    PIA-NCR: In today's celebration of the 27th anniversary of EDSA People Power, the country witnessed the signing of the

    Human Rights Victims Reparation and Recognition Act of 2013 which will provide assistance to human rights victims

    during the Martial Law period. The law also gives recognition to the victims of Marcos dictatorship, and will serve as a

    constant reminder of the country's important past. According to Commission on Human Rights Chairperson Loretta Ann

    Rosales, "Survivors of Martial Law violence made the necessary sacrifice for the people to 'see through the darkness',

    and this stirred the people to unite in a peaceful revolution. The law which was crafted in 1998 and initially called Law of

    Compensation Bill serves three purposes: 1) to assert the truth that the govt should be the protector of the people;2) be

    instrument to end impunity; and 3) to symbolize solidarity among Filipinos.

    1. 7 Bacoor private hospitals to give free services to needy

    CITY OF BACOOR, Cavite, Feb 22 (PIA) -- The city government recently entered a memorandum of agreement (MoA

    with seven private hospitals which will extend free medical services to the marginalized and underprivileged residents in

    the city

    This is in line with the Social Development program of the national government. The Plan translates President Benigno

    S. Aquino IIIsSocial Contract with the Filipinos in ensuring inclusive growth and equitable access to quality basic socia

    services, most especially by the poor and vulnerable.

    Under the MoA, the hospital which has the facilities needed by the indigent patients will serve as retainer hospital to

    render medical services and confinement for patients referred by the city government

    These hospitals shall not demand payment (deposit or up-front payment) from the patients as a condition for their

    admission, treatment, or discharge provided, they present a valid Guaranty Letter (GL) coming from the city

    government, but said amount shall be incorporated in the final hospital bills.

    The seven private hospitals that manifested their interests in extending their services to the underprivileged residents o

    the city which is under the Bacoor Hospitalization Program are the Crisostomo General Hospital, St. Dominic Medica

    Center, St. Michael Medical Hospital, Prime Global Care Medical Center, Molino Doctors Hospital, Metro South Medica

    Center, Las Pinas District Hospital

    Mayor Strike Revilla led the signing of MoA in behalf of the city government and representatives of participating

    TRECE MARTIRES CITY, Cavite, Feb 23 (PIA) Officers of the Cavite Communicators Network (CCN) agreed to assist thesix cities and 17 municipalities in disseminating their development programs and projects attuned to the Philippine

    Development Plan

    In their regular meeting held Friday, Khei Sanchez, president of CCN and currently chief of Bacoor City Information

    Office, acknowledged the suggestions made by each officer to carry out the promotion of each cities and municipalities

    in the province by way of news and photo releases of their respective accomplishments

    Also, the group will seek the support of the Cavite Publishers Association (CPA) PAPI Cavite Chapter under the

    leadership of Raul Apanay, Publisher of Cavite Weekly Chronicle in carrying out this noble project

    According to Apanay, the association will support this project of CCN as "This is one of the responsibility and obligation

    of each and every publishers doing business in the province to disseminate the programs, accomplishments and even

    their projects of each city and municipality.

    Apanay assured the CCN that every news and available date for dissemination will be given utmost importance by the

    association.

    CCN agreed to implement the said project beginning March of this year wherein, the first two weeks will be for the City

    of Bacoor to produce the necessary accomplishments followed by the municipality of Rosario

    Likewise, CCN asked the assistance of PIA-Cavite Information Center in crafting the suitable developmental news of each

    Dekada sitenta pa po nang unang magbukas ang pinto ng Tahanang Walang Hagdanan dito po sa Cainta. Mula sa wagas namalasakit at dedikasyon ni Sister Valeriana Baerts, hindi lamang bukas-palad na tinatanggap at inaaruga ng mga pasilyot sing tahanang ito ang mga kababayan nating may kapansanankanlungan din itong nagbibigay-lakas sa kanilang iangat angsarili, at silungang naglilinang ng kanilang kakayahang makibahagi sa pagpapaunlad ng lipunan.

    Makalipas po ang apatnapung taon, patuloy na tumi tibay ang haligit pundasyon ng Tahanang Walang Hagdanan. Sapamamagitan ng trainings, seminars, at iba pang mga programa, at mahigit sa isanlibot limandaang Pilipinong kabilang sasektor ng Persons with Disabilities (PWDs) ang napamanahan ninyo ng pag-asa, at patuloy ninyong inaalayan ng lakas upanmaging aktibong mamamayan sa ating bayan.

    Marami na nga pong kwento ng tagumpay ang naipunlat nagbunga sa tahanang ito. At ngayong hapon, isang karangalan pa

    sa atin ang makapiling ang ilan sa mga modernong bayani ng sektor ng PWDs. Kinikilala po natin ang kadakilaan nina AdelinDumapong ng Kiangan, Ifugao; ni Rex Bernardo ng Daet, Camarines Norte; ni Domingo Literal ng Pilar, Sorsogon; ni Dr.Enrique Ampo ng Cagayan de Oro City; ni Edward delos Santos ng La Trinidad, Benguet; siyempre po, si Engr. Felix GonzaSr. ng Malolos, Bulacan. Tunay nga pong nagsisilbi silang huwaran sa marami nating kababayan. Iba-iba man ang itinaguyonilang propesyon at larangansa palakasan man o akademya, sa negosyo o medisina, sa agham o teknolohiyasa iisangdiwa maibubuod ang kanilang istorya: hindi hadlang ang anumang kalagayan o estado para makagawa ng makabuluhangpagbabagobastat tinutumbasan ng gawa ang nakatatak sa pusot isipan, pihadong maaabot ang anumang inaasa m. Sa mga pagbabago pong ito, tiwala tayong marami pang tulad nina Adeline, Rex, Domingo, Dr. Enrique, Edward, atEngr. Felix ang makikilala ng mga susunod na henerasyon ng Pilipino.

    Makakaasa naman po kayong patuloy na magsusumikap ang pamahalaan upang higit pang mapabuti ang kalagayan ng sekng PWDs, at masuportahan ang mahigit-kumulang isat kalahating milyong Pilipinong may kapansanan sa buong bansa.

    Kongkretong patunay nga po rito ang ating Pantawid Pamilyang Pilipino Program. Sa mahigit 3.8 million householdbeneficiaries na saklaw na ng programa nitong Enero, nasa mahigit 193,800 po ang naitalang kabahayan na mayroongmiyembro ng pamilyang bahagi ng sektor ng PWD. Ibig-sabihin, ganitong bilang din po ng mga pamilyang bahagi ng inyongsektor ang nasusuportahan na sa kanilang mga pangangailangan sa kalusugan at edukasyon.

    Mayroon din po tayong Vocational Rehabilitation Centers na naghahasa sa kakayahan ng ating PWDs sa ibat ibang ba hagi bansadalawa po rito ay nasa NCR, at tig-isa po sa Regions I, VII, at IX. Ang magandang balita pa po, para sa taong 2012,umabot sa 741 ang bilang ng ating mga natulungan; at sa Region IX, sa tulong ng lokal na pamahalaan, karamihan na sa atingraduates ay nakakuha na sa trabaho bilang instructors sa iba pang centers para sa PWDs.

    Kinikilala din po natin ang mga inisyatiba ni Ginoong Noli Agcaoili para gabayan ang PWDs tungo sa pag-asenso. Bukod samabuting pamamahala bilang pinuno ng Tahanang Walang Hagdanan, isinulong din niya ang NOVA Foundation for DifferenAbled Persons noong 2004, na nakapaghatid ng kaalaman at kasanayan sa larangan ng Information and Communications

    Technology. Magmula po noon, nasa 682 na ang kanyang mga napagtapos. Higit pa po sa pagkakaroon ng Facebookaccounts at pagiging tech-savvy, marami po sa kanila ay may hanapbuhay nat naitataguyod ang marangal na pamumuhay, nakaka-ambag pa sa pag-usbong ng BPO sector ng bansa.

    Bahagi nga po ng itinataguyod nating demokrasya ay ang kakayahang makiambag sa bawat aspektong nagpapaarangkada kalakhang lipunankabilang na ang edukasyon, hanapbuhay, at maging ang pakikilahok sa ating mga demokratikongproseso. Kaya naman, tagumpay din po nating maituturing ngayong mayroon nang isang party-list na accredited ngCOMELEC ang kayang isatinig ang karapatan at kapakanan ng PWD sector.

    Sa iisang diwa pa rin po nakasandig ang lahat ng mga inisyatiba. Binibigyang-lakas natin si Juan dela Cruz para panghawakaang sarili niyang tadhana at maharaya at maitaguyod ang kanyang pangarap, at ang maabot ang rurok ng kanyang potensyaupang marating ang nais niyang marating sa buhay.

    Sa huli po, nasa iisang bubong lamang ang sambayanang Pilipino. Magsasaka ka man na namulat sa mga pilapil ng palayan

    o Call Center agent na lumaki sa paligid ng mga dambuhalang gusali, metalcraft worker ka man o instructor na sumibol sa mpasilyot silid ng isang Tahanang Walang Hagdanan iisang pamilya lamang tayong lahat pantay-pantay, hindi nag-iiwanaat inaaangat ang bawat isa tungo sa katuparan ng ating mga pangarap.

    Alam po nyo, medyo matagal ko na rin pong naririnig at nababtid ang Tahanang Walang Hagdanan, at noon pa man din pohanggang sa kasalukuyan, tinitingala natin ang ginagawa nyong ehemplo dahil talaga naman pong imbes na sumuko, kayopoy talagang palaban. Habang lumalaban, talaga naman pong may pag -asa. At, sa inyong ehemplo nga ho, mas marami annabibigyan rin ng dagdag liwanag rin sa kinabukasan.

    Karaniwang babae ang Pilipinong nagtatrabaho bilang kasambahay sa ibang bansa lalo na sa bahagi ng Gitnang SilangaSubalit kung ikaw ay magagawi sa bandang Europa, partikular na sa Italya, ang mga operaio

    kung tawagin ay hindi lamang mga kababaihan kundi mga kalalakihan din.

    Kabilang dito si G. Jose Yabut Cortez na mas kilala sa tawag na Nomer ng kanyang pamilya at mga kaibigan. Tubo

    Macabebe, Pampanga, si Nomer ay nangibang bansa noong 1994 kasama ang kanyang maybahay sa paghahangad ng mmagandang buhay para sa kanilang pamilya. Makalipas ang tatlong taon ng kanilang pakikipagsapalaran sa Italya, biniyayaang mag asawa ng isang anak na babae, na nasundan ng isa pang anak na lalaki.

    Sa hindi inaasahan, ang dapat sana ay katuwang sa buhay na kabiyak ay iniwan si Nomer nang ito ay mamatay sa sakit breast cancer noong 2007. Sa kasalukuyan, mag-isang itinataguyod ni Nomer ang kanyang dalawang anak na pawanagsisipag-aral sa Italya.

    The capital adequacy ratio (CAR) of universal and commercial banks (U/KBs) at end-June 2012 stood at 16.87 percent a17.96 percent on solo and consolidated basis, respectively.

    The industry maintained its CAR levels despite the rise in its risk-weighted assets (RWA) of 2.15 and 2.08 percent on solo aconsolidated basis in the second quarter. U/KBs did this by also increasing their qualified capital by 2.26 percent and 1.percent, respectively.

    The industry positioned its CAR level well by building-up capital to support an increase in assumed risks. Banks either retainearnings or issued capital instruments to match the rise in their RWAs.

    RWAs rose due to higher corporate and consumer loans and to investments in debt securities issued by unratcounterparties. The rise in lending can be attributed to the low interest rate environment.

First approach is for road capacity improvement measures, whinclude road paving, rehabilitation, upgrading, and widening of the road sections up to the existing road right-of-way (ROlimit aimed at increasing the number of lanes from the existing 2-lanes (1-lane per direction) to 4-lanes (2-lanes per directioExisting drainage system along MNR was removed and replaced by a concrete line canal system at the outer ROW limit wcanal cover designed to serve as the concrete sidewalk. The second approach calls for some doable traffic managememeasures, which include intersection geometric improvements, construction of concrete sidewalk, curb and gutters, disablramps and channelization islands designed to improve the level of service and safety at critical intersections. It also involvthe provision of designated pedestrian lanes, loading/unloading zones, and stop lines supplemented by the standard rosigns and pavement markings aimed at regulating and segregating traffic movements and potential conflicts. The thapproach is the provision of state-of-the-art traffic signal facilities and equipment designed to provide orderly and systemamovements at intersections. The traffic controllers are based on microprocessor technology capable of handling complex tra

    signal algorithms in real-time and fully-adaptive mode utilizing stop line vehicle detectors per lane and pedestrian pushbuttoto allow green time adjustments in accordance with current demand. DPWH used Light-Emitting-Diode (LED) technology the signal heads/lanterns which is capable of providing the required luminous intensity with about 80% reduction in powconsumption cost as compared to the conventional incandescent bulb traffic signal heads. In 2012, the DPWH was ableprovide geometric improvements at nine (9) intersections between the municipalities of Capas and San Manuel in the provinof Tarlac including 4.80 kilometers of road paved, constructed 865 linear meters of concrete sidewalks with curb and guttconstructed 64 units of accessibility ramps for persons with disability, and improved the intersection design of three unctions with channelization techniques. Also, four (4) intersections were signalized and three (3) junctions were equippwith traffic signal flashers. To complement the traffic management schemes, within the 150 meter limit from the intersectioabout 115 road signs were installed, and pavement markings were provided.
