I. CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY 1. The country partnership strategy for the Philippines, 2018–2023 of the Asian Development Bank (ADB) focuses on achieving high and inclusive growth by accelerating infrastructure and long-term investments, promoting local economic development with a focus on Mindanao and Visayas, and targeting investments in people at the bottom 40% of the population.1 ADB’s country partnership strategy closely aligns with both its Strategy 2030,2 and the Philippine Development Plan, 2017–2022. It mainstreams crosscutting support to promote private sector participation, gender equality, environmentally sustainable development, and regional cooperation. At least 75% of all programs and projects for 2021–2023 will be gender mainstreamed. 2. ADB’s country operations business plan for the Philippines is adjusted to align with the government’s approach in dealing with the socioeconomic impact of the coronavirus disease (COVID-19) pandemic, as prescribed in We Recover As One Strategy.3 ADB’s lending program will expand its operations and provide support for the recovery of the Philippine economy; and its business, labor market, and the social sector. The focus wiill be on accelerating infrastructure projects that have high fiscal impact multipliers and long-term growth, social investments to better deliver education and learning outcomes, social protection, re-skilling and re-employing workers, rolling out universal health care, scaling up the health response to the COVID-19 pandemic, and preparing for prospective epidemics and other disasters triggered by natural hazards.4

II. INDICATIVE RESOURCE PARAMETERS 3. The Philippines, a group C developing member country, is eligible for regular ordinary capital resources lending. The indicative resources available for commitment during 2021–2023 for sovereign operations total $7.9 billion. The final allocation will depend on, among other factors, the availability of resources and project readiness. Cofinancing and funding from other sources will be explored to augment the annual indicative resources available for commitment. Policy-based lending operations for 2021–2023 will be prioritized based on quality and readiness, subject to resource availability. An indicative sovereign lending program of $9.4 billion, or 18.9% more than the indicative resources, is proposed in Table A3.1 (Appendix 3).5 ADB’s 2020 lending program is in Table A4.1, which consists of 11 loans totaling $4.2 billion and a grant of $3 million financed under the Asia Pacific Disaster Response Fund (Appendix 4). 4. About two-thirds of all lending will be on infrastructure. The bulk of these projects aims to provide safe passenger transport; reduce congestion, travel time, and carbon emissions; and promote livable cities. Social investments will focus on scaling up the government’s health response and rolling out the universal health care law, skills development, social protection, youth employment, and employment recovery. Progress in gender equality and social inclusion will be accelerated in all ADB investments. Environmentally sustainable development will also focus on natural resources and agricultural development, including efficient irrigation systems, flood protection, and competitive agri-business development, and investments for sustainable tourism development in Coron and El Nido.

5. Technical assistance (TA) will be provided through large regional TA projects with a sector or thematic focus. Regional transaction TA projects will support all Southeast Asian developing member countries in project preparation, project implementation, policy development, capacity development, and knowledge work. TA projects that the Philippines may access during 2021–2023 are estimated at $70.0 million (Table A3.2), to be financed from internal and other financing sources (Appendix 3). TA projects in 2020 are in Table A4.2 (Appendix 4). Efforts will continue to supplement these resources with ADB-administered trust funds and other external sources. 6. ADB will work to align the nonsovereign operations of its Private Sector Operations Department to help businesses survive and recover in line with ADB’s support to the country’s COVID-19 response. ADB will keep monitoring the rollout of the government's public–private partnership projects for financing consideration. 7. In view of the COVID-19 pandemic scenario, ADB will continue to work with the government to review current and future knowledge needs.6

III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS 8. Changes from the 2020–2022 program are in Appendix 1, and are briefly described below. 9. Changes in the 2020 program include the additions of the $1.5 billion COVID-19 Active Response and Expenditure Support Program under ADB’s Countercyclical Support Facility COVID-19 Pandemic Response Option, additional financing of $200 million for the Social Protection Support Project, $125 million Health Systems Enhancement to Address and Limit COVID-19 Project, and $500 million Disaster Resilience Improvement Program; shifts from 2019 of the Angat Water Transmission Improvement Project (additional financing), Epifanio de los Santos Avenue Greenways Project (formerly EDSA Greenways Project), and the Local Governance Reform Project; and change in program title of Support for Agrifood System Competitiveness Program to Competitive and Inclusive Agriculture Development Program. 10. Changes in the 2021 program include the shift of the Metro Manila Bridges Project from 2019 to 2021, increase and shift of the South Commuter Railway Project (tranche 1) from $1.20 billion in 2020 to $1.75 billion in 2021, shift of the Davao Public Transport Modernization Project from 2020 to 2021 firm, change in project title of the Livable Cities Investment Project (tranche 1) to Sustainable Tourism Development Project, change in program title of the Local Government Development Program to Local Governance Reform Program, change in project modality and title of the results-based loan Support to Universal Health Coverage Program to the sector development project Building Up Implementation and Local Level Drivers for Universal Health Care Project, and shift of the Laguna Lakeshore Road Development Project to 2023 standby. 11.
