Position Description:Pass It Back Project Oficer - Measuring Change Page 1 of 5 Developed: June 2017 POSITION DESCRIPTION Position Title: Pass It Back Project Officer - Measuring Change (PIBPO) Department: Program Location: ChildFund Vietnam, Hoa Binh Areas Development Office (ADO) Reports to: Provincial Manager Employment status: Full-Time ORGANISATIONAL CONTEXT ChildFund Australia is an international development agency that works in partnership with children and their communities to create lasting and meaningful change by supporting long-term community development and promoting children’s rights. ChildFund Australia directly implements child-focused development programs in Viet Nam, Papua New Guinea (PNG), Cambodia, Laos, and Myanmar, and works in conjunction with the ChildFund Alliance global partnership to deliver programs in countries throughout Asia, Africa and the Americas. Programs are funded by sponsorship contributions, grants, donations and other revenue. ChildFund Australia has an extensive child sponsorship program with more than 55,000 children in 24 countries sponsored by Australians. ChildFund Australia’s goals are to deliver quality development programs that are respectful, responsive and effective. ChildFund Vietnam is the representative office of ChildFund Australia – an independent and non- religious international development organisation that works to reduce poverty for children in the developing world. ChildFund began working in Vietnam in 1995 and operates community development programs in the areas of education, water and sanitation, sustainable livelihoods, food security, child rights an d child protection and maternal and child health, including HIV prevention. ChildFund’s programs are being implemented across the northern provinces of Bac Kan, Cao Bang and Hoa Binh, where the majority of people are from ethnic minority groups, often the most vulnerable or marginalised sections of the population. PROGRAM CONTEXT ChildFund Pass It Back is an innovative Sport for Development program using Get Into Rugby, a World Rugby program to grow the Game globally, to equip children and young people in Asia to overcome challenges, inspire positive social change and ‘pass it back’ to their communities. The program gets children and youth to Try, Play and Stay in the Game as part of the Impact Beyond Rugby World Cup

2019strategy,whichwillincreaseawarenessandsustainablegrowthofrugbyinAsia.PassItBackdeliversanintegratedrugbyandlife-skillscurriculuminasafeenvironmentthatpromotesthevaluesoftheGameandbuildsanewgenerationofleadersindisadvantagedcommunitiesacrossAsia.JOBPURPOSEANDREPORTINGSTRUCTUREThePIBPOreportstotheProvincialManagerinHoaBinhandmanagesaProjectIntern. ThePIBPOworkscloselywiththeregionalPassItBackSecretariat,theProgramManagerinHanoiandotherProjectCoordinatorsandProjectOfficersintheAreaDevelopmentOffice(ADO). ThePIBPOhasresponsibilityforthequalityofPassItBackcontentdeliveryandensuringcompliancewithMeasuringChangeprotocols. ThePIBPOisamemberofthePassItBackProjectTeam,whichisresponsibleforprovidingtimely,coordinatedandaccurateinformationtotheregionalPassItBackSecretariat.POSITIONSUMMARY

The Pass It Back Project Officer (Measuring Change) is responsible for the implementation andmanagementofthePassItBackProjectinHoaBinhProvince,withaparticularfocuson:• SupportingPassItBackCoachestodeliverthePassItBackcurriculumtodefinedqualitystandardsin

adefinedgeographicalarea;• Providingtechnicalinputtoimprovethelearningexperienceforplayers;• Takingaleadindatacollection;• Supportingon-goinglearningaroundcurriculumcontentanddevelopment;• Takingatechnicalleadonsafeguardingandbroadercommunityengagementincludingparentsand

localauthorities;• Executingprojectproposalcommitmentson-time,on-budgetandtodefinedqualitystandards;• ToleadcompliancewithMeasuringChangeprotocols.KEYAREASOFRESPONSIBILITY

1. RegionalandCountryOfficeAccountability• EnsurethataccurateandtimelyinformationisprovidedthroughthePassItBackProjectTeamtothe

regionalandcountryoffices;• AttendandcontributetoamonthlyPassItBackProjectTeammeeting;• Developcross-countryandregionallinkstosupportprojectimplementation;• ProvidetimelyadvicetotheProvincialManagerandPassItBackDirectoronactualorexpected

changesintheprojectenvironmentthatimpactontherelevanceofplans,timeframesorexpectedachievements,includingrecommendationsforamendmentstoprojectdesign(activities,timeframe,budget).

2. ProjectImplementation,ManagementandReporting• Inco-operationwithCoaches,coordinateprojectplanning,implementationandmonitoringof

relevantprojectactivitiesbasedonprojectproposals;• Monitorrelevantprojectactivitiestoensurethetimeline,efficiencyandqualityoftheproject,

generatinginterestandsupportfromcommunitiestoengagewiththePassItBackproject;

• Attendremoteandin-personpartnershipmeetingsbothinVietnamandinternationally;• Establishandmaintainaproductiverelationshipwithprojectpartnerstoensurethesmooth

implementationandqualityofprojectactivities;• ProvidemonthlyandQuarterlyactivityreports,includingoutputreports.throughtheProjectWorking

Team;• ProvidemonthlypersonalreportstotheProvincialManagerandPassItBackDirector.

3. PassItBackCoachSupportInadefinedgeographiclocation:• Provideandcoordinatetechnicalsupportforlifeskillseducation,rugby,firstaidandadministration;• Leadtheselectionofyouthcoachesfromcommunities(aged16–25)ensuringaminimumof50per

centofgirlsandyoungwomen;• SupportlogisticalarrangementsforallPassItBackCoachtraining;• SupportthedeliveryofallPassItBackCoachtraining;• SupportCoachestostandardisePassItBackcompetitionsandtoorganisesub-districtcompetitions;• Provideregularleadership,coachingandplanningsupporttoPassItBackCoachesbothinagroup

andindividually,includingundertakingPassItBackCoachReviewsaftereachPassItBackround;• Undertakeanddocumentatleast3monitoringvisitsperroundforeachcoachingpair;• Deliverregularsession-focusedtrainingtoPassItBackCoaches;• WorkwithCoachestoadvocateforPassitBackactivitieswithcommunitiesandplayers;• MangeCoachpaymentsandperformance;• ProvidepersonaldevelopmentsupportforCoachesandactasasafeguardingfocalpointensuring

thatincidentsarereportedthroughtheprescribedmechanisms.

4. MeasuringChange• LeadthecoordinationofMeasuringChangedataacrosstheproject’sworkinVietnam;• EnsurecomplianceofactivitiesinVietnamin-linewithMeasuringChangeprotocols;• Ensuretimelyandaccuratedatamanagement,entryandanalysisin-linewithMeasuringChange

protocols.Inadefinedgeographiclocation:• LeadthecollectionofqualityqualitativedatarequiredbyPassItBack;• Undertakeadditionalqualitativemonitoringandevaluationasagreed;• Ensurethetimelyandaccurateprovisionofdata.

5. FinancialManagementandReporting• Superviseandensurethatprojectbudgetisusedeffectivelyforrelevantprojectactivities;• ThroughtheProjectWorkingTeam,providemonthlyexpenditureanalysisreports;• ProvideregularanddetailsresponsestothePassItBackDirectoronbudgetmanagement.6. directionoftheProvincialManagerwiththeagreementofthePassItBackDirector.
