    Problems of todayDemocracy in Croatia:

    Voters choose only election lists,predetermined by political parties

    Votes are divided among candidates withhigher places on the list (D'Hondt method)

    There is no possibility of choosing whichpeople from lists are preferred

    First step As a Pirate party we promote e-democracy,

    liquid feedback, transparency, crowdsourcingand other innovations in democratic

    processes All of this is long way ahead for Croatia, and

    we must start somewhere We have chosen to build upon existing legal

    and technical infrastructure and thus topromote use of e-democracy tools

    project is flexible enough to be upgraded in

    later stages to e-voting or even liquidfeedback

    project: legislation e-working groups

    we have developed a tool that can be usefulfor collaboration on text documents inlegislation working groups

    government still chooses experts, but we givethem environment for transparent discussions

    Idea is to show reasoning experts deliberatewhen proposing certain legislation(ratio legis)

    If public would disapprove certain proposals,government might give up certain unpopularmoves.

    AAI@Edu publicinfrastructure

    [email protected] is a national authenticationsystem for academic institutions, integratedwith the eduroam system

    Quick access to a large number of userswhose qualifications are already known,and can be translated to initialkarma The "karma" will be modified as the users interact

    among themselves

    Initially, this allows us to set upa platform to talk about theeducational system

    All workers in Croatia used to haveemployment certificates similar to drivinglicence (for pensions and social security)

    ministry of working relations is switching toe-certificates databases with all data aboutemployment history on one place (similarto CV)

    we can use data from AAI@edu and e-workcertificates to give detailed initial "forumkarma"

    Why e-Demoracy?

    "e" is because the Internet has changedthe rules

    The technology allows us to be smarter We (should) have ways to verify the user's

    credentials and work experience We translate these into "experience points" or

    "karma points" Users with higher karma (probably)

    should be heard "louder" ... but everyone, every time

    should have the chance to speak

    Basic tenets

    Everyone should be able to participate inlaw-making By using the ideas of liquid democracy, not

    everyone will have to participate directly Expert users should be heard the "loudest"

    in the discussion But every input is important and will be recorded

    Expert users earn their statusby combining education data, and"karma" from their interactionwith other users

    Completed the support for: Basic document editing (individual articles / parafs) Article history analysis (diffs)

    Voting on different article versions Voting on documents as a whole (for proposals) Commenting on articles [email protected] login

    We are also trying to use it for internalorganization and voting

    We can bring up new instancesof the web application
