These days, the monitoring and protectionmeasures that need to be implementedwithin automation technology are becom-ing increasingly complex. Safety devicesand production processes must be totallycompatible. The development of state-of-the-art technology is another factor, whereeven simple safety functions are imple-mented through complex electronic circuitsand only the outputs still use conventionalrelays. Greater flexibility in the selectionand use of automation devices is now amatter of course.
The standards’ world has also undergone achange. In order to cover as many applica-tions as possible, the new standards areoften very complex. So the work involvedeven for simpler components becomesvery laborious and complicated.
Many factors have to be considered duringproject configuration and installation. Asafe system often needs to be made up ofmany individual components. The requiredsafety level is only achieved with the rightselection and combination of hardware andsoftware components. Application exam-ples can help the user implement controlsystems which comply with the new stan-dards.

European directives
The concept of a single European internalmarket in terms of the “New Approach” canbe traced right back to the start of the 70s:The low voltage directive was the first pieceof European legislation to take into accountthe approach towards harmonisation of acommon internal market.
Products that are covered by one or more ofthe following directives have to apply a CE-mark, i.e. the product must be accompaniedby a declaration of conformity. With adeclaration of conformity, the manufacturerconfirms that his product meets all therequirements of the European directivesapplicable to his product. This means hecan launch and sell his product within thescope of the EU without consideration ofany national regulations.

The directives are addressed to memberstates, who are obliged to incorporate theEuropean directives into domestic law. InGermany, this is normally achieved throughthe device safety law.

Status of the standards in Europe
The legal status of standards is continuouslydiscussed. Inside Europe, i.e. within thescope of the European directives that aresubject to the CE-marking obligation, amanufacturer is not bound by standards orother specifications. He simply needs tocomply with the health and safety require-ments of the directive(s). The associatedbenefits of a division between standards andlegislation are obvious: it is easier forlegislators to agree on the essential
requirements than on technical details. Also,the directives do not regularly have to beadapted to the state of technology; memberstates can use their own legal system forincorporation and the manufacturer is free toselect how he implements the requirementsof the directive.
So what are the benefits of applying thestandards? With so-called harmonisedstandards with presumption of conformity,there is a shifting of the burden of proof, i.e. ifa manufacturer applies these standards, he
can assume that he will also comply with thespecific requirements of the Europeandirectives. It would therefore be up to theregulatory authorities to prove that amanufacturer did not meet the legalrequirements.
However, should a manufacturer deviatefrom the harmonised standards, he himselfmust prove how he has met the essentialsafety requirements. This is generally donevia a hazard analysis. In practice peopleendeavour to apply the harmonised

standards, unless the products concernedare highly innovative and no harmonisedstandards yet exist. The standards for whichthis “presumption effect” applies can beresearched in the Official Journal of the EU(e.g. on the Internet). Standards in Europeare subdivided into A, B and C standards.

Legal regulations outside Europe
The situation is somewhat different in theUSA: primarily there are two types ofstandards: ANSI (American National Stan-dards Institute) and OSHA (OccupationalSafety and Health Administration). OSHAstandards are published by the state andcompliance is mandatory. ANSI standards,on the other hand, are developed by privateorganisations and generally their applicationis not strictly essential. However, ANSIstandards are still quoted as part of acontract. And yet ANSI standards are beingtaken over by OSHA. You can still comeacross the NFPA (National Fire ProtectionAssociation), which developed NFPA 79 as acounterpart to EN 60204-1, for example. TheOSHA standards can be compared with theEuropean directives. Unlike the Europeandirectives, OSHA standards are moreinvolved with formulating requirements fortechnical specifications than with abstractrequirements.
The legal foundations in the USA can beseen as a mix of product standards, firecodes (NFPA), electrical codes (NEC) and na-tional laws. Local government bodies havethe authority to monitor that these codes arebeing enforced and implemented.
Russia and the CIS states implementedGOST-R certification some years ago. Thismeans that technical devices falling within aspecific product catalogue must undergo a
certain certification process. Machinery andany corresponding technical accessoriesundergo a type approval test through aEuropean notified body, for example. Thistest is generally recognised by a Russian-based approvals body. From the point ofview of safety, the same requirements applyas in Europe.
China, on the other hand, has introducedCCC certification. Similar to the position inRussia, technical products are subject tomandatory certification through a nationalapprovals body in China. In addition, produc-tion sites are inspected. If a technical devicefalls with the scope of the product catalogue,which is subdivided into 19 categories,certification is mandatory, otherwise it will benecessary to supply a type of “declaration ofno objection” from a national notified body.
Japan is currently in a transition period: theplan is for Japan to adopt the European “newapproach” – in other words, to keepstandards and legislation separate. At themoment the international ISO and IEC stan-dards are being directly incorporated into na-tional legislation, which is why people arecurrently confronted with frequent amend-ments to laws and lengthy implementationperiods.
Standards for functional safety
Different standards may be called upon toobserve functional safety on control systems,
depending on the application. In the area ofmachine safety, EN 954-1 is the main stan-dard for safety-related control systems. Thisapplies to the whole chain from the sensor tothe actuator, irrespective of the technology.The risk graphs and corresponding riskparameters can be used to estimate thepotential risk for danger zones on machinery.The category is initially established withoutthe use of risk-reducing measures.

Category B
Basic category with no special requirements= “good industrial standard”
Category 1
Safety-related parts must be designed andconstructed using well-tried components andwell-tried safety principles.
Well-tried means: the components have beenwidely used in the past with successful re-sults in similar applications, or they have beenmanufactured using principles that demon-strate their suitability and reliability for safety-related applications.
Example: safety switch with forced-openingcontacts.
Well-tried safety principles are circuits con-structed in such a way that certain faults canbe avoided by the appropriate arrangementor layout of components.
Example: avoiding a short circuit throughappropriate separation, avoiding componentfailures that result from over-dimensioning,using the failsafe principle (on switching off).
Note: When a fault occurs it can lead to theloss of the safety function.
Category 2
Safety-related parts of control systems must
be designed so that their safety function(s)are checked at suitable intervals by themachine control system. The safetyfunction(s) must be checked: at the machinestart-up and prior to the initiation of anyhazardous situation; periodically duringoperation, if the risk assessment and the kindof operation show that it is necessary.
This check may be initiated automatically ormanually. Automatically, for example, thecheck may be initiated by a signal generatedfrom a control system at suitable intervals.The automatic test should be provided bypreference. The decision about the type oftest depends on the risk assessment and thejudgement of the end user or machinebuilder. If no fault is detected, operation maybe approved as a result of the test. If a faultis detected, an output must be generated toinitiate an appropriate control action. A se-cond, independent shutdown route isrequired for this.
Notes: In some cases Category 2 is notapplicable because the checking of thesafety function cannot be applied to allcomponents and devices. Moreover, thecost involved in implementing Category 2correctly may be considerable, so that it maymake better economic sense to implement adifferent category. In general Category 2 canbe realised with electronic techniques. Thesystem behaviour allows the occurrence of afault to lead to the loss of the safety functionbetween checks; the loss of the safetyfunction is detected by the check.
Category 3
Safety-related parts of control systems mustbe designed so that a single fault in any ofthese parts does not lead to the loss of thesafety function.
Whenever reasonably practicable, the singlefault shall be detected at or before the nextdemand upon the safety function. This doesnot mean that all faults will be detected. Theaccumulation of undetected faults can leadto an unintended output signal and ahazardous situation at the machine.
Category 4
Safety-related parts of control systems mustbe designed so that a single fault in any ofthese parts does not lead to a loss of thesafety function; the single fault must bedetected at or before the next demand uponthe safety functions (e.g. immediately atswitch on, at the end of a machineoperating cycle).If this detection is not possible, then anaccumulation of faults shall not lead to aloss of the safety function.

Functional safety and legal status of EN/IEC 61508

Functional safety withEN/IEC 61508?
EN/IEC 61508 is regarded as a generic safetystandard, which deals with the functionalsafety of electrical, electronic andprogrammable electronic systems,irrespective of the application.
One of the main tasks of EN/IEC 61508 is toserve as a basis for the development ofapplication-oriented standards. Standards’committees are currently busy in the areasof machine safety with EN/IEC 62061, andprocess safety with EN/IEC 61511. Alsounder revision is EN 954, the standardharmonised under the scope of themachinery directive, which in future will belisted as EN/ISO 13849.
These sector-specific standards areintended to continue the principleapproaches of EN/IEC 61508 and toimplement the requirements for the relevantapplication area in a suitably practicalmanner.
What is the legal status ofEN/IEC 61508?
As EN/IEC 61508 is not listed in the OfficialJournal of the European Communities forimplementation as a European directive, itlacks the so-called “presumption effect”. Ifthe standard is used on its own, a controlsystem designer cannot assume that the re-levant requirements of the specific Europeandirective have been met.

Under the terms of the machinery directive,a machine manufacturer must carry out arisk analysis in order to identify all thehazards that apply to his machine. Thisanalysis must then be taken into account inthe design and construction of the machine.This requirement also applies to operatorswho act as manufacturers under the termsof the machinery directive. For example, thismay occur with machines that areinterlinked or for machinery that has beenupgraded and substantially modified.
EN 1050 contains “Principles for riskassessment” on machinery. Theseapproaches can be called upon as part of acomprehensive analysis. EN 954-1 expandson EN 1050 with regard to the assessmentof safety-related parts of control systems.
The hazards emanating from a machine maybe many and varied. For example, it isnecessary to consider not just mechanicalhazards through crushing and shearing, butalso thermal and electrical hazards andhazards from radiation. Risk reduction istherefore an iterative process, i.e. it iscarried out before and during the planningphase and after completion of the plant ormachine.

E-STOP functionWhen one of the E-STOP pushbuttons S12,S13 is operated, machine 1 (Master) plusmachines 2 and 3 (Slaves) are stopped.When one of the E-STOP pushbuttons isoperated, the input circuit on the safetyrelay PNOZ X3P (K14) is opened and thesafety contacts on K14 open. This interruptsthe input circuit on the contact expandermodule PZE X5P (K15) and contactors K16and K17 de-energise. The safety contactson the PZE X5P open. This also interruptsthe input circuits on the safety relays PNOZX3P (K18 and K21). Their safety contactsopen and contactors K19, K20, K22 andK23 de-energise.The safety relays PNOZ X3P (K14, K18, K21)and contact expander module PZE X5P
(K15) have diagnostic outputs for display orfor evaluation by a PLC.

Description
E-STOP functionWhen one of the E-STOP pushbuttons (S10... S12) is operated, the input circuit on thesafety relay PNOZ X3.10P (K12) isinterrupted and the safety contacts open.Contactors KM1 and KM2 de-energise.When voltage is returned (after failure of the24 VDC supply voltage), the safety contact(momentary contact) on the safety timerPZW (K13) switches on. The safety relayPNOZ X3.10P (K12) restarts automatically.The pulse time is set via the rotary switch onthe safe timer PZW (K13).The safety relay PNOZ X3.10P (K12) has adiagnostic output for display or forevaluation by a PLC.

Description
E-STOP functionWhen one of the E-STOP pushbuttons (S1... S3) is operated, the supply voltage on thesafety relay PNOZ X7P (K1) is interruptedand the safety contacts open. Contactor K2de-energises.
Start/resetThe safety relay PNOZ X7P (K1) can bestarted by pressing reset button S4 if:
E-STOP pushbuttons (S1 ... S3) have notbeen operated andContactor K2 has de-energised.
Feedback circuitThe positive-guided N/C contact oncontactor K2 is monitored in the safetyrelay’s feedback circuit Y1-Y2.
Safety assessmentEarth fault in the input circuit is detected.A fault on the device does not lead to theloss of the safety function.The safety relay PNOZ X7P (K1) is testedin each on/off cycle. The E-STOPpushbuttons (S1 ... S3) must be operatedat appropriate intervals to perform afunction test. This must be recorded inthe machine’s operating manual(organisational measure). An E-STOP isnot a primary safety measure, just aprecautionary measure for emergencies(EN 292-2). A start-up test is thereforenot required.As the PNOZ X1P cannot be testedautomatically, a second shutdown routeis required (e.g. via a main switch or amaster contactor).

Description
E-STOP functionWhen one of the E-STOP pushbuttons S1,S3.. S5 is operated, machine 1 (Master) plusmachines 2 ... 4 (Slave) are stopped.When one of the E-STOP pushbuttons isoperated, the input circuit on the safetyrelay PNOZ X9P (K1) is interrupted, thesafety contacts on K1 open and contactorsK2 and K3 de-energise. This also interruptsall the input circuits on the contactexpander modules PZE 9P (K4, K7, K10).Their safety contacts open and contactorsK5, K6, K8, K9, K11 and K12 de-energise.

and contactors K8 and K9 (machine 3).- Contact expander module PZE 9P
(K10) and contactors K11 and K12(machine 4).
Earth faults and shorts between contactsin the input circuit are detected.A fault on the device does not lead to theloss of the safety function.The safety relay PNOZ X9P (K1) can bestarted when the input circuit at K1 isclosed first, followed by the reset buttonS2. This avoids an unwanted reset beforethe input circuit is closed or as a result ofthe reset button being overridden.

Description
E-STOP functionWhen one of the two E-STOP pushbuttons(S12, S14) is operated, both machines arestopped.When one of the E-STOP pushbuttons isoperated, the input circuits on the safetyrelays PNOZ X10.11P (K14 / K18) areinterrupted and safety contacts K14 / K18open. This interrupts the input circuit onsafety relays K15 and K19. The safetycontacts on both units open and contactorsK16, K17 and K20, K21 de-energise.
Start/resetThe safety relay PNOZ X10.11P (K14 / K18)can be started by pressing reset button S13/ S15, if E-STOP pushbutton S12 / S14 hasnot been operated.The safety relay PNOZ X10.11P (K15 / K19)is started automatically if:

Description
E-STOP functionWhen the E-STOP pushbutton S1 isoperated, both the drive and the supply tothe drive are shut down after a delay time.When the E-STOP pushbutton S1 isoperated, the input circuit on the safetyrelay PNOZ XV1P (K1) is interrupted, safetycontact 14 on K1 opens immediately andtriggers a “fast stop” at the drive controllerA1.The delay-on de-energisation safety contact37-38 switches off contactors K2 and K3after a delay. In this way, the drive controllerA1 is isolated from the energy supply(mains) after a delay. The delay-on de-energisation time is set on the safety relay.
Start/resetThe safety relay PNOZ XV1P (K1) can bestarted by pressing reset button S2 if:
E-STOP pushbutton S1 has not beenoperated andContactors K2 and K3 have de-energised.
Feedback circuitThe positive-guided N/C contacts oncontactors K2 and K3 are monitored in thesafety relay’s feedback circuit S33-S34.
Safety assessmentThe safety relay (K1) and contactors K2and K3 must be installed in a singlemounting area (control cabinet) in orderto exclude a short across the output.Earth faults in the input circuit aredetected.A fault on the device does not lead to theloss of the safety function.The safety relay PNOZ XV1P (K1) can bestarted when the input circuit at K1 isclosed first, followed by reset button S2.This avoids an unwanted reset before theinput circuit is closed or as a result of thereset button being overridden.The delay time set for the safety relayPNOZ XV1P (K1) must be longer than themaximum braking time on the driveregulator A1.

Description
Safety gate functionA PLC requires a switch-off test as part ofeach cycle.The opening and closing of a safety gate issignalled to the safety relay PNOZ X1P (K5)via the contacts on the safety switch PSENme2/2AS (S3, S4). The contacts on safetyswitches S3 and S4 are opened as soon asthe safety gate is opened. This interruptsthe input circuit and the safety contacts onthe PNOZ X1P (K5) open. Contactor K6 de-energises.Output A1.0 on PLC A3 switches offcontactor K6 as part of each cycle. OutputA1.0 cannot be reset until both safetyswitches S3 and S4 have been operatedand the N/C contact at K6 on input E0.1 isreclosed. This cyclical switch-off test mustbe available within the PLC’s user program.

K12 isreactivated by pressing reset button S18.The two auxiliary contacts on the safetyswitch PSEN me1S/1AS (S15) areconnected to a PLC to display or evaluatethe switch status.The standstill monitor PSWZ X1P (K12) hasa diagnostic output to display or evaluatestandstill via a PLC.

Safety relays PNOZ X3P (K30) / PNOZX3P (K33) can be started when the inputcircuit at K30 / K33 is closed first,followed by reset button S15 / S20. Thisavoids an unwanted reset before theinput circuit is closed or as a result of thereset button being overridden.Enable mode partly disables the safetydevices. Anyone spending time in thedanger zone with an enable switch mustbe able to detect hazardous conditions atan early stage and take appropriatecountermeasures. Every person whospends time in the danger zone mustcarry an enable switch with them.Releasing the enable switch S18 ordepressing it fully into position 3 cancelsthe enable function. Returning the switchto position 1 from position 3 does notmake the enable function operative.

Description
Safety gate functionThe opening and closing of a safety gate fortechnical processing purposes is signalledto the PNOZ X3.10P safety relay (K1) via thecontacts on the safety switches PSENme1S/1AS (S1). Guard locking on safetyswitch S1 can be released via pushbuttonS4.The technical processing purposes are notsafety-related. For example, there is nosafe standstill monitoring.
The contacts on safety switches S1 and S2are opened as soon as the safety gate isopened. This interrupts the input circuit onthe safety relay PNOZ X3.10P (K1) and thesafety contacts open. Contactors K2 and K3de-energise.
The safety relay PNOZ X3.10P (K1) has adiagnostic output for display or forevaluation via a PLC.

Description
Light curtain functionThe interruption of light curtain PSEN op4F(B1/B2) is signalled to the safety relay PNOZX2.9P (K1) via the two semiconductoroutputs on receiver B2.The semiconductor outputs on the safetylight curtain’s receiver B2 are opened assoon as the light curtain is interrupted. Thisinterrupts the input circuit on the safetyrelay PNOZ X2.9P (K1) and the safetycontacts open. The contact expandermodule PZE X4P (K2) and contactors K3and K4 de-energise.The top and bottom DIP switches on thereceiver B2 must be set at the sameposition. For the light curtain to resetautomatically, number 4 on both DIPswitches must be switched to ON.
Start/resetThe safety relay PNOZ X2.9P (K1) can bestarted by pressing reset button S2 if:
The light curtain is not interrupted andThe semiconductor outputs on safetylight curtain B1/B2 are closed andThe relays on the contact expandermodule PZE X4P (K2) have de-energisedandContactors K3 and K4 have de-energised.
Feedback circuitThe positive-guided N/C contacts oncontactors K3 and K4 are monitored in thesafety relay’s feedback circuit S12-S34. Thefeedback circuit on safety relay K1 is linkedto the feedback circuit on the contactexpander module K2.
Safety assessmentThe contact expander module PZE X4P(K2) and contactors K3, K4 must beinstalled in a single mounting area(control cabinet) in order to exclude ashort across the output.Earth faults and shorts between contactsin the input circuit are detected via thelight curtain.A fault on the device does not lead to theloss of the safety function.A single fault in the light curtain isdetected.
The device can be started when the inputcircuit is closed first, followed by resetbutton S2. This avoids an unwanted resetbefore the input circuit is closed or as aresult of the reset button beingoverridden.

Description

Description
Muting functionThe interruption of the light curtain issignalled to the safety relay PMUT X1P (K1)via the two semiconductor outputs onreceiver B2.The semiconductor outputs on the safetylight curtain’s receiver B2 are opened assoon as the light curtain is interrupted. Thisinterrupts the input circuit on the safetyrelay PMUT X1P (K1) and the safetycontacts open. Contactors K2 and K3 de-energise.If both muting sensors S2 and S4 becomeactive within 3 s (simultaneity), muting isstarted. The input circuit on the safety relayPMUT X1P (K1) is overridden. Muting isended when one muting sensor at most (S2or S4) is active. The input circuit on the
safety relay PMUT X1P (K1) is reactivated.When muting is active, muting lamp H1 willlight. During the muting cycle, the PMUTX1P (K1) monitors the coiled filament on theconnected muting lamps. If muting lamp H1is defective, K1 automatically switches tomuting lamp H2. If both muting lamps aredefective and the light curtain is interrupted,the safety contacts on the safety relayPMUT X1P (K1) are opened.If the simultaneity requirement (3s) of mutingsensors S2 and S4 is exceeded, the safetyrelay PMUT X1P (K1) will switch to a faultcondition. Once the fault has been rectified,the simultaneity requirement can be reset bypressing key switch S6.

If both muting lamps aredefective and the light curtain is interrupted,the safety contacts on the safety relayPMUT X1P (K4) are opened.If the simultaneity requirement (3 s) ofmuting sensors S7, S8 and S9, S10 isexceeded, the PMUT X1P safety relay (K4)will switch to a fault condition. Once thefault has been rectified, the simultaneityrequirement can be reset by pressing keyswitch S12.

FunctionThe installation or application of levelswitches can lead to inadvertent operation.To prevent inadvertent operation, the delay-on de-energisation PZE X4VP (K4) ignoresbrief interruptions of the level switch. Thetolerance time depends on the delay-on de-energisation set on the PZE X4VP (K4).When the level switch S5 is operated, thesupply voltage on the safety relay PNOZX7P (K3) is interrupted and the safetycontacts on K3 open.The supply voltage to the contact expandermodule PZE X4VP (K4) is interrupted, thesafety contacts on K4 open after a delay.Contactor K5 de-energises after the delay-on de-energisation time elapses on thecontact expander module K4.If the supply voltage to the safety relay K3 isreconnected within the delay-on de-energisation time on K4, the safety contactson K4 remain closed.
Start/resetWhen level switch S5 is closed, the safetyrelay PNOZ X7P (K3) starts automatically.If level switch S5 is opened and then closedagain within the delay-on de-energisationtime on K4, the PNOZ X7P (K3) startsautomatically via delay-on de-energisationsafety contact 17-18 on K4.
Feedback circuitFeedback circuit Y1-Y2 on safety relay K3 islinked to feedback circuit Y1-Y2 on thecontact expander module K4. The delay-onde-energisation safety contact on contactexpander module K4 is also connected inparallel. In this way, safety relay K3 can berestarted (within K4‘s release time), evenwhen safety relay K3 has not de-energised.

Description
Safety gate functionThe opening and closing of a safety gate issignalled to the safety relay PNOZ X3P (K1)via the contacts on safety switchesPSENme 1S/1AS (S1) and PSENme 2/2AS(S2). Guard locking on safety switch S1 canbe released via pushbutton S4. Guardlocking will not be released until the safetycontacts on the standstill monitor PSWZX1P (K2) are closed.The standstill monitor PSWZ X1P (K2)monitors standstill on motor M1. Whenstandstill is achieved, the safety contacts onK2 are closed.
When the simultaneity requirement of thetwo input channels on the standstill monitorPSWZ X1P (K2) is exceeded, the unitswitches to a fault condition. K2 isreactivated by pressing reset button S7.The star-delta start-up on motor M1 isstarted via the start button S5 and switchedoff via the stop button S6.The contacts on safety switches S1 and S2are opened as soon as the monitored safetygate is opened. This interrupts the inputcircuit on K1 and the safety contacts on thePNOZ X3P (K1) open. Contactors K3 andK3.1 plus timer K6 de-energise.
Start/resetThe safety relay PNOZ X3P (K1) can bestarted by pressing reset button S3 if:
The safety gate is closed andThe contacts on safety switches S1 andS2 are closed andContactors K3 and K3.1 have de-energised.
The standstill monitor PSWZ X1P (K2) startsautomatically once standstill is detected.
Feedback circuitThe contacts on contactors K3 and K3.1 aremonitored in the safety relay’s feedbackcircuit S33-S34.
Safety assessmentThe safety relay PNOZ X3P (K1) andcontactors K3 and K3.1 must be installedin a single mounting area (control cabinet)in order to exclude a short across theoutput.Earth faults and shorts between contactsin the input circuit are detected.A fault on the device does not lead to theloss of the safety function.
The device can be started when the inputcircuit is closed first, followed by resetbutton S3. This avoids an unwanted resetbefore the input circuit is closed or as aresult of the reset button beingoverridden.Using the standstill monitor PSWZ X1P(K2) means it is only possible to achieveCategory 3 in accordance with EN 954-1.
