LUCENA CITY, Quezon, May 22 (PIA) -- About 2,000 high school and college students have been temporarily employed

as office clerks and student assistants in the different municipalities and schools this summer through the special

program for employment of students (SPES).

Evelyn Roquino of the provincial office of the Department of Labor and Employment (DOLE) said SPES is a yearly

program of DOLE in partnership with the local government units (LGUs).

The program aims to train and assist poor but deserving students by providing temporary jobs during summer

vacation to earn for their school expenses this coming school opening, Roquino said.

The DOLE will pay for the 40 percent of the monthly salary of students employed while the LGUs with SPES program

counterpart shoulders the remaining 60 percent.

The SPES participating towns are Guinayangan, Atimonan, Pagbilao, Mulanay, Pitogo, Gumaca, Lopez, Tiaong,

Candelaria, Real, Infanta, Tagkawayan, Plaridel, Unisan and Calauag.

On the other hand, the schools with SPES program include United Computer College in Lucena City, Public

Employment Service Office- Aceba System Technology Institute, Gumaca National High School and Bondoc Peninsula

2. 50 Lucena city jail inmates undergo livelihood training

LUCENA CITY, Quezon, May 22 (PIA) -- Fifty inmates of the Lucena city jail underwent a livelihood training

organized recently by the Department of Trade and Industry (DTI)-Quezon in cooperation with Cocos Nuciferas

Pacific Enterprises.

Pablito Budoy, public information officer of DTI-Quezon said 30 females and 20 males inmates at the city jail

participated in the coco twine making.

The inmates could earn P75 per day by making coco twine, a very good source of income while they are inside

the jail, Budoy said.

According to Budoy, after becoming skilled in coco twine making, the inmates will also be trained in coco geo-ne

making.

Even if they are in jail, the inmates can provide financial support to their families through these livelihood,

Budoy said.

Bureau of Jail Management and Penology (BJMP) jail warden Efren Barreto said the livelihood training will help

the inmates to be more productive.

The coco geo-net is used by the Department of Public Works and Highways (DWPH) in preventing soil erosion

Rizal prepares early for school opening

YNARES Center, Antipolo, Rizal, May 22 (PIA) -- The provincial government of Rizal is working with with Department o

Education (DepEd)-Rizal, the Philippine National Police (PNP) and other concerned organizations to ensure a smooth

opening of classes for school year 2013-2014.

The National Schools Maintenance Week or the Brigada Eskwela Week is being held here with the help of DepEd

personnel, school officials, communities and private organization will start the activity.

A total of 321,289 students in elementary and high school from DepEd-Rizal and 133,705 students from DepEd

Antipolo are enrolled in the coming school year.

To de-congest classrooms in public schools and provide a better learning atmosphere for students, the provincial

government has aggressively pursued the construction of school buildings and classrooms. Since 2007, an additional

209 school buildings with 962 classrooms has been built in the province, Rizal Governor Jun Ynares III said.

Meanwhile, P/S Supt. Rolando Anduyan, Provincial Director of Rizal Police Provincial Office (RPPO) said that there wil

be an augmentation of police personnel in every school in the province to deter any criminal acts and to safeguard

the welfare of teachers and students particularly in the opening of classes.

With our preparations and the assistance of concerned organizations, we are sure that the opening of classes in Riza

Moore in the United States that was struck by a gigantic tornado on Monday.

In a press briefing in Malacanang on Wednesday, Deputy Presidential Spokesperson Abigail Valte expressedsadness over the loss of young lives in this catastrophe and offered prayers for t he victims, their families andfriends.

President Benigno S. Aquino III appointed Maria Belen Ringpis-Liban as Associate Justice of the Court of TaxAppeals replacing Olga R. Palanca-Enriquez.

The President signed Ringpis-Libans appointment May 17.

A graduate of the UP College of Law, Ringpis-Liban served as regional trial court judge of Malolos and Quezon City.She also became a solicitor at the Office of the Solicitor General from 1988 to 1996.

Aquino government remains relentless in anti-poverty fight, says Palace

Malacanang said it remains committed to addressing poverty in the country through various initiatives and it is not

solely relying on surveys as benchmarks for its interventions.

In a latest Social Weather Stations (SWS) survey, it showed a rise on the number of hunger incidence in the country,from 16.3 percent in December to 19.2 percent this March.

But in a press conference in Malacanang, Deputy Presidential spokesperson Abigail Valte said the SWS survey,since it is done quarter to quarter, is a little bit volatile or is moving up and down.

This is partly why we dont tend to take the survey alone as the sole benchmark for prioritizing several areas for usto concentrate or to at least target these areas, Valte said.

One of the continuing thrusts of the government is the expansion of the conditional cash transfer (CCT) program ofthe government, the Palace official said.

Other programs also include livelihood for the poor, Valte said. This initiative provides trainings to support for thosewho wish to start small businesses, small or medium enterprises, she added.

In a press conference in Malacanang, Deputy Presidential spokesperson Abigail Valte said the Palace was informedby Secretary Elisea Gozun of the Presidential Assistant on Climate Change that the Philippiness candidacy wasapproved by the international board.

Becoming part of the EITI will make the Philippines more transparent and accountable in the payment and collectionof money in the countrys extractive industries.

Complying with EITI will make sure that companies engaged in extractive businesses pay the right taxes andrevenues for the benefit of the people, Guzon said in a press conference in Malacanang last April.

Now that the Philippines becomes an EITI candidate it is required to prepare a report which will be reconciled andvalidated by an international validator accredited by the international board, she noted.

In the first phase of its candidacy, the Philippines had to comply with four requirements. First, the government mustissue an unevocable public statement of its intention to join EITI. The government complied with the issuance ofExecutive Order 79, Gozun previously explained.

The second requirement is for government to appoint a senior individual to lead the implementation. President

Aquino designated Gozun as the EITI Lead Senior government official.

The third requirement is the governments commitment to work with civil society and companies on theimplementation of EITI.

The Philippines will benefit from participating in the EITI by implementing an internationally recognized transparencystandard that will benefit the countrys commitment to reform and anti-corruption, which is all in line with the basicsocial contract of the President with the Filipino people, Gozun said.

EITI, launched by former British Prime Minister Tony Blair in 2002 at the World Summit for SustainableDevelopment, is an international multi-stakeholder group that sets standards for transparency in extractive industrypayments and receipts.

It aims to strengthen governance by improving transparency and accountability in extractive industries.

The first EITI international board was established in October 2006. Currently, there are 37 countries participating inthe EITI, 20 of which are already compliant, and 17 are candidates. PND (as)

Binigyang diin ni Valte na isa sa pinagtutunan ng pansin ng pamahalaan ay ang pagpapalawak pa ng programangconditional cash transfer (CCT).

Ayon sa pamahalaan, sa buong bansa ay 3.0 milyong pamilya ang benepisiyaryo ng CCT. Ang CCT ay programangukol sa kaunlaran ng tao na naglalaan ng kaukulang halaga para sa kalusugan at edukasyon ng maralitang pamilya,lalo na ng mga batang nasa pagitan ng 0-14 taong gulang.

Ang iba pang programa ay kinabibilangan din ng kabuhayan para sa mahihirap, sabi ni Valte upang sanayin ang mganagnanais maglagay ng maliliit na negosyo, small o medium enterprises bilang hanapbuhay nila.

The Department of Budget and Management (DBM) rolled out P42 million as allocationof which P29 million has

been released as cashto support the operational requirements of the Bangsamoro Transition Commission, in line

with the Aquino administrations goal of facilitating socio-economic reform and development in the Autonomous

Region in Muslim Mindanao (ARMM) through the creation of the Bangsamoro Basic Law.

This release is meant to cover the initial budgetary requirements of the Transition Commission, particularly for its

operational needs. The Aquino administration has already mobilized the necessary talent and resources to establish

the commission and ensure its success in drafting the Bangsamoro Basic Law. In the long-term the TransitionCommission will play a crucial role in fostering and sustaining peaceful dialogue between the Administration and the

Bangsamoro, said Budget and Management Secretary Florencio Butch Abad.

Pursuant to Executive Order No. 120, the Transition Commission was constituted to draft the proposed Bangsamoro

Basic Law, with provisions consistent with the 2012 Framework Agreement on the Bangsamoro.

The P42 million will fund the Transition Commissions requirements for Personnel Services (P17.03 million)

specifically for 16 officials appointed to the commissionand its Maintenance and Other Operating Expenditures (P25

million). The releases were funded against the Miscellaneous and Personnel Benefits Fund (MPBF) under the 2013

General Appropriations Act and the FY 2013 Contingent Fund, respectively.

The amount requested is part of the P100 million authorized by President Benigno Aquino to support the operations

and personnel requirements of the commission, chargeable against the FY 2013 Contingent Fund and subject to

further evaluation of the DBM.

Clarification by the Department of Budget and Management on news reports about the allocation of coconut

levy funds

The Department of Budget and Management (DBM) wishes to clarify news reports about the supposed allocation ofP120 billion in coconut levy funds, allegedly as pork barrel for Administration allies, and left out allegedly

opposition-led provinces from the list of beneficiary-provinces.

First of all, we wish to clarify that no budgetary allocation or release has been made yet involving the Coconut Levy

funds. Any release will be subject to an executive order on the parameters for the use of such funds, and no such fiat

has been issued at the moment.

The news reports claimed that such release was based on a 13 -page memorandum to agency heads that was

signed by Budget and Management Secretary Florencio B. Abad. The DBM has not issued any 13 -page

memorandum to agency heads that exclusively deals with coconut levy funds.

What the DBM issued was National Budget Memorandum (NBM) No. 118, entitled Adoption of the Budget Priorities

Framework in the Preparation of the FY 2014 Agency Budget Proposals, wh ich is 13 pages long excluding annexes

(Seehttp://www.dbm.gov.ph/?page_id=2801). Such NBM communicates the adoption of the Budget Priorities

Framework to guide all departments and agencies in focusing their budget proposals on priority programs critical to

the countrys sustained economic growth next year.

Perhaps, the news reports were referring to a section of the said document on coconut industry areas as priority focus

areas for program convergence. In this section, twelve (12) areas were identified by the National Statistical

Coordination Board and National Anti-Poverty Commission (NAPC) as having coconut farmers with the lowest income

and experiencing dire poverty (see reference notes at the end).

The National Budget Memorandum clearly states that pending the approval of the implementation of the IntegratedCoconut Industry and Poverty Reduction Roadmap by the President, the initial sites for the program shall therefore be

one of the priority areas for program convergence in the 2014 budget. Thus, we would like to clarify that

development interventionsincluding the use of coconut levy fundswill not be exclusive to these priority areas.

We want to assure the public that the Aquino Administration is committed in achieving rapid and inclusive growth,

anchored by good governance in our budget management agenda, where the dividends of our sustained economic

growth will translate to more significant contributions to the lives of the poor and marginalized.

5.1 Coconut Industry Areas

Dire poverty occurs among coconut farmers even while there is a huge growth potential from the coconut industry

with around $935 million in annual export receipts and 5.2 percent value added contribution in agriculture. Based on

NAPCand DPWH data, around 28 percent of these coconut farmers have no access to a national highway, 21 percent

are 5 kilometers or more away from a national highway, and 13 percent are more than 2 kilometers but less than 5

kilometers from a national highway. Some 140,134 of the coconut farmers or 44 percent have no secured tenurial

status1. Pending the approval of the implementation of the Integrated Coconut Industry and Poverty Reduction

Roadmap by the President, the initial sites for the program shall therefore be one of the priority areas for program

DSWD forum tackles bridging gaps between generations

The National Committee on the Filipino Family (NCFF) chaired by the Department of Social Welfare and Development

(DSWD) recently highlighted the International Day of Families through a forum which tackled bridging the gap

between generations.

The International Day of Families is celebrated annually every 15th Day of May to reflect the importance of the family

as a basic unit of society. This years celebration focused on the theme Advancing Social Integration and

Intergenerational Solidarity.

Reflecting on the theme, Professor Josefina Q. Era of Miriam College discussed the changing family trends in the

Philippines, focusing on the OFW and solo-parent phenomenon, and its impact on family relationships. Professor Era

emphasized the importance of providing time and attention to children because these are what really matters, not

material things. Moreover, she talked about the differences between the older (60 years old and above), sandwhich

(early adulthood to midlife), and the adolescent generations, and how to bridge the gap between them, underscoring

the need for respect and empathy. Reaching out, listening to and understanding the needs and concerns of each

generation also foster harmonious intergenerational relationships.

The older generation should also refrain from constantly reminding the adolescent and sandwhich generations

noong panahon namin (in our time) because times have truly changed, and the norms practiced in raising children

then is no longer applicable today, added Professor Era.

Professor Era also cited Role Reversal and Global Parenting or Online communications, as the common problems

faced by families who are affected by the OFW phenomenon, concluding that grandparent-headed and youth-headed

homes in the absence of the mother, father or solo parent, upset the structure of Filipino families. Citing figures based

on a 2011 census by the National Statistics Office (NSO) showed that there are 2.2M OFWs working around the

globe, while there are 13.9 million solo parents nationwide comprising 14 to 15 percent of the Philippines population

of 94 million.

Representing the older generation, Mrs. Salvacion Baciana of Confederation of Older Persons of the Philippines, aretired teacher narrated how the OFW phenomenon affected her brothers relationship with his children. Although he

was able to provide for his childrens needs, it created a gap between them, Mrs. Baciana stated.

Ms. Nory dela Cruz, a Pantawid Pamilya beneficiary and grandmother related how her grandchild was able to go to

school through the program. Malaking tulong po sa amin ang Pantawid Pamilya, lalo na po ang pag-aatend namin ng

Family Development Sessions, marami akong natutunan kung paano mag-alaga at magpalaki ng mga bata, (The

program is a big help to us especially our regular attendance to the Family Development Sessions, which taught me

how to bring up and take care of children), she shared.

On the other hand, Dr. Josefina Pineda of the University of the Philippines, Diliman underscored the importance of

deep spiritual foundation to enable real transformation from within.

Participants from different government agencies and local government units, such as the Departments of Agriculture

(DA), Environment and Natural Resources (DENR), Health (DOH), Philippine Information Agency (PIA), National

Commission on Muslim Filipinos (NCMF), National Economic and Development Authority (NEDA), National

Commission on Culture and the Arts (NCCA), Council for the Welfare of Children (CWC), and Taguig LGU, together

with non-government organizations (NGOs) and civil society organizations (CSOs), COPAP, CCFI, Solo Parents

Confederation of Bulacan, Nain Foundation, and Philippine Missionary Fellowship (PMF), attended the half-day forum.

DSWD Assistant Secretary Teodulo Romo reiterated the significance of celebrating the International Day of Families,

at the same time mentioning the integration of solo parents in the activities and programs of the DSWD and NCFF.

2013 in Manila, Philippines.

Secretary Leila M. De Lima will deliver the Welcome Remarks for this significant event.

"This workshop is timely and relevant to address the need for further strengthening of law enforcements' rapid and

measured investigative response on online sexual violence against children," said Secretary De Lima.

Briefly, the Budapest and Lanzarote Conventions provide guidelines in the development of domestic legislationsharmonized with international standards for effective international cooperation in the investigation and prosecution of

child sexual offenders.

"Online sexual violence against children is one of the worst forms of cybercrime. The regional workshop that will be

held by the Department of Justice of the Philippines in partnership with the Council of Europe will help countries of the

ASEAN region to create a strong legal basis for law enforcement cooperation to protect children in cyberspace," said

Mr. Alexander Seger, Head, Data Protection, Council of Europe.

Online shopping is like a virtual mall. You dont need to go outside your home, and you can buy products or services

using your PC, laptop or mobile phones, less the hassle of queuing in department stores, Atty. Carbonell explained.

She meanwhile warned, But there is a risk involved. You cant be able see the people youre transacting with. You

dont know if its really a legitimate or a bogus one. There is no permanent s tore that you can visit in case you will

complain about a product or service.

Like online shopping, online payment of goods and services is considered a handy method of completing transactions

made through web. However, it does not guarantee protection against unscrupulous sellers.

The said advice was made amidst increasing trend in the number of online transactions. In a study made by Axon IT

Consulting firm in 2012 about P45-50B was spent in online transactions in the Philippines up 40% from 2011.

In the said survey, about 43% of respondents claimed they had made a purchase after seeing the product or service

online, either paying online or in person, while over 95% of the respondents said they were satisfied when buying or

researching products and services online.

DTI advises the public to exercise their rights and responsibilities as consumers which include the rights to

information, where the consumer is protected against fraudulent promotion and the right to redress. These also

involve compensation for consumers for misrepresentation or unsatisfactory products and services.

Before making transactions, Atty. Carbonell told the consumers to see if the sellers have a business address andcontact numbers where they can go and contact in case they have complaints over a product or service. She

reminded them to check the terms and conditions which explain the provisions and limitations of transaction as well.

She also said that there are third party payment facilities that offer protection to consumers by storing personal

information of the customer when paying through credit card.

Phl Consulate General participates in celebration of Filipino culture, tradition in Honolulu

22 May 2013 - The Philippine Consulate General in Honolulu actively supported and participated in three major

events of the 21st Filipino Fiesta held from May 05 to 11 in Honolulu, Hawaii.

For the first time since its inception 21 years ago, the Filipino Community (FilCom) Center, in partnership with the

Filipino Junior Chamber of Commerce of Hawaii, expanded the annual Filipino Fiesta to a week-long celebration to

launch its second decade of service. Called Flores de Mayo, the festival brought to Hawaii the joy and celebrations of

the month of May, the traditional fiesta time in the Philippines.

On May 05, the 21st Filipino Fiesta kicked off with the Santacruzan Parade in which beautifully-dressed reynas and

princesas and their escorts representing biblical characters paraded under colorful flower-decked arches to

commemorate the finding of the Holy Cross by Queen Helena, mother of Constantine the Great.

Philippine Consul General to Hawaii Julius D. Torres led the Santacruzan Parade, together with Honolulu Council

members Ron Menor and Kimberly Pine and Oahu Filipino Community Council (OFCC) President Jean Jeremiah.

The parade was followed by a pageant, replete with music, entertainment and cultural show at the FilCom Centers

Flores-Casamina Ballroom.

The presentation of songs, dances, myths and music by the Kinding Sindaw Cultural Group, led by Artistic Director

and Founder Potri Ranka Manis, was staged in commemoration of Philippine Heritage Month and Asian-American

Heritage Month.

Excerpts from myths and epics of the Southern Philippines such as Kissa: Parang Sabil, Derangen, Rajah

Mangandiri, and the Tboli Epic Lemlunay all served to introduce and educate the mixed audience of Filipinos,

DENR to provide P55-M to fund coffee, bamboo plantations in military camps

The Department of Environment and Natural Resources (DENR) will provide P55 million to the Department of

National Defense (DND) to finance the establishment of coffee and bamboo plantations covering some 4,000

hectares of land inside two military camps.

This forms part of the agreement entered into by the DENR and three other government agencies comprising the

Aquino administrations enhanced National Convergence Initiative (NCI) the Department of Agriculture (DA), the

Department of Agrarian Reform (DAR) and the Department of the Interior and Local Government (DILG) with the

DND for the implementation of the National Greening Program (NGP).

NCI is among the strategies of the present administration for poverty reduction by way of ensuring countryside

development through the promotion of a framework of sustainable agriculture and rural progress.

This signing is an excellent affirmation of NGPs centrality to the core mandates of every key national agency like the

DND, said DENR Secretary Ramon J.P. Paje, one of the signatories to the agreement, during simple rites held at the

DND Social Hall at Camp Aguinaldo in Quezon City last Monday.

Agriculture Undersecretary Emerson Palad and Local Government Assistant Secretary Rolando Acosta.

The agreement, dubbed as DA, DAR, DENR and DILG National Convergence Initiative in Partnership with DND,

formalizes the inclusion of the national defense department in the implementation of the Aquino governments flagship

reforestation program.

NGP seeks to grow 1.5 billion trees in 1.5 million hectares nationwide within a period of six years ending in 2016. It

aims to address poverty reduction, food security, biodiversity conservation, and climate change mitigation and

adaptation.

Under NCI-DND accord, the DENR will provide a seed fund of P5 million intended to support the coffee plantation

pilot project covering 200 hectares in Camp Kibaritan in Bukidnon province. The DENR will also support the remaining

800 hectares that will comprise the 1,000-hectare coffee plantation.

The environment department will also release P50 million to the DND to fund the 3,000-hectare bamboo plantation

project at Fort Magsaysay in Nueva Ecija.

Among its other responsibilities, the DENR will provide necessary technical assistance to ensure the success of the

project, conduct regular monitoring and evaluation, and jointly identify with the DND suitable areas for development

under the NGP, including vulnerable and hazard-prone areas within military reservations.

For its part, the DND will establish in selected military reservations nurseries and plantation sites for the production of

quality food crops, seedlings and planting of native tree species.

For military reservations that can be developed into agricultural land, DA shall be the lead agency to boost farmers

income and reduce poverty in the rural sector.

To protect the environment, DENR has the jurisdiction and mandate on the conservation, management, development

and proper use of the countrys environment and natural resources pursuant to Executive Order No. 192 and to select

certain plant species that preserve the environment.

The DAR shall be the lead agency in providing central direction and coordination to the national agrarian reform

program.

Convergence initiative inks partnership with DND

The National Convergence Initiative (NCI) has forged an agreement with the Department of National Defense (DND)

to develop selected military reservations into nurseries and plantation sites in a bid to reduce poverty, ensure food

security and mitigate climate change.

Composed of the Departments of Agrarian Reform (DAR), Agriculture (DA), Environment and Natural Resources

(DENR) and Interior and Local Government (DILG), the NCI said turning vast idle military reservations into productive

use, such as planting high-value crops, producing seedlings and tree planting would also help generate more

employment opportunities.

The government is steadfast in its commitment to maximize the use of our resources and at the same time preserve

our environment. This will be the governments legacy to the succeeding generations, said DAR Secretary Virgilo de

los Reyes shortly after the signing of the agreement between NCI agencies and the defense department.

The NCI agencies and the DND came to terms in compliance with President Benigno S. Aquinos order, directing

them to consolidate and harmonize greening efforts for the country.

Last year, Defense Secretary Voltaire Gazmin made available some 12,000 hectares of military reservations

nationwide for the establishment of tree nurseries as part if its commitment to the Aquino administrations National

Greening Program, which seeks to plant 1.5 million trees over 1.5 million hectares of land within his term.

Under the agreement, the DND will identify suitable areas for the development of nurseries and plantations sites in

military reservations nationwide. The DA will provide access roads and post-harvest facilities to these areas to

motivate farmers to work harder and produce more.

These infrastructures will help boost farmers income and reduce poverty in the rural sector, said DA Secretary

Proceso Alcala.

We at the DENR will select the right plant species for the kind of agricultural areas that will be identified by the DA,

said DENR Secretary Ramon Paje.

The DILG will provide transportation, security and fire protection amenities to the program.

For its part, the DAR will mobilize activities for agrarian reform beneficiaries to provide technical assistance in planting

trees and crops.

Initial sites identified for the program are Camp Kabaritan in Bukidnon to be planted with coffee beans, and Fort

Magsaysay in Nueva Ecija will be planted with bamboo.

Under the agreement, government personnel of the DND and AFP as well as those of DAR, DA, DENR and DILG are

encouraged to plant at least 10 seedlings per year in identified plantation sites inside the military reservations.

The National Greening Program is in line with our current efforts to reduce the risk of disasters and the effects of

climate change. There is really a need to be more vigorous in our campaign. Bamboo, for example, is very beneficial

to the environment. It converts carbon dioxide in large quantities. It also prevents soil erosion which has been the

cause of disasters brought by typhoons, said Gazmin.

Sandiganbayan convicts former Dapitan Mayor for graft, malversation

THE Office of the Ombudsman won the graft and malversation charges filed against a former municipal mayor of

Dapitan City for pocketing close to P1 million in Confidential Intelligence Fund (CIF) from 1998 to 2001.

In a 27-page Decision penned by Associate Justice Efren N. De la Cruz and concurred in by Associate Justices

Rodolfo A. Ponferrada and Rafael R. Lagos, the Sandiganbayan First Division convicted Joseph Cedrick O. Ruiz.

Ruiz was sentenced to suffer the penalty of imprisonment of six years and one month to eight years for violation of

Section 3(e) of Republic Act (RA) No. 3019 (Anti-Graft and Corrupt Practices Act), and imprisonment of 12 years and

one day of reclusion temporal minimum, as the minimum penalty, to 18 years and one day of reclusion temporal

maximum, as the maximum penalty for violation of Article 217 (Malversation) of the Revised Penal Code.

Aside from imprisonment, the former mayor who was eventually appointed as judge of the Regional Trial Court inMakati, was also slapped with perpetual special disqualification from holding any public office, fined P950,000

equivalent to the amount malversed, and ordered to indemnify the city of Dapitan the sum of P950,000, plus interest.

Records showed that for the period from June 30, 1998 to June 30, 2001, Ruiz allowed Police Inspector Pepe E.

Nortal to request, for and in his behalf, the withdrawal as cash advance the amount of P1 million from the CIF

appropriated under the Office of the City Mayor for fiscal year 2001 to address the peace and order situation of

Dapitan City.

Nortal testified that Ruiz could not make the cash advance himself as he had not liquidated his previous cash

releases. Of the amount, P50,000 was handed to Nortal for the PNP expenses.

In convicting Ruiz, the Sandiganbayan stated that the timing of the P1 million cash advance was suspect as it was

done on May 16, 2001 or five days after the May 11, 2001 elections, where he lost his bid for re-election.

Accused Ruizs failure to satisfactorily explain where the money went is sufficient to conclude that he converted the

same for his personal use, the ruling stated.

Ex-PCIC chair convicted for tampering with meal receipts

THE Office of the Ombudsman secured the conviction of a former board chairman of the Philippine Crop Insurance

Corp. (PCIC) after the Sandiganbayan ruled that he falsified three official meal receipts in 2000.

In an 18page Joint Decision penned by Associate Justice Samuel R. Martires and concurred in by Associate

Justices Francisco H. Villaruz, Jr. and Alex L. Quiroz, the anti-graft courts Third Division found Raul Q. Montemayor

guilty of three counts of Falsification of Public Document (Paragraph (4), Article 171 of the Revised Penal Code).

Montemayor was sentenced to suffer the indeterminate penalty of imprisonment ranging from six months of arresto

mayor as minimum to two years, four months and one day of prision correccional as maximum for each of the three

counts and ordered to pay a total fine of P9,000.

In 2003, the Office of the Ombudsman indicted Montemayor based on a report by the Commission on Audit (COA)

after he falsified three official receipts to make it appear that he spent more than he actually did.

The former official dined in three restaurants for official meetings in May, June, and July 2000.

Montemayor made it appear that he incurred the amount of P6,958.00 for meal expenses on May 7, 2000 at Tatoys

Sea Food Restaurant , Iloilo City when in fact he paid only P958.00.

State auditors found out that Montemayor made it appear that he paid P7, 446.50 to Saisaki Japanese Restaurant in

Quezon City for meal expenses on May 26, 2000 when, in truth, his actual expenditures was only P1,446.50.

It was also revealed that he also claimed for reimbursement the amount of P1,852.50 for meal expenses on June 30,

2000 at Whistle Stop Restaurant in Makati City though he fully knew that he only spent P852.50 for the said meal.

From the testimonies of the prosecution witnesses, the Sandiganbayan held that it has been establish
