PNVSCA 2010 Accomplishments 1 2010 ACCOMPLISHMENT REPORT I. Policy and Planning A major undertaking in 2010 is the preparation of the Road Map (or action plan) for RA 9418 otherwise known as the Volunteer Act of 2007, to realize its goals and objectives. The Road Map specifically identifies doable programs, projects and activities in response to the emerging challenges in volunteerism and nation-building. To gather inputs, a National Forum on Volunteerism was conducted in collaboration with the Committee on Rural Development (CRD) of the House of Representatives. The Forum reviewed and consolidated the priority sectoral concerns and programs identified during series of focused group discussion (FGD) in 2009. Regional consultations were also conducted in Regions I, IV-A, VI and X in cooperation with the NEDA Regional Offices (NROs). II. Program Implementation and Coordination Local Volunteer Program Through the implementation of the Volunteers for Information and Development Assistance Program (VIDA), thirty five (35) local volunteers provided services in their own communities. The VIDA volunteers served as frontline workers in the areas of sustainable agriculture, solid waste management, education, coastal resource management, livelihood development and peace building. They also acted as community mobilizers to facilitate community participation and involvement of women, farmers, fisher folks and other marginalized sector in development. The Bayanihang Bayan Program (BB), on the other hand, is a government program that engages private individuals and groups to work as volunteers in government programs and projects. Current program partners/implementers include the Department of Social Welfare and Development (DSWD), Department of Environment and Natural Resources (DENR), Department of Education (DepEd), Department of Health (DOH), Commission on Higher Education (CHED), and the Parole and Probation Administration (PPA). 2010 ACCOMPLISHMENT REPORT

I. Policy and Planning

A major undertaking in 2010 is the preparation of the Road Map (or action plan) for RA 9418

otherwise known as the Volunteer Act of 2007, to realize its goals and objectives. The Road

Map specifically identifies doable programs, projects and activities in response to the

emerging challenges in volunteerism and nation-building. To gather inputs, a National Forum

on Volunteerism was conducted in collaboration with the Committee on Rural Development

The international volunteer service program includes foreign volunteers assisting

development projects in the Philippines and Filipinos doing volunteer development work

overseas. It aims to provide technical assistance, enhance socio-cultural exchange and

understanding and service learning. In 2010, foreign volunteers continued to respond and

complement the development priorities outlined in the Medium Term Philippine

Development Plan (MTPDP) and the Millennium Development Goals (MDGs). Seven

hundred twenty six (726) volunteers were placed in priority sectors and provinces identified

in the Foreign Volunteer Program Deployment Framework (FVPDF). They are now assisting

projects in agriculture, fisheries, education, micro-enterprise development, health and

nutrition, governance, environment, information and communications technology of

government agencies, LGUs, NGOs and the academe. Foreign volunteers in the country are

catalysts in the development efforts of communities and institutions.

On the other hand, a total of four hundred forty eight (448) Filipino volunteers under the

United Nations Volunteers (UNV) and Voluntary Service Overseas (VSO) Bahaginan

programs were deployed. The volunteers served in developing countries across Asia, Africa,

Australia/Oceania, North/South America and Eastern Europe. Their expertise range from

engineering, health and education to environment protection, business management, and

peace building.

A Program Officers/Coordinators sharing session was conducted with the theme “Focusing

Foreign Volunteering Toward Achieving MDG 2015” to discuss foreign volunteering

opportunities and experiences in addressing the MDGs in the country.

III. Advocacy and Networking

The focus of advocacy effort was the promotion of RA 9418 to strategic audiences and the

general public. Four (4) Regional Volunteer Symposiums were conducted in partnership

with the NROs held in the cities of Taguig, Cagayan de Oro, Iloilo and San Fernando, La

Union to promote the volunteer programs and build awareness on the new law and at same

time gather inputs for the Road Map. Copies of RA 9418 and its implementing rules and

regulations were also distributed to all national government line agencies, provincial and city

governments and NGO networks. Likewise, the Agency took these forums as opportunities to

touch base and establish network with local and international institutions/organizations.

In the celebration of the National Volunteer Month (NVM) in December, PNVSCA, in

cooperation with the NVM Steering Committee (NVM-SC) and the NEDA Regional Offices

(NROs) conducted the 2010 Search for Outstanding Volunteers (SOV). This year’s awardees

consisted of two (2) individuals from Benguet and Cagayan de Oro, two (2) organizations

from Olongapo and Cagayan de Oro, two (2) Volunteer Lifetime Achievement Awardees

from the National Capitol Region and a youth awardee from Bicol. A Posthomous Special

Citation was also conferred to a volunteer teacher from Patikul, Sulu.

December 2010 also marked the launch of the celebration of the 10th anniversary of the

International Year of the Volunteer dubbed as IYV+10 in 2011 with PNVSCA as the lead

government agency. The global theme is “Volunteering for the MDGs” with the Philippines

adopting “Build Hope, Change Lives: Volunteer!” as the local celebration slogan. The

indicative plan for the celebration was formulated with the support of the NVM-SC based on

monthly thematic thrusts supportive of the MDGs and the IYV pillars.

The launching of IYV+10 and the International Volunteer Day (IVD) was capped by the

holding of a Volunteer Fair and Youth Forum on 3 December 2010 and a Manila Bay Clean

Up on 5 December 2011. More than 400 students and youth attended the fair and forum while

around 8,000 local and foreign volunteers participated in the clean-up drive. Nineteen (19)

regional volunteering activities were likewise conducted by partner foreign volunteers and

local organizations which was coordinated by the Agency jointly with the United Nations

Volunteers.

To strengthen linkage and camaraderie among local and foreign volunteers, two (2)

Volunteer Sharing Sessions were held for Visayas and Mindanao volunteers in Danao, Cebu

and in Tagaytay for Luzon volunteers. A total of eighty two (82) volunteers joined the

sessions.

IV. Future Direction

Taking off from the ground works laid in 2010, the Agency shall pursue the following major thrusts and priorities for 2011:

o Firming up the Action Agenda on RA 9418 and continued advocacy through regional symposiums;

o Continued streamlining of the foreign deployment process, procedures and guidelines;

o Full deployment of target VIDA volunteers especially in Mindanao;

o Strengthening the institutionalization of BBP through: 1) focused and target based orientation and 2) issuance of Executive Order (EO);

o Finalization of the Foreign Volunteer Deployment Framework 2011-2016 aligned with the MDGs and the new MTPDP;

o Finalization of the study on Youth/Student Volunteerism

o Review of the Search for Outstanding Volunteers;

o IYV+10 Action Plan coordination and monitoring and preparation of the Philippine Country Report on IYV; and

o Website Improvement and New Design Implementation.
