General Rules and Information
These rules are the general framework around which this Camporee will be operated. The Scout Oath,
Law, and Outdoor Code are the guides for ALL behavior at this Camporee. Troops or individuals who do
not conform to this spirit should leave the Camporee.
1. A registration fee will be charged to cover the cost of Camporee supplies, patches, and prizes. All fees due must be paid in full by the deadline of March 30th.
2. Scouts should arrive and depart in Full Class A uniform. The uniform is required to be worn for Flag, the Saturday Campfire and Sunday Church Service.
3. Scouts should dress appropriately for Saturday events Class B Tee shirts and dress accordingly to the weather and activity.
4. Campsites will be assigned based on the number of registrants in your unit; be prepared to share a campsite with another unit. Each Troop will be required to use the minimal space for its campsite. All troops are required to exercise “low‐impact” camping techniques. Administrative and Program Staff will dismiss troops from campsites upon check out.
5. Troops should not plan on arriving to the Camporee before 4:00 p.m. Friday. Campsites will not be assigned prior to this time.
6. Troops will not be allowed to have a troop trailer in their site. Trailers may be dropped along fence line. NO vehicles are allowed to remain in camp area or on road (points will be deducted per vehicle that is not in the parking lot) after Taps. There is a designated parking area for all vehicles, Please Use It! For exceptions to this rule the scoutmaster MUST speak with the Administrators at check in. All unloading must be done in the driveway, DO NOT PULL VEHICLES IN GRASS
7. Upon arriving the Scoutmaster of each troop will need to report to the Check‐In location. A list of attendees will need to be presented on the form that is provided with this packet, along with medical forms. (Check in is at headquarters bldg.),
8. Troops must plan on removing all trash from the Camporee area. Again, all trash must be hauled away by the Troops
9. Absolutely no washing of dishes at any camp spigot. Troops are responsible for establishing their own dishwashing stations at their campsites.
10. Safety and fire prevention are the responsibility of everyone at Camporee. The campgrounds must be clear and free from wildfires. Fire rings are to be used at all times. Be very careful with fires. Have all necessary fire buckets and firefighting tools available. All fires should have a 5‐foot radius safety zone cleared around the fire.
11. Taps will be at 11:00 p.m. each evening at Camporee. Reveille will be at 7:00 a.m. Quiet hours and dim lights are between those hours. Units should plan to arrive at Camporee in enough time to have their campsites established by Taps. Points may be deducted for failure to observe this rule.
12. Patrols flags may be carried to flag raising and lowering
13. Visitors (other than registered participants) are welcome at Camporee. Visitors to a campsite must have permission from the unit leader and the Committee. Visitors are welcome to attend field events (but not participate) and Saturday evening campfire. All visitors must depart the Camporee before Taps.
14. No green (live) wood (for camp craft projects or other) may be cut from Camporee facility.
15. All campfire skits, songs, etc., must conform to Scouting standards, and must be submitted to the Administrative Chief by lunch on Saturday
16. Unit leaders are responsible for the supervision of their units always. Remember two deep leadership is required always. Please enforce safety and discipline.
17. Any unsafe or improper use of knives, axes, or other tools will result in deduction of Troop points and/or removal from the Camporee. Sheath knives and fixed blade scabbard knives are prohibited.
18. Misuse of the latrine facilities will result in individual or groups having points deducted from their score and/or dismissal from the Camporee
CHECK‐IN:
Units should not plan to arrive at the Camporee site before 4:00 p.m. on Friday. Please have
the following information available at check in:
• A unit roster of scouts and adults with addresses and phone numbers.
• Name and number of patrols participating.
• Health Forms Parts A&B for troop members and participating adults including staff.
• Health History Forms should remain with your Troop.
CHECK‐OUT:
Make sure the entire area has been policed and all trash picked up. Scouts should make
every effort to leave an area better than they found it.
Latrine areas should be checked and cleaned up by everyone throughout the weekend.
Fire needs to be completely extinguished. You should be able to place your hand in the
area where the fire was located and feel no heat.
FIRST AID:
First Aid should be administered at the Troop level. Units should have adequate first‐aid
supplies as part of their unit’s equipment. All injuries, even if treated at the unit level, are to
be reported to the Headquarters Building in a timely manner.

• Watch
• And any other items that you would bring and need while camping

Safety Notice
Scouts and adults need to wear leather work gloves or some form of glove when working with rope,
spars, and timbers at the 2018 Pioneering Challenge Camporee.
Reason is to prevent the following:
1. Rope Burns 2. Wood Splinters 3. Rope Fiber Splinters
Rope Fiber Splinters:
1. Rope fiber splinters are very tiny, almost microscopic. They are not visible when imbedded in the skin.
2. Gotten in fingers when coiling or pulling manila rope through hands, independent of rope tension
3. Rope fiber splinters enter the skin and break off without pain 4. They do not cause any short‐term discomfort or pain 5. The skin tends to close over the splinter 6. Typically, after about 18 to 24 hours, there is pain and discomfort as the affected area becomes
sensitive to touch 7. Use of affected hand may be impaired 8. There may be redness or swelling 9. Treatment is to strongly squeeze the affected area until the splinter and puss are ejected from
the skin. Alternatively, a sterile needle may be used to open the skin prior to squeezing out the splinter. Soaking your hand in warm water may facilitate splinter removal. Clean out the area and apply standard first aid practices.
Challenge Events
Chariot Race All materials will be laid on the ground 10 feet from the starting line
On the start signal, patrols will run to gather their equipment and begin to construct the chariot
as illustrated
Once constructed, one scout rides the chariot, and is pulled by 2 other members of the patrol
over the finish line
If the chariot becomes disabled, the patrol must stop and repair the lashings
All lashings must be intact to cross the finish line
The chariot must remain in two‐point contact with the ground while being pulled
3 wraps and 2 fraps minimum, loose end secured
Nitroglycerin Transporter o The patrol is to construct a transporter to carry the nitroglycerin over a course in such a way
that they will not denotate the nitroglycerin
o Patrols will need to construct a tripod then attach the remaining poles on each leg to form a
three‐dimensional triangle
o A bell mechanism is suspended to hang in the center of the transporter
o The patrol will need to move the transporter over a set distance. If the bell ‘sounds’, the patrol
must return to the starting line and try again.
o
Bulldogging Using the rope provided, the patrol must tie a timber hitch with a reverse half hitch around a log, coil
and throw the other end of the rope over a cross bar at least 10 feet above the ground, tie the loose end
to a stake with a clove hitch, pull the log at least 1 foot above the ground, and use a sheep shank to
shorten the rope enough to keep the log suspended.
Fire Building o Using the materials provided, Patrols must build a fire and burn through a string
suspended 16 inches above the ground
o Fire to be lit using the provided magnesium fire starter
o Patrols will be given 2 minutes to plan their strategy
o Official timing begins when the patrol is handed the fire starter and ends when the
string is burned through, or when 15 minutes has elapsed
Catch the Snapper Patrols must build a device to set off and ‘catch’ a cocked rat trap places 15 feet away.
Using two tight Round Lashings to join each of several provided staves together, patrol forms a
long “fishing pole” and attaches a cord with a fishing weight tied on the end
No patrol member is permitted to cross a line between the work area and the snapper
Only the fishing weight is allowed to touch the snapper
Atomic Pile The object of the challenge is to place and balance the log on top of wooden “cookies” (discs). The log
is maneuvered by pulling in or paying out line from four ropes, each of which are threaded through a
pulley and controlled by an individual Scout. The discs can vary in height, color, position or can be
numbered, all to correspond with how many points they’re worth.
Within a preset time, limit, balance the log for five seconds on as many discs (or blocks) as they can.
Knot Relay Patrol lines up single file
At the signal to start, the first member of the patrol moves to the instructor to receive a knot to
tie at random
If the scout successfully ties the knot required, he will return to his patrol and the next scout will
come forward to receive the next knot
If the scout cannot successfully tie the knot, he returns to the end of the line and the next scout
will come forward and be asked the same knot until it is completed.
The cumulative time to tie all knots will be recorded.
Knots will be selected from among the following:
o Clove Hitch
o Sheet Bend
o Square Knot
o Bowline
o Round turn with two half hitches
o Timber Hitch
o Taut‐Line Hitch
o Sheep Shank
River Crossing Patrols must devise a strategy to cross a river using n‐1 magic stones. The stones will float as long as
there is constant contact with the stone; as soon as there is no contact, the stone disappears. Patrols are
given 5 minutes to devise a strategy, and all patrol members must complete the crossing within 15
minutes. If any individual falls in the water, the contest is over.
Tomahawk Throw Each scout will be taught how to throw a tomahawk and given a chance to practice throwing it.
After practice, scout will throw 3 tomahawks at the target for a score
The distance from the throw line to the target is approximately 15 feet
Stepping over the line results in a penalty
Catapult Challenge (Afternoon) Each patrol will build a catapult similar in arrangement to the sample illustrated
Each patrol will provide the materials needed for construction of the catapult
1/4” or 3/8” lashing rope is to be used
Two small pulleys may be used
A short piece of PVC pipe may be used as a bearing for the pivot
The height of the pivot will be no more than 4 feet above the ground
The total length of the throwing arm must no more than 10 feet end to end
The catapult must be completely constructed on site; no pre‐made assemblies are to be used
No slings or articulated arms allowed
Two scouts will be allowed to pull the ropes during the competition
No scout may be in contact with the catapult during the launching
The catapult must be securely anchored to the ground before launching
Accuracy to be determined by the closest launch to the center of a 10‐foot circle a set distance
from the launch line.
One practice throw will be permitted
The best of 2 launches will count toward accuracy
Awards based on accuracy, design, and construction
Dutch Oven Cook‐Off
1. This cook-off will consist of a one pot main dish and a desert. A prize will be awarded for best dish in each category.
2. Each troop may enter one dish in each category for the competition. Troop must be registered for Camporee.
3. Only youth members may participate. Adult volunteers may instruct but may not have “hands-on” during the preparation or cooking.
4. Know and practice safe food handling procedures.
5. Each entry must have a 3x5 card (available at headquarters) with the name of the dish and its ingredients listed. (Please note if the dish is spicy) Do not include your units’ number or have any other identifying information on the card.
6. All ingredients must be combined, chopped, sliced, diced and cooked on site including garnishes and marinades. For safety reasons, no ingredients prepared or processed at home are allowed. All cooking must be done in an approved (factory made) Dutch-Oven and everything cooked must be presented to the judges with the exception of excess gravies and sauces. Removing burnt or undercooked sections of food may result in point deductions or disqualification.
7. All dishes must be presented to the Food Judges' table (HQ) by 6:00 pm. All entries must be on time. All foods submitted for judging should be displayed in the cooking pot. If garnishes are used, they should be edible. Dishes may be picked up after 7 pm.
8. Use good fire safety practices. Keep yourself and the public safe. Propane stoves may not be used for this competition. Leave No Trace ethics should be employed when cooking.
9. Dishes will be judged on presentation and taste.
10. All judging decisions are final. Ties will be decided by a drawing.
11. Results of the competition will be announced at the evening’s campfire.
12. Remember this competition is for FUN.

Pioneering Challenge (April 6‐8, 2018)

Come out and enjoy a weekend of spirited competition as patrols demonstrate their mastery of
pioneering techniques and tackle a few team‐building challenges. The event will include a
catapult contest, Dutch oven cook‐off, and a campfire skits and awards ceremony.

Cancellation Policy Please be advised refunds on Council, District, or OA Events and Activities will be made only if an adult calls 10 days before the event to the Council Office to cancel that registration. The only exception to the policy will be the case of illness, accident and/or death in the family and that cancellation must be called in the day before the event.
