• BIG PICTURE:– With downturn of world economy, a multinational cut in

naval operations and focus on anti-piracy ops in other regions, organized criminal activities in the Mediterranean region have increased.

– Multinational Intel sources expect illicit activities to peak this Spring (mid May 2011).

– UNSC resolution 9950 has authorized combined Maritime Security Operations (MSO)

– CTF Phoenix Express created to respond to the maritime threats.
