1. Scope

This specification defines the minimum general requirements and material specifications for

the design of Process and Utility Piping Systems of offshore and onshore facility to be

installed in the facilities area of PT. PHE ONWJ, hereafter referred to as COMPANY.

CONTRACTOR shall obtain COMPANY written approval for any deviations from the

requirements of this Specification or specifications, standards and drawings referenced herein

or elsewhere in the Contract.

Content and Coverage

- This Specification prescribes requirements for materials and components, design,

fabrication, assembly, erection, examination, inspection, and testing of piping.

- This Specification applies to piping for all fluids, including raw, intermediate, and

finished chemicals

x Petroleum products

x Sour Gas and high corrosive service

x Utility gas, steam, air, water and sea water

x Fluidized solids

x Refrigerants

x Cryogenic fluids

- This Specification excludes piping material related to inspection, alteration, repair and

rerating which covered by API 570.

2. Reference

The latest editions of all applicable codes, specifications and references shall define the

minimum requirements applicable to the subject work and no statement contained in this

Specification shall be construed as limiting the work to such minimum requirements.

Wherever conflicts or omissions between codes, specifications and contract occur, the most

onerous condition shall apply. CONTRACTOR is responsible for reviewing the list below and

informing the COMPANY of any omissions. All conflicts shall be formally brought to the

attention of the COMPANY.

3. Definitions and Terms

3.1 Definitons

The following Definitions as used in this specification assume the meanings given below:

COMPANY PT. PHE ONWJ.

CONTRACTOR The Company or Consortium which is awarded the main PT. PHE

ONWJ contract for the project.

PURCHASER The party which places the order or signs the contract (This may be

CONTRACTOR at all times or COMPANY followed by

CONTRACTOR at time of novation).

VENDOR The COMPANY on which the order or contract for supply of the

goods or services is placed.

3.2 Terms

Throughout this document, the words „will‟, „may‟, „should‟, „shall‟ & „must‟, when used in thecontext of actions by PT. PHE ONWJ or others, have specific meanings.

For purposes of this Specification, the following terms apply:

5. General Requirements

CONTRACTOR shall provide all piping materials with the exception of those furnished by

COMPANY, and specifically noted as COMPANY furnished items. Unless noted otherwise, all

materials furnished by the CONTRACTOR shall be new, unused and undamaged.

Unless otherwise noted, all piping components shall be supplied in accordance with the

applicable codes referenced here-in and this specification.

Substitution of materials by CONTRACTOR may not be made without prior written approval of

COMPANY.

5.1 Material Identification

Piping shall have continuous longitudinal marking of material grade and cast number when

specified by PT. PHE ONWJ. If not specified, marking shall be carried out in accordance with

the manufacturing standard as well as MSS SP 25 etc.

Piping components e.g. elbows, spool pieces, flanges and reducers shall have the following

additional information marked upon them using the appropriate coding system and method of

marking:

- Manufacturer’s name or trademark.

- Nominal size.

- Nominal wall thickness in millimeters (inches) or schedule number.

For cast fittings the melt reference should also be indicated if possible.

Normally only stainless steel pipe is continuously stenciled for the full length. Carbon steel

pipe greater than DN 50 (NPS 2) is normally stenciled or stamped at one end and pipe under

this size has only bundle labelling with no marking on individual pipes.

5.2 Methods of Marking

Pipe and piping components shall be legibly marked for identification using an indelible, heat

resistant ink, electrical engraving or titanium oxide pigmented paint.

For austenitic and nickel base steels, the mark shall be such that it shall have a life of at least

a year in unheated storage under cover. The dried film shall not contain more than 250 ppm

of lead, zinc, tin or copper and paints shall be as free as practicable from sulphur and

halogens. Limits on these elements will be specified by COMPANY. Adhesive tapes shall not

be used.

5.3 Certifications

Materials shall be supplied with the certification called for in the relevant codes and standards

and in the purchase specifications, including material test reports and certificates to identify

the type of steel, composition, heat number, and special tests.

All piping materials including valve pressure containing or load bearing parts shall require a

material certificate in accordance with BS EN 10204 (2004) type 2.1, 2.2, 3.1 and 3.2. Wetted

parts other than above shall require a material certificate in accordance with BS EN 10204 for

carbon steel and 3.1.B for stainless steel and low temperature carbon steel.

The CONTRACTOR or Supplier shall allow access for COMPANY Inspector’s review of all

mill certificates for Contractor/Supplier purchased materials.

5.4 Maximum Strength

The actual ultimate tensile strength of any steel component shall not exceed the minimum

required by the relevant specification by more than 150 MPa (22 000 psi).

5.5 Pressure Temperature Rating

The pressure-temperature rating of the valves and flanges composing the piping material

class shall be determined on the basis of the material used, fluid characteristics and operating

conditions, design pressure, and design temperature in accordance with ASME B16.5 and

B16.47. If process design conditions require design pressures and temperatures within the

same piping class, the highest rating shall be applied.

5.6 Pipe

Process pipe shall be seamless up to specified size in the piping material class.

Welded pipe ERW (Electric Resistance Welded) will be used with the following condition.

- Unless restricted by c) below, use of ERW piping is permitted only in the following

services:

x Category D service, or

x Normal Fluid Service, at design temperatures less than 200°C (400°F).

- If the use of ERW piping is permitted, it shall be:

x Used only on a Project basis, and shall not to be used for maintenance, except

for clearly defined projects as determined by COMPANY.

x ii) Inventory controlled and removed upon completion of project. Procedures for

control of ERW pipe shall be submitted to PT. PHE ONWJ Inspector for review

and approval prior to onsite delivery.

- ERW pipe is not permitted in the following services:

x Aggressive Environmental Service, which is defined as any process stream that

can cause stress corrosion cracking or hydrogen attack. Due to ERW is not

furnished to a weld hardness requirement.

x Design conditions exceeding rating of ASME Class 300.

x Services containing water (including service water), unless an evaluation

shows that preferential corrosion along the weld seam will not occur.

Electric Fussion Welded (EFW) pipe may be used for severe cyclic duty, only when a weld

factor of 1 (0.9 for non toxic duty) can be applied to the longitudinal weld, i.e. 100% NDE of

the weld is performed.

Pipe incorporating longitudinal or spiral welded seams shall meet the material, thickness and

service requirements as specified by PHEONWJ-M-SPE-0024. This testing should be carried

out at the pipe mill.

5.7 Fitting

Only seamless fitting shall be used.

Fitting wall thickness shall be match to pipe schedule.

The thickness of reducing fitting shall match to the wall thickness of the pipe wall at larger

end. The smaller end then shall be tapered on a 1: 4 to ensure fitting wall thickness matches

the pipe wall.

Fitting shall confirm to the requirement of ASME B16.9 and ASME B16.11. Fitting shall not be

manufactured from bar stock.

5.8 Flange

Flange shall be welding Neck for size 2" and above and socket weld for 1½" and smaller.

Threaded flange allowable for air and water services only.

The bore of the weld neck flanges shall be the same as the ID of the pipe to which it is to be

welded.

Where metallic flange are bolted to non metallic flange both flange face shall be flat face and

provide with full face gasket.

Flange shall be in accordance with ASME B16.5 for size up to DN 600 (NPS 24") while steel

flange DN 650 (NPS 26") through DN 1500 (NPS 60"), up to and including Class 900 shall be

specified as confirming to ASME B16.47 series A (MSS SP-44), except series B flange (same

as API 605) shall be specified as required to meet with valve or equipment flange.

Flange specification requirement for Tie-in flow line to Xmas Tree shall be in accordance with

API 6A.

5.9 Gasket

Material, dimension, tolerances and marking of gasket shall meet requirement B16.20 for

metallic gasket and B16.21 for non-metallic gasket, use of asbestos gasket is prohibited.

Spiral wound gasket with flexible graphite filler, inner and outer ring shall be used in

conjunction with rise face flange up to class 900. Inner ring material shall be suitable for the

specified service fluid.

Graphite should not be used on process with Sulphuric Acid, Nitric Acid, Hypochlorites,

Permanganate and Oxygen above 500 °C (930 °F). The used of plain Graphite Gasket is not

recommended in Oxygenated Seawater handling system.

High Performance Nitrile Rubber base reinforced sheet, containing Non-respirable Glass

Faiber maybe use in utility service cass 150 and 300, where the temperature is below than

100 °C.

Metallic oval ring type joint should be used for class 1500 and class 2500 flanges. For

hydrogen service class 900 flange should also have ring type joint unless otherwise specified

by COMPANY. Soft iron or Carbon Steel ring joint should be cadmium or zinc plated.

Isolating gasket shall be provided when dissimilar materials are connected or when complete

electrical isolation of flange assembly is required. Isolating kit material (gasket, washer,

sleeve) selection shall be under COMPANY‟s approval on case-by-case basis.

5.10 Bolting Material

Particular attention shall be given in bolting design and material selection to prevent

relaxation or overstressing of the bolting when:

- Different materials for bolting and flanges are used at elevated or low temperatures.

- The flange assembly is subject to cyclic temperature conditions.

- The flange assembly or through bolting is used at temperatures above 260°C

(500°F), and below -50°C (-60°F).

Alloy steel B7 bolts should be specified as the minimum grade for use on chemical,

refinery and ofshore services.

Threading should be UNC up to and including 25 mm (1 in) diameter, and 8 TPI (8

UN series) for sizes 29 mm (1 1/8 in) and above.

Bolting in sour service shall not be denied atmospheric exposure (e.g. fanges

insulated). If insulation is required, alternative bolting, resistant to sour service, shall

be used and lower strengths, if applicable, shall be taken into consideration in the

flange joint design.

- Bolting for carbon steel, stainless steel and high-alloy steel fanges and piping

components, with temperature ranges from -254°C (-425°F) to 540°C (1 000°F), shall

be in accordance with Table 1-1.

- Bolting for austenitic stainless steel flanges and piping components operating above

400°C (750°F) shall be:

x ASTM A194, Gr. 8A or 8M nuts.

Fluorocarbon coated shall be applied on stud bolt and nut. Minimum thickness

requirement is 35 micron.

5.11 Material Protection, Painting & Corrosion Under Insulation (CUI)

External environmental considerations should be taken into account at all stages. Special

attention is drawn to the need to protect against corrosion under insulation.

PT. PHE ONWJ may specify protection of austenitic stainless steel piping against chloride

attack.

5.12 Exclusions

Low melting point materials including brasses, aluminum, and brittle materials including cast,

nodular or malleable iron are not acceptable for hydrocarbon, other flammable or toxic duty or

for fire mains unless specified otherwise by COMPANY. Brittle materials shall not be used on

steam or other gaseous duty. Because of the possibility of failure in the event of fire or shock

loading.

5.13 Wall Thickness Calculations

The pipe schedules given on the piping material specification sheets attached hereto are

based on the following assumptions:

- Design pressure equal to the flange cold working pressure rating per ASME B16.5,

except where specifically noted otherwise. In other words, the flanges shall be the

"weak link" in the piping system (not the pipe), unless otherwise noted.

- Corrosion allowance as detailed on the piping material specification sheets.

- Threading allowance, where applicable, per ASME B1.20.1 and API-RP 14E, and as

shown in paragraph 2.13.2 below.

- Pipe OD as detailed by the nominal pipe size on the piping material specification

sheets.

- Mill tolerance of 12.5% on wall thickness of seamless A-106-B pipe, A333-6 pipe and

API-5L Grade B seamless pipes. The mill tolerance is 10% on wall thickness of API-

5L Grade B welded pipe 20 inches and above.

The required pipe wall thickness for pipe sizes, materials, design pressures, corrosion

allowance, other than those detailed on the piping material specification sheets, shall be

determined by the following formula, and in no case should be less than 0.375" (9,52 mm).

Note that pipe wall thickness less than 0.375" (9,52 mm) is allowed, if it is in accordance with

the attached Material Specification Sheets.

- This formula should only be used for t less than D/6 and for P/SE less than or equal

- This formula is derived from the basic formula for internal pressure design thickness

from ASME B31.3 (ASME B31.4 and B31.8 have different formula). A minimum

corrosion allowance of 0.0625" (1/16") is recommended for all carbon steel piping. A

higher corrosion allowance would be appropriate for known corrosive or erosive

services.

- Threading allowances are as follows (from ASME B1.20.1, ASME B31.3, Sections

304.1.1 and 314):

DN 15 - 20 (1/2" - 3/4" NPS) 0.0571" (1.45 mm) thread allowance

5.14 Inspection and Testing

- Inspection

x All fabrication shall be subject to inspection. CONTRACTOR shall submit for

COMPANY approval, a QA/QC plan to inspect piping systems.

x All welds shall be visually inspected. No cracks, undercut, slag inclusions, other

defects, or evidence of poor workmanship shall be permitted. Liquid penetrant

inspection per ASME Specification SE-165 or ASTM E-1 65 may be used in

addition to visual inspection in critical areas.

x Radiography shall be required as per individual piping specifications.

x For process hydrocarbons 100% RT of all welds is required.

x Special care shall be taken in the inspection of branch welds and reinforcing pad

welds. For flange ratings, ASME 900# and higher, all welds shall merge

smoothly with the surface of the pipe with no notches or undercut permitted.

Sharp corners of reinforcing pads shall be ground off.

- Testing

x Testing procedures, schedules and Hydrotest - Pneumatic Test Mechanical Flow

Diagrams shall be submitted for approval during the design phase.

x These procedures and documents shall be specifically related to each project.

x All material shall be suitable for the hydrostatic test temperatures. Special

consideration shall be given to the possibility of brittle fracture.

x Packing shall be replaced in equipment such as valves when leaks cannot be

stopped by normal tightening of the packing glands.

6. Materials and Specifications

6.1 Copper and Copper Alloys

Copper pipe shall be solid drawn to ASTM B42 with maximum bismuth content of 0.003%,

normally in the hard condition.

Copper nickel alloy pipe shall be SEAMLESS solid drawn to ASTM B466 up to DN 400 (NPS

16) and seam welded to ASTM B467 for larger sizes.

6.2 Carbon and Carbon Manganese Steel

Fittings in certain materials (e.g. cupro-nickel) are not normally covered by international

standards. These should only be used where there is evidence of proof testing acceptable to

COMPANY.

EEMUA Publications No. 144, 145 and 146 provide guidance for Cu - Ni piping components

for offshore applications. The chemical composition, by check analysis, of steels to be welded

shall be restricted as follows:

- Carbon

0.23% max. (pipe)

0.25% max. (forgings and castings)

- Carbon equivalent

(C.E.) 0.45% max,

where:

Ceq= C + Mn + Cr + Mo + V + Cu + Ni

Note: If necessary to achieve minimum specified strengths, the maximum

manganese content may be a maximum of 1.60% provided the maximum

permitted C.E. is not exceeded.

Forged components shall be normalised or normalised and tempered.

6.3 Chromium –Molybdenum Steel

- Carbon content:

Steels with less than 2% Cr. (nominal): carbon content 0.17% max.

Steels with more than 2% Cr. (nominal): carbon content 0.15% max.

- Residual elements:

Copper 0.30% max.

Nickel 0.40% max.

Tungsten 0.10% max.

Tin 0.015% max.

Phosphorous 0.015% max,

- Forged components shall be normalised or normalised and tempered.

Gaskets Gaskets shall he manufactured from Buna-N Nitrite, EPDM, or a fluorocarbon based elastomer.

Notes:

1. Dimensions of piping shall be determined accordance with ASTM D3567 for ID, OD, weight

and total wall thickness. Approved FRP firewater piping products and their recommended

jointing system are listed.

2. Minimum wall thicknesses of at least 5mm for unprotected components and at least 3mm wall

thickness for components with external fire protection. Elbows, tees, nipples, couplings, nozzle

couplings, and adapters shall all be provided by the FRP pipe manufacturer and are

considered proprietary items. The only allowable nozzle coupling for sprinkler head installation

will be a 360 degree coupling to the pipe that is fitted with a stainless steel NPT threaded insert

that can accept a sprinkler head. No saddle clamp nozzle couplings are allowable.

3. Coating materials shall prove a standard hydrocarbon free endurance of at least twenty

minutes. An approved alternate fireproof coating shall be defined as one which (a) has

been proven via a Company or 3rd party-witnessed fire test to adhere to FRP pipe in a

hydrocarbon fire at a thickness which is sufficient to keep the dry pipe surface

temperature below 300F for 20 minutes (b) does not require additional reinforcement

such as wire mesh, steel banding, etc. to maintain adherence to the pipe and (c) does

not add sufficient weight to the pipe such that additional pipe supports will be

necessary.

4. Fixed flanges shall be flat faced with the flange face perpendicular to the axis within ½ degree.

Filament reinforced plastic lap flanges with steel backing rings may be utilized for

connecting FRP systems to raised face steel flanged systems, Dimensions of RFP

flanges should be compatible with existing steel flanges according to the dimension, in

ANSI B16.5.

5. Design, handling, shipping, fabrication & installation to be carr ied out strictly in

accordance with Manufacturer’s recommendations and engineering system requirements.
