Citizen’s Charter Republic Act 9485, otherwise known as the Anti-Red Tape Act

(ARTA), mandates all government agencies that provide frontline services to prepare and publish their respective Citizen’s Charter.

The Citizen’s Charter is a public document describing the

procedures for availing of a particular service from a Philippine government agency, and the guaranteed performance levels that may be expected from that service. It promotes government transparency, accountability and responsiveness as well as ensures the efficient and effective delivery of service to the public.

5. After processing in Window 5 (e-Passport and Releasing), proceed to Window 1 (Cashier) for payment.

Normal waiting time is 1 ½ - 2 months. List of available passports are posted

weekly in the Brunei PE (www.philippine-embassybrunei.com) and Pinoy Brunei (www.pinoybrunei.com) websites. Applicants will receive text messages from the Philippine Embassy once their passports are available for collection.

Applicants from Malaysia are requested to call the Philippine Embassy after 1

month to follow-up on the status of their passports.

by the DFA.

Amendment of woman’s name for the annulment of marriage or divorce initiated by a foreign spouse

• CTC of the Court Order effecting the annulment and annotated marriage contract

reflecting said annulment issued by NSO and authenticated by the DFA.

Consular Section

1. The Philippine Embassy no longer stamps a Muslim convert’s name in the e-

Passport. Those who wish to use their Muslim names in their passports should instead “apply for a change of name in an appropriate Philippine court.” A mere annotation of such name cannot be introduced in the e-Passport because it “does not have any page or space” for the purpose.

2. Instead, the Philippine Embassy issues a certification stating the convert’s Muslim name and explaining why it cannot indicate the convert’s name in the e-Passport.

a. For those who have had their Muslim names stamped in their previous

passport, service is performed free of charge.

b. For those who are availing of the service for the first time, payment of BND 49.00.

1. A travel document is issued in lieu of a Philippine passport during emergency

situations and is intended for single use to enable bearer to return to the Philippines. It is valid for only 14 days;

2. Applicants need to submit an accomplished passport application form which is available either at the entrance of the public area of Brunei PE or can be downloaded from Embassy website (www.philippine-embassybrunei.com);

Foreign (DFA) via the diplomatic pouch which leaves once a month. In turn, the DFA will transmit the Report of Death to the National Statistics Office (NSO). The Report of Death, in Security Paper Form, will be available in the NSO after 6 months.

1. Applicant shall present a copy of his/her Birth Certificate issued or duly-

authenticated by the National Statistics Office (NSO) in Manila.

2. Applicant accomplishes form entitled “Petition for Dual Citizenship and Issuance of Identification Certificate (IC) pursuant to RA 9225” and attaches three (3) 2”x2” photographs showing the front, left side and right side views of the applicant.

3. Applicant submits duly-accomplished petition to the Philippine Consulate / Embassy together with the photos, birth certificate and a valid ID. Applicants who are married and who wish to use their married names must submit a copy of their marriage certificate.

4. Applicant pays a processing fee of US$ 50.00 and is assigned a schedule for his/her oath of allegiance before a consular officer. Applicant takes his/her oath.
