Initiative to support the entrepreneurial ecosystem DESAL+

LIVING LAB and carry out the public procurement process

of pre-commercial technological solutions in desalination,

with the aim of attracting highly innovative ideas/projects,

with high projection in the international market, to be

applied in CG.

Facilitate the development and testing of solutions

proposed by innovative startups, open to any natural or legal person, public or private, that end up in a solution

close to the market. Risks and benefits will be shared with

the contracting body.

Company fully owned by Cabildo de Gran Canaria and attached

to Consejería de Desarrollo Económico, Soberanía Energética,

Clima y Conocimiento (Department for Economic Development Energy Sovereignty, Climate and Knowledge)

Leads a comprehensive, investigational Programme of R&D&i

activities linked to the exploitation of the marine resources of the

islands within the framework of a Collaboration Agreement with the

Spanish Ministry of Sciences, Innovation and Universities

Public limited company fully owned by the Public Administration of

the Autonomous Community of the Canary Islands.

This entity has the powers required to launch the Pre-commercial

Public Procurement procedures ("PCPP”) that the DESAL+ Startups

Programme needs.

Phase 1. At the successful tenderer's facilities

Phase 2 y 3. The pilot solution resulting from this purchase of R&D services will be installed and tested

at the facilities of ITC where the DESAL+ LIVING LAB is located, at Playa de Pozo Izquierdo s/n (SantaLucía, Gran Canaria, Las Palmas - Spain).

The Phase 3 May be completed at an alternative location within the island of Gran Canaria,

provided that it is advisable based on the technical conditions, at the discretion of the projectmanager.

CRITERIA IN CASE OF TIE: Score of each solution in each non-quantifiable award criterion in order of importancein score and according to the order of appearance in the score scale. In the event of a tie, a draw will be made

Yearly turnover during any of the last five years of at least 0.7 times lower the estimated value of the contract per successful tenderer (€14,500.00).

In the case that the contractor fails to provide any service within the appropriate term due to any cause attributable

to the contractor :

- ITC may choose to terminate this contract, resulting in the loss of the guarantee, or to impose a daily penalty

(applicable on every calendar day) at a rate of €0.60 per each amount of €1,000 of the award amount established for that specific phase of the contract.

In the case that the successful tenderer fails to properly provide the services that are the subject matter of the

contract

- ITC may opt to terminate the contract and keep the guarantee or to impose an economic fine in proportion to the

seriousness of the non-compliance.

In the case that any penalties due to the non-compliance with the contract reaches a multiple of the 5% of the

contract price, excluding the VAT (IGIC), the contracting body will be entitled to terminate the contract or to agree

on the continuation of the contract subject to the imposition of new penalties.

In case of default

- ITC will not have the obligation to notify the contractor in advance about such default.

I. Under ITC convenience. Motivating through report the new scope:

Intensify experimental work in some of the phases

Modification of the place where phase III will be carriedout in another location different from Pozo Izquierdo.

II. The amount of activities to be carried out will be proposed by the companies participating in the

corresponding phase.

III. In no case may the amount of the modifications exceed the budget indicated by the contracting body

for the execution of the corresponding phase or, cumulatively, exceed 50% of the total initial price.

I. The economic value of an offer (in euros), excluding VAT (IGIC) may be considered

as abnormally low in the case that the value is lower by a 25% (twenty-five percent)

than the maximum bid budget per awardee of each phase established in clause 9

herein.

II. In the case that a proposal is considered disproportionate, the relevant tenderer will

be notified to justify the value of the offer and specify the conditions of such offer

within a term of at the latest five (5) working days from such notice.

III. In the case that the contracting body finds that a tender is not feasible because it

includes abnormally low values, such tender will be rejected.
