Explanation

Why harmonize?

– INSPIRE directive‐ 34 themes, 3 Annexes‐ Statistical Units (SU)‐ Population Distribution (PD)

– Better data interoperability throughout Europe

Explanation

– December 2013 data had to be published as-is.– October 2015 new Annex III datasets have to be

harmonized.

– Population grids concern 2 INSPIRE themes‐ SU: Statistical Units (grid)‐ PD: Population Distribution

– TWG SU and PD has delivered 2 data specifications

– They were translated in schema definition files (.xsd)

Approach

– Download As-Is data from www.efgs.info– Create ArcGIS shape file in ArcGIS– Tried to do it with DataInterop extension of ArcGIS 10.1– Create GML’s As-Is in QGIS– Download output schema’s:

http://inspire.ec.europa.eu/schemas/ – Used HALE software to define transformation– Created 2 GML (SU and PD)– Tried to import them in GIS-software

Conclusions

– HALE seems to do the job and has good forum support

– Splitting one dataset into two does not make it easier for the GIS users

– It is not clear how to implement SU and PD models in other encodings than GML

Discussion

– Should there be a combined model (xsd) for SU-PD?

If so, How do we arrange this?

If not:‐ How do we make PD useable for GIS-users?‐ Should there be one SU-grid service for EU?‐ Is there a need for a Table Joining Service for grids?

– How do we deal with cross border pixels in INSPIRE?23
