“It is not the strongest or the most intelligent who will survive but those who can best manage change.” This is a quote by Leon C. Megginson, Professor of Management and Marketing at Louisiana State University and author of Small Business Management: An Entrepreneur's Guidebook.
I found this quote particularly relevant in a time when as a country, South Africa is experiencing largely negative changes. I wrote this report on the day after the unemployment rate was released and we find ourselves at one of the highest rates, at 29%. The State-owned Enterprises are struggling and are requiring regular bailouts from the fiscus. Politically, we have the reformist president under threat from a fight back campaign, so we are in essence in a period of great turbulence, and as we know, turbulence must bring change! Such turbulence has a negative impact on economic growth and ultimately on disposable income. Therefore, we enter a period when our community impact partners require our assistance more than ever, at a time when our donor partners have less and less resources to donate. How does an organization like ours survive such change?
We will only survive if we adequately manage that change with foresight and fortitude.
Successful businesses grow in times of change not only by managing expenses. Cost-cutting is never the entire solution and can only be implemented to a point after which any further reduction in costs will result in the implosion of the organization. So how does a business manage turbulence? Successful businesses stay in business by growing revenue. As contrary as this may sound, in turbulent times, organizations must continue to focus on growing revenue. This is no different for NGO’s like The Community Chest.
To that end, we have already restructured the staff to accommodate an expanded revenue collection department whilst at the same time managing costs. We are going to embark on extensive revenue drives and we are going to focus on both large and small contributors, as every single cent will count.
We are going to hark back to the Victorian moralist’s time of principled and virtuous living, who lived by the motto “take care of the pennies and the pounds will take care of themselves”. This Community Chest is going to grow from strength to strength under our watch.
May I take this opportunity to thank all stakeholders who make The Chest the success that it is. I include in that sentiment, the Council Members, Staff, Donors and Recipients. You are all noble people and I am so proud to be associated with every one of you.

It gives me pleasure to present to you my Executive Director’s Report on the work of the Pietermaritzburg & District Community Chest for the 2018/19 financial year.
This report represents the 58th year of operation of the Community Chest and we look forward to August 2020, when we will achieve the remarkable milestone of celebrating our 60th anniversary.
Such longevity immediately puts at the forefront the question of sustainability of the organization. I will turn my attention again to this matter, shortly.
Allow me first to provide you with a summary of our work for the year:
Fundraising:
We started the year with a reserve amount of R1 435 586. Through the course of the year, we raised an additional R4 211 177. Further to this, and by conservative estimates, we galvanized donations-in-kind to the rand value of R449 516.
A total of R4 315 769 was distributed to our Community Impact Partners in the combination of funds, other resources and organizational developmental support. We ended the year with a reserve of R1 780 510 for future distribution to our Community Impact Partners.
Because of the efforts of the Community Chest, over one hundred thousand people directly benefited from the assistance offered by our Community Impact Partners. Of these, almost 60% of them were female and as per the BBBEE classification, about 72.5% were “African”; 15.5% were “Coloured”; 7.5% were “Indian” and 4.5% were “White”.
Community Chest Operations:
The Community Chest funds itself independently of the funds we raise for the benefit of our Community Impact Partners. We cover our operational costs through a combination of donations received and the return-on-investment of our sustainability funds.
For the year in review, our operational budget was R2 700 000 with an anticipated shortfall of R1 006 000. We ended the year with a deficit of R1 594 475, despite our concerted efforts at even more belt-tightening on an already lean budget. How do we account for this this? Three key factors that were beyond our control came into play –

• The loss in value of our investment in Steinhoff shares and the subsequent loss incurred upon divesting ourselves of these shares,
• A generally worse than expected performance in the economy which affected the overall performance of our investment portfolio and
• A lower than projected number of donor-advised-grants received in the year from which we derive a 20% facilitation fee, based on the value of the grant.
This brings me back to the question of the long-term sustainability of the Community Chest, as posed earlier.
Any deficit in our operational expenses is covered by funds out of our reserves. Whilst the existing reserve funds are precisely for this purpose, the ideal would be to generate sufficient returns on our investments to meet all our operational expenses and not touch the capital portions of our investments.
Already, in late 2017, when our current Chairperson and I assumed our respective positions, the Council flagged the long-term sustainability of the Community Chest as a matter of concern. The launch of the Red Feather Legacy and the establishment of the Shuters-Craib Legacy were both immediate responses to addressing this concern. Both these legacy funds have specific mandates that stipulate that the principal amounts are not be touched. These legacies mark the start towards re-establishing the reserves of the Community Chest in the longer term. However, we will also have to do more, even though under very trying economic conditions, to turn any possible future bottom-line deficits into a break-even or surplus result. For the 2019/20 financial year, we are already attempting new strategies towards this end.

On a different note, the performance of our Council has not been without its challenges. After a promising start following the AGM held on 28 September 2017, a mostly new cohort of Councilors enthusiastically assumed office. Just over a year and a half later, a number of Councilors resigned, all citing the pressures of work and other commitments. A process of co-opting additional Council Members followed.
I am pleased to note that we have replaced the vacant seats on Council with a combination of individuals that represent diversity, youthful energy and specialist expertise. Special appreciation goes to our Chairperson, Mrs. Primi Chetty, who, in those challenging times, when the full wisdom of Council was not available, stepped in to guide and support the Management Team and I, in keeping the Community Chest on track. Her astute wisdom played a significant part in helping us prepare for the 2019/20 financial year, underpinned by a significant restructuring of the operations of the Community Chest. I look forward to reporting next year this time on the benefits of this exercise.

wisdom in the past year. Likewise, my humble appreciation to the Staff of the Community Chest and our volunteers who all worked with passion because they believe in the vision of the Community Chest. Stuart Craib expressed a desire to show his gratitude to the community of Pietermaritzburg for their support over the years of doing business in the city. Consequently, during the sale of Shuter & Shooter Publishers (Pty) Ltd, he negotiated a R2 million donation, over a period of five years, to the Pietermaritzburg & District Community Chest.

Dear Ladies and Gentlemen
In my role as Operations Manager, I was assigned by Council to compile this report for the 2018 / 2019 financial year. The Community Chest faced a challenge when our Treasurer, Ms. Amritha Singh, tendered her resignation at the end of the previous financial year, due to her heavy work schedule. Council Member, Mr. Riquadeu Jacobs then served as our acting Treasurer as we sought to identify a suitably qualified person to take on the role of Treasurer. In the interim, Mr. Jacobs also regrettably resigned from Council, shortly before the financial year-end, due to his pressing work commitments.
On a happier note, I am pleased to note that for the new financial year, Mr. Johan Riekert, a partner of the auditing firm Moore Stephens, has joined Council as our new Treasurer.
This report is to be read together with the audited annual financial statements of the Pietermaritzburg and District Community Chest for the year ended 31 March 2019.
General Operating Fund
For the year in review, even though we continued facing challenges from a weak economy, the income earned in our General Operating Fund increased by R150, 000. This was mainly due to an amount of R54, 000 received from the National Lotteries Commission and a R350, 000 increase in our Operating Fundraising initiatives.
The main contributing factor for the deficit of R376, 000 on the disposal of our investments can be attributed to the sale of 5, 000 Steinhoff International shares, at a loss of R367, 000. General operating expenses decreased by R95, 000 mainly due to a decrease in advertising costs incurred in the prior year and the termination of the Community Chest of South Africa subscription fees. Employee costs increased by 18.5%. This increase is slightly distorted by the non-expenditure on an Executive Director’s salary for the months of April to October in2017, while the position remained vacant.
With the sale of the Steinhoff shares, the fair value of our investment portfolio has increased from a deficit of R270, 000 in the previous year to a surplus of R205, 000 for the
current year. The fair value adjustment is the difference between the cost and the market values of investments at year-end.
The deficit for the year decreased from R2.3 million in 2018 to R1.5 million in the current year. Even though this is an improvement in comparison to the previous year, the deficit in the Operating Fund continues to be a concern.
Because of the draw down of the R1.5 million, the total General Operating Fund has decreased from R7.2 million in 2018 to R5.7 million in 2019.
Community impact Fund
Fundraising decreased by R713, 000 when compared to the previous year, however, this was only an effective R398, 000 decrease when compared to budget, since the strategy for 2019 was to include fundraising for the General Operating Fund in our fundraising portfolio. The total investment in our Community Impact Partners and projects was R3.8 million, resulting in a surplus of R344, 000 in this fund.
The Community Impact Fund has increased from R1.4 million in 2018 to R1.7 million in 2019. The surplus is used to meet the commitments made to Community Impact Partners at the start of the following financial year. Commitments to Community Impact Partners are made in faith and payments are made in advance of our fundraising initiatives commencing. We would like to continue to grow this fund until such time that we can make commitments to our partners based on funds already in the bank, rather than by faith.
Pearse trust Fund
The income of R94, 000 received was from interest earned on investment and installment sales agreements with bakers who form part of the Mama Mimi’s Social Enterprise Project. The Pearse Trust Fund expenses of R187, 000 was for the same project, which included training, equipment and pre-mixed ingredients for the bakers. A further R114, 684 will be expensed in the following year to conclude this project. Because of the deficit of R93, 000, the Pearse Trust Fund has decreased from R1.7 million in 2018 to R1.6 million in 2019.

There was no significant change in the fund aside from interest of R61, 000 earned from investment. The TB Fund increased from R1 million in 2018 to R1.1 million in 2019.
legacy Funds
The Red Feather and Shuters-Craib Legacy Funds were established for the long-term sustainability of the Community Chest.
In the current year, R297, 000 was received from various donors for the Red Feather Legacy Fund and R400, 000 was received from Shuter & Shooter Publishers (Pty) Ltd for the Shuters-Craib Legacy Fund. Interest of R7, 000 and R31, 000 was earned from investments in the Red Feather Fund and Shuters-Craib Fund respectively. All interest earned from the Legacy Funds was transferred to the General Operating Fund to assist with covering operating expenses.

The net deficit across all funds decreased from R1.1 million in 2018 to R584, 000 in 2019. The objective of Management is to decrease the deficit even further in 2020 and eventually to be operating at a surplus to ensure the financial sustainability of Community Chest for a further 59 years.
Net assets decreased from R12.5 million in 2018 to R11.6 million in 2019 because of the deficit incurred during the year. With the restructuring of operations, we will begin to see our funds performing better.
I would like to take the opportunity to thank Council and Staff for their support as we worked to overcome the challenges of the year and to express gratitude to all Donors and Community Impact Partners who have helped us over the year to meet the objectives of the Community Chest.

John Hall, together with his dear wife, Eileen, have been dedicated supporters of the Community Chest for a long time. In particular, through the platform of the Maritzburg Marathon, a total contribution of over R90 000 was donated to the Community Chest. When John went the extra mile by renovating and painting the offices of Community Chest in 2012, the Community Chest was inspired to introduce the John Hall Extra Mile Award. The Community Chest thanks John and Eileen for their sterling example of and inspiration for philanthropic action.

With the help of Liberty Midlands Mall, we were able to collect Easter Eggs aplenty to help us put smiles on the faces of all the children who attend the Early Childhood Development (ECD) centres and schools for the physically challenged supported by the Community Chest.
adopt-a-Mom
The annual Adopt-A-Mum (Mother’s Day) event was held on 11th May at Project Gateway. Over 230 mums from various rural communities as well as old age homes had the opportunity to indulge in a wonderful Mother’s Day celebration. Special thanks to Bophela Holdings, Delux Fabrics, Inspect A Pest, J Leslie Smith, Joey’s Towing Service, Joey’s Spray- painters, Life Hilton Private Hospital, Maritzburg College, River Queen Sands, Willowton Group, and private individuals who adopted a mum or two. Charity race Day
Community Chest had the privilege to host over 200 guests at the Annual Tsogo Sun Sprint, held on Saturday 26th May 2018.
The Race Day was a huge success and guests not only enjoyed the races but the entertainment and a delectable 3-course meal.

teddy Bear Drive
Community Chest together with our “Bear Lady”, Sarah Pennington, challenged all the knitters of our community to join the Teddy Bear Drive. Through her initiative and enthusiasm we were able to secure the sponsorship of wool from Sabrotex and stuffing from Ragland. Special thanks to all participating knitters and especially the schools who joined in on this drive.
Over 980 teddy bears were made, of which, 500 were distributed to the deserving children attending the Community Chest’s annual Kids Christmas Party. The balance went to the pediatric wards at hospitals in our District.

Comrades Marathonrefreshment Station
PMB & District Community Chest and UBUNTU (Community Chest, Durban) are one of the six official AmaBeadiBeadi charities supported by the Comrades Marathon Association. We had the honour to raise funds and awareness using the Comrades Race-for-Charity and Expo platforms as well as to host a refreshment station on the day of the Race. Special thanks to our sponsors, BestDrive, Fairfield Dairy and Marcos Jewelers for helping make this event a success.
Comrades MarathonAssisted runners Project
Comrades Marathon assists indigent runners with accommodation and meals before and after the Race.
Community Chest undertakes this Project on behalf of the Comrades Marathon Association.
This year, over 650 runners benefitted from this offer. After the event, the mattresses and blankets used during the Project were distributed to deserving Community Based Organizations.
Celebrating our Fathers
The Community Chest hosted over 60 fathers at a Father’s Day Lunch on Friday 22 June. The deserving fathers had an awesome day packed with entertainment, a scrumptious lunch and gifts. Dare to be red - Women’s Breakfast
In celebration of Women’s Day and month, we hosted our annual Dare-To-Be-Red Breakfast on 8 August. Over 230 extraordinary women came together for a hearty breakfast and left inspired by our amazing MC, Melanie Veness and guest speakers, namely Suhana Jacobs, Ali Engelbrecht and Lungile Masuku. All proceeds from this event went towards meeting our pledge to Abrina Esther House, which is a safe shelter for abused women and children. This event was made possible through the generous support of Willowton Group, Capital Newspapers, Candles and Décor, Sykes Signs, Golden Horse Casino, Wild Coast Sun, Khaya Luxury Interiors, Clear Cut Glass, Dr R Singh and many other donors. remarkable Man Golf Day
The Community Chest Remarkable Man Golf Day commemorates those who had the vision to establish the PMB & District Community Chest. This year’s event took place on 2 November at the Victoria Country Club. Over 80 golfers tee’d off in the hope of achieving the elusive Hole-In-One prize of a brand new motor vehicle, kindly sponsored by Moosa Allee Insurance Brokers. The Community Chest hosted its annual Christmas Party for children from less privileged backgrounds attending an early childhood development centre. Up to 500 children enjoyed a day of fun, laughter and joyous celebration and created memories to last a lifetime.

valentine’s Day Senior Citizens Tea
Together with our local daily newspaper, The Witness, Community Chest hosted its annual Valentine’s Day Tea for Seniors on Thursday 14 February 2019 at the Witness House at the Royal Showgrounds. Seniors from various old age homes were invited to this exciting event .
The beautiful ladies had a memorable day. They were serenated by Avi, the Music Man, pampered with hand massages and nail manicures, joined in on a special seniors Zumba class led by DelaDansa Zumba, treated to a poetry recital by Priscilla Sinanan and snacked on delectable refreshments. All the ladies were presented with a goodie bag to end the morning’s proceedings.

Maritzburg Marathon

how the PMB & District Community Chest works
The PMB & District Community Chest has been in service to our community for the past 59 years. In this time, we earned and maintained the support and trust of our donor partners because of the simple practice of 100% donated = 100% distributed. In order to achieve this, the Community Chest must secure its own day-to-day operational costs separately from that which is given by charitable citizens of Pietermaritzburg and District through our various fundraising initiatives such as corporate giving; employee giving; charity golf/marathon days; etc.
Donations given specifically to the Community Chest itself are, unless otherwise stipulated, invested and only the return-on-investment portion is used to cover the operational costs of the Community Chest. To date, the PMB & District Community Chest has never actively solicited financial support for its own operations but has relied on the unsolicited goodwill of community members who, mainly through bequests, have enabled an organic accretion of reserve funds from which the Community Chest has sustained its operations, year after year.
However, 59 years later, times have changed dramatically. The advent of a democratic South Africa brought with it both blessings and new challenges. The services of the Community Chest are thus required even more than ever before. Addressing key issues such as education, health, employment and family and social relations remain critical to repairing and maintaining the social fabric of our community.
If the Community Chest is to continue to serve our community for another 59 years, then starting today, we must proactively begin to shore up our endowment funds, which wisely invested, will enable us to continue to inspire all of us in Pietermaritzburg and the District to enhance our community life and restore hope, even in the face of widening despair.
The proposition
The PMB & District Community Chest is offering you a unique philanthropic opportunity to serve our community at an extraordinary level by joining its Red Feather Legacy (RFL) project. As a member of the RFL, you will be one of a select number of people in our District who will be honoured as a champion of the PMB & District Community Chest and recognized for your extraordinary charitable spirit.
Membership of the rFL
Membership of the RFL, either as an individual or in the name of your family, is achieved through a once-off, irrevocable, non-transferable gift of ten thousand rand (R10,000.00 minimum). Your philanthropic gift will be invested - never to be touched.
The return on investment from the RFL donations is what will be used, in part, to help off-set the day-to-day operational costs of the Community Chest while the remainder will be reinvested with the original sum to further grow the Community Chest’s endowment and strengthen the Community Chest’s longevity. In other words, your contribution to the RFL will become a gift that keeps giving!
In turn, the Community Chest can continue to fundraise in support of its impact partners (other NPOs and CBOs) who work directly in the community at grassroots level. All of this though, will only become a reality if someone like you is willing to join hands with the Pietermaritzburg & District Community Chest in support of its Red Feather Legacy project.

As a member of the RFL, there is a further opportunity to deepen your commitment to the vision and mission of the PMB & District Community Chest. The Wall of Honour is updated each time a contribution is made to the RFL project or when a RFL member attains a new level of honour.
