    MESSAGE

    Consumer safety and protection are the primordial concerns of the Department of

    Agriculture to promote the exports and acceptability of Philippine vegetables in the

    international market.

    This could be ac hieved through the establishment and enforcement of Maximum ResidueLimits (MRLs) for pesticide in agricultural crops. Our role in ensuring the quality and safety of

    our asparagus could only be realized if our advocacy for Good Agricultural Practice (GAP)

    will be strictly implemented by our farmers and exporters. The control and proper use of

    pesticide should be intensified to address the issue of excessive pesticide residues to ensure

    the acceptability of our asparagus both in the local and foreign markets.

    This established MRL for asparagus will serve as a starting point for government and all

    concerned stakeholders to be fully aware of the importance of adhering to and complying

    with the international standards requirements to promote the competitiveness of our

    asparagus and ensure the protection of the general public.

    FOREWORD

    The policy of the state calls for the protection of the consumer, promote its general welfare and to establish

    the standards of conduct for business industry to ensure the protection of health and safety of our people.

    This publication on the Maximum Residue Limits (MRLs) for pesticide in asparagus is anchored to protect

    the health and welfare of the consumer. This is a collaborative effort of the Fertilizer and PesticideAuthority (FPA), the Department of Agriculture-Ginintuang Masaganang Ani-High Value Commercial

    Crops (DA-GMA-HVCC) and the Pesticide Industry Sector specifically CropLife Philippines.

    These established MRLs for asparagus were based on the data generated by the respective pesticide

    registrant companies following the Good Agricultural Practices (GAP) principle.

    We hope that these MRLs will promote the exportation and acceptability of our asparagus and enhance the

    trading and competitiveness of this commodity in the international market.

    On behalf of the FPA, we would like to extend our appreciation and thanks to the Department of

    Agriculture, CropLife Philippines, Crop Protection Association of the Philippines (CPAP) and Philippine

    Integrated Crop Management Association (PICMA) for their support in this project.

    Definition of Terms

    CODEX MRLsare derived from estimation made by the FAO/WHO JMPR (Joint FAO/WHO Meetingon Pesticide Residues)through the following:

    o Toxicological assessment of the pesticides and its residueo Review of residue data from SPRT (Supervised Pesticide Residue Trials) and

    supervised uses including those reflecting national GAP.

    GAP (Good Agriculture Practice) is the officially recommended or authorized usage of pesticidesunder practical conditions at any stage of production, storage, transport, distribution and processing

    of food, agricultural commodities and animal feed bearing in mind the variations in requirementswithin and between regions, which takes into account the minimum quantities necessary to achieveadequate control, applied in a manner so as to leave a residue which is the smallest amount ofpracticable and which is toxicologically acceptable.     Maximum Residue Limit (MRL), Definition by FPA Pesticide Regulatory Policies andimplementing Guidelines - is the maximum concentration of a pesticide residue resulting fromthe use of a pesticide according to Good Agricultural Practice that is recommended by the CodexAlimentarius Commission to be legally permitted or recognized as acceptable in or on a food,agricultural commodity, or animal feed, the concentration expressed in milligrams of pesticideresidue per kilogram of the commodity .     Maximum Residue Limit (MRL), -is the conc. of a pesticide residue resulting from the use of apesticide according to GAP that is recommended by the Codex Alimentarius Commission to be legallypermitted or recognized as acceptable in or on a food, agricultural commodity, or animal feed, theconcentration expressed in milligrams of pesticide per kilogram of the commodity. (Definition byCODEX)

    Parts per billion (ppb)Ratio of amounts expressed as parts pesticide per one billion or 10 9parts ofsample. Strictly the quantities should be the same i.e. weight to weight (solids) or volume to volume

    (liquids or gases) e.g. 1ppb = 1g/kg. A common usage is for weight to volume but to avoid confusion

    it is recommended that the SI units are used rather than ppb; e.g. g/L (Mills et al.,1993), (U P A CPure Appl. Chem., Vol. 68, No.5, pp. 1167-1193, 1996)

    Parts per million (ppm)Ratio of amounts expressed as parts pesticide per one million or 106partsof sample e.g. 1ppm = 1mg/kg. As with ppbit is recommended that SI units are used rather thanppm, particularly for weights to volume. U P A C Pure Appl. Chem., Vol. 68, No.5, pp. 1167-1193,1996

    Pesticide is defined as any substance or product, or mixture thereof, including active ingredients,adjuvants and pesticide formulations intended to control, destroy, repel or mitigate directly orindirectly, any pest including insecticide, fungicide, bactericide, nematicide, herbicide, mollusicide,avicide, rodenticide, plant regulator, defoliant, dessicant and the like. (PD 1144)

    Pesticide Residue means any specified substances in food, agricultural commodities, or animalfeed resulting from the use of pesticide. The term includes any derivatives of a pesticide, such asconversion products, metabolites, reaction products, and impurities considered to be of toxicologicalsignificance. (GREENBOOK)

    Positive list system is controlled by Japanese Ministry of Health, Labor and Welfare, (MHLW)based on revised Food Sanitation Law (Law No.55, 2003),to protect citizens from being exposed toexcess amount of agricultural chemicals from food and water to keep food safe by prohibiting thedistribution of foods which contain agricultural chemicals above levels of maximum residue limits(MRLs). It applies to all food : all crops, milk, meat and eggs, fresh, frozen, processed food.

    Uniform limit - Limits that is unlikely to pose adverse health effects is determined as0.01ppm. It applies to Agricultural chemicals withoutMRL for any food and Agriculturalchemicals withoutMRL for certain food

    Exempted substances- 65 substances, determined as chemicals which do not poseadverse effects.

    MRLs and provisional MRLs : 799 substances, Maximum residue limits (MRL) andprovisional MRL are established as specification for food.

    Pre-harvest interval (PHI)The time interval between the last application of a pesticide to a cropand harvest. (U P A C Pure Appl. Chem., Vol. 68, No.5, pp. 1167-1193, 1996)

    Withholding periodMinimum permissible time between the last application of a pesticide to a crop(including pasture) and harvesting for human consumption or grazing with livestock. The minimumpermissible time between the final application of a pesticide to an animal and the collection of eggsor milk, or slaughter, for human consumption. (U P A C Pure Appl.
