EXECUTIVE SUMMARY KERAMIDA Inc. (KERAMIDA) performed a Phase I Environmental Site Assessment (Assessment) of the Aztec Group, Inc. property which consists of 36 south Oxford Street, 2913, 2917, 2921, 2925 East Washington Street and 18 south Parker Avenue in Indianapolis, Marion County, Indiana (Site) at the request of Southeast Neighborhood Development, Inc. and Renew Properties LLC (Client). The Assessment was performed in conformance with the scope and limitations of ASTM Standard Practice E 1527-05. Any exceptions to, or deletions from, this practice are described in Section 10.0 – Deviations. This Assessment has revealed no recognized environmental conditions in connection with the Site except for the following: • Current and Historic On-Site Automotive Service • Site operated in the past as a dry cleaner • Free product on-Site • USTs suspected to be on-Site • Possible impact from off-Site sources • Staining on paved surfaces • Drain system at Site • Miscellaneous materials in containers • Hydraulic oil reservoir in basement The following de minimis condition was identified: • Staining on exterior paved surfaces The following business environmental risks were identified: • Suspect asbestos-containing materials observed in building • Suspect lead-based paint observed in building Please refer to Section 8.0 – Opinion, for a discussion of the above issues.

1.0 INTRODUCTION

KERAMIDA Inc. (KERAMIDA) performed a Phase I Environmental Site Assessment (Assessment) of the Aztec Group, Inc. property which consists of 36 south Oxford Street, 2913, 2917, 2921, 2925 East Washington Street and 18 south Parker Avenue in Indianapolis, Marion County, Indiana (Site). The Assessment was performed at the request of Southeast Neighborhood Development, Inc. and Renew Properties LLC (Client). Christopher G. Shaw, Senior Project Manager with KERAMIDA, conducted the Assessment under the oversight of Andrew A. Gremos, L.P.G., C.H.M.M., Senior Vice President. These individuals meet the requirements for an environmental professional as stated in the American Society for Testing and Materials (ASTM) Standard Practice E 1527-05. Their qualifications are included in Attachment 1. 1.1 PURPOSE AND SCOPE The purpose of the project was to identify any environmental conditions and potential areas of environmental concern at the Site, as they exist at the time of the inspection. Specifically, the Assessment was conducted to identify recognized environmental conditions as defined in ASTM E 1527-05. A recognized environmental condition is defined by ASTM E 1527-05 as:

“The presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of release of any hazardous substance or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property. The term includes hazardous substances or petroleum products even under conditions in compliance with laws. The term is not intended to include de minimis conditions that generally do not present a material risk of harm to public health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies.”

KERAMIDA reviewed documentation made available by Environmental Data Resources, Inc. (EDR) that consisted of records from the U.S. Environmental Protection Agency (U.S. EPA), Indiana Department of Environmental Management (IDEM), and historical records. Additionally, historical records and information from local agencies were reviewed by KERAMIDA for indications of prior Site use and possible environmental concerns for the Site and immediately adjacent land areas. A reference list of all records and information reviewed by KERAMIDA during this Assessment is provided at the end of this report in Section 12.0 – References. The Assessment also included a visual survey of the Site and a windshield survey of the surrounding area, interviews with persons familiar with the Site and with local government representatives when available. 1.2 LIMITATIONS AND EXCEPTIONS This Assessment was prepared in general compliance with ASTM Standard Practice E 1527-05, which presents the guidelines set for Phase I Environmental Site Assessments. KERAMIDA procedures meet the ASTM E 1527-05 requirements. KERAMIDA's professional opinions are based on the information gathered in compliance of the ASTM Standard Practice E 1527-05, and on the experience of the professionals responsible for this Assessment. No other warranty is given or implied by this report. A more extensive investigation beyond the scope of this Assessment could provide additional information concerning Site-specific conditions. 1.3 USER RELIANCE This report has been prepared for the exclusive use of the Client and persons or organizations to whom the Client wishes to make this report available. This report and the findings, conclusions and recommendations contained herein shall not, in whole or in part, be relied upon by any other party, without the prior written consent of KERAMIDA.

2.0 SITE DESCRIPTION The Site consists of two commercial/industrial buildings and four additional vacant parcels of land. The six parcels total approximately 2.7 acres. 2.1 LOCATION AND LEGAL DESCRIPTION The Site consists of 36 south Oxford Street, 2913, 2917, 2921, 2925 East Washington Street and 18 south Parker Avenue, Indianapolis, Marion County, Indiana. KERAMIDA obtained legal

description information from the Marion County property information website. The Site consists of parcels # 1017948, 1076590, 1024375, 1063994, 1063053, 1027455 and is zoned I3U (medium industrial urban district) except for 2925 East Washington Street which is zoned C3 (commercial). The Site consists of approximately 2.7 acres of land. The parcel information is provided in Attachment 3. 2.2 CURRENT PROPERTY USE The Site is currently essentially vacant, with the exception of 18 South Parker which houses Los Catrachos, an automotive service businesses. The 2913 East Washington building contains miscellaneous debris and several 55 gallon drums of waste material that are presumed to be automotive fluids. 2.3 SITE AND VICINITY GENERAL CHARACTERISTICS The Site consists of developed commercial/industrial property and vacant parcels, and is located in a mixed-use commercial/residential area approximately two miles east of downtown Indianapolis. A Site Location Map is provided as Figure 1 in Attachment 2.

3.0 USER PROVIDED DOCUMENTS 3.1 TITLE RECORDS The Client did not provide title record information for KERAMIDA’s review. Deed and title information, obtained from Accufast Title Search Services, is provided in Attachment 3. According to the deed information, the parcels that comprise the Site are owned by Mr. Rodney Webb and Aztec Group, Inc.

3.2 SPECIALIZED KNOWLEDGE The Client provided three previous environmental reports conducted on the 2913 East Washington Street property; the reports are a Phase I ESA from February 2007 and a Phase II investigation from September 2007, both prepared by Corporation for Environmental Management (CEM) and a Further Site Investigation (FSI) report prepared in January 2008 by Alt & Witzig Engineering, Inc. The individual reports are discussed below. Copies of the materials provided by the Client are included in Attachment 4.

Phase I ESA, February 2007 CEM conducted a Phase I of the 2913 East Washington Street property. The CEM Phase I consisted of a facility inspection and records review. The CEM Phase I stated “This Assessment has revealed evidence of Recognized Environmental Conditions in connection with the Property. The Recognized Environmental Conditions consist of one (1) Voluntary Remediation Program (VRP) site within approximately one-half (1/2) mile of the subject property, one (1) RCRA Small Quantity Generator site within one-half (1/2) mile of the subject property, one RCRA TSD site within one-half (1/2) mile of the subject property, suspect Underground Storage Tanks (UST’s) potentially located on-site of the subject property, numerous unlabeled drums on-site, and historical information indicating that the subject property housed a former dry cleaning operation. It is CEM’s recommendation that a Phase Two (2) Environmental Site Assessment be performed at the property in an attempt to eliminate the Recognized Environmental Conditions.” Additionally, CEM stated in the 2007 Phase I: “Suspect interior and exterior Asbestos Containing Materials (ACM) are present.” “Areas of interior and exterior painted surfaces should be considered suspect of containing lead due to the construction date of the building.” Phase II Investigation, September 2007 To evaluate the concerns identified in the Phase I, CEM conducted a subsurface investigation at the 2913 East Washington Street property. A total of three borings were advanced at the property in the following locations: the southwest corner of the building (near the truck dock) to the northeast near the currently vacant parcels along Washington Street, and the alley between 2913 East Washington Street and 18 S. Parker Avenue. Soil and groundwater samples were analyzed for: volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), Total petroleum hydrocarbons (TPH) gasoline range (GRO) and extended range (ERO), Polychlorinated biphenyls (PCBs) and Indiana Department of Environmental Management (IDEM) Risk Integrated System of Closure (RISC) metals. Free product was encountered as well as TPH GRO and TPH ERO in groundwater above the IDEM RISC Industrial default concentrations (IDCL) in the sample collected in the alley. The other two locations each exhibited TPH ERO concentrations that exceeded the IDEM RISC IDCL in groundwater. No other compounds exceeded IDEM RISC default closure concentrations. The Phase II recommended further investigation of the former UST area to determine the extent of impact. FSI, January 2008 The purpose of the further site investigation (FSI) was to delineate the horizontal and vertical extent of the chemicals of concern (COCs) on-Site and off-Site. In order to accomplish this

objective, thirteen (13) soil borings/groundwater sampling points and two (2) groundwater monitor wells were advanced from approximately 24 to 30 feet below the ground surface. Five (5) of the borings/points (B-114 through B-116, B-123, and B-124) were installed outside of the buildings along property boundaries and right-of-way easements. Two (2) monitor wells (MW-5 and MW-6) were installed offsite hydraulically downgradient in a vacant lot and easement, respectively. Eight (8) of the remaining 13 borings/points (B-112, B-113, and B-117 through B-122) were installed inside of the buildings. The inside borings/points consisted of two (2) soil borings/groundwater points in the northwest portion of the Site north of the alley, two (2) borings/points in the vicinity of previously placed borings B-6, B-11, and B-9. The soil and groundwater sampling and analysis plan consisted of TPH GRO & ERO, VOCs, cPAHs, and total metals. The soil and groundwater samples were sampled and analyzed in accordance with the IDEM and U.S. EPA analysis methodologies, respectively. The soil and groundwater results indicate TPH GRO, TPH ERO, 1, 2, 4-trimethylbenzene, and 1, 3, 5-trimethylbenzene are present in the majority of the borings. In addition, free product is present in boring B-120, located west of the USTs. Chlorinated compounds are also present in the groundwater from borings along the southeast side, and west of Oxford Street. The soil and groundwater sampling results defined the COC impacts to RDCLs in certain areas in the north and southwest directions. However, soil and groundwater COC impacts have not been defined off-Site to the east, south, and west directions.

3.3 ENVIRONMENTAL LIENS The Client did not provide information related to any known environmental liens or activity and use limitations (AUL) potentially affecting the Site to KERAMIDA. KERAMIDA therefore requested a search for environmental liens from Accufast. The lien search revealed no environmental liens or other AUL recorded against the deed. The lien search information is provided in Attachment 3. 3.4 COMMONLY KNOWN INFORMATION KERAMIDA was not provided with any information other than that discussed elsewhere in this report. 3.5 VALUATION REDUCTION FOR ENVIRONMENTAL ISSUES The user of this report shall consider the relationship of the purchase price of the property to the fair market value of the property if the property was not affected by hazardous substances or

petroleum products. ASSESSMENT This Assessment has been performed in agreement with the Client to determine if there are any recognized environmental conditions as defined in ASTM E 1527-05 in connection with the Site as of the date of the reconnaissance and the date of this report.

4.0 RECORDS REVIEW 4.1 PHYSICAL SETTING SOURCES KERAMIDA reviewed a current topographic map, a custom water well search of the Site and surrounding area, and soil survey information. The purpose of reviewing the geology and hydrogeology of the Site is to determine if the underlying or surrounding conditions represent likely contaminant transport pathways. 4.1.1 Current Topographic Map The purpose of reviewing the topographic setting of the Site and surrounding area is to examine the development and use of the Site and surrounding area and to identify potential routes of contaminant migration which could possibly impact the environmental condition of the Site. The Indianapolis East, Indiana quadrangle topographic map was reviewed to examine the topography, drainage features, and land use of the Site and surrounding area. The topographic map was published by the U.S. Geological Survey (USGS) in 1998 from 1966 topography and planimetry derived from 1998 aerial photography. A vicinity map, with ½ and 1 mile radii around the Site, is provided as Figure 1 in Attachment 2.

The Site is located in the southwest quarter of Section 5, Township 15 North, Range 4 East in Center Township, Marion County, Indiana. The topographic map for the time period represented depicts the Site as unlabeled developed land. The Site is located in a commercial/industrial area approximately two miles east of downtown Indianapolis. The Site is bordered by unlabeled developed land in all directions. Pleasant Run flows southwesterly approximately ¾ mile south of the Site. Pogues’ Run flows southwesterly approximately 1¼ mile north of the Site. The White River flows generally south approximately 2½ miles west of the Site. The topography of the Site is relatively flat, with an average ground surface elevation of 765 feet above mean sea level. Local patterns of groundwater flow in shallow unconsolidated deposits are controlled primarily by topography and proximity to local surface water features, such as lakes and creeks. Therefore, local groundwater flow in the vicinity of the Site is presumed to be to the west/southwest, based on surface topography and the flow direction of the White River. Site-specific information, however, generated by a minimum of three monitoring wells, is required to accurately determine the local groundwater flow direction at the Site. 4.1.2 Water Well Search The purpose of identifying water well records in the vicinity of the Site is to gain information related to subsurface soil through well logs, and locate possible receptors for any known or suspected subsurface contamination. The database search report provided by EDR includes a search of federal and state water well databases. According to EDR’s report, 14 database wells are present within a one mile radius of the Site. The closest of these depicted is east of the Site, on the Mallory property. KERAMIDA obtained a record for the well from the Indiana Department of Natural Resources (IDNR) online water well record database; according to the well record, the well was completed in 1935 at a depth of 115 feet below grade, in bedrock. No static water level is provided. A copy of the well record is provided in Attachment 6. 4.1.3 Soil Types The EDR database report states the U.S. Department of Agriculture (USDA) division of Soil Conservation Service (SCS) classifies the soils at the Site primarily as Miami silt loam. Miami soils are in the Class B hydrologic group, characterized by moderate infiltration rates, with deep or moderately deep, moderately well and well drained soils with moderately coarse textures. Miami soils have intermediate water holding capacity, and do not meet the requirements for a

hydric soil. Depth to the water table is greater than 6 feet. The corrosion potential for uncoated steel is moderate and depth to bedrock is greater than 5 feet. 4.2 HISTORICAL USE INFORMATION ON THE SITE AND ADJOINING

PROPERTIES The purpose of acquiring past and current ownership and historical use records is to obtain information regarding possible past uses of the property, which, in turn, may have had an impact on the property. Records providing such information typically include aerial photography, land title records, city directories, and Sanborn Fire Insurance Maps (Sanborns). The following segments of this section briefly describe the findings of KERAMIDA’s search. 4.2.1 Historic Aerial Photographs Aerial photographs were reviewed for cross-referencing purposes and inspected for evidence of environmental conditions, such as the open dumping of solid waste. Aerial photographs covering the period of 1956 through 2005 were provided by EDR. The reviewed aerials are presented in Attachment 5. Table 1 shows the dates of the aerial photographs reviewed and describes the observations made from this review.

4.3 STANDARD ENVIRONMENTAL RECORD SOURCES The purpose of the regulatory file review is to obtain and review records that will aid in identifying recognized environmental conditions in connection with the Site property. The records reviewed pertain not just to the Site, but also to surrounding properties, in order to assess the potential for migration of contaminants from off-Site sources onto the Site. The database search focused on database listings located within the ASTM Standard search distances. 4.3.1 Database Listings The ASTM Standard Practice E 1527-05 database search was performed for KERAMIDA by EDR and is included in Attachment 6. The regulatory databases searched are listed within the documentation provided by EDR.

4.3.2 Regulatory Findings There are 104 database listings located within the respective ASTM radii of the Site as identified from the regulatory file review search. Each facility was evaluated using KERAMIDA’s professional judgment to determine the facility’s potential impact to the Site. The factors considered in evaluating a facility’s potential impact to the Site include the facility’s distance from the Site; the facility’s operational activities; the historical use of the facility; and the facility’s location in relation to the Site, based on the presumed groundwater flow direction. For example, a facility located neither adjacent to, nor upgradient of the Site with respect to the assumed groundwater flow direction, would not be expected, in general, to impact the Site. Due to the large number of database listings, only those facilities that are judged to be likely to impact the Site are listed in Table 6; a full list of the properties found during the regulatory database search is contained in EDR’s report, in Attachment 6.

4.4 ADDITIONAL ENVIRONMENTAL RECORD SOURCES The following subsections discuss the additional record sources that were reviewed by KERAMIDA for this Assessment. Copies of the materials reviewed are provided in Attachment 6. 4.4.1 IDEM Virtual File Cabinet As shown in Table 6, the Site was listed as historic cleaner, a State Brownfield site, and a State Cleanup Site. KERAMIDA conducted a search of IDEM’s virtual file cabinet (VFC) for information on the Site; the information present consisted of an IDEM Emergency Response Incident Report (#2007-08-034) dated August 6, 2007, an Alt & Witzig Engineering, Inc. Further Site Investigation Report dated January 6, 2008, an Alt & Witzig Engineering, Inc. Initial Site Characterization Report dated October 21, 2008, a letter from IDEM to Rod Webb requesting site investigation be completed dated June 15, 2009, and a letter from IDEM to Rod Webb requesting further site investigation be completed dated November 24, 2009. 2929 East Washington Street is listed in the VFC as Metal Works Polishing and Plating. No documents are present for the facility in the VFC. 2921 East Washington Street is listed in the VFC as Vacant House with Storefront. No documents are present for the facility in the VFC.

5.0 SITE RECONNAISSANCE The inspection was performed on March 10, 2010 to evaluate the Site’s condition and to identify potential sources of environmental concern. The KERAMIDA inspectors, Mr. Keith and Mr. Shaw, were accompanied during the walkover by Mr. Rod Webb, the property owner. A list of the properties surrounding the Site at the time of the visit is provided in Table 7. An aerial photograph depicting surrounding land use in presented as Figure 2 in Attachment 2.

5.1 METHODOLOGY AND LIMITING CONDITIONS KERAMIDA visually observed the Site by walking around the property and through the buildings; selected photographs are presented in Attachment 2. No limiting conditions applied, except for a portion of the second floor of the Parker Street building was not entered due to structural concerns. The area was observed from a doorway but not entered, preventing a thorough visual inspection of the area. This represents a data gap, whose significance is discussed in Section 11.0. 5.2 GENERAL SITE SETTING The Site contains two buildings: both of which were developed as a commercial dry cleaning business and associated land, comprising approximately 2.7 acres in total area. According to available information, portions of the buildings were constructed in or before 1915 and were gradually expanded until the mid to late 1960s on land that had been vacant or occupied by residential structures. The Site is located in a mixed-use residential/commercial/industrial area of downtown Indianapolis. 5.3 EXTERIOR OBSERVATIONS Exterior areas of the Site consist of exposed soil along East Washington Street with the remainder paved in gravel, asphalt or concrete, with a grassy area east of the Parker Street building. 5.3.1 Pits, Ponds, or Lagoons No pits, ponds, or lagoons were observed.

5.3.2 Stained Soil or Pavement Stained soil and pavement was observed on the Site. 5.3.3 Stressed Vegetation No stressed vegetation was noted. 5.3.4 Solid Waste Los Catrachos has a solid waste dumpster that is serviced by Ray’s Trash Service. 5.3.5 Waste Water Sanitary wastewater is discharged to the municipal sewer system. 5.3.6 Potable Water Supply Drinking water is provided by the municipal water supply. 5.3.7 Wells No drinking water wells are reportedly present at the Site. A network of monitoring wells was observed on the Site. 5.3.8 Septic Systems No septic systems are known to be present on the Site. 5.4 INTERIOR OBSERVATIONS The northern portion of the 2913 East Washington Street building has two stories and the remainder of the building is single story construction with a basement. The building is constructed of concrete and brick with wood and steel infrastructure. The building contains offices, restrooms, and large open areas. At the time of the inspection, an area of the eastern portion of the building was being used by the automotive service business to park cars awaiting service. An elevator is present in the building and is presumed to be hydraulically driven. An exterior gate on the west side of the building is labeled machine shop. The Parker Street building is divided into four separate areas. Each area has been used by an automotive service type operation either in the past or currently. The northern most area of the building is operated as Los Catrachos who provide automotive mechanical service and a body shop complete with a paint booth.

5.4.1 Heating/Cooling Heating is provided in the Parker Street building by two 55- gallon drum stoves that burn wood. The Parker Street building is not air conditioned. The 2913 East Washington Street building is currently unconditioned. 5.4.2 Stains or Corrosion Widespread oil staining was noted on the first floor of each building. 5.4.3 Drains and Sumps Several floor drains and sumps were observed each building. 5.5 GENERAL PROPERTY OBSERVATIONS 5.5.1 Hazardous Substances and Petroleum Products in Containers Numerous containers of paint, paint thinner and automotive fluid are present throughout the Parker Street building. Several 55 gallon drums containing unknown material are present in the 2913 East Washington Street building. Surface staining is present in the area of the drums. 5.5.2 Storage Tanks The October 21, 2008 Alt & Witzig Engineering, Inc. ISC states three underground storage tanks (USTs) are suspected to be present at the Site. However, based on field observations (intact and cut vent lines); five tanks may be present at the Site. 5.5.3 Odors No unusual or pungent odors were noted during the inspection. 5.5.4 Pools of Liquid Pooled water was noted in several areas of the buildings indicating roof or pipe leaks. 5.5.5 Drums As stated in Section 5.5.1 several 55 gallon drums are present at the Site.

5.5.6 Polychlorinated Biphenyls (PCBs) An elevator is present in the 2913 East Washington Street building. KERAMIDA observed the hydraulic reservoir in the basement for the elevator. The pit beneath the elevator was mostly obscured by the elevator cab, but standing water was visible in the pit. Hydraulic fluid historically had the potential to contain PCBs. Additionally, pole mounted transformers are present along the Oxford Avenue and Washington Street Site boundaries and in the alley between the two buildings. These transformers were marked with blue stickers indicating they are PCB free and they appeared to be in good condition with no apparent leaks or staining present. 5.5.7 Asbestos Suspect asbestos containing materials (SACM) were noted at the Site. Additionally, CEM stated in the 2007 Phase I: “Suspect interior and exterior Asbestos Containing Materials (ACM) are present.” Due to the age of the building and the nature of the materials used during construction, KERAMIDA believes that reasonable potential exists for the SACM present in the building to contain asbestos. 5.5.8 Lead-Based Paint A cursory lead survey of the interior and exterior painted surfaces of the building was also conducted during the inspection. Lead-based paint is found in most buildings that were built before 1960, and in many buildings that were built before 1978. Intact lead-based paint is usually not a hazard, except on surfaces that children can chew on or surfaces that rub together, such as doors. However, lead-based paint can be a hazard as the paint peels under normal wear and tear or when it is scraped, sanded or heated during renovation activities or demolition. Based on the age of the building, and on observations made during the Site inspection, it is possible that lead-based paints are present at the Site. The interior painted surfaces of the building appeared to be in varied condition, ranging from fair to poor.

6.0 INTERVIEWS 6.1 INTERVIEW WITH OWNER The Site is currently owned by Rodney Webb. Mr. Webb purchased the Site with intention of creating a job training and employment center at the property. Mr. Webb indicated the Site had been operated by crown dry cleaning in the past and he is aware of the impacts discovered during the previous assessments conducted at the Site that are discussed in Section 3.2.

6.2 INTERVIEW WITH PAST OWNERS OR OCCUPANTS No historic owners or occupants of the Site were available for KERAMIDA to interview. This represents a data gap, whose significance is discussed in Section 11.0. 6.3 INTERVIEWS WITH LOCAL GOVERNMENT OFFICIALS Local agencies were contacted to obtain information related to the Site and surrounding area. Any information obtained from the local agencies is summarized in Table 8. The documentation of KERAMIDA’s effort to obtain information from relevant agencies, and any responses from them, are provided in Attachment 7.

6.4 INTERVIEWS WITH OTHERS No other individuals were interviewed for this report. ASTM E 1527-05 requires that “In the case of inquiries conducted at abandoned properties where there is evidence of potential unauthorized uses of the abandoned property or evidence of uncontrolled access to the abandoned property, interviews with one or more owners or occupants of neighboring of nearby properties shall be conducted.” The standard defines an abandoned property as “property that can be presumed to be deserted, or an intent to relinquish possession or control can be inferred from the general disrepair or lack of activity thereon such that a reasonable person could believe that there was an intent on the part of the current owner to surrender rights to the property.” Under this definition, the Site is not abandoned, and no interviews with neighboring property occupants were required.

A review of the information obtained from the Site inspection, interviews, environmental records and databases, and available historical sources has identified the following findings, with reference to the sections in which they are cited in this report: 1. 8.0 OPINION In the following subsections KERAMIDA will discuss our reasoning for whether or not, in our opinion, each of the findings listed in Section 7.0 – Findings represents a recognized environmental condition as defined in E 1527-05; those that are judged to meet the definition will be presented as REC in Section 9.0 – Conclusions. Any suspect REC that does not satisfy the definition of recognized environmental condition will be evaluated as a de minimis condition, historical recognized environmental condition, or business environmental risk. 8.1 CURRENT AND HISTORIC ON-SITE AUTOMOTIVE SERVICE An automotive service business is currently located in the Parker Street building. Operations include general mechanic service as well as body shop service which includes the operation of a paint booth. A portion of the Parker Street building is labeled Auto Repair on the 1950 Sanborn Fire Insurance Map. These operations represent a recognized environmental condition.

8.2 SITE OPERATED IN THE PAST AS A DRY CLEANER The Site reportedly operated as a commercial dry cleaner (Crown Cleaners) from approximately 1910 to 1975. Based on the dates of operation, Stoddard and/or chlorinated solvents were used in the cleaning process. The unknown nature of the management and disposal of the solvents represents a recognized environmental condition. 8.3 FREE PRODUCT DETECTED ON-SITE Free product was detected during the subsurface investigation conducted by CEM in 2007. This issue represents a recognized environmental condition. 8.4 USTs SUSPECTED TO BE ON-SITE The 2008 Alt & Witzig Engineering, Inc. ISC indicates three USTs are likely present at the Site. Based on field observation (intact and cut vent lines) there may be as many as five USTs located near the alley located between the two buildings. This issue represents a recognized environmental condition. 8.5 POSSIBLE IMPACT FROM OFF-SITE SOURCES During our review of historical and regulatory records, KERAMIDA noted the presence of several off-Site facilities with the potential to impact the Site due to their proximity and the nature of their operations. Any subsurface impact that may have occurred at these properties has the potential to migrate to the Site. Only a subsurface investigation of the property boundaries would determine whether or not any such impact has occurred. Based on the information available to KERAMIDA, it is our opinion that this would represent a recognized environmental condition. 8.6 STAINING ON PAVED SURFACES Oil stains were noted in several locations on the floors of each building, as well as some exterior paved surfaces. The interior staining intersects cracks and floor drains in various locations. This issue represents a recognized environmental condition. 8.7 DRAIN SYSTEM AT SITE Several floor drains were observed in the buildings at the Site. Additionally, numerous holes of unknown origin were observed in both buildings. This issue represents a recognized environmental condition, due to the potential for contaminant migration and unknown discharge points.

8.8 MISCELLANEOUS MATERIALS IN CONTAINERS Numerous containers of paint, paint thinner and automotive fluid are present throughout the Parker Street building. Several 55 gallon drums containing unknown material are present in the 2913 East Washington Street building. Surface staining is present in the area of the drums. This issue represents a recognized environmental condition. 8.9 HYDRAULIC OIL RESERVIOR IN BASEMENT An elevator hydraulic oil reservoir was observed in the basement of 2913 East Washington Street. Standing water was observed in the pit beneath elevator cab in the basement. The reservoir appeared in good condition, with no leaking or staining noted. However, given the age of the building, and therefore the elevator system, the potential for subsurface impact is present. This issue represents a recognized environmental condition. 8.10 SUSPECT ASBESTOS-CONTAINING MATERIALS OBSERVED IN BUILDING As defined in ASTM E 1527-05, issues related to asbestos in a building are not recognized environmental conditions, but would be considered a business environmental risk. 8.11 POTENTIAL LEAD-BASED PAINT OBSERVED IN BUILDING As defined in ASTM E 1527-05, issues related to lead-based paint in a building are not recognized environmental conditions, but would be considered a business environmental risk.

9.0 CONCLUSIONS We have performed a Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Practice E 1527-05 of the Aztec Group property located at 36 South Oxford, 2913-2925 East Washington Street, 18 South Parker Avenue in Indianapolis, Marion County, Indiana (Site). Any exceptions to, or deletions from, this practice are described in Section 10.0 of this report. This Assessment has revealed no evidence of recognized environmental conditions in connection with the Site except for the following:

• Current and Historic On-Site Automotive Service • Site operated in the past as a dry cleaner • Free product on-Site • USTs suspected to be on-Site • Possible impact from off-Site sources • Staining on paved surfaces • Drain system at Site • Miscellaneous materials in containers • Hydraulic oil reservoir in basement

10.0 DEVIATIONS No significant exceptions or deletions from the ASTM E 1527-05 standard occurred during the performance of this Assessment.

11.0 DATA GAPS The following data gaps were identified during the Site visit and information review: • No previous property owners were available to interview; this could have a significant impact

on our findings regarding the Site. • A response was not received from the fire or health departments; this is not expected to have

a significant impact on our findings regarding the Site. • A portion of the second floor of the Parker Street building was not entered but inspected from

a distance; this is not expected to have a significant impact on our findings regarding the Site.

CHRISTOPHER G. SHAW SENIOR PROJECT MANAGER, DUE DILIGENCE SERVICES

Exp.: 17 yrs. Mr. Shaw has over 17 years of experience in environmental consulting and has managed a wide variety of investigation and remediation projects involving contaminated soils and groundwater. His experience covers various regulatory programs including Voluntary Remediation, RCRA, LUST and Brownfields. He has completed hundreds of Due Diligence environmental assessments of sites undergoing acquisition, divestiture, or refinancing. This includes assessing industrial facilities, manufacturing facilities, service stations, commercial developments, residential developments, and undeveloped sites. He has evaluated sites for the presence of potential soil and groundwater contamination, asbestos, PCBs, underground and above ground storage tanks, and regulatory compliance. Mr. Shaw is responsible for the management of Due Diligence Services at KERAMIDA. His past experience as a licensed real estate professional provided him with a unique perspective on client needs in this service area. Mr. Shaw’s experience also includes managing initial site characterizations, remedial design investigations, and corrective action planning for numerous petroleum and industrial sites across Indiana, Illinois, and Michigan. Remediation systems have included groundwater recovery and treatment technologies, free product recovery and separation, air sparging systems, soil vapor extraction/venting systems, multi-phase extraction systems, and in-situ/ex-situ bioremediation systems. He also oversees the permitting process and negotiation with regulatory agencies. Mr. Shaw has a B.S. in Environmental Science from Ball State University. In addition to his technical degree he is a licensed real estate agent.

ANDREW A. GREMOS, L.P.G., C.H.M.M. SENIOR VICE PRESIDENT, LAND SERVICES

Exp: 20 yrs. Mr. Gremos is the Senior Vice President of Land Services at KERAMIDA, Inc. His responsibilities include the management and mentorship of his Division’s staff, and the stewardship for a variety of site investigation and remediation projects, as well as expert testimony. Mr. Gremos’ work over the last 20 years has focused on investigations and remediation of multiple-contaminant properties, including groundwater contaminant fate and transport modeling, soil vapor intrusion modeling, and advanced remedial processes. He has worked on hundreds of sites, ranging from single gas stations to complex terminals, public utility sites, and industrial facilities, where he completed comprehensive investigations, exposure assessments, contaminant fate and transport, groundwater modeling, water resources, corrective action plans, and design and implementation of remedial actions under various regulatory programs including VRP, LUST, CERCLA, RCRA and Brownfields. Mr. Gremos' experience includes the successful completion of a large, EPA Region V Time-Critical Removal Action project, where he served as Site Manager. He has received numerous awards, including an award from a major oil company for the development of an innovative remedial design. Mr. Gremos has provided expert testimony in numerous litigation cases involving appropriateness of investigation, selected remedy and design, time of completion, and impact of remediation on land use. Mr. Gremos holds B.S. and M.S. degrees in Geology from Indiana University and Old Dominion University and is a Professional Geologist in five states and a Certified Hazardous Materials Manager. Mr. Gremos has lectured extensively on investigation and remediation topics, including presentations on the Indiana Department of Environmental Management (IDEM) Risk Integrated System for Closures (RISC).
