should evince the candidatescapacity for critical examination and judgment. It shall also be satisfactory so far as itsliterary presentation is concerned.

    13.The candidate shall indicate how far the thesis embodied the results of his own researchor observations and in what respect his investigations appear to him to advance the studyof the subject of his thesis.

    14.The candidate may incorporate in his thesis the contents of any work in which he mayhave published on the subject and shall inform the examiners if he has done so, but heshall not submit as his thesis any work for which a degree has been conferred on him bythis or any other University.

    15.The examiners shall be free to consult each other before submitting their respectivereports. They shall also be free to get clarification about the structure of the thesis,sources of date and some general issues directly from the Supervisor or the Joint

    Supervisor, as the case may be.

    The examiners may recommend that the degree be awarded or that the degree beawarded subject to satisfactory viva-voce test on issues connected with the thesis, or thatthe thesis be rejected or that the thesis be re-submitted to which effect they may makesuch suggestions as they deem fit for the improvement of the thesis. In the event of twoexaminers recommending rejection or suggesting improvement of the thesis with a viewto its re-submission, the thesis, on the recommendation of the Committee of theAcademic Council provided for in Clause 16 hereinafter shall be referred to the fourthexaminer to be selected by the Vice-Chancellor from out of the original panel of

    examiners. The fourth examiner so appointed shall not be informed of therecommendations of the other three examiners. The recommendation of the fourthexaminer shall be final.

    The vive-voce test, if not already held in the manner as aforesaid provided, shall beconducted before the thesis is finally approved for the award of the degree in accordancewith the rules prescribed.

    The candidate, who is required to resubmit the thesis, must do so within one year fromthe date of supply of comments of the examiners to him by the University, unlessextension is specially given by the Board.

    A re-submitted thesis may only be examined by the original Board of Examiners, unlessthey or any of them are unable or unwilling to act and may only be resubmitted once.

    16.The reports of the examiners shall be sent by the Controller of Examinations to the Headof the Department concerned, who in consultation with the Supervisor/Joint Supervisors,as the case may be shall prepare: (i) a summary of the reports and submit the same

    alongwith the original reports to the Vice-chancellor for his consideration, (ii) a summaryof the technical part of the reports of examiners to be made available to the candidate incase the thesis is either/required to be resubmitted or is accepted for the award of theDegree. If the reports of the examiners are not unanimous, the same shall be placedbefore a Committee of the Academic Council consisting of the Vice-Chancellor/Prof-Vice-Chancellor, Chairman of the Board of Research Studies for Humanities, Dean ofFaculty concerned, Head of the Department concerned; the Supervisor/Joint Supervisorsof the candidate concerned and one Professor nominated by the Vice-Chancellor.

    It shall be the function of the Committee after considering the reports of examiners tomake a recommendation to refer a thesis to a fourth examiner in terms of Clause 15 or for

    acceptance or rejection of a thesis, as the case may be, or require a candidate to reviseand resubmit his/her thesis. In case the Committee decided to require a candidate torevise and resubmit the thesis in terms of Clause 15, such a decision need not be reportedto the Academic Council.

    TRANSITORY PROVISIONS:

    Notwithstanding anything contained in Clause 3, relating to the minimumqualifications for admission to the course for the degree of Doctor of Philosophy:

    (i) Teachers of the University of Delhi and its Colleges, teachers of otherUniversities or Colleges/Institutions affiliated to those Universities as alsoteachers of the foreign Universities holding substantive appointmentsbefore the promulgation of the amended Clause 3 of the above Ordinance,may be considered for admission to the course for the Degree of Doctor ofPhilosophy on the basis of qualifications laid down for enrolment to the

    Course prior to amendment of this Ordinance.

    (ii) Students who have already passed M.Litt. Examination of this Universityor who are already on rolls of the M.Litt. course in this University andwould be passing M.Litt. Examination now onwards may be consideredfor admission to the Course for the Degree of Doctor of Philosophy on thebasis of having passed the M.Litt. Examination.

    (iii) Department which are not ready with their M.Phil. programme willcontinue to register students for the Ph.D. Course for a period, which

    would not normally extend beyond one academic year, but no one shall beconsidered for admission to the Ph.D. Course unless he/she has secured atleast 55% marks in the Masters Degree Examination or possesses itsequivalent qualification.

    RULES REGARDING PAYMENT OF SUPERVISION AND OTHER FEES

    BY RESEARCH STUDENTS

    Every research student shall be required to pay the following fees:

    Supervision fee : Rs.20/- p.m. from the date of registration(To be paid annually)

    Enrolment fee : Rs. 300/- to be paid at the time of admissionby a candidate who is joining the Universityafresh, otherwise a special annual fee ofRs. 50/-

    Library fee : Rs. 12/- per annum

    Library Deposit(refundable) : Rs. 500/-

    Athlete fee : Rs. 10/- per annum

    University Library : Rs. 200/- per annumDevelopment Fund(non-refundable)

    Delhi University : Rs. 100/-

    Development fee

    Additional fee payable : US $ 500/- Registration Fee andBy Foreign Studies US $ 100/- as Special Fee

    Note: (i) A research student who has been awarded bursary (i.e. exemption fromsupervision fee) by the University shall be treated as having paid thesupervision fee for the period for which the bursary is awarded.

    (ii) Members of the teaching staff of the University/Colleges and the teachers ofSenior Secondary Schools recognized by the Central Board of Secondary

    Education, Delhi and such scholars who are working as Research Assistants/Library Assistants/ Technical Assistants/ Computer Assistants/ ProfessionalAssistants in the University of Delhi, shall be exempted from payment ofsupervision fees only and such candidates would be required to deposit othercharges regularly.

    (iii) Those who are exempted from payment of supervision fees are required topay the following fees at the beginning of each academic year as follows:-

    1. Library fees Rs. 12/-2. University Library Development Fund (non-refundable) Rs. 200/- p.a.3. Library deposit (refundable) Rs. 500/-4. Delhi University Dev. Fees Rs. 100/-5. Atheletic fees Rs. 10/-

    2. Each Research scholar shall be required to pay the supervision fees regularly.

    Note: (i) A student who fails to pay the supervision and other fees regularly and is inarrears for a month will be informed and he/she must pay the fees within tendays of the receipt of the information.

    (ii) The names of such research students, who are in arrears of fees for two monthsor more, may be removed from the Ph.D. rolls by giving him/her a weeksnotice to clear the arrears.

    GUIDELINES FOR SUBMITTING APPLICATION FOR REGISTRATION TO

    PH.D. COURSE

    In case the proposal/topic of research of the candidate has been accepted andrecommended by the Departmental Research Council for consideration by Sub-Committee and BRSH the candidate would be required to submit copies of the proposalas given below:-

    1. Sub-Committee-Humanities - 13+1 with application form2. Sub-Committee-Social Sciences - 16+1 with application form

    Copies of the proposal should be simply stapled, not spiral bound, indicating thename of the scholar supervisor(s) Department, Proposed Topic, and English Version ofthe proposal (if topic is in any other language).

    CATEGORIES EXEMPTED FROM STUDY LEAVE

    The candidate belonging to the following categories and admitted to the Ph.D.Course in any Department under BRSH are exempted from two years leave:

    (a) Teachers and other personnel recognized as academic staff of this Universityand its colleges/institutions.

    (b)Teachers and other personnel recognized as academic staff working ininstitutions of higher education in Delhi.

    (c) Library Professional/Computer Programmers/System Analysts and SeniorTechnical Assistants working in the University Departments,

    Libraries/Documentation Centres, R & D Organisations, Computer Centres,etc. such as DRDO, CSIR Laboratories, Government Organisations, etc. inDelhi.

    P.G.T.s working in Govt. Schools and other recognized schools in Delhi.In the case of teachers in other institutions in Delhi, respective DepartmentalResearch Committee may consider and recommend specific cases on the basisof individual merit.

    (d) Scientist/Research officers working in R & D Organisations. Govt.Ministries/Departments and other autonomous Organisations in Delhi.

    (e) Research staff working in Research Projects and other Research Schemeswithin the jurisdiction University of Delhi.

    (f) Teachers appointed on permanent basis/ temporary basis/ ad-hoc basis/ leavevacancies/ visiting foreign faculty of the University of Delhi and its collegesbe exempted from the condition of study leave.

    (g) In exceptional cases, persons actively engaged in research pursuit subject tohis/her case being recommended by the Departmental Research Committee/

    Head of the Department concerned and approval of the same by theChairman, BRSH.

    GUIDELINES FOR PREPARING SYNOPSIS

    Formulation of Topic:-

    It has been noticed that sometimes the title of the proposed thesis is formulated ingeneral terms. The need, however, is to formulate a topic in such a manner that aresearcher could investigate some specific aspects, dimensions, problems and come out

    with some tangible findings, conclusions, theories etc. in his/her investigation.

    It is, therefore, suggested that the synopsis which accompany the applicationshould normally incorporate following elements:

    (a)Objective of and justification for the choice of Topic : The concerned scholarshould give an elaborate justification in the synopsis as to why the particulartopic is being selected by him/her for research. Here the following pointsshould be particularly dwelt on :

    I. Significance and Relevance of Research on the Topic concerned:Here it should be shown how the investigation on the particular topic would berelevant and significant for the advancement of knowledge, or original ideas in thefield concerned. The Social relevance (wherever possible) or significance of thepossible findings can also be mentioned.

    II. Extent of existing studies on the topic:(a)Scholar with the help of the supervisor concerned should give a broad account of

    the work that has already been carried out on the topic or related aspects of thetopic concerned. It is important that a scholar should have a more or less clearpicture before he/she embarks on his/her research venture in the relevant area or

    study. The extent to which the problem has already been studies, the aspects thatremain unexplored so far, broad findings in the area etc. should be kept in view.In his/her synopsis a scholar should point out the aspects of the concerned topicwhich need to be further investigated. It may also be pointed out the conclusionsarrived at many a time are either inadequate or difficult for him/her to agree with.Hence, he/she should also explore the possibilities of arriving at alternativeconclusions or for giving new interpretations etc.

    (b)Scope of Research:Having dwelt on the relevance and extent of the existing studies on or around theproposed topic, a scholar should explain the scope, possibilities and potentials in

    terms of findings that his research work might offer. It is possible that one mayhave a very tentative view in this regard. It could also happen that in the processof research work the initial views of the scholar might change substantially.However, it is imperative that one should start with clarity about what one wouldbe dealing with. The main aim of research work lies in the fact that in the processof investigative exploration one should develop as a scholar equipped with thenecessary analytical faculties and methodological skills which should helphim/her in future research endeavors.

    (c)Structure of thesis:The possible structure of the proposed thesis should be spelt out in the synopsis

    even though it may be quite tentative. Generally the structure should stem fromthe foregoing discussions on the significance, scope and possible findings in theproposed work. It is essential that chapterisation should be done on morescientific basis and one chapter should naturally flow from the other so that thereis a continuity of thought and concepts. The content of each chapter should beelaborated in brief with a view to facilitate the Research Board to understandclearly the various aspects of research proposals.

    Similarly, conclusion/s should not be simply a summary but should bring out thesalient features of the thesis.

    (d)Bibliography:A synopsis should also include a bibliography incorporating major works relevantto the area of study. However, bibliographical data should be presented in theformat that is usually followed in research works of the discipline of the worldover.

    IMPORTANT INSTRUCTIONS FOR SUBMISSION OF THESIS TO THEEXAMINATION BRANCH THROUGH OFFICE OF BRSH

    1. The candidate is required to submit thesis within a period of 89 days from the date ofhis/her Pre-Ph.D. seminar(excluding the department under the Faculty of MathematicalSciences.

    2. Thesis are accepted by the examination branch during second week and last 7 days i.e.upto 30th of each calendar month. As such to facilitate proper scrutiny, the candidate isrequired to submit the application form for submission of Thesis duly signed by theSupervisor and Head of the Department to the office of BRSH alongwith documents

    mentioned in Clause 3(a) and 3(b) within (iv) to (viii) during the Ist and 3rd

    week of eachmonth for scrutiny and approval of the Chairman BRSH. The application form dulysigned by the Chairman would be released to the candidate during 2

    of each calendar month.

    3. At the time of the submission of the thesis the candidate is required to submit thecopies of the synopsis, abstract and thesis for submission to Examination Branchalongwith other documents as detailed below:-

    (a) Copy of the letter from the supervisor to the Head of the Department requesting forappointment of panel of examiner.

    (b) Copy of certificate Pre-Ph.D. seminar indicating clearly date of Pre-Ph.D. seminar.

    (i) Four copies of thesis-three copies soft bound and one copy hard bound(Printed/typed on both sides with font size 12 on a space of 1.5 with a minimumof 300 words)(ii) Abstract two copies one hard copy and one soft copy(CD)(iii) Synopsis six copies(iv) Copy of registration letter

    *(v) Copy of re-registration letter*(vi) Copy of condonation of delay

    *(vii) Copy of appointment of additional supervisor/change of existing supervisor*(viii) Copy of specification of topic of research/revised topic of Research

    Ord. VI-C Degree of doctor of Literature/Doctor of Science/Doctor of Civil

    Laws/Doctor of Engineering & Technology:

    1. No candidate shall be eligible to submit his work as specified hereafter for the Degreeof Doctor of Literature/Doctor of Science/Doctor of Civil Laws/Doctor ofEngineering & Technology unless:

    (a)of the University of Delhi; or(b)of any other Statutory University provided that he is a teacher of the Delhi

    University and has served in that capacity for at least three consecutive

    years after obtaining such a degree, and(2) has engaged himself in active research work.

    2. The Degree of Doctor of Literature/Doctor of Science/Doctor of Civil Laws/Doctorof Engineering & Technology will be awarded on the merit of the published work ofthe candidate which he/she has produce independently/ He/She may also present insupport of his/her candidature (i) unpublished work; and (ii) the work, published orunpublished which he has done jointly with others.

    The candidates work must contain such result as marks as advance in knowledge inhis particular field.

    3. The candidate shall not submit for considering any work for which a degree hasalready been conferred on him in this or any other University.4. (a) Application for submitting a work shall be made to the Registrar and shall be

    accompanied by (i) a list of the candidates publication; and (ii) a statement showingin what respect that candidates investigations appear him to advance the cause of hisparticular field of study; (iii) a statement indicating if he had submitted the work toany other University for such a degree giving the name of the University and the timeof submission.

    (b)The Board of Research Studies concerned shall seek such advice as it may deem

    necessary to satisfy itself that the conditions for submission of the work have beenfulfilled by the applicant.

    (c)The application will then be considered by the Board of Research Studies concerned,and if approved the candidate shall be permitted to submit four copies of his work tothe Registrar.

    5. Every work shall be referred to Board of three examiners all of whom shall beexternal examiners. In this respect the names of examiners fro work for Degree ofDoctor of Literature/Doctor of Science/Doctor of Civil Laws/Doctor of Engineering& Technology shall be recommended of the respective Board of Research Studiesinstead of by Committee of Courses & Studies.

    6. The examiners shall declare that the work, submitted by the candidate is adistinguished and substantial contribution to learning and merits the award of theDegree of Doctor of Literature/Doctor of Sciences/Doctor of Civil Laws/Doctor ofEngineering & Technology.

    7. The candidate whose thesis is not approved by the examiners shall not be allowed tore-submit his thesis for the degree.

    8. The reports of the examiners shall be placed before the Committee of the AcademicCouncil as provided under Ordinance VI-B. The Committee shall recommend theaward of the Degree when the examiners are unanimous in their recommendations.
