This compares with the Northland overall offence clearance or “resolution” rate of 56.8% and the national average of 46.7%. The clearance rate for burglaries in Bream Bay was 35.5% compared to the Northland wide rate of 20% and the national average of 16.7%. For violent crime the Bream Bay resolution rate was 95%, the Northland wide rate was 82.8% and the national rate was 81.8%. For a group of crimes classed as drugs and anti social behaviour which, as well as drug crimes includes: illegal gaming, crimes under the sale of liquor act, family offences and vagrancy the Bream Bay Police had a 90% clearance rate marginally below the Northland wide clearance rate of 90.4% which in turn was just below the national average of 92.7%. Sergeant Andrews said he puts Bream Bay’s high crime clearance rate, “down to very committed and achieve.” A recorded offence is an incident reported to or detected by Police where Police believe an offence is likely to have been committed. Blast from the Past Quiz Night for One Tree Point Primary
A team made up mostly of teachers won the Blast from the Past quiz held at the Ruakaka Rec Centre on Saturday 15th August. The event organised by the One Tree Point Primary PTA raised over $2,000 for the school. The recreation centre was transformed back in time with a 70’s décor for the occassion. “Quiz masters Andrew and Kathleen Forsythe set challenging questions and it was reassuring to see the teacher’s team “Retro Rascals” come out on top”, said one of the organisers Karen Houlihan. The directors of Northpine Ltd., which owns and operates the Waipu Timber mill are asking creditors to hold off pressing for payment so the company can keep trading and avoid liquidation or receivership. The company owes 71 creditors a total of $2,461,437 but is forecasting that if it is permitted to continue trading it can pay all these debts back with 5% interest by the end of 2012.

Constable Anthony Rogers of the Bream Bay Police wants to thank Waipu residents for their quick action, which led to the apprehension of two Whangarei women after a burglary in South Rd. on Thursday 13 August. A retired couple were having lunch in their home when the door into their dining room was pushed shut and the husband went to investigate.

They had begged cigarettes from a local man and were seated in his car when the police arrived. They told police they had hitchhiked from Whangarei to Waipu that morning. Constable Rogers said the good description he was given by the retired man whose home was burgled helped him identify the two women who will be charged with burglary.

A medal for courageConstable Anthony Rogers has received a Police Bronze Medal Award for his composure and courage when he was confronted by a man with a loaded pump action shotgun in One Tree Point in March last year. Before joining the Police Constable Rogers served with the New Zealand Army and already has a number of deployment medals which he wore to the ceremony, which was held at the Whangarei Police Station on Friday morning 21 August. On Friday afternoon he was back on duty in Bream Bay. At around midnight on 23 March 2008, Constable Rogers answered a call to a domestic dispute in One Tree Point. As he approached the house, a man came out of the front door armed with the shotgun and confronted and abused him. After a short standoff Constable Rogers convinced the man to give up his weapon. He told the man he was just there to make sure his wife and children were OK.“After a little while he just put the gun down and broke down saying that he had

A woman was punched in the head as she lay asleep in a bedroom in a house in One Tree Point at around 1.30am on Sunday 16 August. The intruder left two muddy footprints in the house and Constable Martin Geddes, who attended the incident, called out a tracker dog and his handler from Whangarei. The dog followed a trail down Pyle Rd., along One Tree Point Rd. and then lost the scent at Gannet Place.Constable Geddes thinks it likely that the woman wasn’t the intended victim of he attack.

All in favour of vehicle ban at Ruakaka beachThe Whangarei District Council received a total of 43 submissions on its proposed Vehicles on Beaches bylaw, which seeks to create a no vehicles safe zone in front of the Ruakaka Surf Club. Two of the 45 had multiple signatures – one with 35 and another with 40. None of the submissions were opposed to the proposal although some suggested additional safe zones and others raised issues about access ways onto the beach.

Whangarei District Council is advancing the project on a number of fronts. Fraser Campbell, the council’s project manager, updated the Bream Bay News on progress last week. Currently the capacity of the existing treatment plant is being increased with the addition of an aerator and a screen, which Mr. Campbell said he expects to be installed “within the next couple of months.” Water and electricity services have already been brought to the site to operate these. At full capacity the current plant will be able to handle up to 2,000 cubic metres of wastewater a day. At present, the plant handles a daily average of 580 cubic metres.As the pace of development has slowed due to the recession, the new plant (estimated to cost over $15 million) is unlikely to be built in the immediate future. Major expenditure on this has been moved outwards to the years 2014 – 2016 in the Long Term Council Plan. The council’s resource consent to operate the current plant and associated disposal area runs out in 2018.The proposed new plant will treat wastewater to a much higher standard than the

Mr. Campbell said the new plant will be of a modular design and built in stages as these are needed “like a Lego model”.Meanwhile, the two big industrial sites along One Tree Point Rd. are nearing the stage when they will be granted title and, before these are issued, the Whangarei District Council is required to have resource consent for enough wastewater capacity to cope with these additional 300 lots. While The Northgate Industrial Park development (194 lots) has a discharge consent to dispose of wastewater on site, this was granted on the basis of wastewater being treated to the standard of the new plant.

Another consideration is the reticulation of the houses and the public camping ground at Ruakaka Beach, set down for the years 2011 - 13 in the LTCCP. This will need capacity at the plant for the equivalent of an additional 500 households, that is an extra 400 cubic metres of wastewater each day. Eighteen months ago the council gained a resource consent from the Northland Regional Council to dispose treated wastewater onto its own land adjacent to the plant and onto 10 hectares of Crown land managed by the Department of Conservation on the northern side of the wastewater plant. However, it is still waiting on a Department of Conservation concession to use this land. The consent allows for disposal at this location until 2018.The council has also purchased 20 hectares of land from Rio Tinto at Marsden Point (just east of the truck weighbridge and petrol station on Marsden Point Rd.) and has begun investigations as to how much wastewater could be disposed of here.

Workshop for shorebird volunteersThe Department of Conservation is holding a workshop on Sunday 6 September for people who can volunteer for a minimum of three days over the summer to help look after the fairy tern breeding sites at the Waipu or Mangawahai sandspits. Ornithologist Dr. John Dowding will facilitate the workshop, which will begin at 9am and run to approximately 3.30pm in the Mangawhai Library Hall (opposite the Mangawhai Village 4 Square). The workshop is free but participants are asked to bring waterproof clothing for a walk to the Mangawhai estuary at low tide, binoculars, a clipboard and pen and a plate of food for a shared lunch. Those who want to take part need to contact the Department of Conservation ranger Abby Meagher (470 3379 or [email protected]) by Monday 31 August. Ruakaka Civil Defence plans an emergency evacuation
We’re in the process of contacting local clubs/organizations encouraging them to form “phone trees” and to give us a contact name and number so that volunteers living in a safe area would be able to warn the named personel of each club/organi-zation to send the message through their “phone tree” if they need to evacuate. This saves one person having to phone a lot of people, so quick contact is made without too much delay for any one person. We are also asking for the names, phone num-bers and addresses of people who may be unable to evacuate themselves. .We have divided Ruakaka into three areas: One Tree Point, Ruakaka Central and Ruakaka Beach, with a team of volunteers in each area. We have three loud halers with sirens. One of our team would drive down the streets in each area warning people of the need to evacuate. We hope this, with the phone tree system will give everyone enough warning in an emergency situation.

Who will be in this year’s calendar? The producers of the Waipu Calendar are being secretive about the subjects of the photographs in their 2010 version. The venture, which raises funds for the Waipu Museum, began with a 2008 calendar entitled – Wonderful Women of Waipu. Bream Bay Flyers played Madhatters Jovial Judge in a League game under lights at Ruakaka. We were hoping to have the edge having beaten this team earlier in the season 7-2. However, as they are allowed to do, the opposition played three players
