m. Other relevant engineering documents needed in the processing of the necessarypermits and those that will aid in project implementation for this proposed project.

6. To provide a set of preliminary information regarding the expected output for theproposed electrical and water system; and

7. To outline the responsibilities, warranties and liabilities of the Designer-Builder.

CONCEPTUAL DESIGNThe proposed Water and Electrical System shall have the following features:Installation of a three-phase electrical system;

Fully-functional water pumping and distribution system;Rainwater haruesti ng system;Freshwater cistern; andElevated water tank.Upon completion of this undertaking, it is expected that a fully-functional and efficient

electrical and water system is in place and ready to cater to the needs of the PSHS-CARCstudenB and employe€s on a full-tirne basts.

PRO'ECT SITEThe proposed Water and Electrical System is to be constructed within the PSHS-C.ARC

Campus at Purok 12, Irisan, Baguio City.

PROTECT DESCRIPTION / SCOPE OF WORKThe Design and Build services shall involve two main work components - The Design

Phase and the Project Implementation / Construction Phase :

The following shall comprise the components of the Design Phase :

A. Conduct of Preliminary Engineerino Surueys and Site InvestiaationThls item shalf include all actMrtfes related t0 gathermg infonnation t0 be used as

design input parameters.B. Preparation of Conceptual Design and Cost Estimates

Different sets of conceptual designs and the corresponding cost estimates shallbe prepared for the evaluation of PSHS-CARC. These shall take into consideration theminimum design standards set forth by the applicable codes, design space allocation /space plan, proposed methods of construction, schemes and costs for interior design,furniture and cabinetry, as well as landscaping. It shall also take into considerationgreen building concepb as well as value engineering I value analysis and shall matchthe existing concept of the campus premises. Drawings under this work item shall bereferred to as Design Development Drawings and shall include, but is not limited to thefoltowing schemafic destgn plans ;

Preparation of Design SchemesAt least three (3) design schemes encompassing the required elements in the

conceptual design shall be submitted for evaluation. perspective views (exterior) of theProposed Academic Building 2 shall be submitted for evaluation.Preparation of Design Parameterc

The Designer-Builder shall give recommendations on the relevant, updated andapplicable Codes, Laws and Regulations to be adopted in the development of a fully-functional and efficient Water and Electrical System.

The following are also expected to be prepared :

1. Deslgn Paranneters for architecruffil and cMl worl(s, saflfrary and plumblng works,electrical works, and other required systems.

2. Minimum requirements for a Construction Safety and Health Program for theconstruction of the building.

Preparation of Plans and SpecificationsThe following are the standard facilities that are required of the proposed Water

and Electrical System:1. Three-phase electrical system (and appurtenances)2. Water pumping and distribution system3. Rainwater haruesting system (for the entire campus)4. Cistern5. Elevated water tankPreoa ration of Construdion Scl?edu le

The Designer-Builder shall prepare the construction schedule, Gantt chart, PERT-CPM and work plan corresponding to the design concept and perspectives selected.This shall also include the cost estimates (including a summary sheet indicating theunit prices of corxstructisn materials, labor rates and equtpment rentals), bill ofmaterials and quantities as well as the proposed cash flow scheme.

Preparation of Performance Soecifications and Criteria' The performance specifications and criteria and its means of measurement is tobe prepared as well by the Designer-Builder and this shall serve as the basis for theevaluation of the works done in the implementation phase,Praject Implementation / Construdion Phase

Contract implementation for the proposed Water and Electrical System shallcomply with the provisions of Annex E of IRR-& RA9184 as well as the provisionsembodied in the Philippine Bidding Documents. The following shall supplement theabove-mentioned provisions :

Th€ execution of the work as embodied in the contract shall only take place 6ft€r theDesigner-Builder has submitted complete detailed design drawings and these shall havebeen reviewed and approved by PSHS-CARC.

As per Philippine Bidding Documents contract provisions on infrastructure projects, thecontrador shall be solely responsible for obtaining all needed information pertinent tothe project,The Designer-Builder shall submit a detailed program of works within ten (10) calendardays after the issuance of the Notice to Proceed for approval by PSHS-CARC and whichshall include, but not limited to :

a. Specific work schedule, including the time frame allotted for each work item , bothin the design and construction phase;

b. Time allowance for review of submittals shall be included in the work schedule andshall not be less than five (5) working days;

c. Schedule of site inspections and other tests;d. General description of the design and construction methods to be adopted;e, Detailed background of design professionals;f. Manpower utilization for all work items in the work schedule;g. Equipment utilization for all work items in the work schedule;h. Quality control system to be utilized for the project.

4. Any errors and inconsistencies in the plans as well as in actual contract implementationdue to non-compliaflce with design and conflract regulrements shall be rectlfled andsubject to approval by PSHS-CARC at the contractor's cost.

5. The Designer-Builder is also expected to prepare all pertinent construction documentsneeded to secure the necessary government permits, both for pre-construction andpost-construction needs.

ARCHITECTURAL DESIGN PARAMETERSThe architectural design parameters shall be in accordance with the following laws,

codes and standards, but should not be limited to :

a. Laws and Codesa.1 The National Building Code of the Philippines and its latest and amended IRRa.2 The Architecture Act of 2004 and its latest and amended IRRa.3 BP344 of the Accessibility Law and its latest and amended IRRa.4 Existing local codes and ordinances

b. Standardsb.1 USGBC or local green building Standards

1. GENTRAL DMWING GUIDELINESa. All drawings shall be computer-drafted and shall be submifted to PSHS-CARC both in

printed and electronic copies.b. Detailed plans shall have a scale not smaller than 1:50 m.c. Site plans shall have a scale not smaller than 1:200 m and shall reflect all existing

buildings within the lot boundary.d. A scale of 1:100 m shall be adopted for floor plans, architectural, structural,

sanitary, plumbing, electrical and mechanical plans.e. For elevations and sections, clear floor heights shall consider beam depths, cable

trays and overhead plumbing space.f. Preliminary drawings and schematic designs shall have a scale of not less than 1:100

and shall b€ in c0l0r coordinated overlays t0 facilitate ease of review.

s. All drawings and specifications shall be signed and sealed by the designer prior tosubmission for review and approval.

2, SPECIFICREQUIREMENTSThe Design and Build Contractor is required to provide spot detail plans and sections ofdesign elements, whenever needed,

3. SUMMARY OF MATERIALSc In general, the materials to be used in the construction of the proposed Electrical and

Water System must be fire-resistant, non-toxic, moisture resistant termite-resistant.o Wet areas shall be installed with non-skid/non-slip granite floor tiles.

The design parameters to be obserued in the structural design of specific features of theElectrical and Water System shall be in accordance with the following laws, codes andstandards, but should not be limited to:

SITE WORI(SThe Design and Build contractor shall provide a Master Site Development Plan which

includes all existing utilities, buildings and facilities as well as all salient features of the Electricaland Water System.

Siteworks shall include, but not be limited to, paving design, landscaping and exteriordesign.

Additionally, ater supply networks, indicating the location of Water Seruice entrance,cisterns, elevated water tan( and distribution lines are also included as part of siteworks.

BUILDING FACILITIES ELECTRICAL SYSTEMThe Design and Build contractor is required b deliver and install the following :Efficient lighting system, including provision for LED lighting in all areas unless otherwisespeficied;Provide an standby/ernergency system connected to an alternate power source.Provide and install provisions for Auxilliary Systems :

Provision of a complete and operational lightning and earthgrounding protection systemSPECIFIC REQUIREMENTS

The Design and Build contractor is expected to provide details of the following ;

Lighting fixturesPanel boards and circuit breakersSwitchgear and other metering devicesElectrical and other special eguipnentPedestal and service entrance to buildingGrounding system layout

7. OthersSUMMARY OF MATERIAIS

A detailed account and specifications of electrical materials, lighting luminaries, wiringdevices, structured cabling and telephone system and fire detection and alarm system shall beincluded as paft of the general specifications and shall be subjected to approval prior tocommencement with electrical works.

CONSULTAilCY TIME FRA]TIE AND DURATIONThe Design arid Build services will b€ imBlerlented for a total period of Two Hundred

and Forty Q4A) calendar days reckoned from the issuance of the Notice to Proceed (NTP). TheDesign Phase comprises of the first stage and lasts for a period of Thifi (30) calendar days,The Project Implementation/Construction Phase is the second and the last stage for this Designand Build undertaking and will take Two Hundred and Ten (210) calendar days to complete.

IM PLEM ENTATION ARRANGEM EflT1. The PSHS-CARC will be the main recipient of the Design and Build services.2. Weekly coordination meetings will be conducted between PSHS-CARC and the

Designer-Builder for the duration of the activity.

3. Upon receipt of the Notice to Proceed, the Designer-Builder shall construct atemporary field office within the PSHS-CARC premises. This shall be manned by theDesign Professionals on a regular basis.

4. During the Project Implementation / Construction phase, the Designer-Builder shallsubmit progress repofts on a bi-weekly basis.

COST OF DESIGN AND BUILD SERVICESThe Approved Budget for the Contract (ABC) for the Design and Build Seruices is Seven

Million Pesos (Php 7,0000,000.00) inclusive of tax and other incidental expenses anddeliverables.

The said amount shall cover remuneration and professional fees, labor, equipment,material costs as well as all expenses incurred during the contract implementation (designphase and project implementation/construction phase).

SUBMITTATS, STAGES AND DEUVERY FOR THE DESIGN PHASEThe followlng submittals and accotllpllsfied documents shalt be duty coffipleted and

submitted by the Designer-Builder prior to Mobilization Billing.Mobilization billing for the Project Implementation / Construction Phase shall only be

SELECTION OF DESIGN AND BUILD CONTRACTORThe procurement and implementation of the project using the "Design and Build"

scheme shall be in accordance with the provisions of M9184, specifically its Annex G. Biddingshall be conducted by the Bids and Awards Committee constituted to conduct the procurementof the project. The Technical Working Group (TWG) shall likewise assist the Bids and AwardsCommittee in the evaluation of technical proposals in accordance with the criteria set. TheTWG shall likewise supervise the overall project implementation,

b. Valid licenses issued by the Professional Regulations Commission (PRC)

or design professionals.1.2.2 Eligibility Criteria

a. The eligibility of design and build contractors shall be based on the legal,technical and financial requirements. In the technical requirements, thedesign and build contractor should be able to comply with the experiencerequlrements under the IRR of RA9184, where one 0f the parfies (in ajoint venture/consortia) should have at least one similar project, both indesign and construction, with at least 50o/o of the cost of the ApprovedBudget for the Contract (ABC).

b. The relevant provisions stipulated in the IRR of M9184 on eligibilityrequirements sha[ be observed,

Submission and Receipt of Bids2.1 The Technical Proposal shall be comprised of all the required documents for

infrastructure projects under Section 25.2 of the IRR of M9184 and thefollowing additional documents :

2.1.2 Design and construction methodsEmphasis shall be made on the construction methods that best fits the costand duration of the project. Prefabricated and/or modular constructionsystems, with a proven track record and history of past project, may only beaecepted after Bassing a thorough evaluatiort.

2.1.3 Value engineering analysis of design and construction method.Prospective bidders shall prepare a value engineering analysis report of theirproposed design and construction method to be applied for the Project.Impoftance shall be made based on the following criteria :

Manager should have a proven record of managerial capability through thedirecting/managing of major civil engineering works, including projects of a similarmagnitude.

2. PROJECT ENGINEERThe Project Engineer shall be a licensed Civil Engineer with at least five (5) years

experience in similar and comparable projects and shall preferably be knowledgeable inthe application of rapid construction technologies.

3. MATERIAIS ENGINEERThe Materials Engineer must be a duly accredited Materials Engineer in accordance withthe DPWH Materials Testing standards afld must have at teast flve (5) years experlencein similar and comparable pr{ects and shall preferably be knowledgeable in theappl ication of rapid construction technologies.

4. ELECTRICAL ENGINEERThe Electrical Engineer must be duly-licensed with at least five (5) years experience insimilar and cornparable projeets in the installation of erterior site lighting.

5. FOREMANThe Foreman must have at least five (5) years experience in site development, plumbing

and sanitary systems, electrical systems and construction projects of other similar andcomparable projects and shall be preferably knowledgeable in the application of rapidconstruction technologies.

6. SAFETY OFFICERThe Safety Officer must be an accredited safety practitioner by the Department of Laborand Employment (DOLE) and must have undergone the prescribed forty (40) hourConstruction Safety and Health Training (COSH).

The above key personnellisted are required. PSHICARC may, as needed and at its ownexpense, add additional professionals and/or support personnel for the optimal performance ofall Construction Services, as stipulated in these Terms of Reference, for the Project.Prospective bidders shall attach each individual's resume, PRC license of the professional staff,certificates of training and all other pertinent documents proving the said professional's

expertise.

EQUIPMENT REOUIREMEilTSThe Contractor shall show proof of ownership or a lease contract for the following

equipment needed on a full-time basis on site :

WARRANTIES OF THE DESTGNER.BUILDER1. The Consultant warrants that it shall conform strictly with the terms and conditions of

these Terms of Reference.2. The Consultant warrants. represents and undertakes reliability of the service that is to

be provided to PSHS-CARC.

3, The Consultant shall comply with the laws governing employees compensation,Philhealth, Social Security and / or labor standards and other laws, rules and regulationsapplicable to its personnel. It shall pay its personnel not less than the minimum wageand other benefits mandated by law.

4. The Consultant shall coordtnate wlth tfie R€sldent Engi,leer and or ary of her authot'rzed

representative in the peformance of their jobs.

PRE-TERMIilATIO]II OF CONTRACT1. The contract for the Design and Build Services may be pre-terminated by PSHS-CARC

upon notice of any violation of its terms. In case of pre-termination, the Consultancyshall be informed by the PSHS-CARC seven (7) calendar days prior to such termination.

2. In case of pre-termination, the Consultant shall be liable to an additional liquidateddamages equivalent to five percent (5olo) of the contract price as provided by theGovernment Accounting and Auditing Manual (GMM) and forfeiture of the PerformanceSecurity.

3. PSHS-CARC shall have the right to blacklist the Consultant in case of pre-termination.
